Thinking our speaker nancy of the the leadership senate, particularly Chuck Schumer for the stimulus bill. That was just announced. We are hopeful that it will not only passed but hopeful it will fulfill the promises that are being made in terms of its impact. Thene is naive about magnitude of this crisis and i am not suggesting the magnitude of this stimulus will even meet the moment. I certainly have strong points of view there will need to be more in the future. Let me just acknowledge would work and progress. That is manifest in the state of california by our back of the envelope estimate as we process more of the details of the stimulus bill. We will be the beneficiary of over 10 billion just in the grand portion of the package. Some 5. 5 billion dollars alone will go to the state itself. The rest will go to the cities and counties. That does not include all the other specific, very direct support that is also part of the stimulus bill. Helpfull will be very and is very timely as we are in the process of distributing billions of dollars of cash to locations andnd sites to secure the safety of the public, health, and safety of the people of the state of california. On behalf of the nations largest state, as governor of the worlds fifth largest economy, the state of california, let me applaud the speaker, applaud senator schumer, applaud democratic leadership and the compromise that was advanced with republicans for meeting this ,oment, noting that this moment in a week or two, may necessitate further moments of support, particularly to individuals, not just states, not just to businesses and industries, but individuals themselves that are most impacted by this virus. Let me be specific about what i mean by that. We are pleased with the increase in Unemployment Benefits of 600 on top of what states are already providing. We provide on a weekly basis Unemployment Insurance grants anywhere from 40 to as much as 450 and this package would provide for an additional 600 on top of that. Over 1000 a week for many californians. By the way, the reason i say its timely, we just passed the 1 million mark one million mark in terms of the number of 13. Ms just since march one million californians have now claimed the need to get Unemployment Insurance. This cannot happen soon enough. The magnitude of what happened for008 is still manifest millions of californians. We still have people struggling to get back to where they were before the Great Recession that most recently was defined by lehman day september 15, 2000 eight that marked an important moment. People are older and still struggling. These are individuals that once again are disproportionately being impacted by this moment. Thats why i say we need to faces, theire stories, not just the face of government, not just the face of business, but individuals day in and day out struggling to make ends meet and struggling to feed their family and themselves, to get to the need of their Small Businesses. Small businesses need more support. Small business is not something for me that is an abstract. I am proud to have created 23 Small Businesses in the state of california and employed hundreds and hundreds of workers. I have deep appreciation and respect for the entrepreneurs throughout this country and in the state of california. I can assure you even with the significant improvements advanced by leadership, nancy pelosi and Chuck Schumer, we still need to do more for Small Businesses, for nonprofits, and others. Again, i want to complement the work that was done and we are very supportive here in the state of california of advancing this bill and having that stimulus do the work we are all hopeful it will do in real time. We have had wonderful conversations. By the way, i just got off the phone with senator harris, who has been an extraordinary leader for our state, working hand in hand with our partners and state agencies and local agencies and nonprofits to work to delineate exactly what we need to prioritize. Senator feinstein accordingly, and i cant say enough, the incredible leadership of speaker pelosi. We talk about Unemployment Insurance. We talk about a 600 increase. We talk about beyond what states are providing on a weekly basis for the next four months. That doesnt mean much when you are facing the burden and the cost associated with, for example, your mortgage. Residential mortgages are top of mind for families across the state and across the country. Over the course of the last few weeks, we have been sitting down with banks large and small, Credit Unions large and small throughout the state of california, and been in contact with National Bank and ceos around the united states. I personally have had conversations with the heads of jp morgan, u. S. Bank, wells fargo, a number of our nations largest institutions and state banks like Eastwest Bank in california. Some 200 statechartered charter banks and Credit Unions have committed to the state of california that they will provide forbearance on foreclosures and on mortgage payments. That is significant. But the nationsbank, we were encouraged to do the same. I am very pleased that wells fargo, u. S. Bank, city and j. P. Citi and j. P. Morgan chase have all agreed to a 90 day waivers for those impacted by covid19. Thats an important point to make. It is significant we have some consistency. It is significant we dont have a patchwork one bank to another. Thats what happened in 2008. Credit unions and other state banks doing something different. We wanted to engage the nations largest banks and see if we can create continuity and consistency. The five largest institutions committed to just that. Unfortunately, bank of america did not publicly commit to that. They just committed to 30 days. I hope they will reconsider and join those other banks that are willing to do the right thing by at least extending that commitment to their customers for 90 days. While the state of california doesnt have Regulatory Oversight of