Ray after the nice. Hello I m Julie Candler with the b.b.c. News the American ambassador to the United Nations Nikki Haley hazards the u.n. Security Council to take the strongest possible measures against North Korea in response to its most powerful nuclear test she told an emergency session the 24 hour 24 years of diplomatic efforts of the u.n. Had failed to stop the North s nuclear program and enough was enough being a nuclear power is not about using those terrible weapons to threaten others nuclear powers understand their responsibilities Kim Jong un shows no such understanding his abusive use of missiles and his nuclear threats show that he is begging for war but China s envoy to the un earlier j.d. Said Beijing would never allow chaos and war on the Korean peninsula and renew to cool the sides to return to negotiations while the Russian ambassador to the u.n. To sit in a bin c.s. Said u.n. Resolutions were not working yet but extra whose story you this excursion into history only serves as evidence of the fact that we failed to resolve this issue through Security Council resolutions geared towards sanctions we call for an immediate return to dialogue and negotiation and that s the only way to comprehensively settle the issues besetting the Korean Peninsula Richard Lister who s at the u.n. Says there s clearly no agreement on how to tackle the crisis sparked by North Korea we have this very deep fissures within the p 5 the permanent 5 membership of the u.n. Security Council as to how to continue to put pressure on North Korea and it does not seem like the Chinese or the Russians are going to support the u.s. Push for greater sanctions and certainly the Americans are not going to support the Chinese and Russian idea about a freeze for freeze the Colombian government on the country s 2nd largest rebel group the e.n.n. Have agreed to a temporary bilateral sees 5 for the 1st time starting in October it could be extended if there are no violations you know Huntsman comes 2 days before Pope Francis visits Colombia. Kenya s Electoral Commission has announced that a fresh presidential vote will be held on the 17th of October last week the Supreme Court cancelled the results of August poll which was won by the incumbent who Kenyatta Jenna Fischer is in Nairobi on Friday the supremum court gave Kenya s electoral commission 60 days to hold a new vote that timetable was seen as very tight then and now the commission has announced that they ll do it 2 weeks before that deadline on October the 17th right who lost the 1st vote and then brought the legal challenge has been calling for significant changes at the electoral commission it s hard to see how a vacuum now happen before the election is held the winner of the August vote the current president of Kenya after his so far complained bitterly about the rerun but has accepted that it must take place police in Rwanda have confirmed that they ve arrested a prominent opposition leader Dion really Garra mother and sister have also been detained the police previously denied they had been arrested this regard and members of her family have not been seen since last week she s been accused of using forged signatures when gathering support for this year s presidential campaign. News. Welcome to News Live from the b.b.c. World Service in London I m Jim pranks today as the United States says that the North Korean leader is begging for war we ll hear from the u.n. Security Council where they re still trying to find a diplomatic solution to the crisis and from Beijing where the message is still don t give up on talks just yet the United Nations also says that almost 1900 Ranger Muslims have fled to me and Mar in the past 10 days we ll hear from some of them. It s taken those 7 days of walking through the mountains to get here my brother was killed by this shot and I live just I can t even dig him a proper grave. I think I said 900 range of Muslims I meant 90000 and that report is coming up in about 30 minutes. Now it s a middling sized country with a tiny economy and almost no allies in the yet it is a country whose actions and ambitions are pretty much day in day out obsessing and infuriating the major players around the world North Korea was the subject of another emergency meeting of the un Security Council today the big powers and in particular the us Russia China well I mean agree on relatively few of the more contentious issues these days but on North Korea there appears to be universal condemnation of the country s weapons tests and its increased priest and power still the differences remain over what can be done over what North Korea strategy seems to be trying to explore those questions in the course of the program 1st let s hear from the Security Council itself the u.s. Ambassador Nikki Haley ratcheted her rhetoric further than ever the time has come to exhaust all diplomatic means to end this crisis and that means quickly enacting the strongest possible measures here in the u.n. Security Council only the strongest sanctions will enable us to resolve this problem through diplomacy we have kicked the can down the road long enough there is no more road left this crisis goes well beyond the u.n. The United States will look at every country that does business with North Korea as a country that is giving aid to their reckless and dangerous nuclear intentions and what we do on North Korea will have a real impact on how other outlaw nations who seek nuclear weapons choose to conduct themselves in the future the stakes could not be higher the urgency is now 24 years of half measures and failed talks is enough. Maybe Haley laying down the marker as far as the United States is concerned China s envoy to the United Nations Leo he reiterated a call for all sides to return to negotiations saying the Beijing wants to maintain peace on the Korean Peninsula. The situation on the peninsula is deteriorating constantly as we speak