Lets begin with the breaking news. The president s decision on daca. To begin removal of protections for the socalled d. R. E. A. M. Ers impacting around 800,000 undocumented immigrants here in the United States. Brought to the u. S. As children by their parents. Heres how it was announced by the attorney general, Jeff Sessions. The program known at daca that was effectuated under the Obama Administration is being rescind rescinded. The department of Homeland Security should begin an orderly, lawful winddown including the cancellation of memo that authorized this program. Acting secretary duke has chosen appropriately to initiate a winddown process. This will enable the department of Homeland Security to conduct an orderly change and fulfill the desire of this administration to create a time period for congress to act, should it so choose. The major announcement is already met with protests over at the white house, over at trump tower in new york city, among other places. Well be keeping a very close eye on these demonstrations throughout the hour. But first, lets go to our senior White House Correspondent jim acosta joining us live from the white house. So, jim, what was the explanation for why this decision, a very important decision, was now reached . Reporter well, wolf, we should report, yes, President Trump has dumped the d. R. E. A. M. Ers, ebnding daca and left it to the attorney general Jeff Sessions. Issued a statement, put it up on the screen and read it to you laying out the president s thinking. As president my highest duty is to defend the American People and constitution of the United States of america at the same time i do not favor punishing children. Most of whom are now adults with actions of their parents but we must recognize this is key we are a nation of opportunity because we are a nation of laws. As i said before we will resolve the daca issue with heart and compassion but through the lawful democratic process at the same time ensuring that any Immigration Reform we adopt provides ensuring benefits for the american citizens we were elected to serve. Now, we should point out there is a briefing coming up here, wolf, within the next hour or so. Its scheduled for 1 30. Well see if it starts on time. Interesting to note, the president saying there that his highest duty is to defend the constitution of the United States of america. Wolf, critics are already lashing out at this decision and pointing out the president pardoned Maricopa County Sheriff Joe Arpaio in arizona within the last couple of weeks. Sheriff arpaio was essentially convicted in federal court of violating the civil rights of latino people in that state, in that jurisdiction of his. So the question is, why is the president according to critics saying he wants to uphold the constitution when it comes to the d. R. E. A. M. Ers but not sheriff arpaio . I assume one the questions asked in the briefing coming up in a few moments. And quickly, why were attorney general jeff saessions make the statement . Why wasnt the president on television making this announcement . Railroad wo reporter wolf that will be a top question at this briefing. Why did the president not make this statement . We are told by Senior Administration officials one reason why the attorney general was sent out there today is because, we heard this from Jeff Sessions during that statement he gave to the news media. By the way, did not take any questions. That he did not feel, the administration did not feel, that the attorney general to challenge daca in court would be successful, able to defend the constitutionality of this Obama Era Program and of course there are critics saying this was an act of coward ice on the part o donald trump to not come out take the heat personally. After all, how many rallies did he hold across the country talking about building the wall and mexico will pay for it, that he was going to be taking a very tough tone on the issue of immigration, but when it came to the issue of 800,000 dps d d. R. E. A. M. Ers as the president admits in his statement, brought to this country, no fault of their own, why isnt he announcing the policy change himself . They have not give an direct answer to that question yet. I suspect that will come up aumd immediate almost immediately during that briefing today, wolf. Thanks, jim acourt ta. Were awaiting reaction from president obama on the phasing out of this daca program. The program his administration put in place by years ago. Listen to what he had to say about its impact on d. R. E. A. M. Ers during an immigration speech back in 2014. Now, tomorrow ill travel to las vegas and meet with some of these students including a young woman named astrid. She was brought to america when she was 4 years old. Her only possession was a cross, her doll and the frilly dress she had on. When she started school, she didnt speak any english. She caught up to other kids reading newspapers and watching pbs. And she gabecame a good student. Her father worked in landscapi g landscaping. Her mom cleaned other peoples homes. They wouldnt let astrid apply to a Technology Magnet school. Not because they didnt love her but were afraid the paperwork would out her as an undocumented immigrant so she applied behind their back and got in. Still, she mostly lived in the shadows. Until her grandmother who visited every year from mexico passed away. And she couldnt travel to the funeral without risk of being found out and deported. It was around that time she decided to begin advocating for herself and others like her, and today astrid is a College Student working on her third degree. Are we a nation that kicks out a striving, hopeful immigrant like astrid . Or are we a nation that finds a way to welcome her in . All right. The women you just you just heard, the woman, astrid joins us from las vegas. An Immigration Reform activist. Astrid, thanks so much for