those banks, im sensitive to that, and i know the banks are certainly sensitive to that. They are also recognizing sensitivity to their customers, not just on the issue of being able to pay their mortgages, but also credit ratings. That is also part of the broader commitment that we have secured by those nations for the five largest banks and all of the state charter banks and Credit Unions, counting 200 plus. Complement them for their willingness to engage us and our team. Commissioner alvarez and others have been working overtime to organize these principles and advance them. We are working on additional issues and getting continuity and consistency on atm fees, overdraft charges, and we will be announcing more details on that in the coming days. I also recognize, while significant, to have that continuity, as it relates to Residential Mortgages, as a Small Businessperson, you are wondering as a nonprofit leader or a church leader, you are wondering whats in store in terms of next announcements and next steps for you. In real time, we are also working with those same institutions to socialize some continuity and consistency to help you as well. The job is not done. We are not naive. We think this is a significant announcement. Its not just a release. Framework toficant advance commitments that we have absolute certainty based upon personal commitments i received directly from the leaders of these companies, with the exception, and virtually come of the bank of america. I also want to just make a few comments about the work the state of california is doing to meet this moment as it relates to the need for personal and surge gear capacity. We are looking to an additional 50,000 hotels or units for support from hotels, motels, Skilled Nursing facilities, and hospitals to find additional bed capacity for acute care throughout the state. 30,000 will come from an increase of capacity within our Hospital System, roughly 40 increase in their capacity and footprint, and the rest would come 20,000 from the state of california. I am pleased today that see in hospital was one of those early announcements we made. We were able to get at least on seton, and it is already operational today. That is a significant milestone. We are not just having conversations in the abstract about finding and procuring assets, but the Human Resources to operate those assets, and that is the significance of seton today. It is being staffed by extraordinary heroes, nurses and doctors. Firste at least the launch of appropriate personal protective gear available at that site. St. Vincent in l. A. Was another announcement that we are working to do the same. Of course, the number of other hospitals that we have also identified and are in the process either of having already taken the physical asset over into the process of securing the staffing, but also advanced conversation on a number of other hospitals including cpmc in San Francisco to provide more capacity. Three sites already, santa clara, riverside, and san mateo, working on the fairgrounds or Convention Centers to begin the process of converting those stationseld medical that the president was generously able to procure and provide. Remember, eight of those are coming in the state of california. That is 2000 additional medical beds. Those are already unpacking or in the process of being made operational. Very proud, and they are right behind me here at the Operations Center, we have the leadership of the uss mercy here and we are working out the details and protocols with l. A. County, l. A. City, and l. A. Port making sure that is prepared for ,ridays arrival of that ship as we begin to process the possibility of first individuals to come on board. The configuration i know theres been a lot of reporting. 1000 beds. A lot of those are bunkbeds. It may not be ideal. The number will come down substantially. It is still a work in progress. That is progress being made in real time. The Operations Center will announce more on that in the coming days. I want folks to know we have milliondistributed 24. 2 n95 masks in the state of california. That is a significant number. It is still insignificant to meet our needs. I was pleased today in the last briefing. We have now secured literally masks, whichew n95 is not insignificant, but still requires us to secure and support additional procurement efforts. , and for thosews Health Care Leaders demanding more and need more, i want you to know that when they get through the airport and customs, we will get them out as quickly as humanly possible. Those procurements are not just limited to n95 masks. Those coveralls and gowns and shields and the like, we will make those numbers public as well for those interested. That thisnow herculean effort is underway and it is taking real shape. I will be even more specific. I mentioned Sir Richard Branson and virgin and what they have , to come back into oakland airport. There are one million n95 masks part of that manifest. 150,000 testing kits are also part of that. This is all hands on deck, or at least on board. That 747 is just an indication of the work being done. Elon musk announced officially a 1225 ventilators. Said hes of 1000 he would get us and was able to find an additional 225 and distribute those. I mention bloom energy. These folks deserve recognition. They are converting now about 30 a day of ventilators. Talking about repurchasing a manufacturing plant to meet this moment. Weve got 30 of the 514 ventilators that are in our cache. They are reconfiguring those assets and they again deserve credit. We speak about tests. I note the 150,000 new test kits ofing because of the largess partnerships with kaiser, apple, and virgin doing logistics. The testing issues are incredibly important to californians and americans. We like others have been very vocal about the issues in the last few weeks around reagents, rna extraction kits, and now with new technologies, higher processing speeds, automation and higher