falling into a vicious circle the peninsula issue must be resolved peacefully and China will never calles on war on the peninsula you re one of our the parties concerned must strengthen their sense of urgency take do responsibilities play their due roles take practical measures make joined together to ease the situation on restart the dialogue and talks and prevent further deterioration of the situation on the peninsula. Slightly more and more from the Chinese ambassador to the United Nations the B.B.C. s Richard Lister has been monitoring developments out of Washington d.c. Richard. How do you say that the u.n. Security Council is unified when it comes to North Korea. Well Tim I think they re clearly unified when it comes to the concern about the nuclear test that North Korea. Carried out and of course 6 Tests and the biggest test and it shows that North Korea is making considerable progress towards expanding and refining its nuclear arsenal so yes nobody think that s a good idea but when it comes to how you actually combat that program then of course there is deep division and we heard the Chinese envoy saying that in concert concert with the Russians they are proposing this twin track strategy whereby the u.s. And South Korea would suspend their joint military exercises in return for North Korean freeze of its nuclear missile development programs and of course Nikki Haley the u.s. Ambassador to the u.n. Described that as insulting that there was no way that the United States when confronted with I.C.B.M. s pointed out it by a rogue nation would lower its defenses so that seems to be a nonstarter the u.s. As you say wants much tougher sanctions China has historically been opposed to that because it does not want anything that is going to economically destabilize North Korea to the point that it gives China a crisis on its border so presumably of the next few days there will be. Very intensive diplomacy as they try and work out some language for this resolution which everybody can sign up to. They will because I think Nikki Haley has clearly set the bar very high I mean she went through the history of u.n. Involvement with North Korea and the sanctions that have been put in place and then broken by the North Koreans and so clearly for the United States only some extremely tough measures are going to do but at the same time as I was saying China and to some extent Russia both don t both agree that that is not the right approach that that does not achieve anything it certainly does nothing to get the North Koreans to the negotiating table and I think given the track record of sanctions over the past couple of decades you d have to say yeah the North Koreans have not been encouraged to back away from nuclear weapons and go to the negotiating table so yes we re going to see some competing resolutions circulating at the u.n. This week the United States wants a vote on Monday it seems unlikely that they are going to get the kind of tough sanctions that they want Richard Lester in Washington thank you very much so clearly there are differences of opinion and of emphasis across the Security Council how can you proposals be agreed my colleague spoke to the British ambassador to the United Nations Matthew right craft and asked him 1st about the role China and Russia should play in the Security Council s effort to find a solution to the crisis is certainly true that Russia and China have enabled the Security Council to be united on North Korea so far but in a whole series of Security Council resolutions that over time have gradually ramped up pressure on the North Korean regime and what we want to do is to make sure that that consensus holds and that they 1st of all implement the existing resolutions properly and secondly come with us in imposing further significant tightening of the sanctions in response to this latest new test which is really outrageous and illegal but if you want to keep Russia and in particularly China on board isn t there a need also to respect perhaps some of their proposals and some of their approaches to North Korea So for instance is it helpful for the u.s. Ambassador the u.n. To reach. Ject is insulting a Chinese proposal for a freeze on North Korea s nuclear missile programs in exchange for a suspension of of u.s. South Korean annual military drills but we agree with China on some aspects of dealing with North Korea but we totally disagree on this freeze for freeze proposal which Nikki Haley called insulting We like the United States think that it s not right to compare on the one hand North Korea s completely illegal outrageous reckless and dangerous behavior and on the other the u.s. And South Korea and Japan working legally and in pursuit of self-defense do you think that Beijing could do more in this particular scenario is playing out now yes I think it could do more both on implementing existing sanctions and on coming along quickly with a new resolution I don t rush hope that they will do that in the spirit to keep in the whole of the Security Council United what further pressure do you think replied on China well the us talk about applying trade pressure bilaterally between the u.s. And China I think what we talk about is working very closely with them behind the scenes in the Security Council in Beijing and London about it. The British ambassador to the United Nations Matthew Wright Crawford talking to Ritalin Charlemont u.k. Seasons China s responsibility and reigning in its ally North Korea so what s the view from Beijing big to galleries a former diplomat and Chinese government advisor I think the situation involving the nuclear weapon program and launch fear program has really reached a tipping point and no one can refuse to be alert against the possibility of the situation developing to either a war or continue the peace on the Korean Peninsula eventually tool required Hi Lee coordinated efforts by all the major countries