joining us. I want your reaction to todays announcement from the attorney general Jeff Sessions ending the daca program over the course of the next several months. Thank you for having me. I think this is disappointing. But at the same time this is something that during the Campaign Donald trump said he would do. And i find it no surprise that he did this, but at the same time, its really disheartening he couldnt do it himself. He couldnt tear apart our dreams himself and he chose to have attorney general jeff session doss it. At the same time i know this is not something thats going to put our community down. Were going to continue fighting, as you mentioned yourself, theres already people taking to the streets in d. C. And new york. Our community, we know how important this is. Something that changed millions of lives across the country and something worth fighting for. The president , President Trump, did put out a written statement in the last hour, astrid. He mentioned it. Saying hes no not in favor of punishing children adds we here in the United States are a nation of laws, and also says he will resolve daca. He says, with heart and compassion. Whats your message, astrid, to the president of the United States . Well, our president just told us that he doesnt want to punish people, yet he took away a program thats helping 800,000 people for no reason. There was no deadline. No Expiration Date on this program. He chose to ends it himself, at a moment when our country is suffering from a catastrophe in texas, where we should all be getting together to rebuild that state. We should be getting together to hes concentrating on building a wall. I dont believe not wanting to punish us, because this is what hes doing and not just punishing us bet everybody affected by this. We contribute to the economy. 86 of americans believe in the d. R. E. A. M. Act. This is not just punishing us or our families but punishing our entire country. The president and attorney general say, astrid, they had to do this now because attorneys general, various attorneys general around the country were filing lawsuits saying that what president obama did five years ago was unconstitutional, illegal, its up to congress to pass legislation to make laws. The president cant unilaterally change what our existing laws are. What do you say to that argument . You know, again, he didnt have to do this. There was other ways. The lawsuit, we saw tennessee dropped out of it. They saw what was happening, and that this really wasnt something that was going anywhere. What we need to do is have Congress Take action on it, but taking it away saying six months, using us as bargaining chips for other legislation that he wants to push through, thats not what we should be doing right now. We should be concentrating on pieces of legislation that are actually going to help. There are several pieces out there that if we can work on in a bipartisan way, i have seen so many people come out in support of daca in the past five years, and now is the time when we really need to push that legislation, but not by Holding Us Hostage during that time. What happens if congress doesnt pass new legislation that will keep daca in place, astrid . Over the next six months, the next year or so . What happens to you and 800,000 other d. R. E. A. M. Ers . Slowly people are going to start losing their work permits. As mentioned this morning, the first ones that would begin to expire would be in march of 2018. Thats thousands of people in our workforce that are teachers now. Whats going to happen to their classrooms . These are people that are working in hospitals. People that are taking care of our community. This is going to be something devastating. We need to push legislation forward, but at the same time take into account that this is something that has been worked on for many years, and were going to need to really, everybody contribute to it. And this isnt the time to to try and figure out whats going to happen. We need to work on the bill. Im just right now our communitys in a lot of fear and theres a lot of uncertainty. People are calling. People dont know whats going to happen to their kids. People dont know whats going to happen. We believe in our government. We gave them our information. And now people are afraid that i. C. E. Agents will knock on their door. No matter what the government is saying, we are all priorities. Weve had d. R. E. A. M. Its newest track has it barreling towards the United States. Lets go to our meteorologist tom sater from the cnn weather center. Tom, what are the latest details on the storm . Amazings since last thursday, in its infant stages what triggered our onlook, blew up from a Tropical Storm right to a category 3 hurricane and now a 4 and 5. Rare to see this kind of growth. Everyone look at this. Anywhere around the world youre watching, its rare to see something so strong. For international virus, wolf, like a supertyphoon in the pacific. 180 mileperhour winds, 285 kilometers so they understand what were dealing with. A lot of devastation headed towards the lesser antilles. The eye might move over anguilla. State of emergency for puerto rico. I really believe this storm system, strongest winds near the center, extend outward so far well have devastating effects on many islands with loss of Power Communications maybe water. So as the system moves i believe the eye will stay over water. Thats going to continue to sustain the strength. But again, the damage is going to be north and south of this. When you look at the track from the Earth National Hurricane Center its been like this the last couple days. High pressure in the atlantic keeping it to the south. Looking a the its Forward Momentum you think maybe it would move into the gulf of mexico. Cant rule it out just yet but are losinged window that could maybe spare the u. S. A landfall. Moving off the coast