Because they all passed similar legislation with republican majorities in each of those states that permitted this absentee ballot a system which was controlled and monitored by the local election committee. So in detroit, wayne county, michigan, when the actual implementation of the law was to occur, what was done on the local level by democrat. And so the, the republicans in the states created a situation where the democrats would do the dirty work.
