Seriously until moon was the Ace was easy trivially easy creature just was exposed extra says it s. The end. On a very good morning to you is so much to talk about tonight thousands of people are out of their homes in Weybridge to the south of Manchester in Stockport as they wait to see whether or not the dam above their village will hold back the waters we re waiting on the result of the broken rubbish a by election if you want to know why it s important let me put it this way if the Conservatives were to lose the seat the government s majority would be one if they win does it show how strong the so-called Boris pounce is and have labor do badly What will say about the party and will more questions be asked about its leader Asap Rocky the rapper who songs I know you love we ll probably find out tomorrow if he s guilty or innocent of assaulting someone in Sweden in a case that was so important to Donald Trump that he send one of his top team over to keep an eye on events in court which is exactly what we ll be doing when we hear what happened in court and that s just in the next hour we re in for good and tonight it can fill in the balance. So let s start in Darbyshire where the town of Whaley Bridge remains under threat because of damage to the dam which protects it water s being pumped from the 300000000 gallon Todd Brook reservoir with many people in the town below having left for their safety and if you re one of those who s been evacuated this morning and you d like to get in touch with on 8558th text us at B.B.C. 5 Live on social media or if you want to email us up all night a B.B.C. Doc. Let s go underway with our correspondent at Moritz has spent the day in the village and in the evacuation center nearby. Yes we ve heard now from Darbyshire police who are involved in a multi-agency response I have to say that having spent the afternoon at the school in Chapel or for if that s being used as a command center I can tell you I ve seen emergency vehicles from all over the U.K. And that is what the police are saying that this is something which is being done on a national level they have brought in 10 specialist high volume pumping fire appliances from around the country to start to try to pump the water out of the reservoir to relieve the pressure on the Down Wall Well what they re telling us is that before they can get to a position in which they can repair the wall they have to be able to deal with the volume of water so one of the things they re going to be doing is to use a Chinook helicopter overnight tonight and into tomorrow operating in the area and what they re going to take it with that helicopter is $400.00 terms of aggregates which they re going to drop in strategic places in order to divert water so that it doesn t enter the reservoir so it goes into other surrounding water courses which are designed for the purpose they re also going to use those pumps I mentioned to remove water from the reservoir the point is that they have to bring the level in that reservoir down to one which is safe and it s only at that point that they can start work on the damaged wall you may have seen in television pictures that you know it s the surface the concrete panels at the front of the slipway which have been damaged because the volume of the force of the rainfall over the last 2448 hours was so great that it sent the water over the edge of the reservoir it over spilled it went down the slip way it caused huge damage and then this morning engineers became concerned that the whole structure was being compromised that s when they. Put this plan into place 1st of all to come in and fix the down but while thoughts all happening to evacuate all of the homes in the area which lie in its path it does seem strange that in this day and age the only weapons we have to try and stop water flowing of there s no way to actually diverted or lower the levels of the reservoir is for people and for some and for soil and it is really hard work for them isn t. This is a really big effort that you know the scale of it can t be underestimated it s a major incident it s a multi-agency incident and they re talking about it being handled by national coordination arrangements or they ve rehearsed their work for but yes there s a lot of hard graft and manpower there are roads closed those floors localized flooding around the area it s very difficult to get from A to B. The minor roads around that area are really clogged and shut down and so in order to work you know the teams there are going to be working through the night and into tomorrow and they re saying that they can t put a finish time on it it s really difficult to know how long this is going to take They know that local residents particularly are anxious they ve been told to get out of their houses at very short notice and you know to illustrate that short notice I can tell you that it was really within just a couple of hours it was sort of lunch time when concerns were 1st being raised by 2 o clock the residents were being told to go so they grabbed a very short notice of quick bag if they had time for that and they re up and they re out there anxious to know when they can go back now what garbage the police have said this evening is that there is no time scale that they can offer the scale of this work is considerable They say they can t tell residents how long it s going to take other than to reassure them they say that all of the agencies involved are doing everything humanely possible to bring the incident to a conclusion but it s going to take a lot of time and effort and graft over the coming hours did everyone want to leave . No they didn t so what we understand happened was that when it became evident that the authorities the police and the council were telling people to go the way it was phrased that she was asking residents to please leave they were suggesting that this is what should happen they went door to door the officers