Relax, dont Do It. And relax well be joined by Frankie Goes To Hollywood frontman hollyjohnson, as an exhibition about his life opens in liverpool. And it is turning colderfor All Of Us in the next 24 hour is, but to get there we will get some rain across the country today, and some strong winds as well. Ill have the details here on breakfast. Good morning. Its tuesday the 10th september. Our main story the release of more than 1,700 prisoners has begun across england and wales, as part of an Emergency Bid to Ease Overcrowding in jails. Over the coming hours, some offenders whove served at least 40 of their sentences will be released. The government says, over the coming months, it will free up 5,500 more Prison Spaces. 0ur Reporter Adina Campbell has more. One of the most dangerous and crowded jails in the uk. This was Pentonville Prison in North London last week. The bbc was given rare access, and within minutes, disorder was rife. In an attempt to fix a criminal Justice System at breaking point, from today, thousands of prisoners in england and wales will be released after serving 40 of their sentence rather than 50 . It was the only option on the table, and that is because the alternative to not making this change would have been to allow the Prison System to collapse, and therefore to allow Law And Order in this country to collapse. But these Emergency Measures are controversial, with big Concerns from some Prison Staff and campaigners about Public Safety and an increase in reoffending. Theyve got nowhere to live, the fall back into drug taking, theyve got Mental Health difficulties already. If they are not getting the support, the treatment, the stable housing, the danger is either they fall back into reoffending or they simply breach their Licence Conditions and end up back inside anyway. The Prison Population in england and wales is at a record high, with more than 88,000 people injail according to the latest Ministry Ofjustice data. Its estimated 4,000 extra male prisoners and around 1,000 female inmates will be released over the next 18 months under these under these new measures, with the government hoping to free up 5,500 beds to hold nearly sentenced criminals. Those convicted of the most serious crimes such as murder, terrorism, and domestic abuse are excluded from this programme. But for rebecca, a victim of domestic abuse, she is fearing the worst again. She recently received a letter saying her ex partner, who served time for domestic abuse, would now be released early for a connected offence. Feels like hes just had a bit of a slap on the wrist and told not to be a naughty boy. Wheras i have to deal with the damage that hes done to me. The conservatives say the government should focus on building more prisons to help Ease Overcrowding, and for those charged or convicted of offences related to the recent riots, more Prison Places are expected to be quickly filled in the coming weeks. Adina campbell, Bbc News. 0ur Reporter Meghan 0wen is outside wormwood Scrubs Prison for us now. Meghan, have the releases started there this morning . I think it is probably likely to be a little later this morning, but we are expecting some others early Release Prisoners who spend their Night Injail Release prisoners who spend their night in jail walking Release Prisoners who spend their Night Injail walking out behind the gate of the prison behind me, a Category B male prison in West London. And a reminder that these are former prisoners who have sentences of less than five years and they are being released at 40 of their time instead of 50 . Now, in terms of the process, they will be meeting with a Probation Officer in Prison Today to make sure they have understood the restrictions of their release, including any curfews or bans on entertaining areas associated with their crimes, and are not to approach any victims. There is a real Concern, though, according to the Chief Inspector of prisons, that many of them will be released At Home with us. In fact, figures show that in the year up to march this year, 12 of prisoners were released without a home to go to, and this comes on a day when a Report Highlightsjust to, and this comes on a day when a report highlights just how overcrowded and understaffed prisons are in england and wales. The Ministry Ofjustice says that this Emergency Measure will help to save £200 million a year, and they will be recruiting 1000 more Probation Officers by next spring to help manage these x offenders. Qm. Manage these x offenders. 0k, mechan, manage these x offenders. 0k, meghan. We manage these x offenders. 0k, meghan, we will manage these x offenders. 0k, meghan, we will return to you later in the programme. Thank you for now. Megan mentions the Chief Inspector of prisons, we will be speaking to Charlie Taylor Life here on the programme in the next half hour. Now some more of this mornings stories. Plans to end Winter Fuel payments for all but the poorest pensioners will be voted on in Parliament Today. The chancellors plans would see the Winter Allowance of up to £300 become means tested, meaning millions of people would no longer be eligible. The treasury says this will save around £1. 11 billion. 0ur Political Correspondent Hannah Miller has this report. Those not in receipt of Pension Credit or certain other means tested benefits will no longer receive the Winter Fuel payment from this year onwards. Its the most controversial move the Labour Government has made so far a cut for pensioners thats fuelled discontent among mps. These are the necessary and urgent decisions that i must make. Dozens of Labour Mps are known to be unhappy about the decision to limit the Winter Fuel payments to only the poorest pensioners, and 17 are calling for it to be postponed. One of them is diane abbott. I certainly wont support it. We are all discussing whether to vote against or abstain. But you cant possibly support it. It wasnt in the manifesto. Ministers say they have no plans to offer any further support, arguing that the State Pension has gone up by £900 compared to a year ago and will go up again in the spring. Supporters insist that savings have to be found somewhere. Nobody in the Labour Party would like to see the sort of problems that will be caused for elderly people who are just above that threshold of £12,160. When you inherit a £21. 9 billion Black Hole, not in the future, but in the current year, you have to take tough choices. The government will win todays vote, such is the size of its majority, but ministers have still been trying to convince Wavering Mps to vote with them in order to show a united front. They say this isnt the only tough choice they will be making in the coming months, making today a test of party discipline. The Prime Minister is going to brighton this morning to give a speech to unions despite some leaders calling for him to change course. Labour mps fear they are about to face a significant wave of criticism. They hope its one they can withstand. Hannah miller, Bbc News. 0ur Chief Political Correspondent Henry Zeffman joins us now. Henry, what can we expect later today . It is not a big spoiler to tell you that the government is going to win this Vote Today and that the Winter Fuel payments will be means tested this winter. That is just the mathematical reality of the situation. But that doesnt mean thatis situation. But that doesnt mean that is not tension here, because how the government wins this vote is going to be really significant for how the coming months and even years for this government play out. Last night, Rachel Reeves, the chancellor, made a big pitch Behind Closed Doors to wavering Labour Mps. Closed doors to wavering labour mp5. I am told she told them, we stand, we lead, the government together. She was trying to make a pitch forged around unity. She also made various points about particular pension benefits, about how some pensioners wouldnt necessarily be as badly affected as some mps fear. She said that as it stands, because this government is still committed to the Triple Lock for pensions, where they go up by at least 2. 5 every year, but within five years the average pensioner will be around £1700 better off. She said that applications for Pension Credit have gone up a lot since this policy was announced, but most importantly, she said there are more difficult decisions to come, that is why the government is so determined to win and win big today. Government is so determined to win and win big today. The Public Inquiry into the case of serial Killer Lucy Letby, who murdered seven babies and tried to kill seven more, will begin today. It will look at how she was able to carry out her crimes whilst working as a neonatal nurse at the countess of Chester Hospital in 2015 and 2016. 