Let us start with a developing story. This is a serious story coming out of cleveland, where a massive manhunt is expanding for a dangerous suspect. Police say he shot and killed an elderly man. Apparently picked at random. And then, posted the chilling video on facebook. Nbcs ron motte in cleveland for us on this story. Ron, good morning to you. Reporter hey, matt, good morning to you. Just an awful story out of cleveland. Within the last hour Police Updated the media saying the manhunt continues for steven stephens. Hes accused of gunning down a 74yearold grandfather walking along Easter Sunday by himself. We should warn you, some of this video is graphic and upsetting. This morning, the city of cleveland is on high alert. Police and the fbi scrambling to find this man, suspected of posting video on facebook that shows an execution in broad daylight and claiming to be responsible for multiple other murde murders. Im going to kill this guy. Reporter the video shows the suspect, identified by police, as steve stephens, getting out of his car and telling his victim hes going to die because of a woman. Yeah. Shes the reason why this is about to happen to you. Reporter stephens raises a handgun at the man and fires a single shot. Shortly before the murder, stephens described the motivation on his facebook page, which is now no longer active. Driving me crazy. I lost everything. I lost everything i had, man. Reporter claiming a woman he was dating is responsible for making him snap, blaming her for his alleged crimes. The people im going to kill today, its Easter Sunday, its not my first. Reporter but the suspect makes chilling claims that hes killed others, yet his claims have yet to be verified. What happened today is senseless. And if steve has an issue, he needs to talk to some folks to get that resolved. Reporter Law EnforcementOfficials Say they have not located any additional shooting scenes or bodies and are asking stephens to reach out to family and local clergy for help. Were asking himself to turn himself in. We brought everything to bear on this, with our state and local partners. We want him to turn himself in. If that doesnt happen, well look until we find him. Reporter all right. Now take a look at the Vehicle Police are looking for. They believe mr. Stephen is driving this white fourdoor ford fusion with temporary ohio plates. The manhunt has spread from ohio to neighboring states as well. Matt, savannah. I hope they find this guy soon. Thank you very much. The white house sending a stern new warning to north korea after an overnight visit to dmz mike pence declared the end of socalled strategic patience. He also reiterated all options are on the table when it comes to dealing with north korean regime. We have full coverage. Lets go to janis mackey frayer, shes in seoul this morning. Janis, good morning to you. Good morning, savannah. Vice president mike pence putting the north korean regime on notice today. The Vice President visiting north korea at a time of escalating tension, worrying over north koreas growing arsenal and the specter of another provocative test. On his second day in south korea, Vice President mike pence warning north korea that the era of strategic patience is over. All options are on the table. Just in the past two weeks, the world witnessed the strength and resolve of our new president , in actions taken in syria and afghanistan. North korea would do well not to test his resolve. Reporter during a surprise visit to the demilitarized zone, dividing the two koreas, the Vice President could look directly at north korea. North korean soldiers staring back. The dmz, the legacy of a war mr. Pences father fought in 64 years ago. In a message on twitter, pence said the visit was meaningful. While the trip to south korea was planned long ago, it took on added significance over the weekend, following a failed missile test by the rogue nation. We want to see north korea abandon its reckless path of the development of Nuclear Weapons and also its continual use and testing of Ballistic Missiles is unacceptable. Reporter amid the specter of a sixth nuclear test, north korea had a massive military parade on saturday. A showcase of missiles, mobile launchers and what experts believe was the prototype for a new Intercontinental Ballistic Missile designed to potentially reach the united states. Kim jongun watching it all go by. But just hours after flaunting its might, the regime exposed its weakness, with a failed test of a mediumrange missile, that blew up just seconds after launch. A deep embarrassment for kim jongun, but not good for the u. S. Or the region, either. This is a regime thats intent on continuing to develop its missile and nuclear program. And one failure isnt going to stop that program. Reporter with tensions escalating, the american position hardening, and a Naval Strike Group heading towards the peninsula, pressure is mounting. One small mistake could trigger one very big disaster. The Vice President has given u. S. Security assurances to south korea, saying the u. S. Commitment is ironclad. He wants to push ahead with deployment of antimissile Defense System known as thaad thats controversial here but nonetheless seen as necessary to counter the threat. Matt and savannah, back to you. Thank you so much. Nbc news analyst jeremy bash, former chief of staff of the Defense Department and the cia. Good morning. Good morning, savannah. Good morning, matt. This explodes five seconds after launch. Itsette its either an embarrassing failure or a sign that the north is devoted towards getting a nuclear weapon. We should take cold comfort for this failure because every failure causes them to