discusses president biden's executive order and a cook political report editor talks about congress and the potential impact on campaign 2024. she spends washington journal on c-span. >> president biden signed a new executive order, he talked about how the requirement seemed to -- >> good afternoon, please have a seat. to our president, joe biden, members of congress, members of our administration, and our private sector and civil society partners, as leaders from government, civil society and the private sector, i believe we have a moral, ethical, and's and a societal duty to protect the public from harm and the everyone is able to enjoy ai's benefits. president biden and i have work to uphold that duty. before generative ai captured global attention, president biden and i convened leaders from across our country from to pure scientists, to civil rights leaders, legal scholars, and business leaders. all to make sure that the benefits of ai are shared equitably. and to address predictable threats such as algorithmic discrimination, data privacy violations, and deepfakes. we named it the blueprint for an ai bill of rights. after which president biden and i had extensive engagement with the leading ai companies to ensure that the private sector commits to the principles in the blueprint and to establish a minimum baseline of responsible ai practices. the actions we are taking domestically will serve as a model for international action. understanding that ai developed in one nation can impact the lives and livelihoods of billions of people around the world. fundamentally, it is our belief that technology with global impact requires global action. tomorrow, i want, to the united kingdom to represent our nation -- tomorrow, i will travel to the united kingdom to represent our nation. our with our allies and partners to apply existing international rules and norms with the purpose to promote global order and stability. where necessary, build support for additional rules and norms that meet the moment. let us be clear, when it comes to ai, america is a global leader. it is american companies that lead the world in ai innovation. american can catalyze global action and build global consensus in a way that no other country can. under president joe biden, it is america that will continue to lead on ai. there are many ways to define the leadership of our president, joe biden. even a quick review of his most recent -- [laughter] as even a quick review of his most recent victories, makes clear, some technology innovation hubs in 31 communities across our nation. [applause] to expand america's semiconductor industry. [applause] making the largest investment ever in climate in america's history. [applause] just a few points to say that president biden is a leader with a vision for our future. he has the ambition to meet the challenges of the moment. here and around the globe, he has the skill to lead us toward including on ai and with that it is my great honor and privilege to introduce our president, joe biden. [applause] president biden: thank you. please. i will remind you that -- heh, thank you for that introduction about my leadership on this issue. i want to explain what was delayed a few minutes. i have spoken with the president of the united auto workers. let me say a few words about uaw and the big three automakers. they have reached a historic agreement. a hard-fought agreement that was really bottled for a while. it was all done in good faith. these record agreements reward autoworkers who gave up much to keep the industry working and going during the financial crisis more than a decade ago. these agreements ensure that the iconic big three can still lead the world in quality and innovation. due to the commitment and solidarity of the uaw workers exercising their right to collectively bargain, they won a record contract with over 30% increases in wages, greater retirement security, and more paid leave. the commitment by the big three to create more middle-class jobs and invest tens of billions of dollars into plants and factories building the automobile future in america. [applause] i applaud the uaw and the leaders of the automobile companies or agreeing that all of those who were walking the picket line, they can go back to work immediately before the vote is taken. the final word on this contract will be for the membership themselves, in the coming weeks as they vote. here is what i know and what i shared with the united auto workers i met on the picket line. i have always believed that the middle class built america. unions built the middle class. that is especially the case for the united auto workers who built the iconic automobile industry. for too long, the economy has not worked for the working people and middle-class folks. when they do well, everybody does well. that is what i came to office determine built from the middle out and the bottom up instead of the top down. it is a critical piece of worker power. it is showing how collective bargaining works with workers. a seat at the table to honor their contributions to their employers by securing pay and benefits that can raise a family and retire with dignity and respect. it is showing how collective bargaining works for companies. how strong relationships between workers and management can be leading record contracts. we are also seeing across the board uaw workers are seeing this everywhere, railway workers, port workers, health workers, and workers in other industries organizing and collective bargaining. today's historic agreement is another piece of good economic news showing something i have always believed. worker power, worker power is critical to building an economy from the middle out and the bottom up. so is economic growth. we learned of our economy that grew, the highest growth in two years, as inflation continues to come down. we have more to do but we are beginning to build an economy that works for working people out of the middle class, for the entire company -- country, including companies. when we do that, the poor have a ladder up, the middle class does well, and the wealthy still do very well. we all do well. that brings me to today's announcement. i want to thank kamala harris for the work she has done her entire career to protect people from harm and promote responsible innovation. she is traveling to the united kingdom this week where she will highlight how america is setting the standard for ai security and trust. i want to thank all of you for joining us here. members of my cabinet and congress including the senate majority leader chuck schumer, you have been a real leader in this. the state, senate, and local officials, technology, business, civil rights, civil society. we will see more technology. i know that you know this, we will see more technological change, maybe the next five years and we have seen in the last 50 years. that is a fact. the most consequences of artificial intelligence is accelerating the change. it is accelerating at a warp speed. ai is all around us. much of that is making our lives better. it is helping put it weather events, helping -- predict