Population has been a concern since the outbreak first got underway, many people concerned that the city shelters provided the perfect breeding ground for coronavirus. For weeks, san franciscans have been sheltering at home trying to slow the spread of coronavirus, but for those without a permanent home it is difficult or even impossible to isolate. Now the mayor has announced that Multiservice Centers south has seen in outbreak of coronavirus. 68 guests, two Staff Members. The city says it would outbreak was a possibility, and stands ready to place people into hotel rooms. The plan now is to turn that shelter into a hospital to treat those with coronavirus. We are going to reroute our medical Health Experts and people, our nurses, and other Health Support to this facility to help manage, and maintain, and support the people who have tested positive. Reporter for weeks, supervisors from the tenderloin among other areas have been pushing the mayor to move the homeless into the citys largely vacant hotel rooms. They say the outbreak was tragically predictable. Nobody should be living in those environments, and so, what im seeing is, moving people now, and we should have moved them a month ago, and the people that you could move, for whatever reason, should have been sleeping 6 feet apart, should have had temperature checks, shouldve had masks and gloves. They did not do that and so now, we have an outbreak. Reporter that shelter can house up to 340 people at a time, the supervisor says many of the residents who are in that shelter is still waiting for the results of their own coronavirus tests. Evan patients have now died from covid19. And 65 patients and Staff Members are infected. At the gateway care and Debilitation Center in haworth. It is the largest single outbreak in alameda county. The county Health Department says it is working to provide enough masks, gloves, and other personal protective equipment to the nurses, and other workers at the facility. In a marin county, a Health Worker has reportedly died of the coronavirus. The resident is of tricked parents. For residents and two Staff Members have currently tested positive for covid19 19. There sheltering in place in their rooms and apartments and visiting is being restricted. With warmer weather and plenty of sunshine in the forecast, many people across the bay area will likely be looking to get outside during this upcoming Holiday Weekend, but officials are asking residents to know the rules, and in some cases, to stay away. Instead, officials at many park systems around the bay area are actually clamping down to prevent a. Guests can still walk the trails. There will be no gathering in the parks, our campgrounds, our picnic areas, and all of those areas of gathering are closed. San jose city Officials Say the regional parks and parking lots are closed saturday and sunday. But Neighborhood Parks are open. You probably walk to in your neighborhood, close to home. And those ones remain open for the Holiday Weekend. Just asking everybody to observe the physical distancing of 6 feet and to avoid those gatherings, so. And all county parks are closed. Traffic changes are in store for parts of oakland to ensure shelter in place orders. Starting tomorrow, lake shore avenue near lake merritt, golf links road, and e. 16th st. City leaders call it the oakland slow streets initiative, the goal is to have limited drivers to share 74 miles of oakland roadways, with cyclists and pedestrians. According to Johns Hopkins university, there are now over 20,000 confirmed cases across our state, and unfortunately, 556 people have now died from the virus. At least 49 lives were lost just since yesterday. And gov. Newsom says 1145 people are in intensive care unit. That is 13 more patients than yesterday. That is daily coronavirus briefing, gov. Newsom urged californians to stay the course, hes a social distance thing is helping to slow the spread of the virus and counties across the state. He also talked about the recent spike in cases and deaths at Senior Nursing homes. The state is now monitoring nearly 300 nursing facilities were people have tested positive for covid19. What we have done in addition to broadening those supports over the last number of weeks is we have put out specific, new guidelines and strategies, that have been backed up by what i would refer to as s. W. A. T. Teams. Individuals, infectious control professionals, that are working with the cdc and others to saturate those areas of concern, and focus. He also says the state has trained 600 nurses to give Technical Support to Skilled Nursing facilities all across california. Lets first start with the issue of what is happening at our Nursing Homes across california. It appears to be a very dire situation, outbreaks of hundreds of Nursing Homes we just heard from the governor today saying that more skilled nurses are going to be sent in to assist the folks there at those facilities. What other steps need to be taken at the they state level in a federal level to try to diminish these outbreaks . Yeah, alex, another good afternoon to you. Well, i think they anticipated this, congregate living is always the challenge, we are seeing that in the Homeless Population, and to the senior homes, but they focus on that over the last few days, and they have hundreds of people making phone calls to all the different senior care facilities across the state, to touch base with them, find out what the needs are, what are you looking at terms of population spread and things of that nature. They have a number of tools available to them to help with that, including moving those patients out, if need be. Speaking of communities that are very vulnerable during an outbreak like this, you just touched on in here, we heard from the city officials in San Francisco, they have a severe outbreak at the largest homeless shelter in the city. What are the steps that you think need to be taken, you know, does this mean that we