The Senate Majority leader Mitch Mcconnell needs 60 votes to keep the federal government from running out of money at midnight tonight. But even some of the 71 republicans say theyll vote against this shortterm spending bill. What would a shutdown mean . Heres a closer look at some of those that would be affected. 9 million children covered under the Childrens Health Insurance Program known as chip. The shortterm spending bill does extend the program for six years. If it doesnt pass, chip would only be funded through march. Also, 1. 3 million active military duty personnel, they would continue working, of course, but they might have to work without pay since the military is currently paid only through february 1st. As many as 850,000 government employees, federal employees, could be furloughed as federal agencies are forced to shut down. Most of the Senate Democrats already say theyll vote against the current shortterm spending bill to keep the government open and running, and at least two republican senators say theyll also vote no. Lets get an update on where things stand right now. Our Congressional Correspondent philattingly is tracking all these late breaking devopnt on capitol hill. Phil, what have you heard about whether the senate will reach that 60vote threshold . Well, wolf, its been clear that they would not have the votes to be able to move forward on that shortterm spending bill. Obviously the Major New Development is within the last hour. The white house reached out to democratic minority leader Chuck Schumer ask invitnd invited him white house. There would be a meeting with only Chuck Schumer and the president. That is obviously a key play for Senate Democrats. They believe if they get in a room with the president , there is an opportunity if there is no one else around him, to possibly strike a deal. The big question is, what is the white house goal right now . Im told the white house made very clear to Republican Leaders that this invitation was going out. They knew it was coming. Im also told the white house staff in calls with different republican aides say there is no daylight between where the president is and where Republican Leaders are right now. There is no other option on the table than the fourweek shortterm spending bill the house passed last night. Chuck schumer made clear thats the only deal, there is no negotiation, and thats what allows them to make negotiations on the myriad of other items out there. Obviously were watching this meeting very, very closely. The big question is, is this a meeting where theyre just showing the box, and when its much divid . Hings are still vy or is this a meeting that leads to some type of breakthrough. Again, key point here. Republicans are set in their strategy, theyre comfortable in their strategy. Will this change things . Well have to wait and see, wolf. Joining us now, the Deputy White House press secretary giggly hogan. Nice to have you with us. Nice to be here. This a oneonone meeting just the two of them . I dont want to get into details of the meeting, who is in it who is not, but i will say this. This isnt the first time the president has invited Chuck Schumer over to have a conversation about funding the government. Sadly, democrats are told Chuck Schumer is in on this particular vote and were talking about shutting down the federal government, not funding our troops who protect us on a daily basis, not funding 89 million children who are impoverished. Why wasnt Mitch Mcconnell invited to this meeting between the president and Chuck Schumer . Shouldnt he be involved in this discussion . The president is the negotiator in chief, hes the one who sets the deal. He sets the terms and ill leave it at that. The president back in 2013 suggested that the president of the United States is responsible for all of this. He was very critical of president obama when there was an 18day Government Shutdown. Hes very sensitive to this right now. So these lastminute maneuvers by him, i take it, are designed to avoid a Government Shutdown tonight . Absolutely. Hes been very clear he wants to fund this government. Look, you guys were in the meeting. It was a 55minute meeting in the cabinet room, it was bipartisan, bicameral. The world got to see what he wanted. First and foremost, he wants to fund this government. What he really wants, the president has been very clear about this. He wants a twoyear clean funding bill. There should be no ties to this bill. It was schumer himself who said it was ridiculous to add anything to a spending bill. They wanted clean budge et cetera budgets in the house. You know you would get votes if you compounded on the d. R. E. A. M. Er agreement put together by dick durbin and Lindsey Graham. Why not just do that . Show me the bill. Nothing exists. They could easily write an amendment that includes the language from the Lindsey Graham dick durbin compromise. The president himself seemed to join in that tuesday meeting that was open to the press for 55 minutes. We all saw it unfold here on cnn and other cable networ. The president seemed very responsive to all of that discussion, but then two days later he changed his mind. Absolutely not true, wolf. What he came out of that meeting saying was we have drilled down to four main areas. It was Border Security, it was ending chain migration, ending the visa lottery and working on a longtime daca fix. The president did say, give me a compromise, ill take the heat, i want a bill of love, i want this included. He said that in the open meeting but then later he changed his mind. Thats not what the bill gave him. He asked for something serious about Border Security. They did a study and came to the president and said, we need, not want, but need 18 billion to fund Border Security. We have to keep people out of this country from coming in illegally. Dick came to the table and said they had 1. 