went and knocked door to door though telling me that they had made sure that they d been to every one of the properties in Whaley Bridge but they did come up against people who said they didn t want to leave and that is their decision so there are some people who have stayed at home there are others who went to the the emergency center set up at the local school for a short time but then obviously thought we don t know how long this is going to be will make our own arrangements on from here so they ve gone to stay with relatives perhaps with friends a warm family I saw who set up camp in a camper van but the other people are there say who are away for the summer holidays and weren t at home when the not came on the door so there s a range of responses and it wasn t a an order it was please get out we re telling you this is for your safety and the police have said again tonight that they understand that being evacuated from your home is a very difficult decision and they say it s certainly not one that we make lightly but it is the case still that the future of this dam wall remains in the balance and they wanted to remind people of the very real danger posed to them should the wall collapse that s how the police of port it what s what s it been like in the village tonight this is a 200 year old dam it s made of clay and a concrete facing and it s been part of the village longer than anyone who s alive and living the at the moment and now it s pretty much empty ago us here Wally bridges is sorry sorry to use the cliche but it s like a ghost town you know it s empty pretty much that certainly you know the streets even if. You could get in there because the surrounding roads the entry and exit route into where the bridge itself have been shut down and police are turning people away but if you get in there what you would see and I m talking really from having seen television pictures rather than having been in there myself I ve been a long approach on the French down the road at the school are being used as the reception center but in Weybridge it s empty the streets are empty there are roadblocks up there are emergency workers manning those roadblocks and asking people to turn away chapel on the frist down the road where the reception center was established was extremely busy because everyone was pouring in there so for a few hours in the middle of the afternoon though considerable numbers of well of of police officers and fire fighters and so on but also of bewildered residents I think as the afternoon continued into the early evening and people got sorted but quieten down a bit they ve been dispersed as well but you talking about 6000 or so people who ve had to find somewhere else to spend time and you know as you just said this this dam has been a fixture it was built in 831 nobody remembers it ever having happened before so it stood firm for nearly 200 years but there s a very specific almost a perfect storm here quite literally that s brought this to come to pass the threat of you know it s seen as a local beauty spot it s a leisure attraction a sailing club nearby on the reservoir this is somewhere that people are very fond of suddenly looking at it through different eyes aren t they poses a mortal danger Judith Moore it s not it s just a staggeringly huge operation this. 10 pumps from fire services right across the country these are specialist units that are being brought in they re currently pumping out 7000 liters of water every minute to try and bring the level down that is a huge amount of water that s being pumped out and it s still not having the. Effect that it really really wants Well a severe flood warning which means that there is a real threat to life has been issued for the river to go eat below the reservoir I spoke to Duncan Fife who lives on top of the reservoir and the old reservoir keep his house the moment that there s quite a lot of emergency service on the ground these days probably. Also people were thinking top hole they have got pumps installed into the reservoir now which are pumping into the spill wire which runs down the northwestern corner. And they are contemplating actually nibbling A-Y. To where the spillway comes out in the northwestern corner of the reservoir and they re thinking about nibbling away at that takes more of the water out of the reservoir but that s putting an awful lot of water down a very narrow narrow channel so the spillway is then there like open drains on the head which moves if there s too much water in the reservoir it removes it further downstream open to the public yes I mean they dam that most people would have saying on the on the new say it s the sort of top most one but there s one that s located in the corner as you would look at the dam from the from the slope side right in the far right hand corner on the siding saw you and that set out inches to lower. Than the main dam So ordinarily when the reservoir gets full it flows down that that channel which is sort of. The it was originally a river but they ve also I think I must have diverted to some point and then runs down there so what normally would drying that why tell me if the water level ever gets really up that it comes over the over the mine dam which we ve never really seen before certainly not like it was on on on Wednesday that certain facts so the idea is to as you say chisel away and bring an annoying. Up to the paths for the water to go down but that means that he goes frankly through your house we won t go so he goes down the side of our house but helps if they draw and saying too much water down there I would I would be surprised if it could cope with it which is going to right to use the water level so that if they ve just been round to tell us now that life if they decide to do that then we might be at risk tell me what it feels like to be in a situation like this on for it s been really really bad last night with lots more towards us and then