In New Hampshire and states across the country heroin and opioid are at epidemic levels. The senate is not in order. The presiding officer the senate will be in order. Mrs. Shaheen this is important because it affects every state thats represented here on the senate floor, because each day 120 americans die of drug overdoses. That is two deaths every hour. In New Hampshire were losing one person every day from drug overdose. Drug Overdose Deaths have exceeded car crashes and the numberone cause of fatalities in this country. What this amendment does is recognize that this is a Public Health emergency and that we need to provide Additional Resources to address it. So it does three things first it ensures that all health plans bought on the exchange cover Mental Health and addictionrelated benefits. Second, it eliminates medicaid coverage exclusion that currently prohibits reimbursement for critically important inpatient facilities that treat Mental Illness. Thats the 16bed limit on those inpatient treatment beds. And finally, it provides a muchneeded funding to support states, municipalities and their implementing partners to prevent and treat Mental Illness and Substance Use disorders. I share my colleagues concern that the currently state of Mental Health and Substance Abuse policies in the united states, our Health Care System in many ways failed to treat those who need care more desperately. As deeply as i believe we must strengthen Mental Health, i believe we have to do it right. Consideration of Mental Health legislation should be thoughtful and address barriers to treatment. Simply throwing more money at the problem has proven to be ineffective. Thats why im proud of the work being done by the health, education and pensions committee. The chairman and Ranking Member support the Mental Health awareness and improvement act. That bill takes important steps to increase mental helings Health Awareness and information and the sharing of information. It is a good step and should be done through the committee process. I thank senator shaheen for offering this amendment and support the intent, but it has to be done right. And this increases taxes. So, mr.
