The Enforcement Diretorate on Wednesday approached Delhi s Patiala House Court seeking to declare Mallaya a proclaimed offender in the Foreign Exchange Regulation Act (FERA) violation case.
The aforesaid statement

(a) The subject matter of the difference is not capable of settlement by arbitration under the law of that country; or