today tonight it starts to rain again. To be fed No it s not raining at the moment it s only really had a couple of sort of $11.00 heavy shower really it s a diaper it s not being too bad to die so it s the reservoir continues to fail because of the. Runoff water from from yesterday always I would think so there s still a big volume of water that s drying into the reservoir from before which is which is obviously filling it s opened up see that trying to get rid of the water from there why you still in your house well before they were talking about. Digging out more of the reservoir selected down the spillway we re not we were really at risk because house is located on the same sort of level as the reservoir so I ve got surveyed and I hope it doesn t but if the downward would separate church then it s only going one Y. And that s downhill into the into the Central Valley bridge which will be awful but we re located a hill and level with the top of it where we re not really dangerous unless a psych unless the spill white then decide to follow them bridges are wall. You ve been offering local people someone to stay if they need to because you know they re going to go somewhere and that you know people don t always have someone to go to with friends or relatives nearby That s right yes yes wait wait off that people. Really the people in the center of why you break. That that s a very low lying around this guy s helps a lot of residents who are who are around while you bridge but it s more up on a lot of it s up on up on hills it s only really the sort of the town center that s located in bison really do you think that the the spillways and the reservoir on the dam have been looked after properly. I think that budgetary constraints which which of certainly limited that certainly the spillway that they re now threatening to send water down you know has been clogging up with plants and trees all over the gays and although you mention it to the canals and rivers trusts when you say their stuff here they come up here regularly you know they just do nothing about these so that s also constricting the flow of the water I mean as I look out of the window now probably parts probably a quarter of the spill Y S S can have water going down it because it s all ground with vegetation wants to do for the rest of the ID sleep or do you try to stay awake so you can keep an eye on monitor what s happening or the people knocking on your door how how difficult is it to live normal life it s a subsidy being quite concerning I m sure will stay up for a fair time before we. Before we go back and hopefully the levels will be hopefully dropping a bit by then and hopefully some control over the situation one would have thought . So we go that don t come 5 the top of the reservoir now there s flooding in some of the parts of in northern England as well slightly where Lee my house the next door neighbor s house have been hit an idea slightly how it feels on my next door neighbors had it much worse than me she had a garden flooded water pouring into the basement lapping at the edge of the backdoor for 3 days now I saw at lunchtime came outside looked up at the clouds and I shoulda signed when she realized the rain was about to come again so the weather forecast suddenly becomes really important to you so what can people from Wally bridge on the other affected areas expect in terms of rain Here s Thomas Moore the weather s pretty quiet out there at the moment certainly much quieter after all of those downpours that we ve had in the last couple of days and the good news is that we re not anticipating least in the short term any persistent rain in the vicinity of that reservoir Indaba show where the Environment Agency has that severe flood warning Having said that there is a chance of one or 2 showers there developing on Friday but the risk is low obviously we don t want any more rain in that area at all so there s some some good news there at least on the weather front. So we ll see how it goes and see what what what holds for the next few few days and whether or not we re actually past this bit now and we can start to get to actually get a little bit a little bit better on time no 122 counting is underway in the Brecon and by election it was triggered after the concert M.P. Chris Davis was unseated by a petition the follow his conviction for a false expenses claim it s being seen as the 1st test for Prime Minister Boris Johnson and Mr Davis is standing again for the Tories Meanwhile ply the Green Party stood aside in a supporters to back the remains supporting liberal Democrats so has it all worked up a little correspondent Jonathan Blake is at the Royal Show ground in both Wells What s the latest. Find it well we re still a couple of hours away from the results but the votes are being counted furiously behind me here in the food hole at the Royal well show ground as you say and I think the only real consensus in the room at this point in the night is that it is going to be close this is as you outlined a 2 horse race really between the Conservatives and their candidate Chris Davis who is with fighting this seat again having been convicted of expenses for and then resell elected to fight the byelection and Jane dogs leader of the Liberal Democrats in Wales who is hoping very much to capitalize on their recent success in the European elections and the following way in which the Lib Dems seem to have at the moment after those successes the election of their new leader with a big majority of party members Jo Swinson and something of a backlash against Boris Johnson s more uncompromising message on Bracks it but until tonight really until the last few days it had been seen as something of busy an assured liberal Democrat victory depending of course on who you talk to but the feeling the saving is that it is going to be a bit closer than that and. The Tories might just hold onto it and if the Lib Dems do you do