live coverage of u. s. president joe biden arriving in israel and the 1st leg of his 1st trip to the middle east as president is planes just landed close to television. bang. dorian airport is going to be an arrival ceremony. a military god of honor, president biden is expected to make some brief remarks, and after this visit to israel, he's going to be heading on to saudi arabia. i want to go to our correspondence, stephanie decker, whose genius from west jerusalem talk us through. what the agenda is for today stephanie the i just watching him arrive there being greeted by the top echelons of israel politics. he's really president. there are 2 prime ministers. he's just greeting the inter and prime minister yell appeared. and now the alternate prime minister, natalie bennett, of course bennett, was the prime minister when this trip was plan. you're asking me what's on the agenda today? he will laugh after this brief ceremony. b, be briefed by these really military will. so meeting with the israeli defense minister benny dance and then aunt ben gory an airport in tel aviv, the location where you see him now he will be getting a tour of the iron dome system. also the i and beam system systems that israel terms of the dome uses to intercept rockets from gauze of the iron bin system, a laser system that still being developed. he will then come here to jerusalem. expected to tor, the holocaust museum before retiring for the night, i can tell you security is very tight and extra. 16000 police officers are on the roads here. andrew, some roads already blocked the main highway from tell you to jerusalem will be blocked. what's on the agenda? well, this is more of a geo political tora, you know, many people asking us, well, is this going to revive the palestinian israeli peace process? president joe biden significantly, probably the last present with the most foreign policy experienced the last time he came here in 2010, as vice president trying to, you know, revive those talks. are those failed in 2014, in particular, when he was here as well, something that from what we understand reports at the time, infuriated joe biden, the announcement of the expansion of an existing settlements, 16000 more 1000 $600.00, more settlement units at the time he someone is very well versed, but he comes here without anything concrete on the table for the palestinians. if we look at this trip, it is more about saudi arabia, iran, it is more about taking israel into the fold of regional politics trying to get saudi arabia more on boat. he will be flying on friday, directly should to jetta from tel aviv the 1st time that happen. so for the americans, and they've made it very clear. and even just now on the on air force, one journalist, we're brief that he is not going to be making any official announcement when it comes to the peace prose as a peace process that has been stalled. that has been dormant since 2014. this is really, you know, a bigger picture of regional politics. he also comes rob at a time of israeli political instability. you're looking at 2 prime ministers here on the ground at bangor and now walking down the red carpet elections are going to be taking place here. in november, it is not clear who will be taking this country forward, joe biden, to someone who probably knows the man who will take the country forward. he'll be meeting also with opposition. leader benjamin netanyahu. to morrow. alongside yeah, le, pete natalie bennett and isaac hertz og. the president. i think significantly certainly at a time when opposition leader benjamin netanyahu is always tried to undermine your lap. he'd unnaturally been at these kinds of images that you're watching now, and your screens will do something to create sort of an image of statesmanship from these 2 men. not particularly i repeat, who will be running an event monopoly. bennett, of course, will not. so this is where we're at not expecting any major announcement when it comes to the palestinian peace process. certainly, we know this, but it is more about regional politics bringing israel into the fold with its neighbors acceptance and are playing on the abraham accords, of course, which is what trump managed to install. peace deals with arab countries, like, you know, bahrain, united, arab emirates, morocco and sudan, and trying to build on that. we understand that the president may well make some remarks. we're going to be listening out for those as soon as we hear them. obviously, we're going to be crossing over to hear what he says, but in terms of this visit itself, and understandably, as you say, this is essentially almost a transit point heading towards side here, we have a lot of focus going to be in saudi arabia, by the israelis and the palestinians, and of course going to want to get something out of this visit you referred to via giving some sort of legitimacy to via the israeli government. and as it stands at the moment, what else widen under more wider sense? could both is really isn't the palestinians. we're looking for whining. the palestinians are very clear. there's, there's going to be very little when it comes to concrete movement on the ground. we know certain things we know that he will be visiting occupied. he's jerusalem on friday morning. a significant visit in the sense that he'll be visiting the augusta victoria hospital. this is the 1st time any u. s. president has ventured away from, let's say the old city part of occupied is jerusalem. actually going further in this is the 1st time that is significant. but what does it mean? it doesn't really mean anything in the sense that we're expecting him to announce a $100000000.00 in aid to palestine in hospitals in occupied east jerusalem. yes, of course it is welcome. he's expected to ask gulf countries to match that money. but as many people here will tell you, police thing is we've been talking to, it's almost like, you know, an economic lip service injecting some cash but not really addressing the bigger issues when it comes to a 2 state solution when it comes to, you know, exactly that he will then be moving to bethlehem on friday morning. and if you look at, you know, the sort of 2 full days he'll be spending in israel and then just under 2 hours slated to be meeting the palestinian present mahmoud abbas also visiting the church of the nativity and bethlehem. you can see where the priorities lie. it also comes at a time when the palestinians are, have lost all trust in the americans. forget after the trump