Jacob blake was shot seven times by police as he leaned into his car, while his Young Children sat inside screaming. The 29 year old is now paralysed. For a third night, demonstrators clashed with riot police, and a curfew in the wisconsin city was widely ignored. Jacob blakes mother has appealed for an end to the violence. A warning that you may find some images injames robbins report distressing. The third night of protests in kenosha, sparked by the Police Shooting on sunday, and clashes become far more serious. Once again, some protesters attack vehicles and property but, this time, other citizens are also out on the streets. Apparently, to protect property. At least one seems to have been armed. As mobile phone footage, which includes distressing images, appears to show. One sequence shows a man carrying a long barrelled gun and other people running. Stay right there. In the aftermath, an injured person can be seen on the ground, people try to help. Police in a nearby vehicle announce theyre coming out to take charge and assist. Stay right there, were coming out to you. Now, what looks like an armed man with hands up walks towards police lines, as the Security Forces move in to try to take back control. All this follows the shooting by police on sunday of jacob blake, unarmed and now paralysed and with many injuries. His family are distraught, angry, demanding justice, but also healing. They shot my son. Seven times. Seven times. Like he didnt matter. But my son matters. Hes a human being and he matters. Do Jacob Justice on this level and examine your hurts. Yes. We need healing. Kenosha, a small city, population around 100,000, has never seen anything like this before. So much seems to be at risk, and people locally and across the United States are divided over the rights and wrongs of protest, sometimes violent. I mean, i understand protesting, peacefully protesting, thats fine, go for it, peacefully protest. But dont burn down buildings, dont break windows and dont mess up other peoples stuff. Looting, burning, unfortunately, is part of it. How do you compare brick and mortar to life . Once again, protests are spreading to other cities where feelings were already running very high after previous Police Shootings. Cities including portland, oregon and minneapolis in minnesota, neighbouring state of wisconsin. The entire movement behind black lives matter and the deep divisions over race and discrimination in the United States are, now more than ever, driving furious political debate as a critically important president ial election gathers pace. James robbins, bbc news. Joining me now isjim palmer, executive director of the Wisconsin Professional Police association the Largest Police union in the state, representing officers in 300 police departments, but not including kenosha. Good afternoon. Thanks forjoining us on good afternoon. Thanks forjoining us on bbc news. We understand that your union does not represent Police Officers in kenosha. Bearing that in mind, can you still understand the heightened feelings, the level of failings that they are in the town . Absolutely. We put out a statement the other day after the shooting to express our remorse for everyone thats impacted by what they saw. And that incident generally, we recognise first and foremost jacob and his family. We hope he makes a full recovery. Obviously, weve learned sense that he will be paralyzed. That is extraordinarily tragic. We also recognise that there area tragic. We also recognise that there are a lot of americans of colour that viewed that video, that dramatic video and identified with it. It appears all too familiar for them. Our heart goes out to them as well. We have to acknowledge that in at the same time try to respect that there is in investigative process that has to move forward. Can you explain to people who have seen that video why it is that Police Officers might have felt the need to shoot a man seven times in the back with his children apparently screaming in the car . Yeah, there are a wide range of factors that officers have to consider. Obviously, in wisconsin we have in investigative process thats independent and it has to be conducted by an outside agency. Wisconsin was the first date in the nation in 2014 to establish such a law. Only one or three states have anything similar. There is a wide range of factors that officers have to consider including the behaviour of the individual, the information that they had. We really dont know enough at this point. And the video while it is very traumatic and troubling, i think there is still a need for a thorough investigation to ta ke need for a thorough investigation to take place and see what more we can learn. It is the case in this incident that the Police Officers we re incident that the Police Officers were not wearing body cameras was up so we were not wearing body cameras was up so we havent got that immediate information. Thats correct. Thats especially troubling. Our organisation for many years has actually supported the use of body cameras in Law Enforcement for time and their use has been proliferating throughout the state and throughout the country, in fact. I think this Case Highlights how imperative of a need this is. Because my fear is in our fear as need this is. Because my fear is in ourfearas an need this is. Because my fear is in our fear as an organisation is need this is. Because my fear is in ourfear as an organisation is in the end when this independent investigation is done regardless of the outcome one way or the other, whether the officers charged or otherwise, there is going to be a significant contingent of people that are good to be dissatisfied with that. There will be questions that will remain and perhaps those questions could have been answered had a Body Worn Camera been in place. I understand you are relu cta nt to place. I understand you are reluctant to comment too much about this particular incident because of the investigation thats going on. You feel you dont know the full circumstances. Can you still explain to people how it can be possible for a man to be shot seven times in the back, with his children in the car, what possible justification there could be for that from the Police Officers involved . Well, under the law in the case for again over many yea rs law in the case for again over many years in this country, an officer does have the authority to shoot the individual in a back if there is a significant threat of harm or injury to either the officers or members of the general public. It is unclear whether or not those circumstances existed in this case. And in the case of mr bike, but that is basically the legal criteria which the officers actions will be assessed. Okay. We are going to have to leave it there. Thank you so much. It will be good to talk to you once we do know more of the facts of that particular situation. For the moment many thanks. Joining me now from kenosha is cbs news correspondent christine flores. How are things in kenosha right now . Eight much different scene this morning. Things are a lot quieter. We are at the corner of 63rd and sheridan. The same location where one of those shootings took place last night was we are standing right now this is actually a dealership Parking Office up and going to step out of the ways he can get a closer look. He could see some of the cars have been, all the cars actually have been, all the cars actually have been, all the cars actually have been damaged. Windows have been broken, cars have been set on fire as well. To give you an idea of how we got here, yesterday Police Officers, once that eight oclock cu rfew officers, once that eight oclock curfew hit, Police Officers tried a different tactic as compared to the ones they had done the first couple of nights. Since they realised it just wasnt working. Which was essentially just standing at the courthouse protecting it. At eight oclock when the curfew hit the Police Officers went into the crowd, pushed all of the protesters away from the courthouse and as they were doing so they were using tear gas and rubber bullets. All of that was around 1145 when those avril doesnt gunshots rang out. Thats when protesters started running for safety. And now youre probably all have seen that graphic video that has been circulating and going