it in the words of a senior party source this evening it will be close 10 days ago Boris Johnson came to power. As the prime minister in the leader of the conservatives and since then it s interesting to look at the Facebook advertising what s been going on trying to push people to vote conservative in this election all of it has been mentioning Boris Johnson very little of it has been mentioning there are 2 candidates who stumble. Yes And I think that tells you something about the Tories campaign and eagerness to capitalize on as I say that more now uncompromising message coming from the new leader and the new prime minister Boris Johnson has promised to deliver Bracks it by the end of October come what may do or die in his own words has been is featured heavily in this campaign on the ground locally as well as as you say nationally and on social media as well I wouldn t underestimate though the appeal of Chris Davis even though he was recalled and sanctioned and convicted of. Of submitting false expenses claims the appeal he has locally he is a local man he s a former. Vet in this area former agricultural auction a he knows the area well and a lot of people recognise him and like him frankly if they re conservative voters and sometimes even if they re not so that seems to have gone a long way talking to those who ve been covering and involved in the various campaigns and I think it s it demonstrates that the fact that he was recently acted in the 1st place the faith of his local party supporters at least have him here and I think it s also telling that on the other side the liberal Democrats haven t really focused on their. staunch anti breck s it message that they been very keen to get across nationally here quite is munched dave said that they would take no deal off the table they ve said that there should be another public value but you haven t seen that uncompromising stock breck s it message coming through particularly heavily and they re campaigning a babs that reflects the fact that this is a constituency voted almost exactly has the u.k. Is a whole did in the breck s it referendum 52 percent in favor of leave 48 percent in favor of or main so it it s finally balanced here that ish jonathan that s brilliant going to catchup you throughout the night if that s alright just a find out what s happening wire it where everyone s going and just how many people are still in the whole when it actually gets to the point the the the election is called because it sounds really a busy they moment sounds good fun you know it thanks very much indeed that s john him blake at the royal welt showground we will be back with them little bit late of the all sorts of things to talk about that really adds to stuff going on let s go back to store new on i was story number 2 of the night this is story number one that speed to john fronts he s a civil engineer based in denver in colorado in the united states he s an expert on damn design and evaluation in 2017 use in charge of an investigation into damage to the us is tallest dam which led to a a round our $190000.00 people being evacuated in california a little bit bigger than what we ve been seeing here in the u.k. And the last 24 hours but it s interesting what it says john what do you make from what you ve seen of what s happening in our yes good date thanks for chatting with me yeah it s a bit of a challenge i m obviously several 1000 miles away here in the us than and what i have for accessed information is through the internet and some of the photos but what appears to me from the photos i see is that there is a somewhat similar problem with spillway ear it The bridge dam where as the water was discharging through that spillway which is what the spillway is supposed to do to keep the water from going over the top of the dam itself some of the slabs in the spillway some of the concrete slabs were removed exposing the embankment the soil embankment underneath of it to the high velocity water which then started to erode the the that soil material which is a serious concern if it were to go on and checked it could lead to failure of the entire structure and the officials seem to have taken the appropriate action to evacuate people and get them out of harm s way it s 2019 this was built nearly 200 years ago and he uses like a clay system to to actually stop the water it seems quite all cake that s the way that we hold will trim place we use still for the gets washed away is a natural part of life of nature. Well that s not entirely true but when you look at the number of dams that are in the world you find that the largest amount of them are made of embankment are made of earth and materials we ve learned a lot in since 831 when this dam was built we designed to build those differently today than we did in 831 but a a well constructed dam made out of clay materials and earth can do a very good job at holding back holding back a reservoir forming satisfactorily I have some colleagues who I know in the U.K. Or involved in the damage an earring and dam safety business and I understand the program in the U.K. Is for Damned like this that have people downstream of them that there are very qualified people who regularly look at them and assess the issues with them and the concerns one of the things happens is as time goes by we do learn and the case that you referenced in California the Oroville Dam We have learned from that that some of these spillways where. Where the slabs to to provide erosion protection are placed on top of soil are susceptible to the kind of thing that happened here at at the bridge and the profession has been going back and looking at those and trying to reassess them I don t know if anyone looked particularly at the spillway at Wally bridge since Oroville but it s certainly something profession has been doing and now recognizing the. The the This Is that might exist in the spillway like that that we didn t recognize before