go into overdrive. They perfect their missile program. Theyre trying to do two things. Theyre trying to get the element of surprise. Theyre putting their missiles on trucks, making them mobile, driving them around the country. And they are also perfecting their solid fuel so they can launch in a hurry about that long lead time. They want to do this, matt and savannah, anywhere, anytime. Lets go back. The u. S. Intelligence suspected they would test something much more severe, the sixth test of the nuclear device. They didnt. They test a midrange missile instead. They blinked. Well, maybe they did. They could have tested a nuclear weapon, which theyve done five times before, going all the way back to 2006. They could have flight tested their Intercontinental Ballistic Missile. That would have range to the united states. Much more provocative. Much more provocative. But the missile capability, could hit japan, or south korea. Thats what we worry about, them attacking our allies. We have 30,000 troops on the peninsula. Given this fivesecond failure, theres a speculation that perhaps the u. S. May have been involved somehow, sabotaging it, presumably, in some technical means like hacking. Is that something in our capability . I dont know. I dont know if i could say. But they are going to perfect this missile capability and put the program into overdrive and threaten their neighbors in the region. Real quickly. When you hear words from our Vice President and general mcmaster that the era of strategic patience is over, and mcmaster saying all options are viable and being refined. Do you like the talk when it comes to kim jongun . I like the silent treatment. Im more concerned about the tweets on april 11th, 12th, 13th, saying were going to take care of this problem ourselves. That signals preemptive military action. Were not ready for that yet. General mcmaster seemed to back off of that. He has backed off. But the North Koreans will look most clearly to our president. Jeremy bash, thank you. Appreciate it. President trump is hitting back at protesters who used weekend rallies to demand he release his taxes. Nbc White House CorrespondentKristen Welker has more on that story. Kristen, good morning to you. Reporter matt, good morning to you. President trump is looking to focus on the economy and jobs this week. But he is coming under fire with tax day and no indication hes planning to release his. Mr. Trump took to twitter to respond to his critics, while spending the easter weekend with his family at his resort in West Palm Beach. President trump saying largely out of sight this weekend. His motorcade captured rolling to his familys Palm Beach Episcopal Church for easter service. But in an easter morning tweet storm, he addressed everything from north korea to his taxes, wishing his 28 million followers a happy holiday. And also defending his recent shift over china. While President Trump once vowed to label the country a currency manipulator they are grand masters of currency manipulation. Reporter the president now reversing that opinion, tweeting, why would i call china a currency manipulator when they are working with us on the north korean problem. Well see what happens. It wasnt just foreign policy. Mr. Trump responding to the thousands who protested all across the country over the weekend demanding that the president release his tax returns. Emotions boiling over, leading to arrests in california. For the most part, demonstrators were peaceful but determined to get their message out, including some who live near his West Palm Beach resort. Every other president has shown their tax returns. And i think theres something in there he wants to hide. Reporter the president has said he wont release his returns because hes under audit, lashing out. I did what was an almost impossible thing to do for a republican, easily won the electoral college. Now tax returns are brought up again. Even demanding, someone should look for who paid for the organized rallies yesterday. The election is over. But with tax day approaching, theres no sign these protesters are planning to let up. As for mr. Trumps assertion the protesters were paid, theres no evidence of that. Meanwhile today, the president and first lady are preparing for the annual easter egg roll at the white house. A tradition since the 1870s. The white house has pushed back against criticism theyre unprepared for the roll this year. Officials here saying they are expecting the event to run smoothly. Matt. All right, kristen. Thank you very much. A little bit of a programming note. Tomorrow on today, senator elizabeth warren, who has been one of the president s most vocal critics, will join us for an exclusive live interview. In the wake of his contentious confirmation, justice kneel gorsuch takes the bench today. Pete williams is here. Good morning. Reporter neil gorsuch gets to the court in time for two weeks of argument in the current term. That includes one of the most important cases that might not be heard. With the controversy over his confirmation over, Justice Gorsuch will take his spot at the end of the Supreme Court bench restoring the courts generally conservative 54 majority. That may make a difference in a case involving religion and government, a claim that missouri discriminated a against a lutheran church. Justice gorsuch may play a role in the cases chosen to be heard next term. The newlyelected governor says the state will no longer turn down requests for money from churches. So that big indication might go away. Matt, savannah. We shall see. Pete williams, we know you will be watching it. Thank you. Security is tight for todays running of the Boston Marathon.