0ur North of England Correspondent Judith Moritz reports. Lucy letby was found guilty of murdering seven babies and attempting to murder another seven in Chester Betweenjune 2015 and june 2016. She stands convicted as britains most prolific baby killer. Her trial raised questions about the way the hospital handled consultants Concerns about the nurse. It will be for the Public Inquiry, chaired by ladyjustice thirwall, to examine that, and whether there are questions for the wider nhs. The inquiry will hear from the parents of the babies Who Letby was convicted of attacking. Fundamentally, the families i represent want two things from this inquiry. They want to understand how it was possible for these crimes to be committed, and secondly, they want to understand why they were kept in the dark about it for so long. The Public Inquiry was set up very shortly after Lucy Letby was convicted in august 2023. Now its getting under way at a time when a number of critics are arguing that she may in fact be innocent. But the Inquiry Wont get into the detail of exploring that issue. What do the families make of the growing number of sceptics voicing their Concerns . I think its important to remember that there can be a noisy Drum Beat in the media, but that doesnt actually have any legal significance. Some of the speculation that has been in the media is obviously distressing for the parents, and it is particularly distressing for them because they actually sat through the criminal trial, so they know what evidence was heard, and they can see that some of the people who are questioning the convictions are people who didnt actually sit through the criminal trial, who didnt actually see and hear all of the evidence. The inquiry, which starts today at liverpool town hall, has not been delayed, despite calls for it to be by a group of experts critical of the trial evidence. Its expected to last until at least The End of the year. Judith moritz, Bbc News. Officials in gaza say more than A0 people in a designated humanitarian zone have been killed in israeli Air Strikes. Turning colder, not quite there yet, this is where this cold air is starting to work its way in, everything pushing its way southwards gradually introducing chilly weather over the next 2a Hour is. Lets have a look at what is happening out there right now. To the south of it, lots of cloud, outbreaks of light rain drizzle, not of that from frequent showers, turning wintry on the scottish mountains today, particularly on the tops. That is how cold the air is getting. The rain pushes through in the afternoon. Doesnt quite reach the afternoon. Doesnt quite reach the southernmost counties during the day, the odd sharp, but across the board breezy, we could see winds top A0 or 50, maybe 60 mph in the north of scotland. Temperatures around 11 celsius, will feel cold. 19 in the south, but here for the Evening Rush Hour, we will see A Band Of Rain Pushed Southwards into the London Area during the second half of the Rush Hour before gradually clearing to the south of us overnight. That puts us into some clearer conditions, showers keep coming on across the northern and western areas, but Tomorrow Morning will be areas, but Tomorrow Morning will be a much chillier morning, single Figure Temperatures for just about all. Colder weather through wednesday, thursday, a frost possible to take us into friday, but things turning a bit milder this weekend. Matt, thank you very much. Lets Take A Look at todays papers. The front pages are mostly dominated by the Health Update from the princess of wales. The telegraph says the princess is focusing on staying cancer free after she released a Family Video Message which the paper says was shot in norfolk last month. Although i have finished chemotherapy, my path to healing and full recovery is long and i must continue to take each day as it comes. However, iam looking continue to take each day as it comes. However, i am looking forward to being back at work, and undertaking a few more public engagements in the coming months when i can. Despite all that has gone before, i enter this new phase of recovery with a renewed sense of Hope And Appreciation of life. The telegraph says the princess is focusing on staying cancer free after she released a Family Video Message which the paper says was shot in norfolk last month. The daily mails front page has a picture of the princess of wales resting her head on prince williams shoulder. It says the three Minute Clip was deeply personal. Alongside the princess Health Update, the front of the times is reflecting proposed cuts to Winter Fuel payments for pensioners being voted on in the commons later today. The paper reports that dozens of Labour Mps are set to rebel and abstain. The guardian says the Prime Minister will repeat the governments tough economic message in a speech to the Trades Union Congress later today ahead of the vote on Winter Fuel payments. It also says the Chancellor Rachel reeves has privately met with Labour Mps. As weve been hearing, the release of tens of hundreds of prisoners across england and wales has begun this morning. Its in a bid to reduce overcrowing injails. Were joined now by Chief Inspector of prisons, charlie taylor. Good morning, mr taylor. Far too many prisoners were coming in for the amount of space that the prisons had, so therefore they had to go ahead with this scheme, but of course inherently releasing prisoners early does involve some risk. At the inspectorate, we are often critical of the preparation done before release, this is done in a more horrid way than usual, and also far more prisons are coming out in One Day than we would normally expect to see in even a week. We are going round inspecting jails around the country and we often find an incredibly cramped conditions, somewhere like leeds prison, 80 of prisoners are an overcrowded conditions. That means two men are shelling a tiny cell originally designed for one person. And of course when Prison Cells are that crowded, when prisons are that crowded it means prisoners are that crowded it means prisoners are locked in their cells long periods of time. Relationships with officers are often just transactional. And most important of all, they are not getting to the purposeful activity, the education, the work, training, that will make them less likely to reoffend when they come out. We them less likely to reoffend when they come out them less likely to reoffend when they come out. We know that your annual report they come out. We know that your annual report is they come out. What we are seeing in this report is far too many people are spending their time locked in their cells not doing anything productive during their prison sentence. Many of them sadly are not taking are taking drugs partly because they are bored, partly because they already have drug habits, and what that means people are coming out of prison without reducing the risk of reoffending, and that has to be a Concern for us. I think the government had to take action here, this is an to take action here, this is an expedient decision that ministers have had to make. We will see how this plays out in the future. Certainly the Prison Population will continue to grow, therefore the pressures we are seeing now will continue to a major issue for government over the next few months and years. So government over the next few months and ears. , and years. So what fixes it, then . Ultimately. And years. So what fixes it, then . Ultimately. The and years. So what fixes it, then . There are more prisoners coming back on recall. And also the length of sentences have gone up as well. So for almost any offence, the amount of sentenced people serve has gone up as well. So there are some difficult decisions for the government to make, but at the moment we are spending £50,000 a year to keep somebody locked up, and we have to ask whether the public as you are getting value for money from that. We know that the Reoffending Rate for people living prisoners around 37 within a year, so we know there is a risk of some prisoners go around committing further offences, very sadly, and we know that there is the risk of some of those prisoners coming back into jail and therefore the Prison Population crisis not been solved. Its just over two weeks since a fire that destroyed a block of flats in dagenham, and some residents are still living in hotels and other temporary accommodation. The London Borough of barking and dagenham say theyre working with residents on a case by Case Basis to help secure longer term accommodation. More than 80 people were evacuated from the Spectrum Building last month, when fire broke out, with many saying theyve lost everthing. With the early Release Scheme for some prisoners set to get under way later today, bbc londons been looking at what rehabilitation is available for incarcerated women, and the support thats on hand for when they are released from The System. 