weather events, managing half a million miles of galaxies, when i turn on my phone, what is this? science fiction! [laughter] i am serious! do you not have the same thought? ai is helping you find the root home as well! it can make your life worse. for example, teenagers personal data is being used to see will keep them on their device and it makes social media more addictive. it is calling but the surgeon general -- it is what they surgeon general is calling a pandemic. i thank you for coming. here on the risk out of the incredible opportunities of ai. one thing is clear. to realize the promise of ai and avoid the risk we need to govern this technology, there is no other way around in my view. it must be govern. that is why we are here today. i will sign an executive order that is the most significant action any government anywhere in the world has ever taken on ai safety security, and trust. this order builds on the critical steps we have already taken to ensure that the ai bill of rights leads ai companies who agreed to voluntarily make commitments to make sure that ai is safe, and assists, and is secure. i am determined to promote and demand responsible innovation. first, the executive order is about ai safety and security. today, i am invoking what is called the defense production act. the federal government uses it in the most urgent moments like mobilizing the nation during a time of war or developing covid vaccines during a pandemic. this order will use the same authority to make companies prove that their most powerful systems are safe, before allowing them to be used. before allowing them to be used. that means that companies must tell the government about the large-scale ai systems they are developing and share rigorous independent test results to prove that they pose no national security or safety risks to the american people. at the same time, our director of energy makes sure the ai systems do not post chemical or biological or nuclear risks at the same time. look, in the wrong hands ai can make it easier to exploit vulnerabilities in software that makes our society run. that is why i am directing the department of defense and the department of homeland security to develop game changing cyber productions that will make our computers more secure than it is today. that is why our administration is taking decisive steps to prevent cutting edge ai chips from being used to undermine our national security which is possible. second, the order is about making sure that ai systems can earn the american people's trust around the world. all too often, it has already happened, ai devices are being used to deceive people. deepfakes. using ai generated audio and video to smear reputations, and commit fraud. with ai fraudsters taking three seconds and you will know this, rate second recordings of your voice, i have watched one of me on a couple of occasions! when did i say that? [laughter] three seconds and it can generate an impersonation good enough to fool your family, fool you! [laughter] i swear to god, take a look at it. they can use it to scam loved ones into thinking you are in trouble. thanks to this order, the department of congress will help develop standards to watermark and clearly label ai generated content to say it was ai generated, that way you can tell if it is real or not. when your loved ones hear your voice on a phone they will know that it is really you. trust matters. this executive order is about protecting your fundamental rights. without safeguards ai can put your privacy at greater risk. with this executive order my administration will help to develop leading-edge technology to make those protections as strong as possible. without the right safeguards, ai can lead to discrimination, bias and other abuses drifting several actions to protect american civil rights and safety which means clear guidance for landlords and federal contractors to prevent the bias in ai tools that can be used to make decisions on whether or not someone qualifies for housing or benefits or a job. when appropriate the justice department and the federal civil rights offices will investigate or prosecute ai related civil rights violations, and the fourth thing it does is it will ensure that emerging technology works for consumers and workers. for example to protect patients -- to use ai to develop cancer drugs that will work better and cost less and to develop safety systems to make sure that ai systems do no harm. erecting the resources of the government to make sure that ai is not used to shortchange workers. we are going to support workers in every industry by defining and defending their rights from affair waged to organize and as more of these technologies emerge. and we will make sure that america leads the world in innovation and attracts the top talent to stay at the cutting edge because their challenges and opportunities are global, we will keep advancing the american leadership globally. in meetings around the world i have been hearing from leaders around the world -- i have been going around the world a lot lately -- leaders around the world as they approached me in any country, they ask is the united states going to show the way in ai? i'm sure, will hear this. including the united nations, g7 which just set up the first ever international code of conduct to safely guide ai development. this executive order represents bold action and we still need congress to act. i want to think senate majority leader chuck schumer. chuck you have taken the reins like no one else could. he developed legislation to harness the power of ai while keeping americans safe. i look forward to meeting with you in the bipartisan group that you put together. i will continue to call on congress to call on congress to pass bipartisan legislation to stop big tech from collecting personal data from our teenagers online. [applause] to ban the targeting and advertising to children. [applause] for the personal data that these companies collect on us. we face a genuine inflection point in history, one of those moments where the decisions we make in the near term will set the course for the next decades there is no greater change i can think of in my life that ai presents as a potential, exploring the universe, fighting climate change, and in cancer. artificial intelligence expands the boundary of human possibility and tests the balance of human understanding, this is a testament to what we stand for, safety, security, trust and openness. american leadership in the unalienable rights endowed by our creator that no but he can take away. american strength is not just the example but the power of example. many of you are the originators of this technology, and all across america people are focused on this. you are the reason why i have never been more optimistic about america's future. we just have to remember who we are, we are the united states of america and there was nothing beyond our capacity when we do it together. god bless you all and may god protect our troops. thank you. let's go sign that. executive order, trustworthy secure use of artificial intelligence. thank you.
