Our senior White House Correspondent jim acosta is covering the Trump Campaign for us, joining us from manchester, New Hampshire. So, jim, what is trumps message and strategy today, 11 days to go . Reporter yeah, wolf. I just talked to a Trump Campaign official who says that the gop nominee when he does address this crowd here in manchester, New Hampshire, will again be talking about the drug epidemic theyve been dealing with up here in New Hampshire. A subject donald trump likes to talk about a lot when he visit this state. But he is also going to be keeping up his attacks on obama care and on these ethical questions surrounding the Clinton Campaign that have been generated by those emails stolen by and released by wikileaks. So well hear more of that from donald trump, but i think the other big story line today, wolf, no question about it, is this news that donald trump were hearing this in the last hour, has gone ahead and written a 10 million check to his campaign. That is according to Trump Campaign officials, confirming what donald trump himself told fox news earlier this morning. Those questions, of course, were raised because last night it was reported that donald trump had only spent some 30,000 on his campaign, and the first three weeks of october, and that he is about 44 million short of his stated goal of chipping in 100 million to his campaign. Even a 10 million check, wolf, wont get him very close to the 100 million total and i think the schedule today also says a lot. Hes here in New Hampshire where he faces an uphill battle against Hillary Clinton. Republicans are in a very tough reelection fight when it comes to holding on to the senate seat kelly ayotte holds in the senate currently. John sununu, former governor of his state, but a longtime republican voice of the state, was just up onstage behind me and really sort of twisting elbows in this room. Saying to republicans, in the state, i know some are reluctant to support this nominee. I know some are concerned about his rhetoric but we need you to get to the polls and remember who hes running again. That is Hillary Clinton. So interesting candor coming from john sununu, a bit of an uphill climb and heads off to maine after this. In main lett ermaine later on t afternoon. The Trump Campaign says we would like to peel away a vote in maine to get closer to 270. If you win a congressional vote in that split electoral system you can get an electoral vote showing you inside the Trump Campaign they know that is a very narrow electoral path to get to 270 electoral votes and, yes, worth investing this time this late in the campaign to go up to maine and pursuit of an electoral vote and iowa, holding a solid lead. Latest polls coming in, p. I. Poll and others, shows its tightening there. As days are getting shorter, the pressure is getting greater on this campaign to try to find that path to 270. My guess is, wolf, were going to hear the same old donald trump weve been hearing over the last several days tossing out red meat to crowds. Last night joked perhaps cancel the election and declare donald trump the winner. He is keeping his sense of humor through all of this, but expect these attacks on Hillary Clinton on obama care, that sort of thing to be stepped up here when he walks out. Hillary clinton led every single poll out of New Hampshire since may, but with trump stopping there soon, will it be enough to change that . Lets talk about that with our panel. Wanna summers, k wanna Juana Summers and gloria borger, chief political analyst and Brianna Keilar political correspondent. Gloria, what message does trump need to share with voters in New Hampshire right now . Look, i think he needs to stick on his message. Which hes actually been doing more than weve seen in the past. These past couple of days. Hes got to talk about Hillary Clinton, wikileaks, draining the swamp in washington, which is a message thats very resonant for him, that she is the status quo. That he represents change, and that, that if you elect Hillary Clinton its going to be more of the same. I think these hes going to be going to be talking up wikileaks, and congressional investigations and continuing along that line. If he reverts back and starts talking about how hes going to sue nbc for the access Hollywood Tape or how hes going to sue these women who have come out and accused him of groping them, et cetera, then i think hes totally going off the rails again. Juana, a lot people wonder why electoral four is a small number. It went for president obama both in 2008 and 2012. And all of the polls since june or may have been showing that donald trump is losing in New Hampshire. So why is he going there with only 11 days to go . Wolf, youre right. A couple Different Reasons why this is a state donald trump could perhaps do well and close in the margin if not win. First of all, looking at this from a sentimentality argument. The state that gave him his First Political victory. Won that pretty well and the state is a state with out of independent voters to sway. Look back to 2012, independents were about 40 of vote in the 2011 and barack obama won about five percentage points. Its a small state and demographics that favors democraticminded candidates. I see an opening in the days ahead of the election perhaps donald trump could make a difference there if he does what gloria says, sticks to the script, focusing on what voters care about instead of the extraneous comments he tends to make on the road. Holds these rails, 10,000, 20,000, 30,000 people show up. Impressive long lines but reporters havent seen a lot of Republican National Committee Staffers there and others to help them get the vote out, encourage these people to actually not just show up at a rally but go and vote. This is a missed