President Donald Trump’s outgoing administration on Monday returned Cuba to the US blacklist of state sponsors of terrorism, the latest in a slew of last-minute actions to hinder President-elect Joe Biden’s diplomacy.
The terror designation severely hampers foreign investment and can only be removed after a formal review by the Biden administration, meaning it may remain in force for months and slow efforts to ease tensions.

The U.S. State Department announced Monday that it was re-designating Cuba as a state sponsor of terrorism, reversing a 2015 Obama-era campaign to improve relations in between the two countries. Cuba's Foreign Minister Bruno Rodriguez called the move "political opportunism" in a tweet.Secretary of State Mike Pompeo announced the move, blaming Cuba "for repeatedly providing support for acts of international terrorism in granting safe harbor to terrorists." Pompeo said the Cuban government engaged in "malign interference in Venezuela and the rest of the Western Hemisphere." The State Department also says that the move also penalizes U.S. companies for making business deals in Cuba and also restricts U.S. foreign assistance, bans defense exports and sales, and imposes controls on some exports. WASHINGTON, Jan 11 (Reuters) - The Trump administration on Monday announced it was returning Cuba to the U.S. list of state sponsors of terrorism, a move that could complicate any efforts by the incoming Biden administration to revive Obama-era detente with Havana.
Just nine days before Republican President Donald Trump leaves office, Secretary of State Mike Pompeo said Cuba was being listed for repeatedly providing support for acts of international terrorism by harboring U.S. fugitives and Colombian rebel leaders.
Pompeo also cited Communist-ruled Cuba s security support for Venezuelan President Nicolas Maduro, which he said had allowed the socialist leader to maintain his grip on power and create a permissive environment for international terrorists to live and thrive within Venezuela.
