Ankara / İncesu Lisesi’nden mezun oldu.Türkiye İş Bankası’na girerek Adana, Ankara ve İstanbul’da çalıştı, otuz yılını doldurunca Halkla İlişkiler Müdür Yardımcısı görevinde iken, emekliliğini istedi, ayrıldı (Haziran 1977) .
İstanbul’da kendi adını taşıyan sanat galerisi kurdu..

Şiire 1940’da Yedigün şairleri arasında başlayan şairin 33 şiir, 4 düzyazı kitabı, 13 antoloji ve biyografik eser, toplam 50 eseri yayınlandı.
Şiir plakları, şarkı sözleri ve yergileriyle tanınan Oğuzcan, günümüzün en popüler şairlerindendir..

Genellikle Faruk Nafiz Çamlıbel duyarlılığında ve aşk, ayrılık, özlem temaları ekseninde çoğalttığı şiirini, 1973’te büyük oğlu Vedat’ın intihar etmesi üzerine, hayatın boşluğu, ölüm ve acı gibi derinliklere, öz ve biçim yoğunlaştırmalarına yöneltti.
Kendisinin hayatı boyunca 24 kez intihara kalkıştığı söylentileri olsa da sadece üç kez intihara teşebbüs etmiş, büyük oğlu Vedat ise 1973 yılında Galata Kulesi'nden atlayarak intihar etmiştir.
Bu olay, şairin ruh dünyasında tamiri mümkün olmayan hasara yol açmıştır ve o zamandan sonra kendini 'Acılar Denizi' olarak tasvir etmiştir..