0ne former inmate has shared her experience of life inside. For me, i was stripped ofjust being a woman. I wasnt able to wash myself in the way that id learnt and known as a woman for most of my life. The Volunteer Police cadets are groups of young people that come together with Police Officers to learn about policing. The met say its due to resourcing challenges. Lets Take A Look at the tubes now. Theres severe delays on the circle, and minor delays on the Hammersmith And City and metropolitan lines. Now onto the weather with kate. Good morning. The temperature continues to drop as we head further through this week. For today, it is largely cloudy. Weve got some showers and some rain on the way later as well. Now its quite a breezy day. A west, North Westerly breeze is going to help drive these showers through fairly quickly. Later on this afternoon, towards the evening, were looking at this front moving south, and thats going to bring some heavier rain. Temperatures today 16 to 19 celsius. As we head into this evening, this rain will sink south. You can see some heavier bursts ahead of it clearing. Post midnight, its dry and the sky clears. Minimum temperature dropping down to a cool five celsius. So a much chillier start Tomorrow Morning. Bright start though with some sunshine. Well see some cloud bubbling up on wednesday, bringing the chance of some showers into the afternoon. One or two of those could be heavy. Another breezy day, and Temperatures Cooler still, just 13 to 15 celsius the maximum temperature. Heading further through the week, it stays cool, especially overnight thursday into friday, where temperatures overnight could drop into the low single figures. Thats it from me theres more on the Bbc News app and on Bbc Radio london across the morning. Ill be back in half an hour, but now lets cross back to sally and jon. Hello, this is breakfast with Sally Nugent and jon kay. Later today, mps will vote on the chancellors controversial plans to make Winter Fuel payments means tested, meaning millions of pensioners will no longer be eligible. All eyes will be on the results of that vote and what Labour Mps do in the lobby. Nina has been looking at of the details of the Winter Fuel payment. Morning. Every now and again there is a News Story that everybody is talking about, notjust in the newsroom or the papers. All my friends and relatives have a view on it. Everybody is talking about this controversial policy. Yes, even the Prime Minister himself has described the change as unpopular let me explain why. The Winter Fuel payment is an annual tax free sum of up to £300 paid to those born before september 1958, to help pay for energy bills. Back at The End ofjuly, the chancellor announced that only pensioners on Pension Credit or other means tested benefits would receive the payment. The change now means around Ten Million pensioners will no longer receive the money. Many are angry about the change including some the bbc spoke to Near Exeter in devon. Im nearly 93. A lot of people arent going to be able to. People arent going to be able to manage so why is the government doing this . Labour have said they inherited a £22 billion Black Hole from the previous government, and that a universal benefit even for the wealthiest isnt a good use of money. The chancellor estimates that taking this action with Winter Fuel payments would save £1. A billion, and points to the fact that pensioners remain protected by the Triple Lock. That sees the State Pension go up every april by whichever of the three is highest the rate of inflation, how much wages are increasing, or 2. 5 . Bbc analysis suggests this will mean the State Pension next year could rise by more than £A00, which some say balances out the loss of the Winter Fuel payment. But with other prices still rising, how much better off will pensioners actually be . 0bviously obviously if the pension goes up next april by above inflation, which seems likely, that will help to offset some of those losses, but most pensioners will have to pay tax on any increase, and some of the increase next april is to keep in post with the rising bills. In real terms most pensioners will probably be worse off next april than they would have been without the Winter Fuel payment policy. Next month the chancellor will deliver her budget and has warned of other difficult decisions. We know you feel strongly on this issue. Maybe losing this allowance will mean youre looking ahead to a winter in the cold. Maybe youve long felt it isnt right that all pensioners including the very wealthy receive it. Let us know your thoughts. There are a broad variety of views on this. One of the thoughts put forward is that perhaps it is fairest to take money from the wealthiest pensioners but it is happening too quickly, it is too blunt. Forthose happening too quickly, it is too blunt. For those in the middle, they wont be able to cope. Exactly. Do let us know your thoughts on this. We will be hearing from the government later. Joining us now ahead of that vote in the Commons Today is daisy cooper, Deputy Leader of the Liberal Democrats. Good morning to you. Thank you for joining us. The Labour Government says itjust cant afford to keep giving the Winter Fuel payment to every pensioner. What do you say to that . ~ , every pensioner. What do you say to that . Y. , that . Well, theres absolutely No Doubt that the that . Well, theres absolutely No Doubt that the conservatives i that . Well, theres absolutely no | doubt that the conservatives have left the economy and the public finances in a terrible, terrible state. But we Liberal Democrats think this is the wrong decision and we are urging the Labour Party to think again and do so very quickly. There is No Doubt there are many wealthy pensioners who themselves will readily admit they dont need the Winter Fuel payment, but there are many vulnerable pensioners who will miss out and struggle this winter. We Liberal Democrats have commissioned some polling which shows that there are going to be some very stark decisions pensioners have to make. Many of them saying they are going to heat their homes less, or they are going to reduce how much they eat this winter. Nina wasjust explaining l that the Government Argument is that because of the Triple Lock on pensions, pensions will go up by more than the Winter Fuel payment next spring, so the argument is it will balance out. Do you accept that argument from the chancellor . I think what is really tricky with that argument is that of the cost of everything is still going up. People have seen mortgages, rents, energy bills, everything, going up. The challenge for pensioners is that many of them arent able to work and cant increase their hours because of either age or illness. Therefore, they have got limited options to increase the money coming in. So at a time when people come everybody, is still facing a cost of living crisis and pensioners have a limited ability to increase the money coming in, i think this is the wrong decision and we urgently want the government to think again and put protections in place for the most vulnerable pensioners. The government vulnerable pensioners. The government would vulnerable pensioners. The government would say that easy to say from the opposition benches, they have to deal with the reality of the economy and this will raise or save £1. 5 billion, much needed money for the national economy. They could on a one off basis give out a sort of cost of living Style Payment that they did a few years ago. There are lots of different options on the table. Parliament has not had the opportunity to debate them, to listen to the relative merits of each of those suggestions, but what is clear as there are about 2 Million pensioners who are really struggling, who are saying they will have to reduce how much they eat, how much they heat their homes, and the government really needs to think again to make sure they are protected this winter. I have to say the decision being taken today is pretty stomach churning to watch and to listen to. Quite frankly, i cant see that there is any alternative. So in the long term there are actions the government will need to take, whether looking at sentencing, expanding Prison Places, but today my thoughts are with the victims who may not know that their perpetrators are being released onto the streets. I think many of us will be Concerned that some of the prisoners being released, apparently, if reports are to be believed, dont have a home to go to, want have finished their qualifications, which are critical to rehabilitation. Ill have all the details here on breakfast. Good morning. Its tuesday the 10th september. The release of more than 1,700 prisoners has begun across england and wales, as part of an Emergency Bid to Ease Overcrowding in jails. Over the coming hours, some offenders whove served at least A0 of their sentences will be released. The government says it will free up 5,500 more Prison Spaces in the next few months. 0ur Reporter Adina Campbell has more. One of the most dangerous and crowded jails in the uk. This was Pentonville Prison in North London last week. The bbc was given rare access, and within minutes, disorder was rife. In an attempt to fix a criminal Justice System at breaking point, from today, thousands of prisoners in england and wales will be released after serving A0 of their sentence rather than 50 . Its estimated a,000 extra male prisoners and around 1,000 female inmates will be released over the next 18 months under these new measures, with the government hoping to free up 5,500 beds to hold newly sentenced criminals. Those convicted of the most serious crimes such as murder, terrorism, and domestic abuse are excluded from this programme. But for rebecca, a victim of domestic abuse, she is fearing the worst again. We have seen a flurry of Prison Staff arriving for the morning, but we are expecting some early Release Prisoners to be working through these gates in just a few hours once these gates in just a few hours once the court vehicles arrived. The people been released have sentences under five years, for crimes such as shoplifting and fraud, the Process Today will involve them speaking to a Probation Officer to make sure they have understood the instructions on their release, including curfews or bands on certain areas relating to their crime or approaching victims. But the real Concern is that many of them could be being released Home Figures show that up until, in the year up until march this year, 12 of prisoners released did not have a home to go to. So many critics are Concerned that they will be walking out of the gates, they will get back onto The Streets And Reoffend pretty quickly. 