Weve got a lot of royal action going on. The royals arrived. William is going to washington, d. C. Today. They are going to sit next to jayz and beyonce. Will lord be the singing royals. All comes together. First we want to get to our top story. An intense fire in los angeles thats created huge problems for commuters. The flames so intense they could be seen for miles away. Look at the live scene now where the debris is smoldering. Hallie jackson is there, good morning to you. Reporter good morning, matt. The Los Angeles Fire Department call this is one of the biggest fires in this city in more than a decade. The scaffolding all thats left of this new Apartment Building behind me. As the wind shifted you can smell the smoke in downtown l. A. , hundreds of firefighters working to put out the flames here as this brought traffic to a halt for hours. Flames could be seen for miles early monday, lighting up the Downtown Los Angeles skyline as photos and videos of the blaze quickly took over social media. You feel that heat. The fire started at the site of a new apartment complex. Almost twothirds of it was engulfed. At its peak we had one quarter of the on duty firefighters on scene of this fire which is 250 firefighters. Reporter los angeles firefighters were able to contain most of the blaze in the first 90 minutes, but not before parts of the building scaffolding fell and the threat of more collapse brought traffic to a halt. Were concerned about the collapse, the wood frame construction could potentially fall on the freeway. Thats why the northbound is closed at this time. Reporter two buildings also suffered damage, one of them partly catching on fire. They dont believe any one was in the building at the time the fire started and dont know what caused it though several arson teams are on site. We have no injuries. Cause is under investigation. And the loss is being tabulated. We estimate in the multimilliondollars of loss range. Reporter firefighters working on the building another fire started down the road but officials think the two fires are not related, at least at this point. As for whats happening behind me here, firefighters say this is mostly contained but they are working to put out hot spots, setting up on the freeway which is still shut down, rush hour today will be a mess. Hundreds of demonstrators in berkley took to the streets, some breaking windows and setting fires and made it onto a freeway and blocked traffic. Police made at least five arrests. Today the Justice Department issued new rules that limit profiling by federal Law Enforcement agencies. Nbcs justice correspondent Pete Williams has details. Reporter since 2003, the Justice Department has barred federal agents from using race or ethnicity as the basis for routine enforcement decisions like traffic stops. Now those rules are expanded to also bar profiling on the basis of gender, national origin, religion, Sexual Orientation and gender identity. And while they will apply to most of the department of Homeland Security as well, they will not apply to officers who do airport screening or enforce immigration laws at the border and wont apply to the protective mission of the secret service. The government says those exceptions are granted because of the need to protect the border and secure the skies. Attorney general eric holder wanted these out before he steps down early next year and he will urge local Police Departments to follow them too. Thank you very much. Over the last several hour this is storm delivered pounding rain and wind and though the system is deteriorating it is still packing a very dangerous punch. After smashing into the philippines over the weekend, this massive killer storm claimed at least 21 lives, washed out roads and swept away homes. Now, its rumbling into manila as 12 million here take cover. Were safe here, says this woman, if we stayed near the coast wed be dead. Once the largest storm on the planet this year, the super typhoon lost power and is now a Tropical Storm packing 84mileanhour winds. In tacloban, 48,000 raced to get out. With more than a million evacuated in some regions, power is out and flood waters are rising. Now, there could be mudslides. At least 19 people are recovering after they were sickened by chlorine gas at a hotel in rosemont, illinois. Among those evacuated hundreds people dressed in animal outfits at the hotel for the annual midwest fur fest. They think the chlorine was released intentionally. Weve got temperatures in the 30s expected across the Northern Plains, tomorrow in the Pacific Northwest we will see mountain snow but we could see several inches of rain especially across western parts of Washington State and then again it will take until wednesday night into thursday morning before we see the heaviest rain in Northern California.