6 billion furnded fr that. Hogan, it was a oneyear plan. You were talking about a 10year plan. It was a oneyear plan and they made it clear the longterm plan would be separate comprehensive immigration reform. They both said, Lindsey Graham and dick durbin, just fund it for a year, it will be a down payment, and then well have plenty of time to get a longterm arrangement working. Thats why it was only a tenth of what they eventually wanted. The bill was foren the bill wa. There was no amnesty between dick durbin and senator graham. I know him well. Im from south carolina. But thats not what the president wanted. He asked for a bipartisan bill, two people to come to a bill that doesnt touch protecting the people of this country. It was a joke. Senator tom cotton said he never saw the bill. Speaker ryan said he never saw the bill. Pretending as though this was bipartisan and bicameral is a joke. I know you have to run, hogan. A. M. Ers here to stay. I wouldnt be surprised if they work something out. The person that gets to him last is very often the person he agrees with, and thats why its kind of interesting that schumer is getting down there alone. As we know, they actually have a pretty decent personal relationship, both nrk noew yor and a long history, and the president actually donated to schumers campaign. I think the issue here is right now the republicans feel that theyre on some pretty good terra firma. They passed this in the house. They gave the democrats chip, which is really important to them the Childrens Health Insurance Program. Dairk a sixyear commitmen it, and now theyre turning to the democrats and saying, why are you holding this up . And the democrats are saying, no, no, no. We also need a commitment. We need a commitment on d. R. E. A. M. Ers. Each side can back into their corner. The democrats can say, you could have approved the Childrens Health program any time. They dont want the pressure the democrats dont want the pressure to be let out of the balloon right now. They say if you work the next three, four, five days, maybe we could get it done because daca can pass on its own, Childrens Health could pass on its own, so why cant you put it into something that will pass . The devil is in the details on this. This is the fifth time theyre going to do a cr in this administration, kicking the can down the road. But there are some issues on the table, and its in the weeds now. When you talk about chip, i just got on the phone with somebody who just left the democrats caucus meeting. There is a sense of urgency on the hill as well as the white house. Heres the problem with chip. With ten years, it would have saved money. But you get into the weeds when you try to give insurance to these lowincome children. Where are they going to go when theyre in need of help . They also want fundingfulo of lowincome Health Centers. They also want a community of Health Centers for these lowincome kids. Thats one issue. There is also a big concern for the supplemental for disasters. Weve seen what happened with puerto rico. These hidden variables that just crop up. They want to be assured about that as well. And then im hearing also that will, you know, the republicans arent actually sure sometimes where the president stands on what he really wants. Yes, Chuck Schumer is at the white house, you know . One minute theyre friends until schumer says something is wrong and hell tweet again and that could just throw everything up in the air. Are you surprised that Chuck Schumer is there meeting with the president but the Senate Majority leader, Mitch Mcconnell, is not there . Yes. Well, he knows where Mitch Mcconnell is, although Mitch Mcconnell this week said, i would like to know where the president is on immigration. I dont think Mitch Mcconnell is clear. We dont know where the president is on immigration. You mentioned earlier, we saw him at the public meeting, then he changed his mind, then conservatives got to him. Lindsey graham said it was Steven Miller at the white house. I think what the president is trying to do is to be the negotiator he told us he was he always said he was the greatest deal maker. He could have a deal right now. He could sell it to the republicans in the senate, sell it to the republicans in the house. If he includes something for the d. R. E. A. M. Ers, the overwhelming majority, and the democrats support it, he could get 81 votes in the senate, 300 votes in the house. They got the chip. If they get something on the d. R. E. A. M. Ers, the president makes a deal, the government doesnt shut down. Youre right, he said he was going to be the greatest deal maker. But heres the problem. Last week when we saw this build up, it totally changed the beginning of the week. It was like, yes, lets look at possibly more citizenship. Whiplash. We dont have the collar for it, either. We had this shole statement, and there was a question of is he working in good faith as it comes to these serious issues of immigration. Then you also have this issue where republicans and democrats are saying there is a crisis, a confidence crisis, because they really dont know what hes doing. And that spills open to so much. That is one of the reasons why we are where we are. What is it, ten hours away from a possible Government Shutdown. Chuck schumer did throw out this idea in the past 24 hours or so. This is a 30day proposal, this stopgap per to keep the government going. Maybe do something three, four, five days, maybe negotiate more on the d. R. E. A. M. Ers, on Border Security, other issues. I suspect hes raising that possibility with the president. Will the president go along with that and could he sell it to the senate . I dont know if he could sell it to