we saw things like we saw or whether the will to go that they take from the reservoir not the only way to really deal with this to drop the level of the reservoir so that if it did breach not move a little bit comes over. Right now that the situation that the folks there are facing it well the bridge is the water was flowing over the spillway the water flowing down the spillway resulted in the slabs being removed so the the obvious thing to try to do is what they re doing which is to lower the water below the spillway so you don t have the water flowing down the spillway and worsening that situation that eroding the now exposed soil so that s the 1st reaction that they took which is a good one the water they re pumping out I don t know exactly where it s going it s possible that they are just pumping it back into the stream downstream of the dam which is a reasonable thing to do but once they if they can get the reservoir of lowered enough where they feel they have some control and some some room to do further things they then will have to begin thinking about what actions they need to take and there could be interim actions and there could be longer term actions right now the damage appears to be confined to a small section of the spillway override what we as damages we call the left side the left side of the spillway looking downstream where the rest of the spillway seems to be undamaged at this point so uh uh. Any interim thing that might happen would be to perhaps. Put some barriers on the crest of that spillway so the water doesn t flow or the damage on it flows over the undamaged so that could be an interim measure of to provide some margin of safety in the longer term they re going to have to evaluate whether the spillway can continue to operate as it is or whether they need to do what they did at Oroville which is basically to rebuild the entire spillway slab structure in using modern design principles and things that we ve learned in the that decades and in this case almost century since Wally bridge was built and to to make that structure safer in the long term and the trouble with doing not is it takes time and this area of north west England it isn t exactly the driest in the whole world so that it s going to be difficult for them to do that to start reconstruction with the chances are going to be more rain coming. That s that s a difficult challenge and it certainly was a challenge the folks in California face also. And with good competent people on site I think they will they will figure that out say their 1st challenge is to get there as it were down far enough so that they feel comfortable that they can accommodate. What is going on in terms of inflows and the reservoir I did read in one article that there apparently are some efforts also underway to try to divert some of the water that s coming in into the reservoir so you don t have as much coming in as would normally be the case so not knowing the particulars it s hard to know what all their options are but those will be the things that they will be looking at and trying to figure the best path forward once they get the immediate short term threat under control John France thanks so much for that take us off the time now 5 Live it s 130 full on digital B.B.C. Comic gone it s almost $22.00 more big stories happening tonight and you can shake a stick stick out what he thought of this one talks between the U.S. And China over tariffs of a partly broken down with President Trump tweet. Thing that is going to add a new tariff or further $300000000000.00 worth of imports the temp a cent levy is due to begin in September it affects every puts the tanks on all Chinese goods coming into the U.S. a Correspondent in Washington is Chris booka very good morning Chris was this a surprise yeah I don t think it was a total surprise because in some ways these tariffs had been delayed while China and the U.S. Tried to get together and have negotiations and that has been happening in Shanghai this wake and although Donald Trump says they were positive and constructive actually pretty much no progress was made during those negotiations on the trade representative. And treasury secretary Steve mission they left those talks with President Trump silently fuming about what he feels is China a lot living up to its promises so as a result he has gone back to his old strategy of putting on Tower of still liberally to try and put pressure on China he believes it will do damage to their economy he believes that it will be problematic for them and potentially put them in a position where they will negotiate a better deal for the U.S. The truth is there s no sign of that happening at the moment in fight and that it s Oriel it has come in China s Global Times newspaper which is published by the ruling Communist Party there it said that as far as its concerned a deal between the U.S. And China is not further away the problem with tariffs as a weapon is that if you put the tariffs on something that your consumers want then really all you re doing is you putting up the costs to those consumers and the products are still being sold Yeah and so much comes from China it is a huge exporter of goods to the U.S. And the problem here is as you mention it is American companies and consumers who will ultimately pay now that s not to say that there won t be damage to the economy of the country that is exporting those goods because frankly. If there s some more you can get it cheaper than perhaps companies will look elsewhere and China is concerned it has to be said about the fact that these import taxes in the U.S. Are going to affect demand for its products but President Trump continues to say over and over again and he s done this again today in which he said it s China that will pay the cost of these import taxes it s China who will pay for these tariffs that is simply not true and we ve got retailers lining up inside the U.S. Saying that they