tells us about today's announcement from the mayor called five after five. >> we know that when there are more eyes on the streets that it's going to keep us a lot safer standing in downtown oakland, oakland mayor shengtao announced a new safety initiative called five after five. >> five bucks to park in the franklin plaza garage after 5 p.m. and all day on weekends. >> we kept hearing again and again that discounted parking would make a huge difference and of course, safer parking for vehicles as well to murtaugh says the city has been meeting with small businesses for months to come up with solutions to tackle crime and attract customers. >> tony liang is the manager of the iconic fox theater. he says they get thousands of visitors each night for a show and that this type of initiative helps. >> this is just the beginning of an improved corridor. it's going to be safer and it's going to be a lot more vibrant, that's for sure. we're going to make sure that foot traffic is up and everyone is out and about here. >> oakland city council member carol fife says supporting the success of the downtown is critical because it's the second largest tax base for the city after the port of oakland. >> so when we say we want to make sure that our businesses are thriving, it's because those are the tax dollars that go to pay for public safety, to pay for infrastructure and all of those things. and if downtown falls, then we won't have that tax revenue to invest in other things. >> five after five is part of oakland's corridor of safety and ambassador initiative for the holiday season in key commercial districts. the city's also working to connect businesses to a citywide camera network in addition to other violence prevention initiatives. murtaugh says five after five is just another piece of the solution. >> having this safe garage is going to be incredibly important for the downtown area and for people to feel safe to come out and shop. and so that's only one part shop in san francisco's mission district. the smitten ice cream store was badly damaged and covered with graffiti last week. san francisco chronicle now reports police are trying to determine whether the incident is a hate crime. the jewish owned shop was tagged with pro-palestinian messages as the shop had to be boarded up after the windows were shattered. a fundraiser for repairs has already raised more than $35,000. >> new data shows hate crimes against asians in the us may be declining. the data released by the fbi shows reports of anti-asian hate crimes decreased more than 30% in the last year. there were 500 anti-asian incidents reported in 2022, compared to more than 750 incidents in 2021. hate crimes can include anything such as assault, intimidation or robbery . tonight san jose firefighters are hoping a little more light will keep kids safe during halloween. >> abc seven news reporter lena howland explain explains what they handed out in the south bay from barbie, the hulk and pikachu. >> san jose firefighters want to make sure each spooky character can be clearly seen while out trick or treating. >> it's really important to be out there and they're visible at night. the fatalities on this day double for children. so we want to make sure that they're safe out there. >> that's why they're spending halloween morning handing out 5000 glow necklaces is paid for out of their own pockets. >> we are trying to hit every part of the city, starting with john j. >> montgomery elementary school during their halloween parade. >> they were here at the beginning of the school year to giving out backpacks and school supplies. yeah, it's amazing what they do for these kids so far this year, the city of san jose has had 44 traffic deaths. >> the last two involving a 21 year old pregnant woman and her baby killed in a hit and run off of blossom hill last week. numbers rick sandoval has top of mind before taking his daughter trick or treating tonight, seeing what's taking place. >> obviously in san jose. there's been a lot of accidents with pedestrians and today is going to be a big day to make sure we're holding hands. we have our flashlights or glow sticks. yeah. and just really being cautious about, you know, traffic as well as other people who are out there. but before heading out, firefighters are urging all trick or treaters to stay together as a group and stay out of the roads. >> make sure you use crosswalks and at intersections and just be visible, have flashlights with you when you go out there and trick or treat. >> firefighters are also reminding parents to make sure that costumes are the right size to prevent trips and falls tonight. and they're also reminding folks that if you light your jack o lanterns, just make sure they're out big and small? let's check in with spencer. well, you probably don't need me. >> need me? right now to tell you what a glorious day it has been. and it's going to be lovely going into the evening hours as the trick or treaters are going out. so right now we're looking at bright skies, temperatures in the 70s all across the bay area, including right here in the city. in fact, up in the north bay, we have some of our warmest weather mid to upper 70s right now. the wind is very, very calm. so what does this mean for the bewitching hours during the trick or treating times of 5 p.m. to about 8 p.m? well as you can see, skies will remain clear with just a few high clouds through the 6 p.m. hour. temperatures will remain in the 70s. both around the bay shoreline and inland. and we'll have mid 60s on the coast until after 6 p.m. now after seven, of course, it'll be dark. we'll still have a few high clouds, but skies will be mainly clear. it'll still be mild between 7 and 8 p.m, but it'll start to get a little bit cooler after 8 p.m. so you might want to bundle up if you're going to be out trick or treating at that hour. i'll have the complete accuweather seven day forecast in a few minutes. kristin okay, thank you, spencer. >> california's ban on gun shows at county fairs is on pause. a federal judge is blocking the ban, saying it violates the rights of gun sellers and potential buyers. the ruling will impact two state laws. the first barred gun shows specifically at the orange county fair. the second extended that ban to county fairgrounds on state owned land. attorney general rob bonta, who defended both laws in court, could appeal the ruling. developing news in riverside county, where fast moving wildfire has doubled in size. the so called highland fire has triggered thousands of evacuations in an area east of temecula. at least 4000 homes nearby are under those orders. it's burned at least 2200 acres. there's 0% containment right now, three structures have burned and six others damaged. the fire started at 1:00 in the afternoon yesterday near the junction to highways 79 and 371. >> a big trade today by the 49 ers that should help up shore or shore up their offense. that is their defense. that is, they traded for chase young