the senate. I just got off the phone with a senate ldership aide. That is what Chuck Schumer wants. Chuck schumer said, lets keep the pressure on. If you let this go for 30 days, then were on daca. I think the critical point of this is the democrats are sotomayso emboldened. Everybody is playing base politics in this. You saw john tester yesterday from the state of montana. Very red state. Not going along with this. So the democrats the republicans thought they could depend on, they cannot depend on it. Just to be precise, the republicans control the house of representatives where there is a simple majority, but the republicans dont control the senate when it comes to this legislation. They only have 51 republican senators. They need 60 under the rules of the u. S. Senate. They dont have 60 unless they include something, presumably, on the d. R. E. A. M. Ers. Yeah, but you know, these 12 democrats they need, theyre not going to get. Theyve got to sweeten it and they have to know for sure that the president means this. Its not going to shift, its not going to change. This d. R. E. A. M. Er issue is not just a piece of legislation. This goes to the heart of the nation, what we were founded on, all the different peoples. They want to make sure that some pieces of legislation, granted the people of this base want change, but they want to make sure certain pieces of this nation stay in place even though this talk happened last week. You know, its a sad thing, though, that Congress Seems to only be able to do things in a crisis environment. Reactionary. Its an institution that is cited acti crisis activated. Sometimes you do have to have this. I think the schumer point is if you kick the can down the road for a length of time, you lose the momentum here. And you lose the movement. So this is a moment, and either you punt or you get something done. Were already at the oneyear mark. I should say according to the wall street journal, the president s lawyer used a private company in pseudonyms to pay hush money to the porn star Stormy Daniels, as shes called. Daniels claims to have had an affair with donald trump way back in 2006, obviously long before he ran for president. Lets bring in the attorney seth barrons white. Walk us through the new reporting on this because its pretty explosive. They first reported about this alleged money that was exchanged between President Trumps private lawyer and this adult film star, Stormy Daniels, whose real name is stephanie clifford. But now we have more proof, it seems. The wall street journal reporting there was a company established in delaware called the established consultants llc that was used to send payment to Stormy Daniels lawyer who was also working under pseudonyms. There is a lot of trying to hide the money. The president and Stormy Daniels stormys personal attorney. Yes, personal attorney, has denied this meeting took place. President trump vehemently denies any such occurrence, as does ms. Daniels. However, he hasnt commented about the 130,000 payment or this company that was created. Stormy daniels has also denied the relationship and said she never received any sort of hush money from donald trump. But keep in mind this money didnt actually come from donald trump, it came from the established consultant llc and her attorney. How unusual is it to have a private llc and pseudonyms at the same time as reported by the wall street journal . Well, its bizarre and its incredibly rare. This appears to be a botched coverup of a porn star payoff. And we have various red flags that are shining here, demonstrating an apparent intent to conceal. So, for example, theyre using an llc, a limited liability company. Llcs are typically used for an operating business. It doesnt have to be fancy, it doesnt have to be general electric, but it has to be an operating business. There is no such role here. This is just a single payoff, one and done. If you take a look at the signature lines of the settlement agreement, it is signed anonymously, so they anonymize the name in the settlement agreement, so instead clford, i believe they used peggy peterson. Peggy peterson doesnt exist so its strange to see an anonymous payment page. It was an attempt to conceal and its something you never really see. This was done in delaware, right . Yes. Tell us about delaware. It is known to be business friendly, and because of that, it has a reputation among attorney circles of allowing very friendly, anonymousoriented ways to register a company. He didnt really use the delaware venue to the best of his advantage. He actually put himself in at the beginning of the formation. Ultimately people were able to dig through and apparently find his name. He didnt even have to do that. He could have had some kind of legal representative, but at the end of the day, he put Donald Trumps fingertips all over this botched deal. All right. Do you have any inside word, if you could share it with us, i know a lot of this stuff is pretty sensitive, on what Chuck Schumer has brought to the white house to try to come up with some sort of deal with the president , the Republican Leadership, to avert a Government Shutdown . Well, i think that senator schumer is aware the only person thats publicly called for a shutdown is donald trump. I dont think many people, republicans or democrats, want to see a shutdown. They would like to see the government work. Were 111 days into the fiscal year. Weve had sound bites, we havent had substance. Its time to have substance. If we had done our job last fall, if we had passed the appropriations for those we should, this would be a moot point. Instead we suddenly have everything coming together. You have all these competing suggestions to what we should do. None of them adequately in fact, our military, opioid, chip, anything