of the carolinas, into the open atlantic. That window is shutting quickly and probably shut today. The computer models, in excellent agreement. You want, confidence in the forecast. What looked to be a turn to the north friday looks more like saturday. Still, a steering current will draw this system northward, and as we watch it, really, wolf, were not going to be able to let anyone know exactly where landfall will be until the turn occurs. So it could still happen. Into the carolinas. Could still happen up into the gulf. Again, it does look like we could see a landfall in the north coast of cuba, could down grade it. The water is so warm, light jet fuel. Looking at a major Hurricane Impact late this weekend and towards monday, september 11th. A lot of nervous people already gearing up for it, tom. They are clearly in the path of the storm. The size and strength of irma, that has not been seen as we said in a decade. Theyre stocking up on supplies. Buying water. Groceries stores, emptying all shelves as we speak. A visitor Evacuation Order for the florida keys actually goes into effect tomorrow. An evacuation for residents will be told, the timing not announced at least not yet. We expect that very soon. I want to speak a little more about the threat from irma with miami beach mayor Philip Levine joining us. Thanks for joining us. What are you telling folks in beautiful miami beach right now should they pack up . Should they get out of town . How should they prepare . Wolf, right now what were doing, working closely with the county. We have been preparing for the last week. Weve been telling folks, residents of miami beach, make sure you have a personal plan to deal with this hurricane. Communicating constantly with our residents. Any decision regarding evacuation, whether tourist or residents, we believe this afternoon, tomorrow, that will be under consideration and discussion. Well notify residents and tourists accordingly. One of the things were doing, making sure we have portable generators on the ground. Raising roads for a while in anticipation of Something Like this and telling people, listen, be prepared. If you need water, use that good, oldfashioned faucet. You have bottles at your house. Waters clean. Waters fresh. Fill them up now. What about power . Bracing for the possibility, a very real possibility this hurricane hits miami beach, south florida right now, you just are going to lose power . I think thats usually what happens and sometimes in storms like this, wolf. We need to make sure the pumps we have can function to remove the water as fast as possible. Thats the reason why weve been stocking up on portable generators. Have as many as we could get. Brought into the city, gearing up and power up these pumps. You can imagine, houston has taken a lot of these generators, because they need them. Of course, we need them now and have been able to do that the last four, five days to bring in generators making sure we have as much power as possible to keep our streets as dry as possible. What should people who are vacationing in miami beach and south florida be doing right now . Right now they should be listening to us, the news and, of course, when we, if there is a decision from the county to make an evacuation for the tourists, of course, theyre going to need to leave miami beach. That will be coming out today or tomorrow. That decisions going to be a county decision. And we expect to have a meeting and call on that, actually within about about hour from now. An hour from now well learn whether or not youre ordering the evacuation of people from miami beach . Is that what im hearing . Wolf, what will happen, the county will make ta decision and we expect to hear from the county this afternoon on what they advice and what their next plan will bes that doesnt even make a difference. Weve been preparing even the staff are our city making sure their families prepared so the staff of miami beach can be there to make our city as resilient as possible for the upcoming storm. We have sandbags available for people. Cleaning out drains. Literally doing everything we can to prepare for this storm. Weve got a lot to discuss as we await this important White House Briefing thats about to begin. So what was the president s intent, gloria . This morning, allowing the attorney general, ordering him in effect, to go ahead and make this important announcement . I think the president was, in a way, trying to have it both ways, wolf. What he said is, hes keeping a promise to the base of his party, which is that he wants to end this, but at the same time, he placed, placed the ball back in Congress Court and said, if you dont want to end this, come up with a better idea. And in the end, what the president may be looking for, and this is lots of iterations down the road, the president may be looking for some kind of compromise on cawall funding an restrictions on daca. So, you know, you dont know you really dont know yet how this is going to play out, and if it doesnt work out, if congress cant come up with something and theres no reason, really, to think they can at this point, but well have to see, then he can also blame them and say, well, i gave you an opportunity to save daca, but it wasnt important enough to you. Or you didnt want to do it. Is Congress Going to take this up, the senate and house, and pass legislation that would protect these 800,000 d. R. E. A. M. Ers who have come forward, filled out all the forms and said they want to work with the process . Its not like they have room on their todo list . Right . So much stuff to do. Tax reform. Obviously. Dealing with the debt ceiling. Limit dealing with budget issue on their plate and not a lot of time to do it. I dont necessarily see theres a lot of urgency among republicans on capitol hill to get something done on this. You have had leaders in the party, people like paul ryan and