0f onto The Streets And Reoffend pretty quickly. Of course, the government says this is a measure that needs to happen to stop overcrowding. They say it will help cut Prison Spending by £200 million. Plans to end Winter Fuel payments for all but the poorest pensioners will be voted on in Parliament Today. The chancellors plans would see the Winter Allowance of up to £300 become means tested, meaning millions of people would no longer be eligible. 0ur Chief Political Correspondent Henry Zeffman joins us now. But how the government wins the spirit will be very significant for not just this issue but all sorts of issues coming down the Track Labour have aoa of the 650 mp5. The number of mps who will vote against the government is likely to be very small, perhaps even zero, but you have to look at the number who abstain, the number who cannot bring themselves to vote for this measure by Chancellor Rachel reeves. She made a private address to mps Last Night to persuade them to back her. She said there are more difficult decisions to come, and i think that tells you by the government has felt it has to hold so firm here, because they fear that if they do not hold firm on this issue, that when they start to raise other taxes and cut other spending, they losing discipline the Labour Party. As weve been hearing, later today, mps will vote on the governments plans to make Winter Fuel payments for pensioners means tested. Were joined now by Shadow Work and pensions secretary, and conservative leadership candidate, mel stride. The Chancellor Has said they have had to make this decision because of reckless decisions by your own party. I am interested in your response to that. Party. I am interested in your response to that. They gave in very quickly tojunior doctors, payment quickly to junior doctors, payment 22 quickly tojunior doctors, payment 22 increase over two years, train 1a'>Drivers 1a , and pay award above inflation come up to their Trade Union masters. That was a conscious decision with no strings attached, no requirement for increases in productivity or better working arrangements. And on the back of that, they have sought to save money from some of the poorest and most vulnerable pensioners up and down the country. This will be up to £300 before christmas that pensioners, many of them very vulnerable, will not be receiving. About two thirds of those pensioners are living below the Poverty Line will actually lose that Winter Fuel payment. This is being rushed through, it has not been properly consulted on, we are not seeing the assessment impact reports that we would normally get these kind of measures, and that is why in Parliament Today i and my conservative colleagues will be holding the government to account and demanding that the U Turn on this policy. And demanding that the uturn on this oli. ,. ,. ,. ,. , this policy. Information we have had in the last few this policy. Information we have had in the last few minutes, this policy. That surely will help a little. flit that surely will help a little. Of course, we brought in the Triple Lock, and that is why we have had quite reasonable increases in the level of the State Pension going forward. But this is notjust about putting up the pension in line with average earnings, which i think is what most people would expect to happen to cope with the cost of living. This is taking away that additional payment that, as i say, hundreds of thousands, for example, who are not on Pension Credit, will lose having had it in the past. And they will have to face that choice this winter between eating or heating. It is as bad as that. And thatis heating. It is as bad as that. And that is why the government needs to U Turn on this policy. It is not just us saying this. The Trade Unions have heavily criticised this policy, describing it as picking the pockets of pensioners. This is a political choice. They did not have to give all these large Pay Rises to their political masters in the Trade Unions, and they didnt need in turn to be doing what they are doing to our vulnerable pensioners. Government is all about choices, isnt it . The current government would say that your party left a £22 billion Black Hole as a result of your choices in treasury finances. Would you agree with that . Around half of that the weights to Pay Rises this government has decided to bring in, and what we will see at The End of next month is Rachel Reeves budget, in which she will be hiking very taxes the Labour Party were suggesting in the general election would not be increased. So i certainly do not accept that. The books were wide open, the iff and others made that very clear at the time of the general election, the position of public finances was very clear. This was simply a Smoke Screen to cover the fact that Rachel Reeves is now going to be putting up taxes left, right and centre. You mention the taxes left, right and centre. Time now to get the news, travel, and weather where you are. Good morning, welcome to bbc london. Im thomas magill. Some residents whose homes were destroyed when a fire ripped through a block of flats in dagenham last month, are still living in temporary hotel accommodation. The London Borough of barking and dagenham say theyre working with residents affected on a case by Case Basis to help secure longer term solution. More than 80 people were evacuated from the Spectrum Building following the fire, with many saying theyve lost everthing. With the early Release Scheme for some male prisoners set to get underway later today, bbc londons been looking at what support is avaiable to female prisoners after they are released from The System. One former inmate has been sharing her story of life inside. Prisons are like mental asylums. They are literally like mental asylums. When youre looking at the amount of time that one is spending on their own, in a space with their own thoughts, with no support before, during or after that, this is what youre going to get. Ill be back in half an hour. But for now, back to sally and jon. Hello, this is breakfast with Sally Nugent and jon kay. As weve been hearing, the release of 1,700 prisoners across england and wales has begun this morning. This is the scene at wormwood Scrubs Prison at the moment, as the governments Emergency Measure to reduce Overcrowding Injails begins. We have seen some prison vans going in. We understand processing is under way. Ministers say it will free up 5,500 more Prison Spaces over the next few months. The Business Secretary, jonathan reynolds, joins us now. Good morning. We understand the Overcrowding Situation in prisons. We understand that there is a need to free space. But a lot of viewers are getting in touch saying the news that 1700 prisoners are going to be released early onto our streets is really Concerning. What do you say to them . ,. ,. , to them . Oh, i understand that. I understand to them . Oh, i understand that. I understand we to them . Oh, i understand that. I understand we have to them . Oh, i understand that. I understand we have a to them . Oh, i understand that. I understand we have a situation i to them . Oh, i understand that. I understand we have a situation where we have got to make Emergency Decisions like this because the previous government didnt have the answer basic responsibility in how The System was run, had no capacity in The System whatsoever for a properly functioning Justice System. And you have to make an Emergency Decision as a result. Of course people should be Concerned. They are right to demand better. At what we have had to do here is first of all not only make a difficult decision like this, but make sure as many safeguards as possible are in place. It is a considerably tighten up scheme compared to what we had inherited in making sure the domestic abusers or violent offenders are not part of that. Victims have been informed. Where it is relevant to them. Again, this is a difficult decision and i think most british people will say should never get to this point. I understand those Concerns. We have had to make it to make sure The System runs properly and the rest of the Justice System operates in such a way with the kind of capacity most people would expect anyway. You say this release has people would expect anyway. You say this release has been people would expect anyway. You say this release has been tightened i people would expect