need to start shifting more homeless residents into hotels and other places where they might be safer . Well, this will certainly be a challenge, not just for the vulnerable population, but it also can make or break the success of the stayathome, so that is why they want to focus so much on that population. San francisco has about 1800 motel rooms available that they can move folks to based upon their need. That may be asymptomatic or symptomatic. We know 800 of those rooms will be provided, or are now being provided, for healthcare workers, so they are closer to the facilities. Obviously, we have heard the governor, you know, sort of express, i guess you can call a cautious optimism about the way we are seeing the numbers sort of roll out here, compared to what the projections were. But is the progress we are making in terms of flattening the curve, how much is the progress we are making in terms of flattening the curve contingent on everybody continuing to practice social distancing . Well, it is going to be key because you can see, like in new york city, although the curve is flattening for california, what you are also seeing our deaths increasing, unfortunately. They knew that was going to happen hand in hand, so what we also know for instance in santa clara county, which is the hotspot in the bay area for coronaVirus Outbreaks, they have about a 30 capacity in icu beds. They have plenty of ventilators, they have plenty of ppe, so while we are seeing the flattening of the curve, and we are seeing an increase in deaths, that is kind of normal come unfortunately, as to what the expected outcome is but there are things in place such as facility people and supplies to be able to deal with it. Meaning a person was told they did not have it, when they actually did. Researchers say one issue is swab testing which can be administered incorrectly. There is also a question of the time period. For when an infected person would test positive. Lets talk more about this. Dr. Greg tolliver is an Infectious Disease specialist at marin health. I want to first ask you, what does this study, what does this suggest about the accuracy of the covid19 testing . Well, it is been a problem that we have been trying to address at hospitals and clinics because we, we have concerns about that, certainly, because there are a lot of ramifications. We want to really know when someone has it and if they are infectious or not. So for example, at marin health, we recently have been trying to rule out education for providers who are going to be taking the sample, it is not easy to do, it is not very pleasant for those were getting the sampling done, so we have been doing some swabbing with two swaps, one in the back of the mouth and one in the nose. And trying to follow the most efficient protocol for sampling, and we think that that is going to really improve the sensitivity of the test. Explain a little bit more about why a false negative result might actually occur. Yeah, well, you can imagine being on the front line personnel, they are actually doing really good right now of sampling, but you have to stick a piece of plastic all the way back to someones nose, and you are worried that they have a really serious Infectious Disease, so they are kind of maybe a little hesitant to get close to them to do the job. We have to put all the way back into the nose, it is in control for the patient, and you have to twirl around for at least 10 seconds, to obtain an optimal sample. If that is not obtained, and to submit the test, then there is a chance for a false negative test. I want to talk about positive results. What does the study suggest about positive results that are coming back for folks, is there any question about the accuracy of those results. You have certainly had it, the clinical disease, if you are positive, and had a fairly recently. So the question is whether or not those positive test reflect the particular sensitivity of the test, where are we picking up just little bits of the virus . And is actually dead . Or are we picking up a live virus . And that means, if it was a live virus, that the person still is probably infectious, so that is pretty important to be determined. Before i let you go, it sounds as though you there have made some adjustments to how you are testing folks. It is every day, there are things that need to be adjusted, we can optimize patient care, and, and provider safety, and efficiency, and every Healthcare Institution that is dealing with this right now, so we have been looking for guidance from the state, and from the cdc and our partners at ucsf and marin public health. Have all been excellent at helping us. I guess everyone sort of is adjusting as needed. Thank you so much, really appreciate your insight today. The u. S. Is climbing toward 490,000 cases of coronavirus, according to data from Johns Hopkins university today, and sadly, the death toll has now reached 18,000 across the country. That is up from exceed hundred just a week ago, new york remains the hardest hit state with more than 172,000 cases. That is followed by new jersey with nearly 55,000 cases, and michigan, with more than 22,000. There is also positive news to tell you about in new york, icu admissions have dropped for the First Time Since march. And deaths leveled off for the first time in a few days. The white house President Trump said he is launching a new task force next week, focused on reopening the country, but members of the Coronavirus Task force urge people not to drop their guards despite encouraging signs. As encouraging as they are, we have not reached the peak. And so, every day, we need to continue to do what we did yesterday, and the week before, and the week for that, because that is what in the end will take us up across the peak, and down the other side. The experts warned moving too soon to lift stayathome orders could cause a new spike in infections and they say more widespread testing is still needed.