administration and the measures taken there, but also the killing of our college should in a block live the americans pressurizing these, the palestinians to hand over that bullet should be. busy posting and not wanting these ready to be part of that investigation. they were a part of that investigation. what it came out is that the american saying it was inconclusive, but they believed that it was, these really are me who killed her, that they didn't believe it was a, you know, done intentionally. that was, they were tragic circumstances. this has done nothing to you know, to build trust. this has done nothing to appease the calls for accountability. the americans wanted this issue to be put to bed. well, the colds remained for accountability from her family. we understand that you are a secretary of state anthony blinker, who was accompanying a president biden on this trip called the family on wednesday. we understand there may also be an invitation for the family to visit washington. however, this is the thing accountability, right? so we haven't seen that also not expecting any movement on that stalls piece process. yes. an injection of cash certainly. but again, policies will tell you that there is nothing when it comes to actually tackling the real heart issues on the ground that remain frozen stuff, even though thanks very much indeed that stuff dr. talking to us from western gruesome i want to bring in our white house, correspondent kimberly harvard is joining me here on the said district job id, 18 months to make this trip. donald trump did it within the 1st 4 months. why is it taken by them? so long, well, it really isn't clear why the president is going on this trip. and particularly the timing. what we know is that the president is under a lot of pressure domestically b, because of the energy crisis, not just in the united states, but around the world, the global crisis that has occurred as a result of russia's invasion of ukraine and the spike in prices so there is pressure for the president to speak with saudi leaders to try and get them to put more oil in. it almost appears as if this component, this visit to israel is a bit of an after thought. you can't go to one region without the other. we should point out though that in a very divided washington. the one thing that both republicans and democrats always agree on is, is really security. and that is something that the washington always gets behind. and so this is an opportunity for the president to, in advance of we should point out not just a elections in israel, but also elections in the united states in november for the president to project, potentially some sort of a foreign policy strength or potential victory. but again, this is potentially perilous for the president, given the fact that because it is sort of unclear exactly what he's setting out to achieve, particularly in israel, that it could also come across as kind of weak. for example, the, the factor that we're talking about one of the things and one of the goals that the united states, as it's trying to achieve, is to bring the israelis and, and the saudis together. that is something that already was taking place. it was started under donald trump and, and abraham accords, although this is an administration certainly doesn't want to acknowledge that. and the israelis have also made no secret of the fact that they are eager to increase those economic insecurity ties. so in many ways this inertia is happening regardless of the united states and so, and that sort of shows that this is something well the united states may be trying to show strength and dominance. it really, in many cases, maybe showing just the off said matt could have ramifications for the united states . and for jo, by them politically i go, you can see the pick from the pictures, their job understanding to one side of the electron. they're. ready we're expecting, as i say to, to hear from him just in a, in a, in a couple of minutes. possibly. but let me just ask you his met yet. le pd's been introduced to natalie bennett's, the previous prime minister. he's also going to be meeting benjamin netanyahu, and benjamin netanyahu, leader of the opposition leader of the liquid party, very strong relationship with donald trump. what kind of difficulties could that create for joe biden? it would be an enormous difficulty for joe biden. there's no secret that these 2 men are not particularly friendly, although when joe biden did win the white house, the benjamin netanyahu did send a message of congratulations. but at the same time, we know that when joe biden was the vice president in the brock obama administration, very often what we saw was that when he was these railey leader, benjamin netanyahu would just circumvent the white house and go directly to congress and deal with the republicans that way, and so that is something that this administration does not want to see in the future. so well, there is going to be this meeting that will be taking place on the ground. we know that joe biden will be meeting for about 15 minutes with benjamin netanyahu. certainly this is not something that he would like to see entrenched moving forward . and so that's what complicates all of this. this is a president that is meeting with leadership that is somewhat precarious. he doesn't know who is going to be carrying on moving forward. and so any conversation that takes place is really not one that can be guaranteed to be cemented. so how can you make any sort of concrete decisions you can't make any announcements? and on top of that, i think this is something that's going to a in fact in fury, perhaps the palestinians as well, given the fact there is no possibility for any sort of shovel of plum with c or any sort of improvement in the israeli palestinian relationship which of course, is what the palestinians are looking for. and let's talk about the, the wider elements of this. and there that we know that joe biden as stuffy was mentioning, was a president that has made his alliances, if you like to, to israel. his belief in the strength of israel, very clear from very early on. and yet over the last few years we've seen via us changing its role within the region and to some extent, withdrawing slightly, albeit unofficially does. this is as likely do you think to show any sort of indication that there might, that war might be changing or are we going to see more of the same in the broader middle east? there's no question that already the role of the united