anyway. You say this release has been tightened up i this release has been tightened up by the new government, but we have heard from the Chief Inspector of prisons this morning who has told us there is risk, there is risk to the public, and that things are being done very quickly in greater numbers, these releases, that would normally happen. The Probation Services are and may be ready to deal with this many extra prisoners so soon. I5 deal with this many extra prisoners so soon. ,. ,. , deal with this many extra prisoners so soon. , ~ so soon. Is it too tight . Well, the sare so soon. Is it too tight . Well, the spare capacity so soon. Is it too tight . Well, the spare capacity was so soon. Is it too tight . Well, the spare capacity was less so soon. Is it too tight . Well, the spare capacity was less that i so soon. Is it too tight . Well, the spare capacity was less that 196. L so soon. Is it too tight . Well, the j spare capacity was less that 196. If spare capacity was less that 1 . If you take for instance the recent violent disorder that quite rightly had a swift response from government and the Police And Law enforcement, that was only possible because capacity had been created in The System. But again i say this is the kind of thing most british people will assume the previous commenter should have run things in a way they would expect, making sure that what they take for granted is already in place. So in terms of who can be released, that has been tightened up. In terms of the supervision of those released, that has been tightened up. But i acknowledge, this is the kind of difficult decision which is a new government you really wouldnt want to have to make but you have got to make because we have to fix the most basic things when it comes to public services in this country. The basic things when it comes to public services in this country. Services in this country. The chief insector services in this country. The Chief Inspector of services in this country. The Chief Inspector of prisons services in this country. The Chief Inspector of prisons said services in this country. The Chief Inspector of prisons said it i services in this country. What we have coming up is the spending review, the first the spending review, the first budget of the new government, also longer term plans. Budget of the new government, also longerterm plans. But budget of the new government, also longer term plans. But of course i say completely openly, in terms of having to make a decision like this, it is an Emergency Response. This is not how a system should run in the normal course of things. We have had to Do It to make sure we have an effective and functioning judicial system in the way that people would quite rightly expect. It system in the way that people would quite rightly expect. Quite rightly expect. It always should be quite rightly expect. It always should be the quite rightly expect. It always should be the case. Quite rightly expect. It always should be the case. Talking. Quite rightly expect. It always i should be the case. Talking about difficult decisions in government, Keir Starmer has said as Prime Minister he is prepared to be unpopular and one of the most unpopular and one of the most unpopular things, according to the polls, he has had to do so far is this decision to remove Winter Fuel payments from millions of pensioners. And i cant tell you how many messages we get every morning from people who are really Concerned, including this one in the last few minutes. This is from susan, who says she is already struggling. I go out without food on a regular basisjust struggling. I go out without food on a regular basis just to pay my bills and keep my head above water. If this payment is taken away i wont be able to afford to put on my heating at all. It is no good saying you will get an extra £A00 in spring with the pension, it is this winter but it is now, that we need this money. What do you say to susan and many people like her . First money. What do you say to susan and many people like her . Many people like her . First of all let me reassure many people like her . First of all let me reassure susan, many people like her . First of all let me reassure susan, to many people like her . First of all let me reassure susan, to say i let me reassure susan, to say obviously this winter the State Pension is £900 higher, and energy bills, in terms of the energy price cap, is £100 lower. And we can promise people like susan, as well as being committed to the Triple Lock, pensions will be better off the next years, there is targeted support for people who need it most, making sure the people on Pension Credit receive it, the driver for that has been remarkable in the last five weeks, that means you are still eligible for Winter Fuel payments. On top of that you have the household support fund, which is discretionary targeted support in local areas. You have the warm home discount. But again, i will acknowledge openly the kind of decision that this represents comes again from a place you wouldnt want to be. That the Black Hole in the public finances is real, it Concerns things that are very dear to the public in terms of promises that have been made. In my department thatis have been made. In my department that is money for the steel industry, compensation for postmasters, and we want to honour those promises. That means being frank with the public about what we have inherited, difficult decisions early on. Fixing the foundations is notjust early on. Fixing the foundations is not just about the difficult news early on. Fixing the foundations is notjust about the difficult news or fixing a problem today. It is about a betterfoundation fixing a problem today. It is about a better foundation for the future. You fix the foundations, you get a better house at The End of it. I know it is a difficult day and we are doing something here that ideally we would not have to do, we didnt expect to make a decision like this, but it is about making sure we have Responsibility And Stability at the heart of government, the heart of public finances, which is what everybody in the uk needs. You finances, which is what everybody in the uk needs the uk needs. You say that increase in the state the uk needs. You say that increase in the State Pension the uk needs. You say that increase in the State Pension will the uk needs. You say that increase in the State Pension will offset i the uk needs. You say that increase in the State Pension will offset the l in the State Pension will offset the loss of the Winter Fuel payment to some pensioners, but lets remember, that increase comes in next spring, not this winter. It will be taxed as well. It also is to take into account the general pricing, isnt it, notjust winter if account the general pricing, isnt it, not just winter if you account the general pricing, isnt it, notjust winter if you are . So to people like susan that will come as little compensation, it literally wont make up the difference . Udell. Wont make up the difference . Well, the tri le wont make up the difference . Well, the triple Lock Wont make up the difference . Well, the Triple Lock will wont make up the difference . Well, the Triple Lock will mean, wont make up the difference . Well, the Triple Lock will mean, i wont make up the difference . Ii the Triple Lock will mean, i imagine that next year actually the State Pension will go up by earnings, not by prices, so will be higher than that. But again the rise for this year that will apply this winter was a substantial one. It is £900 this year higher. And we know that fuel bills have reduced. It does not make it an easy Decision Or One you would ideally have to make. It is difficult. But i want to reassure people, because i know there are Concerns, that we understand that. Pensions are higher, those are lower. Bills are lower. We have to make sure we honour the promises in the future and we have to have responsibility at the heart of government, we havent had honesty, we havent had the government being straight with people about the choices we face. The first line of air among choices we face. The first line of airamong our choices we face. The first line of air among our manifesto was commitment to stability. We take that very seriously, even if it means a difficult day like today. Again i want to reassure people that people are in a better position this winter than they were in the last one. And again, there is targeted support there for people who the most. I support there for people who the most. , ~. , support there for people who the most. , ~. ,. ,. , most. She has chronic kidney disease, she has stage four kidney failure, anaemia, she is on blood thinners and housebound. She is set to lose the Winter Fuel payment. She cannot afford to put the heating on. She said she will accept it when you say there is no money, but she says you are paying out huge sums, and decided to do that, to the unions, who cc is your backers, she says you are not supporting her as a pensioner. Please, she says, will you fight our case . I pensioner. Please, she says, will you fight our case . Pensioner. Please, she says, will you fight our case . I would have to reject