opportunity, potentially . Its a shame for them and to give people a perspective what its like to go to a Hillary Clinton rally, i walk in as a member of media and asked at least five times coming and going if i am registered to vote. I say im here with the media. Okay. I go on my way. But im asked over and over. Thats the opposite of what theyre dealing with, and it just it isnt enough to have enthusiasm. Theres that saying you can lead a horse to water. You cant make him drink. Hes more likely to drink if you do lead him to water. You sglknow . Thats what getting people registered to vote to pledge to vote for Hillary Clinton or donald trump theyll benefit from. Reports out of ohio in southern and eastern ohio will donald trump did well in primaries, Voter Registration is lagging. Its crazy its not crazy but sort of it might, you know, put a hole in his here to they enthusiasm is enough just to get people to do this all on their own. I remember talking to folks not too long ago doing something about mondale, and Walter Mondale who ran for the presidency, and i was told by one of his former aides, we had the last week of the campaign 30,000 people at our rallies, and youll recall a loss of didnt go well. Getting early insight into some of the early voting in iowa, for example. Quinnipiac University Poll showing that 61 of the early voters in iowa have cast their ballots for Hillary Clinton. So is this a sign that Hillary Clinton is just getting a lot of early votes out there . Or is there a trend . Something going on in iowa that maybe could be significant . Well i do think its significant a lot of the early voting seems to be favoring clinton in some of these states. You see that in North Carolina as well. Because its enthusiasm, turnout, also taking attention away from the close of the campaign and showing at the time when she was surging ahead of trump, shes able to capitalize that and get voters to the poll. Enthusiasm and simply winning. Earlier than election day. I think that matters. I think that donald trump is actually failing in this respect right now. Look, if hes tight and close to winning in florida and ohio hes got to be focused on those. Get those republicans to come home. Hes got to sound as much like a conventional aal republican as possible. His hardcore radical change is a supporters are behind him. Wre we know this. He needs others. I cannot stand Hillary Clinton. Hes a republican and im going to show up and vote for him, then he he has a chance. So much we cant see. Early voting, look back say thats when Hillary Clinton really crushed him. People made up their minds easily, tend to vote early. And so you see that among democrats in a lot of states, which is, theyre not going to vote for donald trump no matter what. The question is, as we continue those little bit of we are suedables, im not quite sure how many of left, theyre not voting early. Right . Theyre still thinking what theyre going to do, an you would rather vote after the debates. Of course. And which hes in the middle of now between wikileaks, foundation questions about her husband an so forth. The assumption that the Clinton Campaign has a better ground game all over the country in these battleground states. And a lot more money right now, which will be translated potentially into votes . Absolutely. The Trump Campaign rely and the rnc for on the ground operation havent mounted the infrastructure we see from a ka candidate on either side of the aisle. The money race is huge. Hillary clinton out raised donald trump in the first three weeks of october. Doubled what he raised. Cash on hand, a tremendous advantage. Donald trump fueled another 10 million into his own Campaign Getting him into the 60 million out of the 100 million pledged to spend. Late money. Most of the airwave time is going between the campaigns and super pacs. Not a lot to do there yet. Breaking news. I want to bring to our viewers right now, a new possible investigation by the fbi into Hillary Clintons emails. Our justice correspondent evan perez joins us with details. What are you leving, evan . Reporter wolf the fbi director jim comey sent a letter to congress saying the fbi is taking a look at another set of emails it hadnt previously take an look at while doing its investigation. You remember back in july the director of the fbi announced that they were recommending no charges be brought against Hillary Clinton in that investigation. Her use of a private server while secretary of state during her tenure as secretary of state. This letter that comey has now sent to members of Congress Says that new emails have now come to the attention of the investigative team. This is a team of investigators in the Counterintelligence Division at the headquarters of the fbi and are now going to take a look at these emails. Now, were told that the investigators are flonow going see to see whether or not these additional emails uncovered contain classified information as well as whether to assess their importance to this investigation, wolf. This means that the investigation which we thought was over with is now back open and the fbi is taking another look to see whether or not theres something here for them to pursue. Obviously, this is what republicans have been calling for because they believe that the investigation was not done exactly according to the procedures that the fbi usually uses in these types of investigations. So now this is another worry for the Clinton Campaign as we come to the closing days before the election. Wolf . So basically i hear you saying, evan, this is a letter from comey, the fbi director, to members of congress. Has Hillary Clinton and her attorneys, have they been separately notified about this potential new investigation . Reporter we havent heard