johncornyn saying, yes, we need to get something done on this but said it for many, many years. A chance to look at it in 2010, a dream act. Republicans by and large didnt pack it. Only three people voted for in 2010. Theres not, i think, sort of the passion in terms of immigration on ilLegal Immigration on the republican side. Its restrictive. Right . Being hawkish. Limiting ilLegal Immigration, and thats where the president ended up rescinding daca. And republicans, some do want to save this as well. Why is this so difficult . Take a step back. The whole reason we are where we are. The whole reason president obama did this by executive action is because congress couldnt or didnt want to or just plain, it didnt happen. So thats why, gloria, and both of you guys are right to say that there shouldnt be a whole lot of faith in congress suddenly being able to act now. However, the difference is that president obama did put this into place and that these 800,000 people did give the United States government all of their information. And they are vulnerable, more vulnerable now, and you are seeing protests like were looking at now and that is not going to stop. I dont think thats going to abate anytime soon. So even though particularly the Republican Party has turned much more towards where donald trump and his base is with regard to ilLegal Immigration, this is a separate class of people. These are people who are, you know, didnt come here through they didnt personally, you know, jump over a fence or sneak into the United States on their own. They came, many of them, as infants and are people who are part of the fabric of the United States and they dont have accents. Many dont even speak spanish or whatever other language their parents spoke nap is the difference, and it is going to be a huge test to see if finally something can happen in a bipartisan way, because youre going to need democrats and republicans to do this. And Republican Leaders are saying they want to protect the d. R. E. A. M. Ers including House Speaker paul ryan. John mccain, and a whole bunch of others saying, yes. This is really important. These are young kids. They were brought here by their parents. Theyve been raised here in the United States. Dana says they speak english. So why is this so complicated . Right, but it requires cooperation between the white house and between republicans in congress. Youre seeing this oppositional stance. If you go back to when george w. Bush was making an attempt at comprehensive Immigration Reform, which, dana, you covered, he had a much more deft touch. Standing back, sort of, a divided topic. Now in an environment even more divided when it comes to Immigration Reform and you have essentially the president kind of offloading this on to a congress that has other things to do and doesnt have the appetite to do this. This is not the starting point, the healthy starting point for dealing with Something Like Immigration Reform. If you thought that repeal and replace was hard, i mean, that was nothing. That should have been a cakewalk compared to doing Something Like dealing with this. Thats why the president actually proposed this in a way, because he could say to his barracks im getting something done. Right. I didnt get the repeal and replace done. Tax reform is not going to be easy. I havent repealed the Iranian Nuclear deal. Havent gotten us out of that. Havent gotten us out of nafta yet i told you i would do. This is something he could say, okay. Given them six months, or else. And the test will be what happens to these drm. R. E. A. M. Er. Ultimately will some be deported and have very cruel stories . Just living in fear of that, however, is enough to create a narrative that is so disruptive to republicans as, you know, weve always talked about them trying to increase the umbrella and trying to certainly be more attractive to a wider swath of the electorate. And i spoke to all nervous right now. Wondering if six months from now a year from now is there going to be a knock on their door and theyll be told, get out . This this is Donald Trumps brand. Right . Cracking down on Illegal Immigrants and i think youre right. This idea this is a separate class, sort of the language he talks the language in which he talks about undocumented immigrants is stealing jobs, possibly coming over the border to do americans harm. Its kind of hard to separate people out in the classes that i think dana is talking about. You see demonstrations erupting, in denver now. Everybody stand by. As someone who frequently complains that some of these candidate books and now her political future behind her, i complain these candidate books should be accompanied by a defwrab later. So whitewashed and boring. This maybe isnt that. Maybe really honest and for that i am very interested in reading this, but at the same time, it speaks to an issue that Hillary Clinton has had. I think weve all seen this. Struggles sometimes to take responsibility. Now, looking at an excerpt. We need to see the entirety of the book. This, all of this evaluation could change as we see that, but she came in with weaknesses that were completely selfcreated, and for an opponent to ignore those things, to not really run them you know, the emails, and a number of things, to not capitalize on them would have been political negligence. So she couldnt have been surprised if someone was going to do that. She did things that hurt her brand and seems to blame other people for doing that. Same time, complains bernie was overpromising. Fourminute abs, nominute abs. Magic abs. He was promising magic abs. We covered that, but attractive to voters and for that he did attract people. It wasnt just the promise. It was the message. The enthusiasm. We saw the same thing happen in both parties. Uhhuh. I mean, many republicans still believed that what donald trump was a hostile takeover of the Republican