the premise of that. You fight our case . I would have to reject the premise of that. I you fight our case . I would have to reject the premise of that. I have l reject the premise of that. I have to say first of all if a person was in the most vulnerable position they would be eligible for Pension Credit and would still get the Winter Fuel payment. And in terms of a government that is willing to pay public sector workers, i do think it is right that teachers, for instance, do get a Pay Rise each year, that settlements for the public sector are actually in most cases slightly below the average, i dont think Theres Anything untoward about those decisions. And fundamentally, things like ending the rail strikes, the cost of doing so is less than the cost to the impact on the economy as a whole in terms of what those industry actions have cost already and would cost in future. So it is an investment in a more prosperous economy as well as being a reasonable way to end of the kind of adversarial relationships the previous government had, which they used as a Fig Leaf for failing public services. We treat everybody with respect, in the public and private sector, and we are continuing to support the most vulnerable people, whether that is pensioners or anybody else in the uk who need that additional support. Jonathan reynolds, thank you for joining us. And thank you for all your messages from home this morning on Winter Fuel payments. We have had lots of messages on Winter Prison releases as well. Jack draper is part of this gb team. Will he play following his exploits in the Us Open . It is a new Look Team as well. No Andy Murray this year. It is going to be a very special atmosphere, a special spectacle. That crowd can sometimes spill over a little bit. Novak djokovic, when gb faced serbia in the knockouts last year, he actually complained of it. He said the noise was too much, it was getting very intense. That is how loud the Davis Cup is. We can speak to reject rebecca james, the Davis Cup director. It is usually concerts and shows here. Now it is a tennis cop. How hard is it to prepare this place for a tournament like this . Last year we set a Record Attendance for a Davis Cup match in the uk, which was 13,000. We are looking to beat that this year and go even higher. There are tickets on sale for that if you want to be here. There you go. You can sample the atmosphere yourself. Rebecca, thank you. Lets talk football. The welsh players and fans willjust about be dried off by now after they got soaked in montenegro Last Night, but came away with the first win of craig bellamy s reign as manager. Wales went ahead through Kieffer Moore Afterjust 38 seconds, then this spectacular strike from Harry Wilson just a couple of minutes later made it two in the pouring rain. Montenegro got one back, but a drenched wales held on for the 2 1 win to make it four points from their first two Nations League matches. England, meanwhile, have confirmed record goalscorer Harry Kane will earn his 100th Cap when he captains the Three Lions against finland at wembley tonight. Kane is only the tenth player to reach the landmark, and the first since Wayne Rooney in 2014. The fa will pay tribute to him during a pre Match Ceremony that will include the presentation of a gold cap. This is one that im extremely proud of. I have my family there to enjoy the moment as well, and i think a moment when im retired that ill probably look back on with immense pride. But im excited for the game, im excited to be back at wembley, and ijust hope it can be a special night all round, with a win, and hopefully a goal as well. Yes, it will be a special night for Harry Kane. Always special when you are representing your country, as it will be for these gb Davis Cup players who will be here this week. Dan evans, Jack Draper linking up with the team today. We will be speaking to Davis Cup Captain Leon Smith later on. He had to tell the dj last year to get some 0asis tracks on. You think its all about the tennis, but he has to think about the music as well. Thank you. When my grandfather was diagnosed with a 23 years ago, he was only diagnosed a week before he was only diagnosed a week before he died. So we had been caring for somebody with these symptoms not knowing what it was. So i think in the last two decades things have got better in terms of the getting diagnosis. But what this storyline has certainly done, reading messages from people within the Mnd Community, it has, you know, as katie said, it has really highlighted what it is like to be living with mnd as might be caring for something with mnd. Ive had messages from people in the Mnd Community saying people now understand what i have. People are communicating with me better because they understand that my brain is functioning completely normally, its my body that is deteriorating. So i think in that respect we have been able to highlight what the disease actually does. And i think with everything that rob burrow and lindsey have done, with kevin sinfield, doddie weir, our storyline, i think i have seen more awareness around mnd in the last two years that i have seen in the last two decades, which is thrilling. You have got a whole day to fill. So i think its very important that people try and maintain some form of a social life outside of the role as a carer, so that maybe that void isnt so large. And it is turning colderfor All Of Us in the next 2a Hours, but to get there we will get some rain across the country today, and some strong winds as well. Ill have the details here on breakfast. Good morning. Its tuesday the 10th of september. The release of more than 1,700 prisoners has begun across england and wales, as part of an Emergency Bid to Ease Overcrowding in jails. Over the coming hours, some offenders whove served at least 40 of their sentences will be released. The government says it will free up 5,500 more Prison Spaces in the next few months. Our reporter Adina Campbell has more. If theyre not getting the support, the treatment, the stable housing, the danger is either they fall back into reoffending or they simply breach their Licence Conditions and end up back inside anyway. The Prison Population in england and wales is at a record high, with more than 88,000 people injail according to the latest Ministry Ofjustice data. Its estimated 4,000 extra male prisoners and around 1,000 female inmates will be released over the next 18 months under these new measures, with the government hoping to free up 5,500 beds to hold newly sentenced criminals. In the next half hour, we will hear from one family who have real Concerns about that policy, and we will be getting the latest from a present in london. But at 8. 05, that is not the only controversial measure the government is facing pressure over at this morning, sally. Plans to end Winter Fuel payments for all but the poorest pensioners will be voted on in Parliament Today. The chancellors plans would see the Winter Allowance of up to £300 become means tested, meaning millions of people would no longer be eligible. Our chief political Correspondent Henry Zeffman joins us now. Henry, what can we expect later . Iam not i am not going to shock you when i say the government is going to win this Vote Today, it is just a mathematical inevitability when 404 of the 650 mps in parliament are labour, but how the government wins this vote is, i think, significant for this issue and for all sorts of other issues that will crop up over the coming months and years. The question of how many Labour Mps vote against the government, i suspect that will be very few if any at all, but also how many abstain, and there is a Persuasion Effort going on from the very top of government. That is why the government is so determined to hold firm on this, because of the cannot hold the line on this, how will they hold the line on this, how will they hold the line on all the other measures, that will prove controversial, which are still to come . ,. , i. The State Pension is expected to go up by £460 from next april. The increase would take the full flat rate State Pension to just under £12,000 a year, and follows data confirming that earnings rose at an annual rate of 4 between may and july. The government has previously comitted to the Triple Lock, meaning the State Pension would go up by either 2. 