are concerned because they say it s going to mean that they have to increase their prices a century doubts can be passed on to American consumers and only last couple of weeks I ve been oh it s into a food bank in Maryland not that far from Washington D.C. Talking to people who are really in rural America and are already struggling they are concerned about the increase in prices that retailers are saying is coming to their stores and also it also has an effect on American companies as well it take an example of Apple they outsource their i Phone production to China yeah unbid goods that are coming back in which they d need to make the i Phones of the parts that go into those i Phones as well are very important for them there is this push from President Trump to try and get companies to relocate to move their walk away from China and bring it into America this whole America 1st ideology and he continues to say in fact he s been saying at a rally which he s attending at the moment in Cincinnati Ohio that if you want to avoid these tariffs it s really very easy just move your production to the U.S. And actually Apple has been pushing very hard to try and get some of its products really kind of excluded from these tariffs and one states that was looking likely at nice aims in recent tweets from President from that he s got no desire to do that whatsoever and that they re not going to be protected from it the old thing about Apple it must be said. Is that its products are not necessarily some of the cheapest and therefore if we are seeing tariffs going in place it s going to do one of 2 things either main that the price goes up which you can imagine from the American consumers point of view is not going to be a good thing or Secondly the company has to try and absorb those costs some walls and potentially that could affect the profits of the company inside America it s a complicated one N one fundamentally there is this real worry not just in China on America but actually Iran the world the disc could have a real impact on the global economy if trading becomes more expensive it has to cost someone you can t see a company taking on a $100.00 and being able to take that without any problems. Staggering which makes the next point the next question more more valid are they actually going to happen these tariffs or is it just shown in ship while we have seen delays we have seen moments whenever tariffs were supposed to go into place at the 11th or president from the why for example have happened earlier this year but he has already put in place these 25 percent tariffs on some $250000000000.00 of goods these 10 percent tariffs are going to go on another $300000000000.00 of goods and actually at the moment it seems likely that President Trump is going to push ahead with it in terms of observers absorbing costs those 25 percent tariffs there were some of those tariffs that were actually 10 percent of the previous time and company said well we can try and absorb some of those costs but once it gets to 25 percent we cannot do that the other big danger for them is these 10 percent tariffs the new ones that are going in place President Trump is suggesting that could just be the start if China isn t being prepared to negotiate that it could go from not potentially to 25 percent for those as well see get a sense that at the moment they. We are at a stalemate but it s becoming quite aggressive and this trade but Lou we ve been talking about between China and the U.S. For some time it isn t danger of becoming a trade war. Chris Butler thanks very much indeed warm 40 Father Tom let s stay with Donald Trump in a sort of way asap rocky as appearing cold in Stockholm after pleading not guilty to an alleged assault the 30 year old rapper Israel name is Rocky mass was arrested on the 3rd of July assault carries a maximum penalty of 2 years in prison and Sweden President Trump flew in a special negotiator to help with the task of the case and the rapper has been testifying in his own defense he told the court that he and his companions had felt threatened by the people they clashed with these that you know their behavior was very weird we didn t know what to expect when they got a little scary for us I couldn t help but as soon as these guys were under the influence of some type of drugs. From the Washington Post has been following events well in court today for the 1st time since he was arrested he was rapper. Rock he did testify a heated deny the charges an accusation against him that he and his entourage started a fight against 2 men are in an altercation in which one man was injured and who has since demanded more than were teens in $2000.00 in damages he said in fact it was him who provoked this sort of fight he was clearing with him to start a fight to not start an altercation and that s the media and also your squeaks prosecutors have it wrong. He spent weeks in custody the president the United States has got involved why what s going on what what makes this something that the president of the United States of America get involved in a school case that s happening in Sweden over frankly a fairly small charge. That that is something a lot of Swedes are consistent about it especially when they heard the U.S. President has deployed his special envoy for hostages affairs to Sweden to that to that courtroom as well people I ve spoken to in Sweden they think it is sort of a political ploy mainly targeting his own base in the United States what he probably according to don t want to show is that he does care about black people and that he does fight for them and their their rights at least that sort of the the message you just want to send and you also shouldn t forget that there has been some pressure on him to to sort of addressed with the Swedish prime minister the Swedish government a lot of celebrities in the United States have backed rocky but also a group of Democratic lawmakers is also voiced