involved especially in this particular case between China and the United States I was strongly urge the United States government and President Obama Trump himself of avoiding coming up with very mixed and confused messages which actually. Confuse the United States itself its allies as well as major partners including China the United States need to come up with consistent coherent logical messages at a time where we are faced with life or death or or peace choices because it indeed is nuclear weapon program what the United States is doing blaming China dumping all the responsibility is on China and creating more hostility in other parts of the situation here in South China Sea for example is not helpful but at the same time what China is is saying in terms of for example demanding that there be a freeze on u.s. South Korean military exercises in return for a ratcheting down of the provocations from North Korea rewards North Korea for what is illegal and highly dangerous activity. I think we need to keep our eyes very much focused on the ultimate goal that is the nuclear a zation by d.p. R. K. I think if we can achieve that out to my goal all the means and measures could be taken up and whatever measures which obstruct the out you had to go off even across nation of on the Korean Peninsula should be removed and minimized and that s why the joint military exercises by the United States and all they actually not helpful because the ball exercise you do the mall worried and the lambda is Terria of the d.p. R. K. Reaching becomes and them all they want to develop their bombs so you create your get yourself quite happy in this vicious circle I think China is magnanimous in its view that the 2 phrases need to be happening at the same time freeze of the nuclear weapon testing by k. And the freeze of the joint military exercises by. The United States what do you say to those who would contend that what North Korea is doing by having these tests and these launches of missiles at a time when President Xi Jinping has some very high profile meetings in Beijing it s happened before this year it happened again over the weekend that actually Pyongyang is embarrassing Beijing and it s showing the limits of how much China has in terms of sway in the region. I would say from the Chinese perspective we care about much more important things and embarrassment or lack of it because right now I m at a Korean Peninsula has a direct bearing on war all peace life all death for tens of thousands if not millions of people so let s drop embarrassment or lack of it that s really very much focus on achieving the outman to go of the mill cries a sure which matches the balls in all of us that was Rick to the director of the Chinese National Association of International Studies in Beijing and later in the program we ll hear from the Japanese ambassador to the United Nations Korean missile was fired at every country just week does he feel that the end of the diplomatic road is in sight for that in half an hour here on News or. The fight against the Boko Haram militants who rampaged across northern Nigeria in recent years is not just waged by the government and its troops 25000 vigilantes often armed with little more than sticks or homemade rifles are playing a key role in Nigeria s war against the jihadists more than 600 members of these vigilante groups have been killed now there are warnings that unless the men are given jobs they could present a new security threat with more from the Northeast Nigerian city of my degree the B.B.C. s Martin patience reports. We re at checkpoint on the outskirts of the city is made from sandbags and there s a tin roof to protect them from their elements those for vigilantes and here what s extraordinary is they ve all goods wooden guns these are homemade rifles front of them other fields on a road a red road an hour along this red road came several suicide bombers the vigilantes in this checkpoint didn t know they were coming it was late at night and far evolved them were killed at this very sport it just gives you some idea of how they jurists he s for the vigilante groups operating to protect their communities. One of the vigilantes is Mustapha Rosa. So we never know when or how they were caught but are they have gone or bombs I m not afraid. You know we can call on support. But the problem is that the enemy is well. On my gun only fires or around. 4 the vigilantes can be a raw deal on their petty traders civil servants and teachers all one of them volunteers the man checkpoints to stop suicide bombers and sometimes accompany the military into the Bush tax tank full Coram bases. Hundreds have been killed Thanks They began as a force 4 years ago when Bokhara ram threaten to overrun Mike to go rake in the city they re viewed as heroes I made it would be and I will be in with a k. At the bottom line this man says they gave our lives fight and I lose limbs and Tristian senior boys whenever anything happens he sounds like your mother the 1st to respond about is not the one with the say so much this woman says the sure nor songs of tribalism but they always do the best they can and they need more support . I m inside an abandoned office which is being commandeered by the vigilante groups on an all white wall Schwall written and shown. Is something that sums up your mantra for giving a terrorist is life to go on but fixing their appointment with don t what is our responsibility. These groups don t mess around they mean business they ve been accused of extortion as well as rape and of carrying out extrajudicial killings and now there is a growing fear that the vigilantes could turn into a militia that death or a tease cannot control their commander law one Jaffer warns the situation is unsustainable when they key then one the one that I m appealing to the government to provide jobs to the vigilante and to take care of the poor families of those who lost their