Analysis:
Ireland has one of the strongest whistleblower protection legislations in the world, and incentivises workers to make disclosures internally, but it also permits workers to go outside their organisation if they wish to do so.
Last week s RTÉ Investigates revelations shocked the nation. It emerged that the Department of Health was secretly compiling sensitive medical, social care, and educational information on children with autism who were involved in legal actions against the State.
The confidential information on the children and their families was obtained, without consent, from private doctor consultations, local care, community mental health, and support services.

The Report on the Role and Remuneration of Local Authority Elected Members written by Senior Counsel Sara Moorhead issued to Minister John Paul Phelan last year and recommended an increase of €8,000 on the current salary for Councillors, bringing it to €25,000 annually and dilution of the increase by a reduction in expenses.

International Civil Society Letter to President Zelensky re. Draft Law #3450

Dear President Zelensky,
We, the undersigned organisations join our voices to this letter from the Board of Trustees of the Whistleblowing International Network (WIN) to urge your leadership to defend the integrity of the law that protects those who risk their careers to fight corruption and block proposed draft Bill which undermines effective protection for public interest whistleblowing in Ukraine.
In December 2019, Ukraine enacted landmark anti-corruption legislation which included whistleblowing protection provisions which were unsurpassed in their compliance with international best practices principles.

Maresa Fagan Ireland’s rating in an international corruption index slipped to 20th place in 2020, leading to calls for outstanding recommendations from the Mahon Tribunal to be progressed.
The Corruption Perceptions Index (CPI), a measure of public-sector corruption collated by Transparency International, has found that Ireland fell by two points, from 74 to 72 out of 100, last year.
