目の前の事象に対処をしつつも、ネットいじめ（事象）の根本原因の調査検証、解決策の検討、具体的な対策実行プログラム及び実行支援（アドバイス）を行うプロジェクトチームが必要と考え、「ネットいじめ問題解決チーム」を起ち上げました。.

自動車販売、産業調査、ITベンチャー複数社での新規事業開発を経て2008年より地域振興活動へ参画。2010年「ひかりば」設立。地域コミュニティにおける組織運営やICT利活用について調査・研究。並行してWebマーケティング企業での新資格制度立ち上げ支援、ICT利活用による地域振興調査/懇談会、東日本大震災復興支援等のプロジェクトに従事。ライフワークで教育機関でのICTモラル向上（セーフティ教室・ネット安全教室等）の講義に携わる中で、深刻化するネットいじめ問題に触れ、表層的な対処では解決が難しいと感じ、本質的な課題解決を目的とする「ネットいじめ問題解決チーム（Team CBPS）」を設立。.
