NECİP HABLEMİTOĞLU (28 Kasım 1954-18 Aralık 2002) 1954 yılında Ankara'da doğan Hablemitoğlu, 1977 yılında Ankara Üniversitesi Siyasal Bilgiler Fakültesi Basın Yayın Yüksek Okulu'ndan mezun oldu. 1977-1978 yıllarında "Dilde Fikirde İşde Birlik" adlı aylık bir dergi yayınladı. Uzun yıllar çeşitli kuruluşlarda basın müşaviri olarak çalıştıktan sonra Ankara Üniversitesi Türk İnkılap Tarihi Enstitüsü'nde master ve doktora yaptı. Türkiye dışındaki Türk topluluklarının yakın tarihi ile ilgili olarak çalışmalar yapan Hablemitoğlu, Orta Avrupa ve Balkanlar'da Türk eserleri, Türk azınlıkları ve şehitliklerimiz konusunda alan çalışmaları yürüttü. Bu çalışmalar çeşitli gazetelerde yazı dizisi olarak yayınlandı. 1995-1996 yılları arasında Birleşmiş Milletler Örgütü'nün bir projesinde (UNDP) görev alarak Moldova'da Gagauz Türkleri'nin Latin alfabesine geçişi ile ilgili olarak danışmanlık hizmeti verdi. Buradaki görevi sırasında, Cumhuriyet döneminin başında bölgede Atatürk tarafından görevlendirilen öğretmenlerin bulunduğunu belirleyerek, bu öğretmenlerin bugün yaşayan öğrencilerinin anılarını derledi ve bir kısmını Kemal'in Öğretmenleri başlığı ile yayınladı. Çalışma alanına ilişkin çok sayıda kitap ve makalesi bulunan Hablemitoğlu, şehit edildiği 18 Aralık 2002 tarihine kadar Ankara Üniversitesi'nde Doktor Öğretim Görevlisi olarak binlerce öğrenciye yirmi yıl boyunca Atatürk İlkeleri ve Devrim tarihi derslerini verdi. İlk kitabı, II. Dünya Savaşı sırasında Sovyet Rusya tarafından Kırım Türkleri'nin kendi topraklarından zorunlu göç ettirilişini anlatan ve 1974 yılında yayınlanan "Yüzbinlerin Sürgünü" dür. Diğer kitapları, "Çarlık Rusyası'nda Türk Kongreleri (1905-1917)", "Şefika Gaspıralı ve Rusya'da Türk Kadın Hareketi (1893-1920), "Alman Vakıfları ve Bergama Dosyası" ve "Kırım'da Türk Soykırımı" isimli çalışmalardır. Hablemitoğlu'nun özellikle Türkiye dışında yaşayan Türk toplulukları ve Kırım Türkleri konusunda yayınlanmış tarihi belgelere dayalı çok sayıda makalesi bulunmaktadır. Bir Kırım Türkü olan Dr. Necip HABLEMİTOĞLU, Kırım Türkleri"nin Türkçü lideri İsmail Gaspıralı"ya ait tarihi belgelerden oluşan bir arşive de sahipdi. Ayrıca, Türkiye'de ve yurt dışında faaliyet gösteren bölücü terör örgütleri ve Alman Vakıfları ile Avrupa Birliği Uyum Yasaları içinde yer alan vakıflar yasası konularında çeşitli araştırmaları bulunan Hablemitoğlu, çalışma alanına ilişkin Türkiye"de ve yabancı ülkelerde sempozyum, panel gibi toplantılarda sayısız konferanslar verdi, çeşitli televizyon ve radyo programlarına katıldı. Kendisi gibi öğretim üyesi olan Doç.Dr. Şengül HABLEMİTOĞLU ile evli, Kanije ve Uyvar adında iki kız çocuk babası idi. 2008 yılında çalışmalarını, kütüphanesini ve arşivini araştırmacılara açmak, Necip HABLEMİTOĞLU’nu genç bireylere anlatmak, yeni araştırmalar yapmak amacıyla ailesi ve öğrencilerinin girişimleri sonucunda Dr. Necip HABLEMİTOĞLU Toplumsal Araştırmalar Derneği kurulmuştur.
