Gov. Desantis this is a states logistic response center. We have had it since 2007 and a lot of other states have copied it. This is almost 200,000 square feet of climate controlled warehouse space. Most 20,000 square feet of logistic and command level operation, conferences and support areas. Today this will be running 20 47. It has been making a lot of deliveries around the state. Today it will be around the clock until we get on the other side of this. There will be employees are nonstop. The National Guard has been great in assisting us with what we are doing. This response is very heavily dependent on a lot of key medical supplies. So, these things like vm 90 masks, so that Health Care Workers are protected, we are also distributing them in Nursing Homes and assisted living facilities. Any staff that comes into contact with our elderly anddent is wearing a mask we can mitigate any transmission in those centers. That is really important. How much probably within the next week . How many masks . Over one million n95 masks. Millions more after that. This is very cutthroat right now. The distributors, most of the stuff being directed to new york city because of whats going on there. Ofed is doing a good job getting a lot there. Enough stuff comes in it is distributed to the county. The Emergency Operations outfits in the county, and they are able to work with local governments, the hospital, whoever they mean. We understand that is important. For Health Care Workers, personal protective equipment is probably the number one issue. People just look and say, we only have so much. Any time a patient comes in that may be affected, they have to wear the ppe. If they dont and they are exposed then they have to selfisolate for 14 days. Not just that, anyone they had close contact with. Particularly their coworkers will have to selfisolate. A lot of hospitals are rightfully concerned about ending up with a lot of their key people in selfisolation. We want to avoid that. We want to give folks the ability to protect themselves. We obviously dont want to get them infected. Sending this stuff out is very significant. We have also done, everywhere has testing kits, but what is in short supply is the collection swabs that take the samples. So the state labs can run the test. We have other certified labs throughout the state of florida who can run the tests. We just have to have enough collection swabs to be able to get the sample and send it to the lab. In everyore trickling day. A lot of the supply being distributed to new york city are diverted to new york city. The site today that you are seeing people go through at the Orange County convention center, that was a partnership and the federal government providing supplies and state and local administering it. Federal government only processes 250 swabs a day out of those sites. The people know that is their rule. They did a site in Broward County with the National Guard and Memorial Health care. We got it up to 750 a day and that has been going on for many days trying to get more test results. The test results are important because one, people are ansi and this is an invisible thing. Symptoms,eople have particularly people 65 or older or who have a underlying condition, this is an easy way for people to have access for a test to go through. Most of the tests, 90 , even amongst people who are symptomatic and amongst people most of these tests are given to people who are older and symptomatic. Even within that, 90 of the tests come back negative. Its good for their peace of mind to be able to see that and know what is going on. Florida havete of asked all seniors 65 and older, and anybody with a serious underlying medical condition to stay at home. This group of individuals are the ones who suffer the worst consequences if they contract the virus. Obviously people have talked about the elderly, by an underlying medical condition, if you have some of these conditions, like diabetes and some of the other things, lung problems, you can be 30 years old or 40 years old, but that underlying condition does not react well if you get infected by the virus. Elderly, it is also serious underlying medical conditions. Our recommendation and our Public Health advisory is to stay at home for the next two weeks. We will see how the data comes in and see what it is looking like and be able to reassess. That is really the best way that we can prevent bad outcomes here in the state of florida. And if you are somebody in the general public, just assume, whatever you are doing, everyone you come in contact with potentially could have it. Keep a safe distance from people. Wash her hands and just understand that this is not a virus wash your hands and just understand that this is not a virus like measles. This is one that if you are in close contact, that is when you are more vulnerable to it. Avoid avoid crowds and close contact with people who may end up. You will assume some people have the virus. We also have done all this cdc mitigation measures statewide. Those are pretty sweeping mitigation measures. We did that as part of the president s 15 days to start the spread. And then different communities have done a additional mitigation measures. South florida is basically down to a central businesses. Everyone else is staying at home. In Central Florida they have done something similar. We supported working with the local communities to apply what makes sense for there. Other parts of the state still have sporadic cases. We still view the containment measures and two other mitigation. But that approach will be different. Say, in terms of the challenges we are facing right now, i think people realize that the epicenters of this thing has shifted. First it was wuhan, china. Then it went to italy. Now the epicenter worldwide is really new york city. We are really rooting for new york to get through it. We hope that they are able to keep people in good health. Obviously they have a lot of cases. But what has happened is, and it is a problem in florida. Once the shelter in place was issued, people started fleeing the city. They started getting on flights and going all across the world. Or across the United States i should say. Many of those flights are here in florida. Just as an example, you go back to march 17. Flights in the new york city area to orlando, there were zero flights. 