concern over the sort of very long detention period of the 3 suspects we. Have we heard from a sub Roky in court or his lawyers or representatives about it. Well we have heard from his from his lawyer you did hear from going on Tuesday for the 1st time when he is sort of denied. All the accusations and. Then today it was the turn it was on Teresa proxies on tour and he wanted to great detail trying to debunk what he says is an incorrect narrative what was an error mean there was some talking Colwell in there about whether the were bottles being held whether they were being hidden whether it was just an issue of self-defense or not wanting to provoke things. That is this the narrative that he s trying to to alter to his his side Yeah that s correct I mean there are quite a lot of different elements one element for instance is the video he is so close to that that that fight which was edited and doesn t show what prosecutors are saying would indicate that it was in fact him and his entourage that started this fight and the bottle is also weaker because 20 of his claiming that he was attacked with a bottle and it was in fact a fragment of a bottle found in his clothes in the clothes of a set up rocky which would implicate him the prosecutors are arguing it isn t Rocky however says he only picked up a bottle to sort of take it away from the plane to his God according to his own narrative that the plaintiff might attack him with that bottle. I love asking this question because it s been asked of me cold cases for so many times of the is any idea how long it s going to last well the Swedish authorities have been quite clear that they do want to finalize the trial by by today by Friday it would then be a Swede a trial there have been some delays really few days so it might be extended it might take longer but the current estimate I think is still they re going to try to end it by Friday right now at 150 pull Gallagher is on the on a nice paper he tell me what that main story is this morning the news that a peak district town is evacuated last minute residents of Wiley bridge in Darby She ordered to flee with their pets after reservoir dam started to collapse thousands of people forced to evacuate from their homes as this dam wall started to collapse in in floods after heavy rain battered talk broke Reza volley sits above the village causing major damage to the dam wall and. Overnight engineers are pumping water from the reservoir which fears it could burst and deluge the town and on point 3000000 cubic tons of water and it was a pretty promptly threat police are ordering residents to leave and stay with family or friends or to gather at school and they went around to every house urging people to take their pets with them and enough medication to last several days and just to give you an idea one resident David holt of the of the potential impact if this will collapses he said if it s going to go it s going to go straight through the village and Hussein as he tracked a suitcase up the town s deserted high street and he was saying police are asking residents to gather some belongings not so you must leave the house in a secure condition and go to a nearby school now the canal and river trust said that a dam spillway had had broken away and they re trying to lower the level of the water in order to reduce the risk of further erosion but it s no guarantee that the rain s going to stay away overnight and so hence the Environment Agency have issued a danger to life warning covering the whole of the of the river river goiters as the river could rise rapidly due to water rushing in from the reservoir and it s extremely picture on the front of the art it is well just showing the scale of the of the damage and the size of the of the reservoir and the dam as well so a lot of fingers being crossed overnight up near where the bridge what s interesting is that there are people still in the not everyone has evacuated the 10 percent or so are actually still living there. So so scary it is I mean I think one resident said in the report today that it s they ve never seen they ve never seen water flood over the dam this was Carolyn whittle a 45 year old never seen in her lifetime I think. People just don t get the danger they are in it s an enormous amount of water and if it goes suddenly you re looking at. Their lives will be endangered and for anyone to stay there. Take that risk is pretty crazy and then the police emergency services director in a great job overnight in trying to persuade those last few people to get out and get into safety just in case because it s a serious risk and as I say the weather is not looking great over the next few hours so yeah thanks so much Paul Gallagher with stuff from the. Let s find out what s making the front of the Washington Post in the other hand with desiccant there are no Arianna poor and very good morning to you we ve been talking about tariffs on the program already but that s that s a really big story for you oh yes because it really came in surprise because Trump until yesterday was saying that he hopes to. Get into a deal with China s own. And as soon as his negotiators came back from talks in Shanghai this talk of constructive and they hope to meet again that month in Washington and blunt then suddenly he started a Twitter smiling thing that is imposing. He said percent of tariffs on Chinese goods the $300000000000.00 the remaining is basically covers everything imposed from China. Next month the problem is that s going to be the peak importing time for all the big retailers. Wal-Mart Target and all of them for the holiday season and it s they re all trying to Russian book. Shops right now to get as much as they can before it gets better but otherwise ultimately many things about I mean most of them are children things like the cribs and things like that and i Phones all of them are going to be most of them the consumer products are going to be