Corvallis adds homeless funds, loses camp plan

The Corvallis City Council has agreed to appropriate more than $360,000 in federal funds for services that will largely help the homeless. That’s the good news on the city’s fight against homelessness. The bad news is that Corvallis Mayor Biff Traber announced at Monday’s remote meeting that plans by the Unity Shelter group to put together a managed camping facility near the BMX park have collapsed. Unity Shelter, which manages the men’s shelter and hygiene center, the women’s shelter and the micro shelters at the First United Congregational Church of Christ, had hoped to open a managed camping facility with new tents on platforms, case management and a warming hut.

Corvallis City Council delays board restructuring

Corvallis’ project to rework its advisory boards and commission proved to be not ready for prime time Monday. Councilors voted unanimously at its remote session to table the plan and reconsider it April 19. Some meeting participants viewed the April 19 as a bit aggressive, and the process might move into May or even June. An eight-person ad-hoc committee, chaired by Ward 9 Councilor Andrew Struthers, will be reformed to work on refining the proposal. On the panel with Struthers will be Councilors Charlyn Ellis (Ward 5), Hyatt Lytle (Ward 3) and Paul Shaffer (Ward 7) as well as Community Development Director Paul Bilotta, Library Director Ashlee Chavez, City Attorney Jim Brewer and Public Information Officer Patrick Rollens.

Corvallis council works on team building

The Corvallis City Council and city staff participated Thursday in a remote two-hour work session on team building, roles and responsibilities. The session was facilitated by Larry Patterson and Andy Parks of GEL Oregon. Parks also served six months as the city’s interim finance director. The discussion was a blend of principles and practical examples and came to life mainly when the latter were on the table. Issues covered ranged from parliamentary procedure to meeting protocols, with the key thread being “why does the council sometimes bog down?” Patterson noted an experience he had working with an unnamed city on its transportation system plan update. The process took 2½ years.