of the washington commanders. young is a defensive end and is going to become a free agent after this season. it cost the niners a third round pick in next year's draft to get him young was the second overall pick in the 2020 draft and at the time viewed as one of the cornerstones of washington's and china are the world's two largest economies. this meeting could help stabilize an increasingly tense relationship between the two countries. white house press secretary karine jean-pierre did not provide many details about president biden's agenda for the meeting. only saying the two presidents are expected to have a tough conversation and intense competition means intense diplomacy. >> meanwhile, there are numerous san francisco businesses worried about apec's impact. a huge area around the moscone center is going to be essentially locked down for restaurants and shops that could mean no customers or no ability to accommodate delivery requests. abc7 news reporter suzanne phan takes a look at those concerns and if they may get any extra help. >> yeah, it's busy. >> the mall camera is picking up dozens of boxes from bonchon korean fried chicken at the metreon at moscone center. the food delivery driver has plenty of drop offs to make today. >> it's around, i would say, housing dozens of its homeless citizens. today the city broke ground on homekeyt palo alto, an interim housing shelter. the ooshelter is expected to provide a home to more than 200 men, women and children each year. >> projects like this are a welcome step, and we should celebrate them. and thank everyone who helped make this happen. but we all know we're so far away from declaring victory in this battle against homelessness. that's because the not enough. the project is made possible through state funding as well as contributions from the city of palo alto, santa clara county and others. >> the total cost more than $37 million. >> the lead level is found in the area around reid-hillview airport in san jose are exposing children to health hazards after learning about these damaging conditions. the environmental protection agency announced they are creating pathways to remove lead exposures from our lives. abc7 news south bay reporter dustin dorsey explains how this may impact regional flying at airports across the state. for the children living near and attending schools within a mile and a half of reid-hillview airport, the sounds of planes overhead ripping represent a known threat. >> a 2021 study by santa clara county showed kids in this area face similar lead exposure from airplane fuel known as avgas as residents of flint, michigan, during their water crisis. read hillview is set to close in 2031, but it still represents a major concern for local leaders and residents. >> as if somebody in the neighborhood said, i'm sick and tired of being sick and tired. right. this airport has been a nuisance for us for decades. >> we have to do something about eliminate eating leaded gas in this airport. and every airport in the united states. and these little children are the reason why. >> and these children may soon get help. the environmental protection agency announced a new pollution prevention grant for the california department of public health. the grant will go towards the work needed to support the smooth transition exclusively to unleaded gas at regional airports and disadvantaged communities in the state. >> today there's only five airports in overburden of california communities that offer unleaded avgas with this grant, we hope that another 25 airports will take this step in the next two years. >> two of those five unleaded gas only airports are here in santa clara county. the decision was met by opposition by some pilots of the small planes impacted because they say the only unleaded avgas on the market is suitable for about 80% of aircrafts. however, pilot walter geiger says he's in favor of the epa's grant because he hopes the epa's plan will include a fuel that can work for all planes. >> we know that hazards of lead and we don't like it. the engine actually likes unleaded fuel because there's no deposit in the engine that creates sticking valves and deposits and other places. so you know, all over we as pilots, we like unleaded fuel. >> which airports receive the grant money will be announced in 2024. >> in santa clara county, dustin dawsey, abc seven news, a rare horse species will be coming to san francisco zoo and gardens. >> the critically endangered kowalski horse will have a new home for the first time in history. it's a smaller, stockier horse breed named after a russian explorer back in the 1800s. this animal has never, ever been domesticated and is known as the last truly wild horse. the species was listed as extinct in the wild. roughly 40 years ago. so it's going to get a lot of visitors. it's a pretty some pretty horses. >> kirsten contra costa county offered a spooky twist to wedding ceremonies today. the county's clerk office performed what's called ceremony. for 18 lucky couples. the annual holiday halloween tradition kicked off just after eight this morning in martin says county clerk staff officiated the weddings while wearing a costume for couples who were interested. couples chose which staff member or character they wanted to perform their ceremony. some couples also participated by dressing up for the spooky occasion. wow look at that. >> it's always been my favorite holiday, you know? so i thought that maybe, you know, why not? you know? so it's something you love and you're passionate about. so go for it. >> and the congratulations goes out to them. clerk staff say halloween is one of their busiest times for weddings. if you missed this year's ceremonies, you can go to the county's website to make an appointment for next year. kristen i don't everywhere else just about. and on we go to the 24 hour temperature change and there's not much change at all except it's two degrees warmer in san francisco right now than at this time yesterday. once again. so skies will be clear throughout the evening. of course, the sun sets at 612. so it'll start to get dark after about 615. but until then, mild weather under mainly sunny skies. we've got 70 as our temperature readings just about everywhere except on the coast until after 630. and later in the evening, it starts to get just a little bit cooler. now, another live view from mt. tam looking out over the bay. and these are our forecast features. calm and mild evening for trick or treaters. dry and mild pattern that we have now continues through friday. it'll be cloudier and a bit late night hours and the overnight hours. so we'll certainly start the day tomorrow with mainly sunny skies overnight lows will be generally in the mid to upper 40s, maybe only down to about 50 at redwood city and san jose. and then we go to highs tomorrow, 70 at half moon bay, still pretty mild. 73 in san francisco, mid to almost upper 70s around most of the bay shoreline and mid to upper 70s
