Steven Carlisle, 23, of Manor Parade, Hatfield, was sentenced to two years and six months in prison at St Albans Crown Court, and has also been placed on the sex offenders register for an indefinite period. The court heard that at around 4.50pm on Friday, March 20 last year, a woman in her 50s was walking her dogs along Great Braitch Lane when she noticed Carlisle behind her.

A Parliamentary report has warned that the coronavirus pandemic has left the courts system in England and Wales in “crisis”, with a backlog of cases that will take years to clear. The Lords Constitution Committee has urged the Government to set out urgent plans, including new funding, to stop public confidence in the justice system being undermined.