5 , inflation, or average earnings, whichever is the highest. The Public Inquiry into the case of serial Killer Lucy Letby, who murdered seven babies and tried to kill seven more, will begin this morning. It will look at how she was able to carry out her crimes whilst working as a neonatal nurse. Our north of England Reporter Rowan Bridge is at liverpool town hall, where the inquiry will take place. Rowan, what can we expect to happen today . The inquiry will start here in a few hours time, and as you say, it was set up in the wake of Lucy Letby s conditions for seven murders and seven attempted murders of babies at the countess of Chester Hospital. There have been Concerns raised around those convictions on how safe they are, or i should point out that her appeal was turned down by the Court Of Appeal. What will actually be happening here today is not a re examining of the case, they would be circumstances of how Lucy Letby was able to commit her crimes. It will have three strands to it, the first being looking at the experience of the pants, how they were treated by the hospital the experience of the parents. The second strand will look at how moore could have been done to prevent Lucy Letby carrying out her actions. The third strand will look more broadly at the culture within the nhs. Does anything need to be done more broadly across the uk to make sure neonatal babies are kept safe . The Inquiry Chair has pointed out that there have been inquiries in the past around babies, and that it is unacceptable that something like Lucy Letby was able to commit her crimes, and she wants to know what has gone wrong with previous inquiries and to make sure something like this can never happen again. Rown, thanks very much indeed. The american actorJames Earljones, who was best known for being The Voice of darth vader in star wars, has died aged 93. Some residents whose homes were destroyed when a fire ripped through a block of flats in dagenham last month, are still living in temporary hotel accommodation. The London Borough of barking and dagenham say theyre working with residents affected on a case by Case Basis to help secure a longer term solution. More than 80 people were evacuated from the Spectrum Building following the fire, with many saying theyve lost everthing. With the early Release Scheme for male prisoners set to get underway later today, bbc londons been looking at what support is avaiable to female prisoners once they are released from The System. One former inmate has been sharing her story of life inside. Prisons are like mental asylums. They are literally like mental asylums. St george s hospital in tooting is using a rare technique to treat children with sickle cell disease. Medics use an Ultrasound Machine to find a suitable vein, before the patient undergoes an automated red Blood Cell Exchange. It cuts down how much time patients like 13 year old neriya needs to spend in hospital. My veins have all been taken off and used, so theres really no veins on the surface. So, this machine will help, because it will help me find different veins. Like, they are deep and they will hurt more, but its better than having to redo veins about four or five times. Thats it from me. Theres more on the Bbc News app and on Bbc Radio london across the morning. Ill be back in half an hour. But for now back sally and jon. Hello, this is breakfast with Sally Nugent and jon kay. Later today, mps will vote on the chancellors controversial plans to make winter Winter Fuel payments means tested, meaning millions of pensioners will no longer be eligible. This morning we learned that the State Pension is estimated to go up by £460, which the government claims will offset some of the losses. Ninas looking at the details for us. It is really complicated because as ever it depends who you are and it is those caught in the middle who are questioning people this should happen to. Even the Prime Minister himself has described the change as unpopular. Let me explain why. Many are angry about the change, including some the bbc spoke to Near Exeter in devon. Im worried about it. Im nearly 93. And i think this idea of the government to cut Winter Fuel payments for pensioners is just wrong. I think its disgusting. Some of those people are going to die. Its bad enough now, isnt it, for people . You know, frightened to put the food on the table or the heating. I will be 82 next month. I think it is absolutely disgraceful what this Labour Government has done, taking away the winter | Fuel Allowance from pensioners. | a lot of people arent going to be able to manage. So why is the government doing this . Labour have said they inherited a £22 billion Black Hole from the previous government, and that a universal benefit even for the wealthiest isnt a good use of money. The chancellor estimates that taking this action with Winter Fuel payments would save £1. 4 billion, and points to the fact that pensioners remain protected by the Triple Lock. That sees the State Pension goes up every april by whichever of the three is highest the rate of inflation, how much wages are increasing, or 2. 5 . This morning we learned that because wages have grown by 4 the State Pension is set to go up by £460. Some say this balances out the loss of the winter payment. But with other prices still rising, is that true . Obviously if the pension goes up next april by above inflation, which seems likely, that will help to offset some of those losses, but most pensioners will have to pay tax on any increase, and some of the increase next april is to keep in pace with the rising bills. So, in real terms most pensioners will probably still be worse off next april than they would have been without the Winter Fuel payment policy. We have had a huge response from viewers this morning. Itjust depends who you are where you stand with it. Peter and sue say, i completely agree with the government decision. Of course lowest income should be eligible, but people like me with a state and private pension dont leave me. He says, i am delighted it will go to your more useful purposes. Bill from cambridge says this could end up costing the nhs. It would be an extra burden on the services which could be avoided. This is coming from chas who says, i am a pensioner of 78. I have never claimed anything in my life. I worked since i was 17. I have various health issues, one of which keeps me At Home as i am unable to walk any distance. The payment helps me to have heating on twice a day for a couple of hours at a time more than normal. Simon has been in touch. He says, it sounds great, this rise of £400, but what they dont mention is the tax. The 20 tax which eat into that. In The End it is not as much as the headline. And inflation and lots of bills as well. What we have heard from people is not necessarily bad in and of itself the policy is wrong, it is the fact it is happening so quickly before pensions increase, and to be cut off point is very blunt. Deborah meaden, the dragon, says, i shouldnt get the Winter Fuel allowance, lots of people shouldnt get it, but a lot should. A universal scheme is wrong. I dont know where the threshold should be, what it should be means tested. Thank you very much indeed. And thank you to you as well for all your messages. We have had so many. Keep them coming. We read every single one and we often use them to revisit stories in the future. Thank you. A Public Inquiry begins today into how serial Killer Lucy Letby was able to murder seven babies and try to to kill seven more, whilst working as a neonatal nurse. It will examine how hospital managers responded to doctors who were raising Concerns. We can now speak to richard scorer, who represents the families of three victims who died at the countess of Chester Hospital. Good morning. Thank you forjoining us. We were talking about this yesterday as well. I think its really important we explain what this is all about. It is not a trial, it is not an inquest, it is not an appeal. What is the purpose of this inquiry . Of this inquiry . Yes, ust to be very chart of this inquiry . Yes, ust to be very clear about of this inquiry . Yes, just to be very clear about this, of this inquiry . Yes, just to be very clear about this, this of this inquiry . Yes, just to be i very clear about this, this inquiry is not looking at the validity of Lucy Letby because my conviction. From a legal point of view that has been established. The issues for this inquiry have to do with the way in which the hospital responded to the emerging picture of these crimes and the way in which i think the parents were treated during this process and the way they were kept in the dark about what was going on stop those are the fundamental issues for the inquiry. That is a very different process from the criminal process, which is obvious they happened and been dealt with. For those families you are representing, who you have got to know really well, what are they hoping to get out of this process . I hoping to get out of this process . I think a hoping to get out of this process . I thinka number of hoping to get out of this process . I think a number of things. Its very important that we understand the way in which the hospital responded to the emerging evidence of these crimes, and in particular the way in which managers respond, because it seems clinicians were raising Concerns and then the issue is having managers respond to that. Was that response driven by reputational protection . That has been a Concern. That is an important issue. I think we also need to understand why the parents were kept in the dark for so long about this. Most of the parents really only found out any meaningful information about what had gone on at the criminal trial. Within the nhs we have a duty of candour, we have a legal responsibility on hospitals, and clinicians, and managers, to be open and upfront about things that have gone wrong. And it seems that did not happen here. We need to look at that. We need to look at perhaps how the duty of candour can be strengthened. I suppose for those families