Northam announces modified stay at home order for Virginia Virginia State Police and Richmond-area law enforcement agencies say they will not be stopping motorists to enforce compliance with Gov. Ralph Northam’s modified stay-at-home order that imposes a midnight to 5 a.m. curfew beginning Monday. “We will NOT be conducting traffic stops on people otherwise lawfully operating a motor vehicle during these times,” Chesterfield County Police Chief Jeffrey Katz said in a posting Thursday evening on his Facebook page. “The law requires officers to have reasonable suspicion to stop a driver. There are completely lawful reasons for people to be out and about during these times and therefore mere operation of a motor vehicle does not remotely meet the legal burden necessary to justify a lawful stop.”

Following drug investigation, Wilmington woman sentenced 14 years in prison

WILMINGTON A Wilmington woman was sentenced Thursday to 168 months in prison following a drug investigation. Crystal Denise James, 30, was convicted for distribution of a quantity and possession with the intent to distribute 100 grams or more of a heroin and fentanyl mixture as well as possession of a firearm. In August 2018, Wilmington Police Department officers searched James during a traffic stop for speeding and seized a total of 57 bags of a heroin and fentanyl mixture. According to court documents, several bindles of heroin were found in James’ front pocket. She then reached into her back pockets and revealed even more bindles.

(WECT) - Two people are behind bars on drug trafficking-related charges following a three month investigation by the New Hanover County Sheriff’s Office. According to a news release, undercover agents conducted numerous controlled purchases of raw heroin from Kenneth Ray Hayes, 32, and Rasheed Ali Halley, 29, during the investigation. On Dec. 5, a K-9 unit with the sheriff’s office conducted a traffic stop on the suspects’ car in the area of 17th Street and located “trafficking” amounts of raw heroin and methamphetamine.
