Okay, its an historic day, it matches an historic crisis. Hour people need help. They were crying out to help. The good news here from Bernie Sanders to pat toomey, people came together. To help the American People. Its a great sign. It shows you the senate can function. Im proud of my caucus. We had such unity, there was virtually no descension, enabling us to approve the bill when it was put on the floor. We are proud to have a system for hospitals we are proud that in the bail out funds, theres accounts ability oversight and transparency, none of which is in the original bill. We did a good job and changed the bill because we were unified. Im glad the republicans realized that need. You know, the bottom line is simply. When you have a crisis like this that shakes us to our bones, private industry cannot get you out of the problem. Only government can. And thats what we learnt. And thats why we democrats were able to have such success, as we believe in government to help people. We know its needed. We know that the private sector is so important, is not the end all and be all. And so, this is a good ending. Twists and turns were enormous. There were down moments, but as you know, those of you that kept asking me are we going to get a bill. I had faith we would. Because america and the American People commanded it. I said on the floor the illness is so, so difficult. So when we passed the bill, on the floor of the senate. We didnt hug each other. We just waved from a distance. Thats where we are at. Ready for your questions. Leader mcconnell, i understand that this crisis is moving fast, and you are moving fast to deal with it. This vote happened tonight before the public was able to see the bill. It was aimed to help them. There was virtually no public debate on the largest bill in american history. Everyones it was a trillion score. A 2 trillion bill. The bottom line is its extensive. It would expensive. It would be more expensive to do nothing or little. The crisis is enveloping so much of america. The second point i make is we laid out what we want of the bim. There was a great deal of public debate. People didnt want a Lending Facility with no accountability. People wanted more money for hospitals, nurses and equipment people wanted to put nurses first. There was a great deal of debate about the issues. I said to my caucus, the day that we voted not to proceed, this is its very important to move quickly, but its important to move well, and this bill will be with us not just for days, weeks, months or years, we better make it right. Theres a lot in the bill that i dont like. Its a much improved product. And everyone was proud of the bill our Democratic Caucus was proud of the bill produced and proud of the unity we had. As a new yorker, your first time as a senator you dealt with 9 11. Toms tweet, making it 280, what has this crisis been like compared to 19 years ago. Its different. Its different in this sense. In both, people doubted the of new york. The talk after 9 11, no one would live or work south of chamber street. I had faith new yorkers would come back. The same now. The density of population and everything else, wed come back but it pains me, and it pains you in a certain sense because you cant be with the people. You have to talk to them on the self. That bothers me, i like to mix and mingle and press the flesh, its a bad word. I feel an ache for my people. One of the things that guided me was to do as much as i could for them. New york would get over 100 billion in this bill. It will be money for the hospitals and Small Businesses and governments. Its this bill will help new york, and im proud of that. Im worried, worried, worried for the health of the people of new york. I just love the people of new york. I worry about them all the time. I sleep less worrying about them. Did you consult enough with governor cuomo, he said it doesnt do enough for new york. You guys have a different opinion. Hes disappointed that it only got 5 billion for the state government. But there are Small Businesses in new york that need money. There are Unemployed People who need money, there are hospitals that need money nurses. We have 4 billion for the mta. This bill has been good for new york. Will it balance all of comos budget. No. It will balance more than half of it, yes. The need for additional legislation after that. Odds are more legislation. We dont know the extent of the crisis in terms of the magnitude. That can rise. Therell be problems we dont realize now that well have to grapple with. I think hopefully we can have a same bipartisanship passing the covid19 three. You were critical of the process in the package. How would you like to see. I would like to see leader mcconnell instead of writing them on his own. Calling it bipartisan, do it bipartisan. Which means sitting with the democrats. And coming to conclusions. The base bill shouldnt have been a republican bill. We had to vote know on the motion to proceed. It should have been like 9 11. A democratic and republican bill. I hope to changes in future bills. Would you like to see nancy pelosi involved. She was involved. I talked to her 10 times a day. Last one. Theres so much in the bill, i dont know where to start. You all got some games for gains for unions. These are working people. They want to keep their jobs, its not unions. They said other union things. Damn right. There are things to keep working people from being fired when big corporations get money. Theres a lot of discretion that the secretary has. What we did. I would have liked to see a direction limited further. Its a place they wouldnt go. We did a good job. Elizabeth warren helped me craft it with transparency. We have the same oversight. We have an Inspector General, a congressional Oversight Board and importantly, the full contracts that are signed will have to be made public within 714 days. Justice brand it. The greatest disinfectant well see all the contract. If some smell the public will be outraged and future ones will be cleaner. Tell us when do you think youll be able to come back to the us senate. Its not up to the leader or the medical experts, and how long the disease goes on. I heard some optimistic reports that the rate of increase in new york is declining. Its for a day. Well see. We dont know, it will be up to the its how deep the coronavirus spreads that will determine when we come back. If we cant come back, we should explore, as senator kobachar, and others are doing, voting remotely in an emergency situation. Questions thinking about the public will we see the new Inspector General how quickly will we see that. We wanted to move quickly. Obviously if Senate Confirms to it will take a month. Could you address the concerns. Governor. New york has gotten over 100 billion easily, it doesnt all go to the state government. He wanted more to the state government. And i told everybody he should take his case to mitch mcconnell. As of last night there was no local aid in the bill. I fought for it, and we got 150 billion. There should be more. Well come back and give more. 5 billion to new york state. A billion and a half to new york city. Theres a lot of local aid more than seen in a long time. The crisis is a lot too. We have to look at the legal constitutional, technical and senate like complications. The senate is something we have to debate. In an emergency we may have to. Last night at the end shuttling back and fourth. Saving local money is one of them. There were a few issues at the end. But the biggest one that we havent resolved. Five pillars that we wanted to see. Accountability we got that. Minutia was good on that. Accountability on the lending pool. Protection. We did well, but the airlines was at the end. How much work and protections. They were getting grants rather than loans. But we did well for workers. Bernie sanders gave a speech that was positive about the bill which says something. I think they were the two biggest issues at the end of the day. They spoke to you multiple times. You had a tense relationship in the last few years. I criticized the president. One of the times i called him and said you have to implement an act of e. P. A. He didnt do it. He hasnt done it. On this crisis the president knew he had to come together. Despite the speech he gave monday night. After which we called him and he said he didnt mean it. He realized we had to come together.