it is about getting answers about what happened to them, but also making sure that what happened to them doesnt happen to any other family in the future . In the future . Thats absolutely ri T Ht and in the future . Thats absolutely right and that in the future . Thats absolutely right and that is in the future . Thats absolutely right and that is a in the future . Thats absolutely right and that is a very in the future . Thats absolutely right and that is a very strong L Right and that is a very strong motivation i think for all of the family is taking part in the inquiry. They absolutely want to make sure that this doesnt happen to any other family. I think a key to any other family. I think a key to that is making sure that when we do get recommendations at The End of this inquiry, that those recommendations are actually implemented. I mean, we have a problem in this country a Public Inquiry is sitting and making recommendations, and then those recommendations, and then those recommendations get left on the shelf. That has happened in other past public inquiries that are relevant to what were looking at in this inquiry starting today. So we need to ensure that recommendations are implemented. That need to ensure that recommendations are implemented. Are implemented. That really important are implemented. That really important. And are implemented. That really important. And you are implemented. That really important. And you are are implemented. That really important. And you are therej important. And you are there representing three of the families, but how much say, how much input my dosing those grieving mums and dads having a process like this . Can they stand up and ask a question and make a point if they have one . Iethleiiii. A point if they have one . Well, there will a point if they have one . Well, there will certainly a point if they have one . Well, there will certainly be a point if they have one . Well, there will certainly be giving i there will certainly be giving evidence. All the families are giving evidence in various different ways. So their accounts will be heard. That is a fundamental part of the inquiry. In fact, heard. That is a fundamental part of the inquiry. Infact, it heard. That is a fundamental part of the inquiry. In fact, it is the first part of the inquiry, to hear the expense of parents, but they went through and the issues they have about it. Legal representatives instructed on their behalf will be asking questions on their behalf. That will happen as the inquiry moves forward and begetting to other parts of the inquiry, we hear witnesses from the hospital and the wider nhs. They will have an in they will have an input through that. They will have an input through that. ,. , that. You have made it clear this intui is that. You have made it clear this inquiry is different that. You have made it clear this inquiry is different from that. You have made it clear this inquiry is different from the that. You have made it clear this| inquiry is different from the trials that have taken place. But everybody watching will know there has been a lot of speculation in the media, Social Media, in recent days about Lucy Letby s conviction is only possible safety or otherwise of those convictions. What is that speculation like for the families right now . I speculation like for the families ritht now . ~ , speculation like for the families right now . Right now . I think its really, really difficult right now . I think its really, really difficult and right now . I think its really, | really difficult and distressing right now . I think its really,. Really difficult and distressing at times. And of course one of the important aspects of this is the parents, or most of them, said through the vast majority, if not all of the criminal trial. So they have heard the evidence, they know what evidence was presented to the jury. And unfortunately, it is the case that some of the people, many of them, have not heard the evidence, seen the case files, so thatis evidence, seen the case files, so that is frustrating for the parents. Just to be clear, the legal position is clear. Lucy letby has been convicted. At two trials, one of which lasted ten months. Those convictions have been taken to the Court Of Appeal. The Court Of Appeal has upheld those convictions. So the legal position is very clear and the inquiry is proceeding on that basis and rightly so. Inquiry is proceeding on that basis and rightly so and rightly so. Richard scorer, representing and rightly so. Richard scorer, representing some and rightly so. Richard scorer, representing some of and rightly so. Richard scorer, representing some of the and rightly so. Richard scorer, representing some of the families at the Lucy Letby inquiry, thank you forjoining us. Thank you. It is 8 39am. Matt is here with the weather. Then in two southern counties later. Followed by sunshine and showers. The showers will be heavy, thundery, wintry over the tops of the scottish mountains, and you dont want to be in the mountains because it is going to be a windy day. 40 to 60 mph gusts possible in the northern isles. We are all into colder air later in the day. These are the highs for so North And West. Colder by The End of the afternoon. This evening that Weather Front will be across southern counties for Evening Rush Hour before clearing. And then it brings some clear skies and showers in the North And West through the night into Tomorrow Morning. Temperatures away from some western coasts Tomorrow Morning, mid to single figures. A chillier start tomorrow. The brighter start now. Southern and eastern areas, you gonna start with plenty of sunshine. Showers already on the go in the North And West. Wherever you are, expect some showers to come your way at some point. Some more than others. Most frequent in the North And West unlike today heavy with hail, Thunder And Wintry over the scottish mountains. Temperatures tomorrow 11 to 50 degrees. Four to 7 degrees lower than you would expect at this time of the year. As we go through Wednesday Night into thursday, another chilly night. The isobars starting to open out as low pressure pulls away. The winds are not as strong. Not quite as cherie on thursday. We will start with showers in the North And West and some close to the eastern coast. Some will develop in land, particularly across parts of england and wales. Again, temperatures ten to 15 degrees. The coldest night will be Thursday Night into friday. Away from the towns and cities, they could be a frost around to take this into Friday Morning and in places temperatures below freezing for some. You join us again. We have moved off the court because one of the teams here competing in the Davis Group Davis Cup Group Stage are beginning their practice. It is going to be very interesting for the great british team, not least of course Jack Draper, who will be linking up with the team today. Will he be fit to play after his exploits in the Us Open . No Andy Murray as well. Those are some of the things we have been discussing when i caught up with one of the gb team, Dan Evans, yesterday. Dan, the World Cup of tennis is back. Its a new Look Team, though a familiar face to many isnt here. No, andy . Obviously, as you said, a different Look Team. But, um, a team which is still very good and were hopefully able to come through the qualifying rounds again here. You played with andy in his final tournament before retirement at the olympics this year, and you guys gave us some of the standout moments of the summer. Two incredible comebacks . A very proud moment. Very fortunate to be able to play with him in his last competitive match. Yeah, and to share the court with such a good guy and a legend of the sport, you know, i was very fortunate to be able to do that, and i really enjoyed it. And then you put on another show as well out at the Us Open, the longest match in Us Open history . It wasnt meant to be like that, trust me. It was. I would have preferred it to be Done And Dusted in three straight sets, but mad how it ended up happening. But, um, yeah, its, uh, its about Davis Cup this week, not me. You know, weve got a real good chance of getting through, and im, yeah, im looking forward to it. And i know everybody else is looking forward to getting out in front of a great Manchester Crowd again. And it is that that crowd. Youve got Music Playing im sure theyll be pumping out some oasis. But, yeah, theres some people in our team saying theyre fans now, and ive been playing their music for a little while in the gym before the comeback was announced, and theyre now all of a sudden fans. We wont name any names, but he did well at the Us Open. Right, isee, ok. Lets talk about Jack Draper then, shall we . Incredibly young at 22 on the tour, and to make semis in a Grand Slam at that age is a phenomenal effort. And i think hell be looking to maintain that sort of level. Im confident that we can Do It. I hope the other guys are, which im sure they are, and then we maybe have a chat about winning it. And if you do, at least you and jack will be in agreement over the music in the Team Room after, definitely maybe, right its going to be oasis now, surely .