states is not only changing, but it appears to be diminishing and what we're seeing and this is part of what the united states. and if there is one clear reason why the united states is here right now, why joe biden is here right now, is because of the growing prominence of iran, and that has a lot to do with what we've seen taking place. russia's invasion of ukraine, the strengthening ties between russia, china and iran. that's something that the united states wants to counter, so it wants to strengthen it's ties with, with israel, and also saudi arabia. it can bull sir, and even talk about future economic, but also military cooperation. that is something that it needs as much as israel and saudi arabia might as so this is something bit is going to be underscored, not only if we heard this from the national security advisor, but this is going to be something that the joe biden will be talking about with both israeli as well as saudi leaders. but also this really highlights and puts a spotlight on your point. and that is that there is a winning influence of the united states in this region. one we've not in the last 2 decades. yeah, we're just watching those pictures of yellow paid the interim prime minister speaking at the moment. we are expecting a joe biden to speak certainly within the next couple of minutes or so. let's talk about the situation with iran though, because there appears to be in fact, we're just going to cross over to yellow peed now and listen to what he has to say . all of that right now. we're simply happy to see you, mister president. the simple, genuine joy well brought by seeing a good friend once again. mister president, bow ha, welcome, please. molly, i voted. don't me, smiled don't molly? i've only not. well, not feel it either, american president to visit israel 1974. i was actually my 1st visit was as you mentioned, as a young united states janitor from delaware in 1973 just a few weeks before the yom kippur war had the privilege of spending time with prime minister golda meir. i'll never forget. i was sitting next to a gentleman my right when their aids, his name was robin, as they look back on it all now. and i realized that i had the great honor of living part of the great history of this. great. and i did say, i say again, you need not be a jew to be a zion. the fact is that since then i've known every single prime minister has been an honor form strong working relationship with each of them. and now this is my 10th visit. every chance to return it is great country where the ancient rude to the jewish people day back to biblical times is a blessing. because the connection between the israeli people and the american people is blown deep. it's bone deep generation. after generation a connection grows. we invest in each other. we dream together. we're part of what has always been the objective we both had. i've been part of that as a senator, as a vice president. and quite frankly, before that having been raised by a righteous christian who we had dinner at our table every night before he went back to work and it was a place where i had conversation and incidentally 8. and i remember he taught us all about what happened the holocaust. why weren't the tribe tracks bomb? why do we now? why, why, why imbued us sense of obligation that we all have? and i was president. i am proud to say that our relationship to the state of israel is deeper and stronger in my view than it's ever been worth this visit. we're strengthening our connections even further. we have reformed the unshakable committee, dan stacy is your security including partnering with israel on the most cutting edge defense systems in the world. from here, i'm going straight your briefing on israeli missiles and rocket defense capability, including the u. s. support for the iron dome. and israel's new laser enable system call the iron beam. we're going to deepen our connections in science and innovation and work to address global challenges to the new strategic high level dialogue on technology will continue to advance. israel's integration in the region, expand emerging farms and engagement like the new i to you to summit, which will bring israel, the united states, the u. a together. and india as well. to deepen our economic cooperation between the middle east and in pacific greater pace, greater stability, greater connection is critical, is critical. why my ad for all the people of the region. which is why will be she will discuss my continued support, even though i know it's not in the near term a 2 state solution or remains that might be the best way to ensure the future of equal measure of freedom, prosperity and democracy for israelis and palestinians. is like we're going to celebrate the ending of people to people connection and enduring connection that binds our nation together, commemorate the history that we must never allow to repeat itself. later today, i will once more return to the hollow ground of yod shavanne, the sham doner. 6000000 jewish lives were stolen in the genocide and continue which we must do every every day continue to bear witness to keep alive the truth and honor of the holocaust. are the holocaust honor, those we lost so that we never, ever, ever forget that lesson, you know, and to continue our shared on ending work to fight the poison of magic semitism. wherever it rises as ugly head, wherever we find it in the world, we may grill on the promise of never again by taking it on. we have a full agenda over the next 2 days because the relationship between israel and the united states covers every issue that matters to our mutual futures, where you're not in, in our shared values and our shared vision. i'm looking forward to our time together over the next few days. nay, israel and the united states continue to grow and prosper together for the benefit of the entire world. i mean that for the benefit of the entire world, thank you and god bless you all. smiley, i've only done me smile, gone. you as president? he said joe biden talking there on his arrival in israel, and let's bring in at stephanie deco. she's joining us from western jerusalem, the president statements. they're pretty broad. i'm specifically talking about the, the, the technological element bringing people together. he reiterated his support for what he regarded as the, the 2 state solution. but as we were talking about before, at nothing particularly specific, was there anything there that stood out for you? well i don't actually think he