CSPAN Miami July 5, 2024
Good afternoon, im the mayor of the city of miami. Obviously, we are all here because tomorrow there is going to be an event in downtown miami at the courthouse and we wanted to assure the public that we have already begun preparations for the event tomorrow. We are joined here by the chief of police, chief moralees and will talk about our plan for security tomorrow to make sure everyone has a right to peacefully express themselves and exercise their constitutional right and do it in a peaceful manner. In our city, a, we believe in the constitution and believe that people should have the right to express themselves the but we believe in law and order and we hope tomorrow will be peaceful and we encourage people to be peaceful in demonstrating how they feel and we are going to have the adequate forces necessary to ensure that. There may be depending on the crowd size some road closures so people who live in the downtown area should expect additional traffic and should prepare for that. Its not in our plan. We will take it stepbystep and the chief will determine what roads are closed and when they are closed. But commuters should expect some disruption. We have the ability to increase our capacity as necessary. Our department i spoke to him and he assured me there will be an increase by rescue level of preparedness, including e. M. S. Services and what he would consider a number of onduty personnel at the task and command levels. We are happy to be joined by our partners from Miamidade County. We have overlapping jurisdictions and we are working not just with them but working with partners. Our Law Enforcement partners at all levels to make sure we are communicating and make sure we are sharing information and ensure that tomorrow goes off without any hitch. We wanted to earn sure the public that we are ready. [speaking spanish] thank you, chief of police for miami. Since the moment announcement was made, we have been planning and preparing to ensure that the city of miami is safe and secure. I can assure all our residents and stakeholders and visitors that are in the city at this time that we are working very close with our federal, state and local partners to make sure we have a comprehensive approach that is going to ensure that we maintain decent order like the mayor said, but everyone has the right to express themselves and First Amendment rights. As he mentioned before, we will be using a unified command approach meaning all the individuals that are able to make any type of significant decision that impacts the department of resources or shifting of strategies and using to keep the city safe will be in the same room all together working in euniceon. We will be conducting layered approach, right . So, at the beginning, depending on the crowd size, we will determine what street closures. Make no mistake about it, we are taking this event extremely serious. We know there is a potential of things taking a turn for the worse, but thats not the miami way. We have plenty of experience working together, we have extremely high confidence of the residents and folks who live here in the city of miami. They are used to demonstrating and exercising First Amendment rights and they are respectful and supportive of Law Enforcement here in south florida. Even though we are preparing, we are bringing in enough resources to handle crowd from 5,000 to 50,000 and we dont expect any issues. We appreciate the Publics Health and everyone expressing themselves in a peaceful and civil manner. As far as any other details, any other closures or any incidents that might be interest to the press or public, we will be letting those out as time necessitates it. Thats as much as we want to discuss right now. I assure the city we are ready and we are ready nor it to be over and done. Give me a second. Me do spanish. [speaking spanish] [indiscernible question] we have not. Who is in charge of security around the courthouse, the sidewalks . As usual, with Miamidade County and incredible partnership, with all the Law Enforcement agencies, its multiagency approach. We are all responsible. You and the state and the county . The federal agency. The property itself is federal. Are there barriers . We are not ready to discuss that at this time. We have been hearing people in the building around that area that there is no hardening around the perimeter and people can come and go and will that change because there is a lot of concern that people may tried to enter that building . And tell them there is no reason to fear. We have things well in hand. [indiscernible chatter] because we are ready for it. Guys, guys. How can you say we are preparing and have experience in handling large demonstrations, this is city of miami. As traffic becomes backed up or folks that necessitate them to occupy the streets we will make it it available. No, we have not reached out [indiscernible] any specific threats or posts . There have been a lot of posts, none that i am aware that can cause any type of concern. [indiscernible chatter] then we are going to go to spanish. [indiscernible chatter] i have not spoken to him. I do not have his phone number. But i will tell you during the George Floyd Protests there are with thousands of people on our streets in miami. We were prepared. I think we were a model for how to deal with those protests in the country and i have confidence that our department has dealt with many kinds of protests that are very, very large and right action plan and right resources in place to make sure there are no incidents. [indiscernible question] i think the chief has been clear that we are taking this very seriously and are prepared for what will happen tomorrow and as he indicated, we have a lot of experience in protests of this magnitude. The George Floyd Protests was multiweek protests and there werent many incidents and a lot of Resources Available and allowed us to manage things without hurting anyone and without necessarily large numbers of arrests. I feel confident he has a place to keep it in place. In spanish. [speaking spanish] [indiscernible question] im not here to talk about politics. But im here in my role as mayor of city of miami and to residents of the country, we will be ready for tomorrow to make sure there isnt anything representative of who we are not. Spanish. [speaking spanish] [indiscernible question] coordination and the size you are expecting . The george floyd protest was very large and multiday. I thought we handled it very well. We did things not to create unnecessary confrontations and gave people a space without creating confrontations. In that particular case we had a curfew and variety of of different resources that were different. And they allowed us to deescalate without creating incidents. We will be able to use those tactics again. [speaking spanish [speaking spanish] reporter whether mr. Trump will be handcuffed mayor suarez we do not know. [speaking spanish] thank you guys. Reporter are there going to be designated areas for the supporters versus the protesters . Because the two of them mixing might be the biggest trouble of all. Mayor suarez got you. The logistics downtown make that a little bit difficult. Obviously if we select based on the crowd size as were making our determination and were stepping up our strategic plan, we will have First Amendment designated area that will have sight and sound and if we begin to see that theres opposing parties well at that time make sure that theyre separated and theres plenty of officers on the scene to make sure we maintain the safety and security of all. Reporter coordination between the city, Police Department and the county . [indiscernible] its a seamless relationship. The county and the city of miami have an incredible working relationship. That was the very first call i got when the event was announced from director freddie ramirez. What do you need from us . And theyve always been there for us and worked with us. Reporter youre not going to have any areas designated for them, they can move area they want around the perimeter . Thats what the freedom speech yeah. Reporter thats the plan . Absolutely.
