Background.
According to 2011 census, South Twenty Four Parganas has a population of 8,161,961 with a population density of 819 people per sq.
km of which male and female are 4,173,778 and 3,988,183 respectively.
The number of male children under 0-6 years is 522,552 and that of female is 503,127.
The district population comprises of 63 % Hindus and 35 % Muslims.
The language spoken here is Bengali, Hindi and English.

Children and Women’s Situation.
The rate of crime against women is quite startling in South 24 Parganas district in comparison to other districts of West Bengal.
So far as crime against women (CAW) is concerned South 24 Parganas had a remarkable high share in the State.
In the year 2000 and 2003 it holds the first position in terms of Crimes against Women (CAW).
The major forms of crime against women include – post marital violence, rape and molestation, eve-teasing, women trafficking.
71% to 73% of crime against women is caused due to torture by husband..
Need for Social and Behaviour Change Communication.
There is an urgent need to address development issues in the district mainly pertaining to women, children and adolescents belonging to underserved and hard-to-reach communities in the GPs/Blocks.
The results for their development can be accelerated by leveraging the resources allocated in the flagship programs and schemes e.g., KP – for early marriage prevention, prevention of child abuse, increase of school children attendance, WIFS (weekly iron folic supplementation) , ANCs and PNCs check-up, increase of routine immunization coverage, scale up to promotion of institutional delivery to the pregnant women and prevention of HIV control program, Early initiation, Exclusive breastfeeding & Supplementary feeding for 0-2 years children, Toilet use at household & facility /institution at community level, increase awareness generation to hand washing with soap at critical time and safe disposal of child faces, Menstrual Hygiene Management should be promotion among the adolescent girls children.
In this regard District SBCC cell will coordinate with Govt.
line department through there different flagship programmes to dissemination the key behavioral messages to the community.
District SBCC cell will also help to different line dept.
to prepare a road map for optimum uses of their fund to programme implementation.
SBCC plays important role in accelerating the achievement of results for various programmes and schemes by way of creating demands for services among the targeted beneficiaries and sensitization of service providers.
SBCC implementation has clearly proven its effectiveness in awareness generation about Polio Eradication, Hygiene and Sanitation, Early Initiation and Exclusive Breastfeeding, HIV Prevention, Early Marriage Prevention, etc.

Formation of District SBCC Cell, South 24 Parganas.
Given the critical role SBCC can play in accelerating improvement in the development indicators, particularly those pertaining to women, children and adolescents, the South 24 District Administration realized the need for a platform under its direct oversight which can liaison and coordinate with various line departments and also provide necessary technical support.
In this regard, the District Administration officially established a “South 24 Parganas District Social and Behaviour Change Communication’ (South 24 Parganas Dist.
SBCC Cell).
The District Administration also assigned a senior Govt.
Official as the District SBCC Nodal Officer who would lead the functioning of the cell.
Innovative programmes and schemes have been successfully functioning with technical support from UNICEF over the past 10 years.

Key Roles and Responsibilities of the District SBCC Cell: The Cell plays a pivotal role in planning, implementation, monitoring of SBCC/IEC for various programmes related to women and children development, including polio, routine immunization, MI, ODF, SHACS,RMNCHA, KP & similar other programs.
The Dist SBCC Cell also contributes to change in behaviors and social norms among target audiences/ beneficiaries.
For example KAP data on certain behavior change over a certain period of time – Institution delivery has increased from 48% to 67%, Hand wash practices has increased from 6% to 30%, EBF has increased from 28% to 62%, Toilet usage has increased from 49% to 65% and fully immunization coverage has increase from 25% to 38% for the last one and half year.
This shows that the Dist SBCC Cell has great potential to further expand and intensify its ambit of activities and interventions as a cross sector SBCC Hub and contribute to the results pertaining to eradication of polio, increased of RI coverage, taken greater initiative in MI programme, RKSK, KP, HIV, SABALA, RMNCHA, Girl Child Education, etc.

More specific role and responsibilities will include:.
• Identification of fund allocation in PIP of different Govt.
flagship programs along with the line dept.
and also finding out the constraints to further implementation.

• Coordination and communication with line departments to leverage funds/ resources for IEC and IPC activities within the district and also arrange necessary plan of action for key behavior message dissemination through local NGO’s/ CBO’s.
.
• Coordination for facilitation of different Govt.
flagship programme (i.e.
Kanashree Parkalpo, NBM, PRI, SSM, NHM, ICDS and LPP) along with different Govt.
line departments and sensitizing them on optimal use of necessary equipments and funds through workshops.
The cell also supports in the preparation of a road map for further dissemination of BCC messages with different dept..
• Prevention of early marriage through awareness generation with religious leaders (Kazi & Purohit), Teachers, political leaders, Kannyashree Bhahini etc through regular meetings and orientation..
• Promotion of toilet usage at household & facility or institution levels, hand washing with soap and practicing safe disposal of child faeces through demonstration and influencer/group meetings..
• Improvement of early initiation, exclusive breastfeeding & supplementary feeding through continuous mother and community meetings and use of existing IEC materials for up scaling their knowledge and skills..
• Increasing immunization coverage and institutional delivery through local IEC & IPC, i.e.
proactive involvement of local RMP, local influential persons and mother’s meeting.

• Awareness generation among adolescent girl’s/boy’s through front line workers; and counseling them for empowerment and increasing the school attendance through local IEC and IPC..
The District SBCC Cell will achieve its objective by working in close coordination and cooperation of various line departments, agencies and effective involvement of NGOs, CBO and FBOs.
In this regard, the cell will engage local NGO’s/CBO’s in the high focus identified GP’s/blocks for performing of key activities in the community level.
The cell will also closely monitor the aforesaid activities time to time and analyse and evaluate the data for further improvement.
It will submit a detailed report to UNICEF as when required.
Technical and financial support from UNICEF will be crucial for the District SBCC Cell to achieve its objectives.

Activities undertaken by District SBCC Cell.
District SBCC Cell has undertaken various activities like workshops and meetings with governmental and non-governmental stakeholders to sensitize them on SBCC, organized campaigns for disseminating messages on various flagship programmes and participated in various fairs for IEC/BCC activities.

The main objective of this programme is to make people aware of five key behaviors and motivating them to adopt correct practices at family and community levels.
The following are the five key behaviors.

I.
Washing hands with soap before eating food, after defecation and after cleaning of the child’s faces..
II.Feeding colostrum s (local names - Gadhra doodh, Shaal doodh etc.) to the newborn within half an hour after birth and practising exclusive breasting feeding for first six months, .
III.
Sending girl child to the primary school at the age of five years and ensuring that they complete their primary education; ( kp Prakalpa ).
IV.
Raising awareness of all adolescent males and females on HIV and AIDS, the causes of spreading the virus from person to person and measures of protection from this deadly infection.
V.
Motivating people to construct sanitary latrines at their residential premises and using the same.