19th one flight. The 20th, nine flights because the order had been announced not enforced. The once you get beyond that, starting march 24, 29 flights to orlando, 30 eight flights, 44, 26. That is a lot of traffic of people from the hot zone being brought into floridas community. So once we saw that these anghts or it there was uptick, i issued an executive order requiring everybody arriving from the new york city area to self quarantine for 14 days. We had National Guard and some other health folk at the airport. All these folks are going to have to provide information. They have to provide a place where they will be selfisolating. That is enforceable under the executive order. Most people who want to selfisolate, i think they want to listen to the directive. In case they dont, we will have an ability to deal with it. I talked with dr. Birx about this, this virus has been circulating very widely in new york city for weeks and maybe more than that. I have issued an executive order that anybody in florida who has been in new york city area for the last three weeks should and shoulde, identify any people in florida that they had close contact with and let them know that they had come from the hot zone and that these folks should check their symptoms. At the end of the day we have 21 Million People plus here. We have a lot going on. We are working diligently across the state to be able to win this battle. This makes it more difficult when you have more people flooding in when they were given a shelter in place order. Please, please comment if you are one of those people who come from the hot zones, dr. Fauci said yesterday, you have a much higher chance of being infected coming out of that region than anywhere else in the country. Please, you need to selfisolate. That is the requirement in florida. We willif you do that be able to keep our current residence safe. Residents safe. The white house issued a directive that if you are leaving the new york city area make sure youre a selfisolating for 14 days. That is very important. We have this Orange County center here. People are going through. We also had some of the folks that they have procured in terms of nurses and medical technicians who were working on a contract basis. Some of these people are from other parts of florida and some from other states. They are here to help us with the needs here going forward. We also have testing cited at Hard Rock Stadium and miamidade county. As soon as we get enough collection swabs we will open one up at the marlins ballpark down in miamidade. Duvall county has a test site at the jacksonville stadium. And then broward memorial testing site in conjunction with the florida National Guard. We open that last week and it has been doing about 700 to 750 swabs a day. That is very important for folks we have seenrd who Community Spread there. But now we also have people flying in and we think that that is going to exacerbate it. It is really important to be able to identify to people and have them selfisolate and try to blunt the spread of this thing. And then finally we have a test site at the villages. Here in Central Florida. And it is in conjunction with uf health. They are doing typical clinical swabs for people that may have symptoms, but they are also doing a research project. It will be more random testing to try to figure out how widely dispersed this virus may be. Nobody really knows whether people can acquire the virus and really not even know it and then pass it on to other people. How many people out there who get it art without symptoms and never even think about it. If thats true, are they contagious at that point . They will look at all those and tried to get a handle on how widespread with this bee and a place like the villages. They are doing all the social distancing. Restaurants are closed. But that was a very active community. It will be very interesting to see. That helps us in form on some of the policy and terms of what we are doing. We continue to work hard on all of this. If you look at the total number of cases, you have a strong number, maybe not a majority, but certainly close in southeast florida and the three southeast florida counties. Broward, miamidade and palm beach. Thats something were looking at very closely. Particularly now if new people are coming in and made have additional infections in those areas and other parts of florida. With that i will let jared give an update on some of the logistical efforts that are being undertaken by the state of florida. Continue,e is, just everyone just working hard and 65 org safe, if you are older are 65 or older or have a serious underlying medical condition, staying at home is what the state of florida is recommending for you. And if you do that and you limit close contact with people, you are going to have a really, really good chance of coming out of this thing all right. Else outverybody there, particularly our Health Care Workers and first responders, i thank you for working very hard. In tallahassee everybody has been working seven days a week, no rest. I know that is true and all these places throughout the state of florida. You have my gratitude for what you are doing. Governor, thank you. Thank you for coming for the slr see, which has been the warehouse that we have run, mostly Hurricane Missions out of. We have been retooling the warehouse now for the last several days, moving out hurricane supplies. So that we can make more room for health care and health supplies. As this obviously is a new mission. Governor, it