yet from the Clinton Campaign whether or not theyve been notified. Thats something were trying to check right now, wolf. We do know that the fact that the the director of the fbi is telling this to members of congress, hes simply trying to inform them because he testified a number of times already in congress that this investigation was done properly. He believes that the fbi did everything it could to see whether or not theres were charges appropriate in this case and they decided that it was not. These new emails theyve uncovered, however, seems to indicate theres more here for the fbi to take a look at, exactly what members of congress have been calling for and, again, why he sent this letter. We have not yet heard from the Clinton Campaign whether or not this means ning to them. An Important Development days before this election. We have a part of that statement from the fbi director, james comey. Put it up on the screen if we can. Among other things, he writes this in connection with an unrelated case, the fbi has learned of the existence of emails that appear to be pertinent to the investigation. I agreed that the fbi should take appropriate investigative steps designed to allow investigators to review those emails to determine whether they contain classified information as well as to assess their importance to our investigation. So this statement from the fbi director, evan says that they were working on other unrepresented cases and all of a sudden came upon some Hillary Clintonrepresented emails that may have contained classified information, and now thats why theyre reopening the investigation into the Hillary Clinton email issue . Reporter thats right, wolf. Thats right. Going to look at these emails and one of the questions we obviously have is what exactly what investigation that is . We do not know what that investigation that unrelated investigation. Were told by sources that weve talked to that it does not relate to the ongoing wikileaks investigation. As you know, those wikileaks emails, those emails hacked by the Russian Intelligence Services according to u. S. Intelligence, and have now been released by wikileaks raised new questions about clinton and her conduct there during the during her tenure as secretary of state as well as during her campaign here. So the question has been whether or not this is something the fbi should take a look at. Were told this is not related to the wikileaks investigation. Its also not related to the Clinton Foundation, which as you know, wolf, the fbi has taken a look at in the past. That investigation is still something that is, in the background of all of this. We know fbi investigations take a while. Quickly, evan, i suspect nothing is going to emerge unless there are leaks and presumably there could be over the next 11 days or so before the u. S. Election. Right . Reporter right. The fbi director says he doesnt know how long this is going to take. I anticipate, wolf, that were not going to know the answer until after the election. Evan perez, our justice keer correspondent. Back to the panel. Gloria, potentially another worrisome development for the hillary Clinton Campaign. The timing, rather awkward. Id say so, and we were just talking earlier what donald trump should talk about today. I think this. While this letter does say, would of, from comey we cannot assess wethether this material y be significant and i also cant say how long its going to take to complete, its very clear that it is significant politically. That that donald trump can say more of the same. They have reopened an investigation that they closed or so they thought, in july last summer, and he can go to the, to the corruption angle with Hillary Clinton. I mean, we you know, as evan was just saying, theres more we dont know about this than we know. Theyve come across something that may potentially be significant, but they have absolutely no idea. Puts Hillary Clinton in a very difficult spot. With the wikileaks hack, they can just not answer questions and say, oh, thats the result of the russian, and theyre not answering any questions about that. This, i think they do have to answer some questions, and cant just push it aside, and if i were the Trump Campaign, this is what i would be talking about almost exclusively. Brianna, you and i, all of us, know how washington works. If theres something there, its going to leak, come out quickly and thats going to be a problem potentially for the hillary Clinton Campaign. Certainly is. Even the idea that this is being looked at again is something that is damaging. You remember Hillary Clinton said that basically what she said was fbi director comey said i didnt do anything wrong. Im paraphrasing. Thats not what he said. What he said was she and her aides were reckless in the handling of emails and on this server, but even now she certainly feels like she didnt do anything wrong. But its not really an argument, she cant go as far as before. You know . Now its up in the air. Its its one of the things you hear them say is sort of thats over and done with. Weve moved on. Right . Thats been put to bed. You cant say that. Now investigating again and says at the end of his letter, david, although the fbi cannot yet assess whether or not this material may be significant and i cannot predict how long it will take us to complete this additional work i believe it is important to update your committees about our efforts in light of my previous testimony. That sort of sounds a bit ominous. Well, well see what it is. I mean, what i think is striking is, theres no question that theres political fallout from this, because its still a political football. What is also striking is the extent to which the fbi director of the United States is allowing himself to be interjected