lives through the course war happened if these men don t get jobs or someone was a loneliness that s a question we re going to have problems with drugs and kidnapping because if a man has no joke he will do anything to survive. No one dons the bravery of these men that help him on the bank food but unless their sacrifices are recognized they could end up presenting a new threat. Not impatience with the vigilantes from Mt Dew gree in northeastern Nigeria. Scientists in Scotland have developed a camera that can see through the human body and that they say could make a huge difference to routine but all could medical procedures which involve putting scopes and other devices inside our bodies Mike Turner is a physicist at Harry University and the lead researcher on the project and he s on the line now Mike how does this work. Hi there so this is based on seeing light passing through the body so we ve developed a method and a camera to see lights which comes from the medical device that has been inserted and the way this works is that we probably all know that if we put a torch behind our hand you see some red light coming out the other side in fact near infrared light just out of the visible spectrum comes through even more easily but only a small an amount of light comes out so we have to use a very sensitive camera to observe that light passing through the next problem is that when you put a torch behind your hand you see a glow over a large region of your hand but you don t most of the useful information has been lost because the light as it passes through tissue bounces off lots of things it scatters losing all the useful information whereas with our camera we can look at the very 1st light that comes through the tissue and that 1st light is the light that has traveled most directly and bounced least and that s the light the can tell you where the device was inside the body right so it s about directing the device to the to the right places opposed to necessarily the sort of declarative the image when you get to the right place. So this is about determining the location of devices this are putting site the human body so in our particular project we ve been particularly interested in diagnosing lung disease and this is a interdisciplinary research collaboration funded by the engineering and Physical Sciences Research Council called Proteus and in this case clinicians put bronchoscopy into the lung but then they push optic fiber devices out the end of the bronchoscopy and those optic fiber devices they don t always know where they have ended up so we can use this kind of new technology to tell the Commission where that 5 years ended up but it s not just limited to that of a a standard clinical procedures are to put catheters inside the body and in this case the calf just sometimes goes up the right veins or arteries and sometimes it goes in a unintended direction and to determine if a catheter has been correctly placed Normally they have to resort to x. Ray which involves bringing in a mobile x. Ray unit or moving the patient and causing significant delays to procedures with all kind of camera technology we can image the location of those inserted devices in real time and let the clinician really see what they re doing with these key hope procedures right I mean it sounds as if it could be a lot cheaper a lot easier and have many many applications and why am I doing a decent p.r. Job here you re doing an excellent p.r. Job for me thank you very much yes the equipment itself is I m going to save relatively seem simple I shouldn t downplay it s the detector technology inside our camera is a very advanced technology that has come out of quantum physics laboratories and but it s well established in the physics lab what we re really doing here Frew this interdisciplinary work is bringing that out and flying it to a real world problem facing clinicians every day. Mark fascinating thank you very much indeed for bringing us the well the very clear explanation of what sounds like a and intriguing and innovative device to make those sorts of routine medical procedures a whole lot easier and you can see more on this on a website for session he s head to technology pages for more on that you re listening to news at large from the b.b.c. . News. Next on News half honoring the conversion of the fark into a political party is the 2nd biggest rebel group in Colombia now ready for peace 1st it was the twist few expected to win on Friday in what s believed to be a 1st in Africa Kenya s Supreme Court and all the recent reelection of President a who noted a rerun of the vote but the government and the Opposition Coalition a by Ryan a thinker have agreed to abide by that ruling but what are voters think the B.B.C. s David which he s been speaking to some young musicians in comparison in the capital Nairobi Yeah Ok I personally am very minor Blacksad reggae dance a lot is from Kibera and right now we have a state of Kibera out my youth right the big ship team. But to my president but to my government 1st of all I want to let you know that Kabir is a cosmopolitan place we have different rates and so it s something that s did when I think most of the votes there are for real here but it s not like a cable thing or something so I think like my friend here I think he has a different opinion as of the village people I believe that he won the election yeah I feel cheated but when it comes to their election they re still ready to fight hopefully not fight physically or not I No hard feelings. May have emotions but just will still love the. People. Was. The fact that we all get to you we have so much in common then our differences Ok I mean that we are all victims of the system. So we have so many things that bring us together than the political differences. Ok. So when it comes to politics we don t take you to parts unknown and we re not extremists and it s Ok for my opinion the system