is because of your leadership with the division that early investments made early on in your term allowed us to expand our logistical operations by expanding our teams, investing in employees, but also in the fact that we were able to get a logistics chief and award a logistics contract so that we can have making surehe eoc that florida is a priority. You see that as we make orders of the products over three and a half weeks ago. Those products of commodities are coming in on a rolling basis. The are starting to really turn the tide and get around the corner on getting this ppe in. We have over 5000 mission requests. Those are being filled on an ongoing basis in conjunction with our partners at Florida Health making sure we are serving the most critical needs first in hospitals, Nursing Homes and first responders. Obviously we are running down to the last couple of days of ppe. We have ordered 7. 8 million n95 masks and have asked the federal government. Thankfully the federal government has pushed a good deal of product from the sms here to fill gaps until our vendors could start getting things in from manufacturing plants around the country and out of the country. We are flying stuff in from all over the place. You are talking downs, gloves, booties and suits. You are talking about 2000 ventilators. The 5000 ventilators we have asked for. We have hospital beds coming in. We have ordered 3000 of those. We have ordered 150 icu beds. This is a massive medical operation, making sure while we dont necessarily have that need to they, that we are ready in the future. A lot of people think Emergency Management in the state of florida is hurricanes. All of our Emergency Managers around the state and counties know that we have a lot more responsibilities and have to be thinking ahead. Thats why the army corps is out there doing assessments for us, looking at old hospital buildings, trying to figure out which ones we can bring online. We have Field Hospitals that we deployed have a gap measures so that we can bring those new hospitals online. I want to think the National Guard, Florida Health and the florida cert people that are here running the warehouse. The governor said we are going to 24 hours a day have this running. We had to get 18 wheelers and loaded up with hurricane supplies to get it out of the warehouse. Those are being kept in another location to increase space here. We appreciate all of their efforts. It has been a team effort. Thank you. Also want to i thank mayor demings and everyone in Orange County for all their hard work. This is a very dynamic and vibrant place. It is a little different when disney is not going and things of that nature, but we will get back there. I want to think the mirror for working hard at a want to think the share for his hard work. This is a little bit different mission for Law Enforcement and some of the other things. I know we worked closely with the hurricane and things like that. It is a very Important Mission and i know they are working very hard to get it right. So thank you. I am happy to take some questions. The priority with the masks are the Health Care Workers, Nursing Homes. I think it is good if Law Enforcement is able to do it, but not every sheriff step 80s will need it, it depends on the mission. Tosoon as jared puts amount the various county, i think we do look to see population and try to figure out with the need would be in terms of different capacity to do. It is a very urgent priority. Orderedrted this, jared all of this stuff. And then the crunch happened. You have never seen a stronger crunch on wanting medical supplies in american history. This was it an obviously you had some places that were flaring up, Like Washington state, and later new york city. We have had to compete with that. As we get these masks, and we will be getting many millions over the next week or two, certainly within the next week we should have hundreds and thousands more. Their directive is to get it out, get it to those emergency operators so that they are able to work with their communities to use it. Gov. Desantis not a mixed message. Said its dr. Birx a datadriven approach for to has had. Dr. Fauci said not every instrument is a appropriate and every population in the country. We have a situation where we have outbreaks in southeast florida. They have gone to stay at home. I work with them on that. We have issued orders to harmonize palm beach and broward counties. I think that is fine. I also think there are certain part of the state you have more sporadic cases. And to order someone not to be able to earn a paycheck when them going to work is not going to have any effect on what we are doing with the virus, that is something i think is inappropriate. With the mayor of jacksonville and i said, i am willing to work with you if you want to work with your surrounding counties. If you want to go that route, let me know. He did not think it made sense given the circumcircumstances certain circumstances. People respond in different ways. Clearly when new york did shelter in place, that caused thousands and thousands of people to flee. That will make it difficult nationwide for us to be able to get a grip on this stuff. You look at california, they ordered not to go to work and. Heir out partying on beaches you are probably less dangerous driving a car going to the office and being with crowds of hundreds of people. I have supported the local things and it is a more surgical approach. But it is mitigating any damage that would be done for blunt instruments being applied in places throughout the state where it would not be appropriate. Its a tough question because its a tough issue. We could set up the checkpoints and say, ok, did you come from new york . The problem is, that requires putting people there and it requires a process which will then caught up the ability to get supplies and, to get people to restock the grocery stores, we think you have to