Party. Beat 16 opponents. And thats what Hillary Clinton faced on the democratic side. Shes right. Its not a smear. Bernie sanders is not a democrat. He is tech anythingly an independent, calls himself a democratic socialist but he appealed to democratic primary voters in a way that surprised her, just like it did when barack obama did something similar in 2008. And did undermine her candidacy. Undermined her her her process of becoming a general election candidate, because a lot of those penal who were so enthralled with and intrigued by Bernie Sanders stayed home in the general. The president chose the latter of the two options. The president made the best decision in light of the fact that the system set up by the Obama Administration in clear violation of federal law. President obama even admitted this himself when announcing the program, calling it a temporary stopgap measure and calling on congress to act. Daca was initiated after congress explicitly rejected the same proposal in legislative form. In other words, president obama didnt just suspend federal law but implemented a policy congress had explicitly rejected. Theres a misconception that daca primarily serves as a shield from deportation. This is misleading. Daca grants Work Authorization to nearly 800,000 individuals who are not legally authorized to work. Daca recipients whose average age is in their 20s were not an enforcement priority before and they certainly wont become a priority now. The priorities remain the same, criminals, security threats, and those who repeatedly violate our immigration laws. The main effect of todays announcement is that work permits and other government benefits are being gradually fazed out but rather than leave Daca Recipients and the men and women of Law Enforcement in confusing limbo while the daca program was challenged in states, president obama is laying out a responsible 24month phaseout. President trump. Sorry. President trump. No permits will be expiring for another six months, and permits will remain active for up to two full years. The president was elected partly on his promise to deliver meaningful Immigration Reform that puts the jobs, wages, and security of the American People first. He is delivering on that promise every day and he was put forward serious proposals to congress that would responsibly end ilLegal Immigration, prevent visa overstays, remove dangerous criminals, protect american jobs and wages, and create a meritbased system that grows our middle class. These are not just President Trumps priorities, they are the American Peoples priorities. For decades now, the American People, immigrant and u. S. Born, have asked congress to establish a lawful immigration system that protects our country. Theyve asked for strong secure borders. Theyve asked us to protect American Security and american jobs, and theyve asked us to have compassion not only for those who are here illegally but for unemployed american citizens, including millions of unemployed africanamerican and hispanic citizens who continue to suffer under a broken system. The president s daca decision today brings us closer to a safer, fairer, and Legal Immigration system. Now that he has ended this unsustainable and unconstitutional program imposed by the previous administration, the president is calling on the men and women in congress to fulfill their duty to the American People by truly reforming our immigration system for the good of all people. And with that, ill take your questions. Sarah, one question that went unanswered today was, some 359 members of the daca program enlisted in the u. S. Army in 2016. Their tour of duty would run standard four years, i would assume, but their daca status would only last two years. If theres no fix by congress before march 5th, do you know what will happen to those people . Will they become ineligible to remain in the military or will there be special dispensation. We have confidence that congress is going to step up and do their job. This is something that needs to be fixed legislatively and we have confidence that theyre going to do that, and we stand ready and willing to work with them in order to accomplish responsible Immigration Reform, and that would include dacas certainly part of that process. Many republicans who believe that getting something on the republican side is not going to be easy, that the divisions that we see between the center and the right in the Republican Party will become only deeper. What gives you confidence . With all due respect, i dont think the American People elected congress to do things that were easy. They elected them to make a government that works, to work properly, and to work for American People, and thats their job. And if they cant do it, then they need to get out of the skba let somebody else who can day care take on and get a heavy lift and make things happen. The context of a daca is a piece of legislation. Would the president be willing to sign only something that addresses that or would it also need to have components of the r. A. I. S. E. Act, funding the border wall. The president wants to see responsible Immigration Reform and he wants that to be part of it. But again, we cant take just a onepiece fix. Weve got to do an overall Immigration Reform thats responsible and frankly thats lawful and thats what the president wants to see congress do. What would be the priorities for him in a comprehensive reform package . Daca and what else. And certainly to control the border, to improve vetting and immigration security, engoforce our laws and do things that protect our american workers. Let me ask you a question on north korea. In the president s mind, is it an option to simply contain a north korea that possesses Nuclear Weapons . Certainly the priority of the administration is to have denuclearization of the korean peninsula, and its also to protect american citizens. But