doesn t favor us in any way because they re it s only getting richer and the poor getting poorer but if the politicians are not helping any of you why bother getting interested in politics why be passionate about politics if you feel they are not there for you ignoring politics completely is ignorance and if self pay tax to pay tax in whichever way we pay tax in all corners so I have to be concerned how this tax is being used if we re not confound about what they re doing if it that using the money. Then we re going into a deep but the than ever before so we have to raise consignees death trying to it s just some of the hope we re not going to need it election time comes due to previous poor governance is somehow the hope for the youth. Was. You bet you would. Compare a musicians from Nairobi. They were speaking to the B.B.C. s David witty. This is news live from the b.b.c. In London with me Tim Franks we began the program talking about an unresolved conflict decades old crackling with renewed attention Well that s in the Korean peninsula the other side of the world in South America comes news of another long running conflict which may in contrast be drawing to a close in Colombia members of the country s 2nd largest rebel group the l n say that they ve agreed a temporary ceasefire with the government you know comes 2 days before Pope Francis visits the country President Juan Manuel Santos said that while the truth lasted the l.n. Would stop activities which harmed civilians Lapierre Yes Brooke to hear that. The priority is to protect our citizens so during this period kidnappings attacks on oil pipelines and other hostilities against the civilian population will cease the pope is a arriving at a unique moment in our history when we turn the page from an absurd conflict and face the future with hope. Let s get the latest from the B.B.C. s Metallica So who s on the line from the Clemson capital Bogota and the tell me just 1st of tell us a little bit more about the 11 who are doing. The l.n. Is a left wing Marxist or a lair inspired by the Cuban revolution that was created in the mid 1960 s. In Colombia and at the same time the fark the other big guerilla group in Colombia was created the park had already given up giving up our weapons and are joining civilian society becoming a political party after a long peace Leggo Chaison with the government the island has just if you wish started the negotiations at the beginning of the Zia in February and what s happened today it s a major breakthrough because that has been not much has happened since since February so the fact that they managed to reach this truce even though it s going to limit in time up until the beginning of next year it means that something is moving forward finally and presumably it s no coincidence that it happens a couple days of a Pope Francis is due to arrive in country not at all they were both the government on the island pushing strongly to reach some sort of compromise so they could actually announced days around the pope s visit and those are those are an extra reason that people are probably not know and the fact is that the island s very close to the Catholic Church one of its early members was was a priest who was killed. Very short list after joining the l.n. And one of its leader was a Spanish press to join the the l.n. And that was in the past so they ve got this particular link with the Catholic Church and I think they were also looking forward to being able to show some willingness for peace while the pope is there sitting how far does the deal with the government struck with the fog provide a template for what might be successful negotiate. Through the. Well I know the government would have liked to use this as a template Unfortunately for them the l.n. Believe that they are different and they have to be treated different so they are setting a different agenda and they re negotiating a different agenda with the government and that of course will mean that everything will move slower because if they just used the same. The same soft basic points an agenda as they did with the party would move much faster than now they have to so really the sign of the signing specially for the un and that will mean it s going to move much slower and you think you ll be similarly controversial encyclopedia. Yet I think no doubt it will be controversial and it will will all depend on how much each of the signs give to the other is specially how much the government give to the land how much the advantages manages to get out of these deal the fog for instance managed to agree on a special justice system that would allow them to avoid jail sentences as such so you do a yell and ends up getting the same sort of treatment of course there will be criticism in Colombia and tell you good to speak to you on the line from Bogota the United Nations says that $87000.00 range of Muslims and they have fled to Bangladesh from Myanmar since the army began a campaign against militants less than 2 weeks ago the refugee said the soldiers set fire to homes and shot at them claim tonight by me a mass government Accor swollen Sanjoy Majumder is on the border between Bangladesh Myanmar parts of his report I should when he a graphic. I m just waiting through a small stream they close to the border between Myanmar and Bangladesh or a battlefield on either side. And just ahead. Hills beyond which is manned Mars rock and state. I just met a small group of rangers with 3 villages one of them is carrying a chicken Another one is carrying house lifetimes. Just ask them how many people are on the other side. And they re just saying there are many many people thousands still waiting to cross. The road. My name is. We ve been walking for 4 days we had brought some rice by God over the 1st night we haven t eaten since we have nothing left our houses have all been burned down people are just being. A neighbor and burnt alive. This