A new wave of protests across the country condemning Police Brutality even as officials in arizona defend the actions of an officer who used his patrol car. Youre looking at the video right now to take down an armed suspect. Nbcs Miguel Almaguer has a closer look at the dramatic dash cam video. Miguel, good morning. Reporter matt, good morning. That video was taken back in february, but it was just released by police. The officer involved wont face any criminal charges. This morning many are saying that violent takedown was Excessive Force while others say it may have saved lives. Im staying back at a distance. Reporter dash cam shows the suspect on foot when a Second Police cruiser speeds in, making the violent collision. Oh man down the direct view from officer michael ripicos squad car. The violent video. The suspect, mario valencia is seriously injured, but survives. Police say his crime spree began when he committed theft at this 7eleven, later starting a church fire, carrying out a home invasion, then driving a stolen car to walmart where Authorities Say he steals a highpowered rifle. Miranda Police Officer dan rowan spots the suspect nearby, reportedly holding the stolen rifle to his chin. Rowan radios dispatch. Hes got the gun to his neck. Valencia ignores the man to drop the rifle. A single shot fired by the suspect. Officers are warned. The gun is loaded. This is one of those things that elevates the situation. Moments later, quickly speeding up, officer michael ripico slams into the suspect. A violent and dramatic ending. I think its clearly Excessive Police force. The suspects attorney, michelle metzge my hope is that there will be some kind of an internal investigation into the actions of this officer. I think that the decision to put an end to it as quickly as you can was a good decision. Oh hospitalized for two days, the suspect faces 11 felony charges and remains in jail. As for the officer behind the wheel he was cleared of criminal wrongdoing in three days though hes still under administrative review, he could face disciplinary actions, but police saying he did the right thing. I think if you just see the video and knew nothing about the story you immediately jump to one conclusion, but when you hear more of the details of what happened before that takedown, its much more nuance. Once you see a man firing a gun and who knows who hes going to hit, there will be a investigation on that. Hillary clinton is campaigning in iowa, but she is facing new questions about the email controversy during her time as secretary of state. Kristin welker is in iowa. What can you tell us . Reporter Hillary Clinton arrived in nor kwauk for a Business Roundtable in just a few hours. Its sparked a media stampede and sharp jabs from her republican opponents as the email controversy has resurfaced. As Hillary Clinton looks for political redemption in iowa shes still facing questions about her use of personal emails. The New York Times reporting this morning that in 2012 congressional investigators asked clinton in a letter whether shed used a private email account while serving as secretary of state. Mrs. Clinton did not reply to the letter and when she answered in march 2013 nearly two months after she left office it ignored the question and provided no response for it. Her first public event that was open to all press sparked a media frenzy with camera crews racing to get a shot of her at a local community college. The guy in the orange pants is pretty quick. The irony here is you have a whole bunch of republicans who are trying to look president ial and shes desperately trying to not look president ial. The first days are outstanding. Theyve been satisfactory for this reason for the announcement. Shes had all this time to Say Something and yesterday the first thing she says attitude, she had no message yet. Until she has the why you cant give her an outstanding grade. Slightly overshadowed by Hillary Clinton was marco rubio. Big contrast. He held a big rally and tried to get away from his liabilities of youth and inexperience and he says theyre benefits because im the leader of a new generation. He could have turned a lemon of a situation and Hillary Clinton overshadowing. I thought his speech was very good andee he created a contrast that was interesting making the youthful contrast with Hillary Clinton which is a contrast to jeb bush. You have one dynasty candidate announcing on the democratic side and then you have your protege marco rubio in your home state and your hometown announcing, making the case against you by making the case against against Hillary Clinton. We could see indictments for aides of his as early as this week and hes telling voters im willing to take on very difficult issues like entitlement. Lets go over to hoda. A harsh prison sentences handed out to a group of educators in atlanta for their roles in a massive cheating scandal weve been following. Erica hill is here with more. Good morning, erica. Good morning. The judge called this a scandal, the quote, sickest thing thats ever happened in atlanta. This morning the eight people who received the most severe punishment are out of jail, expected to appeal, but not after they have the book thrown at them. Im going to put you in jail. If you yell at he and point at me. A fiery sentencing hearing capped off one of the largest cheating scandals in history involving atlanta Public Schools or atl. Everybody in the Education System at ats knew this cheating was going on and your client promoted it. Three former educators were sentenced to seven years in prison. Others getting jail time as well for changing student scores on standardized exams to meet imposed standards. There were thousands of children that were harmed in this thing. This is not a victimless crime. The atlanta scandal dates back as early as 2005, but the debate over standardized testing rages on. With many challenging the efficacy and emphasis of tests which impacts both students and the teachers responsible for educating them. I think that there is a consensus that while atlanta might be an outliar, there is a lot of bad behavior and undesirable consequences and schools are pulled away from students when education experts want to see. Reporter much of this latest Debate Centers on standardized tests designed to measure the implemented standards of the common core curriculum. They emphasize Critical Thinking and analysis and we want to help them think and analyze. This weeks standardized tests are in protests in florida and new york where some parents are having their kids opt out of taking the tests. Full of errors, overly long, stressful and provide them with no useful information. Now in georgia these new standardized tests have been rolling out this spring and those results will come in the fall. This is a very big deal in schools all over the place. My daughter told me there were a lot of kids who did not show up in her class. Wow i used to cover courts that cover crime, it seems like a lot to me. It took three months to do it, but a jurys been picked in the colorado trial of james holmes charged with killing 12 people and wounding 70 in a Movie Theater attack three years ago. We asked on facebook if youre a fulltime employee how many hours a week do you work, and heres the answer. 72 say they work 40 to 50 hours a week there.
