that started here in san francisco and then it led the police all of the way to the bay bridge into martinez. today, we are learning that the suspect spent time in federal prison for placing a bomb under a roommates suv. it started during an early evening mass. communion just wrapped up and the police say daniel garcia went up to the parishioner, he did not know, asked him for money before knocking him out. some churchgoers called the police. others kept an eye on the suspect that then took off on foot and got into a car. that is when things turned more dangerous. the police say garcia threw explosive devices out the window of his car at officers who were chasing him. they say he did it twice. the first was on jones street on knob hill. >> the officers describe not only seeing the flames of the device that hit the ground but also the officers could feel the, when the bomb detonated they could feel the blow back from that in their vehicles.. >> they released a photo of one of the devices as they continued to chase the suspect's car. the police say the second bomb was thrown larger than the first one. that was on 8th and mission before the chase went over the bay bridge. thereat is where the chp then -- that is where the chp picked up the pursuit this is where it ended half an hour later in martinez. they were able to pull a pit manunever, stop the car, arresting garcia. their investigation is just the beginning. it eventually led them to this house in concord where officers are still staked out this afternoon. we talked to neighbors who did not want to go on camera. they were afraid to talk about garcia who, they say, was not a good neighbor. we found a lot of criminal charges, significantly a conviction from a 2011 case in fairfield where he detonated a pipe bomb. it he was sentenced to 35 years, got out early. this may he was arrested on domestic violence charges, garcia was due in court tomorrow in that case out of contra costa county. all right, let's get to other stories we are following around the bay area. san jose police arrested a 15-year-old boy in a hit and run crash that killed a pregnant woman and her baby. the police say he was behind the wheel of a stolen car when he ran a red light and slammed into april's car last week. she was a preschool teacher, died at the hospital. the doctors were able to deliver her son but then he died the following day. >> our detectives took this seriously and did not sleep until they identified the suspect and quickly identified a 15-year-old male. >> and that 15-year-old was booked into juvenile hall. they are still looking for a second suspect. antioch is putting up half a million dollars to spruce up blighted business quarters. wilson walker followed the story. he reports that the hope is bringing customers back will help drive criminals a■way. >> actually they took cashier, they took out everything, yeah. >> reporter: it was midnight on july 4th when burglars cleared out his dry cleaning business. the police came at 6:00 in the morning. >> the police told me they were sorry they could not show up right away. >> not enough people. >> not enough people. we had to wait five or six hours. >> reporter: he did not have to wait long for the next break in >> then, another guy, about a month later, he tried to break in again. it happened the third time. so, i am kind of -- i am feeling a frustration here, you know. >> reporter: today, this corridor stands as a symbol of decades of economic decline, neglect, disinvestment as the city bulldozes its way into southeast antioch. >> reporter: antioch mayor referenced the sea of empty parking lots and desserted store fronts as he announced half a million fund to help the businesses in places exactly like this. the idea is that bruceing things spruce up businesses. >> helping the outside of the buildings look like the rest of the city and take it up a notch. >> i called many times but nobody answer me. >> reporter: he reached out multiple times for other grant offerings about you never got a response. while he applauds the player's efforts to help the business owners repair damage, he says a bigger help would be preventing the losses in the first place. >> even though i applied for insurance somehow i have to pay thousands to fix the windows. i am losing my money here for the safety. >> reporter: antioch now with six police officers on duty at any given time. the longer term goal is finding something else to do with some of the space the city wants to turn the empty malls into mixed use developments, the region needs housing. until then the challenge is safety for those who are still trying to make a living in the businesses that are still here. two east bay lawmakers asked the governor to bring in the chp to patrol antioch. half of the police department is on leave while they are looking into misconduct. if your evening involves the dunnbar bridge and you have not left yet you may need to find another way home. the eastbound lanes will be closed every night this week for repaving work. it will last from 7:00 p.m. until 5:00 p.m. the westbound side will stay open. so, to get around the heggen is all over it. all of us are wondering what is it like tomorrow night when we knock on the doors for those big candy bars? >> it will be nice out there for halloween evening. looks like the weather will remain nice. i think the most they will do is filter the sunshine. bigger changes in the large scale weather pattern or what we experience here at ground level will not kick in until we get passed midweek. the storm system off of the coast at that point, getting closer, sending more clouds, cooler temperatures, a chance of showers towards us. we could use. while the off shore winds relaxed the atmosphere is pretty dry. especially during the afternoon. tomorrow, as we wind the clock forward, humidity levels will begin the 10-15% range. when the air is that dry it sucks the moisture out of the vegetation, near average leaves of dryness the longer it sticks around the more that those fire fuels will be drying out at a faster and faster rate. a little bit of shower activity will be nice. not arriving until we hit the weekend, though. at this point, the week send five or six days away. a 50/50 chance by saturday night into sunday and unsettled weather pattern looks like it will continue in the first full week of november. it will be with a cool down after above average temperatures for the next few days. the outlook for livermore. you will see the drop. especially next week hovering a now degrees below average for the first half of that first full week of november. right now, it is pleasant out there. clear skies, not seeing, well, last hints of the daylight on the horizon. the temperatures dropped into the lower to middle 60s across the board. we will drop down to close to normal for this time of the year down to the 40s by early tomorrow morning, the warmest spots, around 50 degrees, the coolest locations dipping down to 40 degrees. high temperatures are going to warm up tomorrow. we will end up 3-8 degrees above normal. closer to the 8 degrees above normal in the santa clara valley. inland, the east bay, usually some of the warmest spots, you will not be tomorrow. inland temperatures in the tri-valley, fremont, redwood city, upper 60s. now, should hit the lower to middle 70 s in san francisco and oakland a few degrees above normal and farther above normal for the inland valleys of the north bay. cool start at 40 degrees, santa rosa will warm up almost 40 degrees, topping off closely to 80 degrees during the afternoon hours t will not be that warm for the trick or treaters, pleasant out there. if they are heading out early, younger kids, later after the sun goes down, cool temperatures is the worst that we are going to see. seven-day forecast includes a cool down after the first day of november. that is on wednesday. but, it will be kind of a slow cool down. we will have a chance to get used to the cooler temperatures as they roll in. the best chance of showers at this point will be saturday night into sunday. but, it is a long way down-the-line. a lot that can change about the specifics of when it rolls in, which parts of the bay area gets wet and how much rain we will be talking about. we will look at the forecast models side by side when we get a new model run coming in just before 11:00 this evening. but be flexible this weekend for all parts of the bay area including the coast. close to 70 the next couple of days, along the coast you are back to familiar november territory in the lower 60s by the time sunday and monday roll around. >> all right, thank you, paul. ahead tonight on pix plus. a