is one of the main crossings through which the range of refugees are coming into Bangor additional. And a huge group has just walked in and by the side of a steep hill on the other side is Myanmar. And tire families men women children. There s even an old woman being carried in in makeshift stretcher. They re all making their way through the hills through the forests and then wading through the streams. It s exhausting but at least it means that they re alive. And those 7 days of walking through the mountains to get here my brother was. Shot in the chest I can t even begin a proper grave I somehow managed to bury him just outside our house and then I live you know. It s hard to verify these accounts no one is being allowed inside Myanmar as record state but Putin s a small can be seen from the Bangladesh side presumably from the burning villages the Myanmar authorities allege the violence is being orchestrated by range of militants who had carried out a series of coordinated attacks on police posts over a week ago but the refugees say that they re the ones being attacked and so this streaming into Bangladesh leading to a massive humanitarian crisis Melissa Fleming is the chief spokesman for the United Nations refugee agency we are hugely concerned about the humanitarian situation when we are seeing you know growing numbers just in the past 2 weeks almost 60000 people crossing into Bangladesh up 220000 people are massed on the Bangladesh border in a terrible state very many women children elderly with nothing but the clothes on their back nothing to eat. The main refugee camps in Bangladesh overflowing. Fresh orange arrivals a shelter in mosques and by the side of the road. They ve managed to cross the 1st hurdle making it a life. Now they have to try and further. Sanjoy Majumder reporting from the border between Bangladesh and Mia. Now let s head to Ethiopia. And wedding to Ethiopia because police there have stopped the country s biggest music star from launching his new album Teddy Afros the singer calls himself was about to hold a party to mark the release of the album called Ethiopia when officers showed up and said the event wasn t allowed to go ahead our correspondent Emmanuel concert was in the Ethiopian capital Addis Ababa the event had been much hyped in if your Pierre there were around a cause and guess what it being invited to one of the hotels in the capital Addis Ababa But then as the Afros sound men were trying to put a quick meant in place for the launch police came to the hotel venue and stopped them from setting up the equipment so at the moment it s not very clear Teddy after all has been talking on his Facebook page he released a statement where he say that the authorities that asked him to have a permit for that event and he says this request is really absurd because having paid the fees that were required at the hotel he expected to go on with he s album launch today after all had also plan to do another concert on the top in New Year s Eve which is on September 10th and he was also denied a permit to hold that event so what many questions being asked right now for the police and all there with or it is and why this series of events that had been organized by today Afro have been canceled without any explanation who what about the album it was released back in May I guess you know in advance of this this launch party I mean it s been selling incredibly well hasn t it does it have a any overt politics in it. Not at all I mean I ve listened to all the 15 tracks in this album and this live excess speaking about Ethiopian unity historic lessons has been defying to some of the rulers of Ethiopia and also talking about unity of the country at a time 18 to place facing and precipitant levels of anti-government protests so it s not really clear why the lyrics of this album called have made the government stop him from holding this series of concerts but he is still a really huge figure here in Ethiopia this is his 5th album and it has just elevated him to legendary status here in Ethiopia are people discussing this whole episode and what they make of it people have been asking why this event have been canceled they were looking forward to this launch and they told goes back to 2005 during a disputed election and then several hundreds of people were killed during post-election violence and today after immediately after released an album and one of its signature tunes was a song that was seen as being very critical against the government since then he s been adopted by the opposition as somehow a poster boy for their protests against the government he s no stranger to controversy in 2008 you needed to after those elections he was arrested in a case of a hit and run that he sees was politically motivated So right now he s really trying to figure out exactly why the government is canceling this event coming at the back of a huge success of an album that has taken him several years to make you think I think it s a wonderful album I ve listened to eat and from the 1st truck to the very last one it s just amazing. Was in the Ted Radio Hour 7 pm Sunday evening until we re public media. Here with the b.b.c. World Service and live from London this is News and let s return to our main story the u.s. Calling for the strongest possible measures against North Korea at the u.n. Security Council after Pyongyang s latest nuclear test in the last few minutes its measure President Trump and South Korea s leader in have agreed in a phone call to maximize pressure on the north using quote all means at their disposal earlier the Russian ambassador to the United Nations vasoline a Benzema said that past soley sanctions based efforts to deal with the threat posed by North Korea did not work and that dialogue was the only way forward for the schools was store to loose but there was though. This excursion into her story or only serves as evidence of the fire that