mentioned the word palestinian or palestinians. i as you mentioned there, i think it was very much addressed to an israeli audience to domestic audience. as kimberly talking about earlier there he has midterms. coming up, his polling is very low. so it was all about israel, us at least has his, his long history with her again, you know, highlighting that he came here in 1973. it's his 10th visit. he's now 79 years old and how connected he is to israel. yes, he mentioned there briefly and he did say, what seems a long term long way off acknowledging how difficult it is. but he said that the 2 state solution was the only solution as a way forward. but he didn't mentioned the palestinians even by name. i did mention again, there are, you know, in terms of itinerary, in terms of the defense and legions between the 2 countries that he would be getting a briefing on these ready security system. something that is also being discussed among regional players, a communal defense system against iran. and i think, you know, interestingly, as we listened to this, you know, at a time when you have had certain arab states making peace deals with israel, you know, usually the narrative in the past was that there would be no normalization of ties with israel until there was a palestinian state until there was a recognition of palestine sovereignty. while it seems like we have moved, you know, way beyond that these days, it seems that you know, whether it's above officially the table or even beneath the table, allegiances and allies are, are being moved about against, you know, other threats. we heard there from the israeli president and these really acting prime minister about the threat of iran, that this was one of the major discussions. and of course, this is something that president by the will be taking onward to his trip in saudi arabia. i think again, like for me, you know, the thing i noticed that, you know, the palestinians weren't even bite mentioned by name very briefly. 2 state solution is the way forward, but i think we all know how difficult it is to really are, you know, a get get down to the nitty gritty of how that's even going to happen. stephanie, thank you very much indeed. steph tucker in west jerusalem. i want to come back to our white house correspondent, kimberly hawkins says, stephanie, they're pointing out of the fight. that in no time he actually mentioned the palestinians by name that would probably indicate that there is going to be some sort of backlash within moments of that helped him landing in israel. that is the thing that i noticed as well in a slightly different context. it the, the fact that he is underscoring already out of the gate from the moment that air force one has touched down in israel, that there is already a bit of a failure before this trip has even started. and that is the fact that this is not going to achieve any sort of breakthrough in any kind of way between some of the elephant in the room. and that is the, this breakdown and discussions between the israelis and the palestinians. the white house made very clear even before the president left washington, that there would be no shuttle diplomacy, as we've seen with other presidents, there wasn't even an attempt to even try. that certainly is a glaring. oh that something obviously missing from this trip. the, the fact that this is, you heard the president stress that he is looking more towards regional stability, regional security, regional piece shows, in fact that he can't, in any way influence what's happening inside israel with respect to those key issues. and so i think he's going to get a lot of criticism, not just as you say from, from the moment he touches down in this region, but back in the united states. so in other words that for. 6 policy when the he might be looking for around the world and specifically domestically with upcoming congressional elections, may already be missed and that's not selling the right town as he sits out on this trip. is there something, is this something that bird, once they've done this drop months, have gone to saudi arabia and whatever they wanted from saudi arabia that they're going to look back on as a, by the administration and saying, we didn't do that properly, or do you think that this has actually been to some degree planned or you mentioned before that there was a sense that this trip to her to is or was, it was essentially an afterthought tax on to the trip for saudi revenue. well, one would like to think that this has all been carefully thought out and planned, but there is a bit of haste that this trip has a bit of a feeling to it when in terms of the planning, it has to do again with the fact that americans are really unhappy with joe biden domestically, his approval ratings continue to drop. we just have the latest numbers coming up that the inflation in the united states is now to 41 year high. that is not what you want domestically as you go in when you're looking at. now we're not talking just a matter of months, but we're now down to weeks almost where this president is looking at the voters going to the polls for congressional elections and his democratic party could have the major blow back that could affect the makeup of the congress and his agenda, whether it's foreign policy, domestic policy for the remainder of his term, this is not what he wants. so the, in many ways the scheduling of this trip had to do was bringing down those sky high gas prices, bringing down prices. that's what pushed this are those meetings to encourage saudi leaders to bring down gas prices that well the, the, the white house will admit it or not. that is what striving this trip and everything else after that has been tacked on. and so there may be to that an, to your question with respect to israel, was this done right? was this carefully planned lavish, something that's going to have to be discussed in the after hours. but certainly as we look at houses laid out so far, it certainly does look like the president in his words. well, that was planned or not does not seem to be the best choice of words when you're talking about ah, security. it's kimberly. thank you very much indeed. that's kimberly hoggard our white house correspondent. we're going to be back in a couple of minutes with more on this story. president joe biden making his 1st trip to the middle east as president, and he's arrived in israel a been go to an airport. we're going to have more details of that. as i say, in a couple of minutes
