looking into the scene. what we know is that by suitcase was found somewhere like merited a certain point and it washed up against the side. >> it was looked into and that's where police discovered a body inside. the coroner was called the an hour or 2 to get that body up and into the coroner's we can tell you wanted to make sure to comb the area for evidence so they can track down. >> whoever did safety tips is halloween suggesting giving your child a snap before you head out the door to avoid any temptation to get home. the adult should go through all the candy. if you see something that reflective, make sure that the kids are visible if your child and you're wearing dark costume, make sure that you have a flashlight, a strobe light or something that's bright and visible. >> but halloween is not only for the kids as bars and clubs will be busy tonight. if you're adult and you decide you're going to partake in mind altering substances which include alcoholic beverages, please do that in moderation and do not operate a motor or an electrical vehicle. one common thing is you have to have your own situational awareness and your own self safety. >> and when we're looking at which is really nice. no worries about being too cold today. if your costumes. these are the current temperatures right now. highest number i've got is a santa rosa about 76 degrees, inland looking after some of those upper 70's, still a little offshore flow here. so we are running a little dry, which means our relative humidity levels once again in some of those teens and 20's in spots like san jose, the east bay also and parts of the north bay, too. so that's just to say that we do still have some fire danger out there says we go through our celebrations tonight is remember, be fire safe to lead airplane fuel. >> has been a push in the south bay now to remove the mix from production use. now a new grant proposal could help do just that conference. charles clifford has the details from san jose. >> here in the u.s. large commercial airlines no longer use leaded aviation fuel that a lot of smaller airports still sell it. and a lot of smaller planes like prop planes still use it. but there is an ongoing push to put an end to the practice. good morning. welcome everyone. >> on tuesday, the u.s. epa announced that the california department of public health has been awarded a $776,000 grant to be used to help airports across the state transition from using leaded aviation fuel to unleaded aviation fuel. the epa estimates that aviation fuel is the largest source of lead in the air constituting more than 400 tons of lead per year. a pace analysis showed that more than 5 million people live within 500 meters of airports. >> and 360,000 of those are children age 5 and younger. the funds provided through the grants are meant to be used to help pay for training. studies roundtable discussions and education about the dangers of leaded fuel and what airports need to do to make the switch u.s. representatives a walker and has spent years pushing for the elimination of leaded gasoline. she says that the new grant is a step in the right direction. >> but that more hosting all ca whole field teenage parties in her los gatos home. he's now been charged with more than 5 dozen felony and misdemeanor counts related to those accusations showing marie o'connor also known as the los gatos party bomb was indicted by a grand jury in santa clara county. 63 charges, including child endangerment and aiding and abetting assault. prosecutors say o'connor encourage teen boys to drink and sexually assault intoxicated girls. she also told them to keep the gatherings a secret and on several occasions, help teams of sneak out of their homes in the middle of the night to attend them. according to court documents, 17 alleged victims testified at the grand jury hearing. connor will remain in jail without bail while her case is open. stanford university is currently investigating a cyber security incident involving their department of public safety. they say that this happened last week and officials say that that cyber attack has not reach other parts of the school so far, including police emergency response functions. stanford officials released a statement up on their website saying that the investigation is ongoing and is being looked at by outside now. tonight we are going to be dry and we'll be a little bit warmer than normal, which is temperatures in san francisco should be mostly in those low 60's. when you're out and about by the time we hit about that 8 o'clock time frame that will drop into those 50's. you're going want that jacket live. look outside of the temperatures right now. 70 degrees in san francisco and hayward at 72 in spots like livermore. 76 up in santa rosa. warming up there a little bit more notice. half moon bay at 73 getting that warmth that the coast because of that offshore flow that's been happening. so today temperatures expected to be above normal. so what is normal this time of year? we'll san francisco 68 and you can see as we look inland to those usually warmer spots. it usually about 73, 74 degrees and that's about it. so some of them exceeding that today. blue skies are with us. a few of those high clouds are certainly out there as we take a live look at stormtracker 4 as we zoom out as so often is the case. we've got some weather waiting for us and it is to the north and the west. see that counter clockwise circulation. that is a very telltale sign of a low pressure system and that will ultimately start to change our weather pattern. but not tonight. tonight, we're good. take a look at this. that is your forecast for the evening. nice clear skies kind of happening as we go throughout the night tomorrow. another beautiful day. we should have lots of sunshine that your wednesday night and then thursday is when the changeover starts to happens. we've got a front tracking towards us. there's thursday at 7 o'clock notice. this falls apart. not a very front, but we could get some sprinkles. as we look at the north bay, then we get into the weekend friday, not bad, but by the time we get to saturday, that's when we could see another front come through. so this is the first round of rain thursday night. not much right. a few sprinkles in the north bay. the second round coming in saturday into sunday. that's the one i think we can get a little bit more widespread rain. but right now the models are not, you know, 2 bullish on it being a lot of rain looking like more like a 10th of an inch, maybe a little more than that. if you are in the coastal mountains of the north bay. so take a look at our forecast. tomorrow will be a really nice day. similar to today. thursday. we'll start to see that changeover later in the day. when we have that sprinkle chance for the north bay and they're going to cool it down as we get into the weekend, go below average and letting residents know of what to do if they see one. police say the coyotes could pose a risk to both humans and pets. if they get too close to garbage or food sources securing garbage using road in control and minimizing shrubs are just some ways that you could protect yourself from attracting coyotes. residents should also contact both police and the department of fish and wildlife. if they do see a coyote in nearby. in other news, a bill introduced in the house could dramatically cut federal funding for california's high-speed rail project. the california high-speed rail authority is hoping to get a nearly 3 billion dollar grant that would allow the initial stage between were said to bakersfield to be completed. however, legislation by republican lawmakers could block california from getting that grant. it would also cut spending on passenger train programs, including in more than 60% cut to amtrak. the house is set to vote on the proposed legislation tomorrow. the state's rail authority has said that the project would only get more expensive, the longer that it takes to build, for example, california, its first voted to approve the high-speed rail project in 2008, the 3rd quarter because of already increased menu prices. mcdonald's says it will have to raise prices at its california restaurants even more. and it's because of california's new minimum wage law that takes base pay up to $20 an hour for fast food workers. mcdonald's did not say exactly by how much you would have to increase its california menu prices. the home of the golden arches isn't the only chain with plans to charge more, though, last week to pull announced that it too, would be raising prices because of the new california wages. our walmart is remodeling its stores to keep customers shopping longer and spending more money. the company unveiled more than 100 updated stores yesterday in 30 states. they will have a modern look that mimics walmart app. that's supposedly to