into this political campaign. Unprecedented that he would have released the information he released after a decision not to recommend indictment. You just dont see that done ever, and now he is very publicly exchanges information with committees bent on keeping these investigations alive, and also striking, the silence of the attorney general of the United States who has rendered a judgment flot to per sue anything criminal. The politicization of these two roles will extend far past hes come under enormous criticism from republicans. He has, who felt the clinton were essentially a criminal enterprise and fbi agents who leak this information, want Hillary Clinton charged with a crime. Has said nobody would have brought such a close. Not eve an close call and trying to release that information to quiet down critics against the fbi and then the fix was in. Youre in the tank for Hillary Clinton. So hes not looking good anyway. You strike it, but he continues to put more information out, close to the election. And at the same time he cleared her this past summer he said her handling of emails was reckless. He made an editorial judgment. Right. Even though he didnt prosecute. Kind of stuck. Which was never done. He says extremely reckless. He did. A statement made from him deciding not to make the charge. Biggest thing that sticks out a candidate you cant draw a direct line to the emails but see in poll after poll after poll people have deep concerns across america and across democrat graphics about Hillary Clintons honesty and trustworthiness and some polls people say donald trump is more hon effort and trustworthy. From that standpoint, this reverse the aal and may be an o question is not good for her campaign. No way to turn this as a good thing for her. The legal issues are xplex what was classified, when it was classified, what she knew, legal matters that will be sorted out. We know as a matter of judgment, a decision to delete 30,000 emails is dam that has been done to her and her judgment that that will continue and will perhaps be the subject of an investigation as to what may be in those emails. The question whether people have already decided on that issue. Right. A political matter. And is it a political matter or whether there are still some of those voters who were undecided for whom this will matter and thats why its important how Hillary Clinton decides to handle this. Quickly talking about in october, a surprise, potentially could be a october surprise. Multiple. A very eventful october. Yes, waiting to see, of course, what this bears out, but, yes. I am writing to inform you the fbi briefed me yesterday and i agreed the fbi should take appropriate investigative steps to review the emails to determine whether they contained classified information as well as to assess theyre importance to our investigation and he added although the fbi could not assess whether this is sig ken consent it is important to update your committees about our updates in light of my previous testimony. This is sort of a bombshell right now coming at the end of october. Only 11 days before the election, that the fbi director has decided to reopen the investigation into the Hillary Clinton email scandal. Whats your reaction . Well, i cant imagine theres any there, or anything thats really going to van affect on the election. I think the donald Trump Supporters currently with him, this is going to be something hes going to throw out to his crowd and theyre going to say, see, see, see . The clinton people and the clinton voters are going to continue to be with hillary and i think for the undecided voters, however many there are at this point, are going to be more concerned with the fact that the economy is growing. The fact that Hillary Clinton wants to invest into them, and that shes more on their side than donald trump is, in the light of how donald trump behaved in the last few months. So i think while this will make news for sure, i dont think its going to have much of an effect on the election. Heres what probably will happen, just based on my years of experience here in washington, and you know this as well. The fbi is going to try to keep this information relatively quiet. Theyre not going to leak any of this information presumably, although you never know where the leaks come from, but i suspect over the next 11 days were going to get a lot more information. What are the documents, where these documents came from, did they contain classified information . Was it simply confidential or was it secret . Was it top secret . Should she have known . Was it marked classified . All of these kinds of issues. Once again, weve reviewed them for moss and moss leading to the decision not to recommend charges, months, and in the next 11 days a dominant issue and i assume is worried you as a Hillary Clinton supporters . As i said, i dont think its going to have a lot of effect on the current electorate but ill say this. Where have these documents, where did they come from . How did the fbi get to them . Where are they . All this stuff going on with russia now. All of wikileaks issues of stolen documents we dont really even know if some have been manipulated or not manipulated. Why didnt the fbi have these documents through all of the different investigations they went through on this where the fbi said that, you know, she didnt do anything wrong . That maybe careless, thats it, and would have had to have been a huge conspiracy of 300 people in the state department conspiring to, you know, release confidential information. Why didnt it come up in all of this . Hillary clinton has been thoroughly vetted on this issue. The fbi chose not to do anything with the information. And we have all moved on. So the question is where did these documents