Now, around 930 this morning, a tanker truck flipped over on its side and it spilled liquid asphalt. That is a slick, dark liquid you can see right there onto both westbound lanes. Abc7 News Reporter stephanie sierra has a look at what that quarantine actually means as an insect infestation posing an economic and environmental threat to Santa Clara County. The oriental fruit fly native to asia may look like a wasp, but it actually poses no danger to humans. Its a pesky problem for more than 250 types of fruits and vegetables like this rotting guava. But theyre pests because they attack the fruit directly and lay their eggs under the skin. The maggots develop and they destroy the fruit. After detecting eight flies that look like this are in the cities of santa clara and sunnyvale, the state secretary of agriculture has placed santa clara and portions of cupertino, milpitas, san jose and sunnyvale under quarantine, meaning the entire area outlined in blue will be prohibited from shipping out fruits and vegetables until next june. Now that we have an established infestation and weve established a quarantine in that specific area, were going to be trying to kind of lock down any movement of fruits or vegetables out of there so we dont spread the fly. Agricultural commissioner joe deveny says the infestation has doubled statewide in recent years. The female deposits usually tend to 100 eggs per fruit. You know, but the fact is, its going to be easier than it was a couple of weeks ago when we had an injunction that said we dont want you touching them. So its not like they got a green light to go out there and clean up the encampments. What they did was get a flashing yellow that said, under certain conditions, you can tell people theyve got to get off the streets. And one of those conditions is if theyre there because they want to be or that theyre voluntarily there and they cant say i any longer under this past injunction, they were going up to these people and saying, we have a bed for you. And they would say, i dont want it. Right. And they couldnt touch them. Now they can say, you dont want it. You got to go. So its glass half full, glass half empty. If youre an elected city attorney, its half full. If youre the other side, its half empty. So its part success, part spin. I would say i would say thats the recipe were dealing with right here. Okay. All right. What is next for the city in this . Never ending quest to try to clean up this problem . Well, we are spending about 1 billion a year on it, a billion . 1 billion a year. And even when we do get the homeless into shelters, lets say we put them in those temporary tents in parking lots, whether it comes to about 61,000 a year. So theres no real quick fix and more. What we do have is a situation where San Francisco is and i think youve probably seen it driving around. Youre seeing less tents, youre seeing fewer tents. But weve got them in temporary shelters. Weve got 3000 shelters, beds out there. Weve got them in hotels. Weve got them in halfway houses. Weve got them off the street. Those people. But what were also seeing as much of is the people that look homeless, the people that because they are a lot, theyre the drug takers. Theyre the mentally ill. They are the ones who are choosing to live on the streets. And that is the challenge that San Francisco has, because this ruling and the money have yet to kick in in a way that makes change. What we have to see and youre seeing london breed doing it is continually shes got to get her people to go out there and enforce the existing laws. Thats thats the bottom line. You know, this is obviously part politics and london breed has an election coming up. What is this whole homeless situation mean for her legacy and her chances of getting reelected and staying mayor of San Francisco . Its the ball game. Its the whole thing. Its the whole thing. I mean, if you talk to san franciscans and you look at the polls and everything out there, two things safety and homelessness. Thats it. Thats thats issue number one. Number two. Number three. And number four, if mayor breed doesnt make a significant change or at least perceive in voters minds that shes making a change, she could be in trouble, especially with ranked Choice Voting and the way people feel about recall. A Court Victory in the fight against a School Districts trans gender notification policy. Today a judge issued a temporary restraining order. It blocks the chino valley Unified School District in San Bernardino county from enforcing the rule while its being challenged by California Attorney general rob bonta. The policy requires schools to notify parents if their children change their gender identification. Bonta said the policy will forcibly out transgender students. District leaders say parents have a right to know the decisions their children are making in schools. Well it turns out it might actually be parked in your driveway. A new study from the Mozilla Foundation found cars get an f when it comes to data privacy. The study looked at 25 brands, found that all of them failed to meet the nonprofits minimum privacy standards because they collect way more data than necessary. Mozilla calls it the worst category of products for privacy that theyve ever seen. Tesla, by the way, was the worst offender. Im not sure what kind of data theyre compiled ing.