we failed to resolve the session through Security Council resolutions which were only geared towards leveraging sanctions mechanisms we call upon all stakeholders to immediately return to dialogue and negotiations as that is the only way to comprehensively settle the issues be setting the Korean peninsula including nuclear issues didn t go to school board of. One country which has a particularly strong sense of the threat of North Korea is Japan only a week ago North Korea fired a missile over the Japanese island of Hokkaido So today s meeting of United Nations Security Council was being keenly watched in that con country and attending the meeting was Coral beshrew he s the permanent representative of Japan to the United Nations I asked him how his country felt about the u.s. Ambassador to the u.n. Nikki Haley saying that North Korea was begging for war well I was there obviously and I spoke my part I spoke rippers and in my own country I think it was very clear from everyone s statement I mean 15 of them that if I was very strongly concerned and there was very strong condemnation coming from everyone and I felt that the Nikki Haley stint with the very strong one and as you know she said that she would like to move towards a further sanctions resolution and she would like to do it quickly and I supported all that you know there are differences event for sister there I mean everybody yes of course around the Security Council table I hardly need tell you you were there condemned North Korea s actions but in terms of where they think this now goes I mean the language from the u.s. Is certainly the strongest that we ve heard before we get on to what sort of sanctions do you agree with that view of Pyongyang that it is in quotes begging for war. Well I don t really know what the intentions of North Korea is I mean I don t think anybody really know what North Korea is trying to it s very clear but their actions are very clear Listen a week ago they flew missile ballistic missile right over Japan s land and then they announced that they had been able to miniaturize nuclear warheads so that it can be fitted into an i.c.b.m. And then hours later they had this nuclear test so their actions speak with themselves I mean and yet are not same time Ambassador sorry to interrupt you say we don t really know what Pyongyang wants and I just wonder if that s rather revealing because you know you will hear China say what young your Pyongyang wants is for there to be talks and prove to be treated with respect. What. The u.s. Views Pyongyang do is doing is a little short of blackmail and legality so what s your view on that where do you sit well I think what we really need to keep in mind is that North Korea has been doing this for quite some time and we have the Security Council the international body that is responsible for peace and security has been telling them to stop now we obviously treat them as graciously as possible but there is a limit to what we can put up with so we are telling them you have to stop now otherwise there will be consequences for them and those consequences you would like to see as as what I mean much tougher sanctions Well yes at this moment that s what we re looking for and in particular what would that mean I mean do you envisage for example China containing energy supplies to Pyongyang if it s going to be economic sanctions or trade. Restriction to be a global one but having said that obviously 9 and China account for 90 percent of North Korean trade so they will have a very important role to play so just how far would you like those economic sanctions to be tightened Well I think there are areas we haven t covered that can be covered they are areas we have touched on but can be strengthened I think there are a lot of ideas we have exchanged some ideas with United States and South Korea we open the ideas but we would like to have a reason as quickly as possible how far do you think we re getting the point where diplomacy will have run its course I mean Nikki Haley the u.s. Ambassador to the u.n. Was suggesting that the cam cannot be kicked down the road any further to use her imagery obviously we ve had that the tweet from Donald Trump saying the time for talking is over how close are we to the point where diplomacy we can say has been exhausted Well being a professional diplomat myself I think that diplomatic effort is always necessary but I think what we should keep in mind is that since the North Koreans have been able to develop a national b.m. Since they ve been able to conduct nuclear tests successfully according to them there is little time left do you think in that case that some of the more bellicose noises that have come out of Washington are unhelpful Well I m not saying with a soap or not but what the point that I feel is very important and what the United States especially this president is saying that he is. Willing and ready to defend its allies u.s. Allies but it would be a disaster if there were war in the region of course of course the problem is North Korea and we hope that they would not cross that line and actually make new military attacks if it becomes impossible to envisage in the medium term North Korea being denuclearized do you think the debate will grow within your country within Japan for Japan to have however reluctantly its own nuclear deterrent Well I think it s very clear that what the Japanese government is seeking at this moment and what the Japanese people are strongly behind is to did nuclearize North Korea and not to nuclear yourselves. That was the Japanese ambassador to the United Nations choro Basho talking to me from New York and the Reuters News Agency is reporting that President on Trump has given in principle his approval to lift restrictions on South Korea s missile payload capabilities as of today that s it from this edition of News after meeting Franks and the rest of the team thanks me company.