come from . How did they get to the fbi . Is russia involved in this . We dont have any clue where this stuff is coming from, and so for this to come out the only thing we know, he says, in comey says it was in connection with an unrelated case. All of a sudden they came upon these emails that may or may not contain classified information. Are you concerned about the decision that the fbi director james comey has now made based on the information he received yesterday to reopen this case . In other words, do you have confidence in comey . Well, yes. I think i think comey has throughout this upset both sides. I think you can say, which usually shows a level of fairness. Now, this is a huge surprise that this would come out just days before an election. That, to me, is a surprise, but i think hes proven himself to be thorough, as an investigator and thats why im confident with his pass decision saying that Hillary Clinton didnt do anything wrong and im sure after going through tens of thousands of emails, tens of thousands, and for a couple to be ruled classified, even when they werent properly marked classified. Like, thats all that happened here, wolf. That was it. Out of all of these emails, a little c, many paragraphs down, wolf, that they werent labeled at the top as classified, and comey said she didnt there it wasnt worth pursuing. Im confident that this will go aw away. Thats what he said at a very inconvenient time. He concluded that last july saying he would not recommend criminal charges although very critical of her behavior. As you suggested, the donald Trump Campaign already reacting. Kellyanne conway, the Campaign Manager for donald trump. She has just tweeted this, ill read to do viewers. A great day in our Campaign Just got even better. So clearly this is an issue that the Trump Campaign, the donald Trump Supporters, republicans are going to really try to focus on over these next 11 days. Trying to hit those undecided voters. Especially in your home state of ohio right now who are who arent really committed to either Hillary Clinton or donald trump. You know the ohio voters. How is this going to play with the undecideds in ohio . Theyre worried about economics. Theyre worried about jobs, wages. And college education. Like the costs of college. The bread and butter issues that theyre going to hear emails and their eyes are going to glaze over, wolf. In all honesty. Theyve been hearing this for how long now . Hears emails, see donald trump tweeting about emails and their eyes will glaze over. Theyre going to make a decision based upon economics and whether or not well continue the progress weve made and we get news today the economy has grown at 2. 9 , moving in the right direction. Largest growth weve had in a long time. Theyre going to vote on that i issue, because Hillary Clintons going to continue that. Thats the important issue. They dont listen to the side shows, frustrated with the way the campaign unfoldaled. Especially the way donald trump behaved. Theyre eyes will glaze over and wont Pay Attention because they want issues that they care about to be talked about and thats what hillary will do when in ohio in the next week and bill in the next week and well bring it home and shes going to be the president. Congressman, i want to read to you a statement that has just been released by the specker of the house, paul ryan on this breaking news. Yet again Hillary Clinton has nobody but herself to blame. She was entrusted with some of our nations most important secrets and she betrayed that trust by carelessly mishandling highly classified information. This decision long overdue is the result of her reckless use of a private email server and her refusal to be forthcoming with federal investigators. I renew my call for the director of the National Intelligence to suspend all briefings for secretary clinton until this matter is fully resolved. As you know, congressman, the National Intelligence director and his staff, they provide classified National Security briefings to both president ial candidates. Thats part of the, the law, if you will, leading up to an election. This is pretty extraordinary for speaker ryan to now tell the Intelligence Community aend any classified briefings for Hillary Clinton because presumably he says she cant be trusted. Your reaction to what the speaker has just said . Im glad the speaker didnt just act like judge and jury and ultimately make a huge decision on information that he knows absolutely nothing about. He should be more concerned about whether or not hes going to be speaker in the next couple of months, as opposed to be throwing these flames at Hillary Clinton. He made a judgment there on information that he doesnt have before him. That he doesnt know about. Hes renewing a call that he already made months before that was already disproven by director comey with the ruling that he made to not further pursue this stuff. Youre going to have a bunch of republicans go out there and try to make political hay. Because they have nothing else to talk about, wolf. In some sense this is a gift to them, because they still got to look in the mirror and defend donald trump. And people and voters are going to make a judgment. These are emails were talking about here. These are emails. And shes already been proven and comey already said hes not going to pursue this. Correct . So thats already been said on the initial investigation. The judgment voters still have to make is, do you want donald trump to have his finger on the Nuclear Weapon . Yes or no . And regardless of whats goings on with some email that just has been pulled out of midair, ten days before the election, the question before the voters is is donald trump stable enough to be the president of the United States .