throughput you have been hearing about all over the national news. We are getting those operations up and running. As a consequence, we were able to put together a new number in terms of the tests that have been conducted in the state of california. Isof yesterday, that number more than we identified for a number of reasons. Kaiser is finally up and operational, doing 12,000 tests in northern and southern california. All of these smaller labs coming online and finally we have reporting protocols feeding into the system. We had the original 22 labs that were reporting consistently. We then got the commercial labs via quest or labcorp to start reporting in. And of course, academic institutions, hospitals in stanford, uc, affiliates at kaiser, now fully operational. , theis including verily google affiliate doing field tests, not just operationalizing in newsom its one thing to do the diagnostic and another to get tests back. They are waiting for the results to be finalized. The backlog now is not just on reagents and extraction kits and on the swabs themselves and the media to transport the swabs in louse, bution also on the delay. Working overtime. We had a conversation today. The company said they can provide up to 10 minutes. Others are providing technology and will get it back in 45 minutes. We our king collaboratively with our team. We have a fulltime task force to that these technologies and make sure we are not being taken advantage of. In thisg we know environment, there are extraordinary people, and there are people that do extraordinarily bad things. I also want to extend that does not just include interface with governments. People claiming we need to send bitcoin in advance to get some before they can send them an questionable activities. I also want people to look out for your own consumer protection. More cyber activity. Dont just open any email. Think about your own personal protection, particularly as we move more and more online. Telework, telemedicine. We become more vulnerable to cyber attacks, cyber hacking. Personal messages from strangers. Just be careful before you card, yourr credit Social Security number, your mothers maiden name, your first pet, whatever it may be. Make sure you are also being thoughtful, as we are as well as of peopleto a tsunami claiming extraordinary things that we have to vet and test. Those test results, by the way, have come back in the state of california. 2535 individuals as of this morning. We use a point in time, 10 00 a. M. , on a daily basis that have tested positive in the state of california. 35 individuals. A 17 increase. Lost,ally, 53 lives including that young person that made National Headlines yesterday. A point of caution to all of us, including my own team, week on that as i know people are eager to get information out in real time, and we are as well, that raised alarm bells across the country because this individual is 17 years old. I want folks to know there is a protocol and process to figure out what occurred there with l. A. County and cdc. All it was reported to the state of california through the county , that information was reported have beenk we all reminded in this moment that it is not just beat, its accuracy that must be front and center in our public statements and in our deliberation and i take that to heart as your governor as well. So that is being investigated. We will have more to say on it when we get the information. I can say this with accuracy. 37 people under the age of 17 arethe state of california part of those that have been tested positive in the state of california. Three dozen young folks have been tested positive. Over half, ity, 18 to 49 years old. Over half of you 18 to 49 have tested positive. So the stayathome orders are real and we want to maintain our vigilance. It is it is interesting. We have been talking about the olympics. One of the things that all the greatest sprinters have in common, they dont run the 90 yard dash. Let us not run those on our stayathome orders. We can bend the curve. We can defeat this virus. But we cant defeat it unless we to fulfilling our individual obligations and our collective responsibilities to meet this moment. The stay at home orders are real. They are a bipartisan order. They are not a democratic order or a republican order. The state of california and the American People are living in a frame of reference around home isolation. Lets meet this moment of followthrough. Halfway is no way. It is absolutely incumbent that we take seriously these orders. We are already seeing a Little Movement in the state of california and we just want folks to make the appropriate movement for central business, a central and services, and with intention, go outside not to congregate. It is not just social distancing, in many ways that is misleading. It is physical distancing we are after. In some ways you should be socially distant from others because we are using different mechanisms to which we can disengage. I try to use language that, if i had a teenager, i have four young people and they understand physical distancing more than social distancing. Ant mix and dont think for fromd that we are to away lifting the order. We are not even a week or two away. California can meet this moment. We have been leading in almost every category than every governor every governor has done an extraordinary job and all deserve credit to some degree or another and im am proud to be part of those 50 state governors and their leadership. It is demonstrable and we are sharing best practices. But it is also incumbent upon us, having left a Conference Call of a number of governors across the state, those best practices include following through on these orders and directives so that we can get through. Maximize the shortterm so we can minimize the longterm impacts. You have to focus on economics by focusing on health first. And we must focus on meeting this Health Crisis so we can ultimately address the economic ch
