The First Minister gave a key pre-election pledge before the last Scottish Parliament ballot to deliver at least 50,000 affordable homes over five years, including 35,000 homes for social rent by 2021 as it sought to tackle a housing crisis. But annual official data seen by the Herald shows that over the five years, to the end of December, the number of completed homes was at just over 40,000.