else, and were now stuck with saying, gee whiz, maybe we should do what we should have done last fall. Basically, there is a lot in this plan that passed the house of representatives over 230 votes last night, but theres a lot that you still want to include. Youre not going to get that in the next few hours. How do you avert senator leahy, a shutdown tonight. How do you avoid a shutdown in the meantime . First of all, it doesnt fund the military adequately, it doesnt take care of our domestic programs, it doesnt adequately affect the Opioid Crisis which is affecting every single state in the union. Senator, let me interrupt. This is only a 30day plan. Theyre not dealing long term right now, theyre dealing with a 30day plan to keep the government open. And during the 30 days, you work on a lot of these other issues. So let me repeat the question. What can you do in the coming hours to avoid a Government Shutdown . Its not just a 30day plan. Weve had 111 days and they have not come up with a plan. Nobody has any confidence in 30 days if they keep punting it down the road that they will come up with a plan. What they have done shows what they do behind closed doors without the American People involved, and they come up with a very, very inadequate plan. What we can do is get key members of both parties together and say, we will pledge to have and give the various points. Fine, the average shortterm extension maybe four or five days while we draft it and do it. But this thing behind closed doors, spread it out and say, here, were go ahead for another 30 days. Thats baloney. So senator schumer is pitching three, four, five days. Get a shortterm deal, then during this time work around the clock to deal with these other issues. Is that what im hearing you say . Weve had a template for these other issues. Now we need people to stop the sloganeering, sit down and pass in elections. Whats the difference between five days or 30 days . Why not the extra time to breathe . Because every time its given extra time, it changed. The president calls for a shutdown, it changes with different things. Corporations cant plan that way, our military cant plan that way, our research cant plan that way. You cannot turn these programs so are you confident or concerned that something might emerge from this schumer meeting with the president thats ongoing right now . I talked with senator schumer this morning. Look, ive got irish and italian ancestry, im always optimistic. Less optimistic than ive been for some time, but it could be done. The fact is, to be serious about it, wolf, this can be done if we want to. But it also means the president cant change his mind every five minutes and tweet something different. Ive been speaking with a lot of your colleagues and they totally agree with you. This is definitely doable if there is a reasonable compromise, they can get this done. Well see what emerges and well see if Chuck Schumer can sell that two or three or fiveday extension so you can continue working on the weekend with this. Im going to confess that i dont know what the white houses position is on Border Security or with respect to this continuing resolution to fund the government or with respect to an omnibus to fund the government for the rest of this fiscal year. You dont have the kind of consistency that you would like emanating from the white house on this particular set of issues. We still dont have a plan from the white house what diversity lotteries should be replaced with. We still dont know what they want on chain migration other than comprehensive. Lets bring in our chief washington correspondent, the anchor of the lead, jake tapper. Lets talk about this lastminute meeting the president is having now in the oval office with democratic leader Chuck Schumer, two guys from new york trying to come up with some sort of deal. Two out of borough guys, and i think senator schumer is the politician to whom President Trump, as a civilian, as given more money than any other individual candidate. You would think they are two guys who could make a deal, who could broker a deal on both th government funding resolution thgs. Lso chip and daca and other but as you heard from republicans, mo brooks and Lindsey Graham and we also heard from majority leader Mitch Mcconnell, they dont know on which to side. They dont know what the president will hear from Chuck Schumer and how theyll emerge. When you look at what President Trump said in that meeti meeting, the 55minute negotiation with congress, then you look also at how tom cotton ask immigration hardliners came into that meeting with durbin and graham, there is obviously stated aobviously, stated and unstated, a real concern that President Trump, who is not necessarily tethered very strongly to very deeply conservative principles what kind of deal he would be willing to negotiate with Chuck Schumer if its just the two of them in a room. Tomorrow marks exactly one year of the trump presidency, and a lot of people think hes changed the nature of the presidency. Basically from there, when he was on the show, he made all these birther comments and i sort of started looking step by step by step, if he had done other shows, what kind of comments he made. We didnt even play the most offensive stuff. The birther stuff turned out to be the least offensive thing that we found. He has now apologized and dropped out of this appointment. Right . He dropped out. We contacted them yesterday around noon by about 6 00 p. M. , we were told that he had resignedffective immediately. He issue aid statement, tweeted a statement. I know you have it. Those words do not reflect who i am or what i stand for. I regret saying them. He basically went on to say he told the white house he was resigning so he wont basically distract the message.