conservative to the percent of the consumer products so American consumers are going to really. Feel it all the previous 250000 1000000000000000 was all a manufacturing component so this can be different this time if they actually go through with it and he s doing their thing to go all the way to 25 percent that s the point that s the point is this just bluster is it just putting the putting out of a statistic and I figure in the hope that it will bring them back to the table Yeah I mean he was praising the presidency until recently and he says he s not listening to me not he s going back on its promise to stop the. Dumping of opioids into the country and not buying enough projects in the country and these things I mean they talked about obviously China is also tough negotiator they re not going to give and maybe like you can t insult me they think they can wait out of a year and deal with Democrat. But they can afford it I guess there s been a trump rally in Cincinnati the season yeah I think I had this to going on when I last checked we were all watching it because last time he had a rally in North Carolina he talked about targeted for Democratic women of color and he named them and he actually singled out Representative Omar who was U.S. Citizen but was born in Somalia and came here as a few G. And when he mentions a name and called out and the crowd started shouting send him back and he was criticized for it and later he tried to come and say that I tried to stop it even though it was not true because you allowed for 13 seconds to continue with the tent and today when he was leaving the White House for the thing he was asked about this is so I don t know what I can do that I cannot stop the people but I I would prefer for them not to do it but if they do it in the know how to make a decision but so far looks like he didn t mention any names at all today even though he criticized Baltimore without mentioning the representative from the. Elijah Cummings has been targeting every day for the last since Saturday because he has been told not to name names and you mention that I m not a name names I can name one by one but going to get controversial I don t want any controversy but we don t know how it s going to end at the end once people come out to the rally and they start shouting but it looks like you ve been told and he s trying to control but at the same time he knows how to send signals to his crowds without naming people he can say who is an interesting Leila Ahmed today detailing in Africa she s always gonna looking at Celebration of Islam traveled the country 400 years ago and she says don t send me back Nancy Pelosi the speaker is also with us here with me be able happily and glad to be back in Africa. So your final story we want to talk about is about Afghanistan yes we have a story about U.S. . Negotiations with the Taliban in Afghanistan trying to bend peace but Taliban is actually looking at more less than reducing to the U. . This is part of the deal may reduce thousands of troops I think from the current 14000 to maybe 800-9000 can be agreed upon as theirs. But only they have to select really that they would cut ties with. It would not really fight state of if they have to face them in the gallows and they have to deal with the Afghan government Taliban as if you deal with that government right now is saying on the bill 1st talk about the American troops pulling out so I don t know how much of this people are very happy that we can just give it up and they re not this was skeptical but how much you can trust the Taliban but the military is really keen on cutting down the troops all of the political solution of this and you go she is the only way out so that when you re in the military the political leadership in the U.S. So we have to see this it s about 80 percent like. Let s say a brilliant doesn t count thank you very much indeed there you go that s what s in the Washington Post for The Washington Post the our newspaper all sorts of things happening in the next hour of the program it s all of our North American sports James is going to an awful lot of. Series B.B.C. . To process news police say Walden risk of bursting in Darbyshire is still in the balance the severe flood warning still in place for the town. Whaley Bridge thousands of people have been told to leave their homes there Melissa way while of lives locally seeing my small town on the news has been pretty crazy seeing people I know talking about what s been happening because we re above the dead and there s no immediate danger to up to a very fortunate if the main thing we re worried about is obviously friends businesses the town itself and obviously we re not sure what happened to the gas electric and water I suppose ship best engineers are trying to reduce the amount of water in the tone reservoir above the dam and a new helicopters lifting tons of aggregates into place to try to divert the flow of water John Francis civil engineer and an expert on Dam design in the longer term they re going to have to whether the spillway can continue to operate as it is or whether they need to rebuild the entire US spillway slab structure in using modern design principles and things that we ve learned in the that decades and in this case almost century sense where we bridge was built to make that structure safer in the long term counting is underway in the Brecon and reading ship byelection Boris Johnson s 1st electoral test since becoming prime minister it s happening because the conservative Chris Davis was unseated by a petition following a conviction for false expenses we re expecting the results in the next couple of hours turnout was just under 60 percent President Trump says he ll impose new tariffs on $300000000000.00 worth of Chinese imports He s been speaking about the issue at a rally in Ohio a loser hundreds of billions of dollars a year to China it has to stop or they understand that President G.
