We are Just Moments Away from one of the most consequential events of this president ial campaign. President biden and former President Trump face off in the first debate of the general election, the two meeting for the First Time Since 2020. They will outline their contrasting visions for america. This is also a chance for you, the voters, to judge the candidates and one of the only facetoface confrontations before the election. Our cbs news team will be back after the debate for analysis and factchecking. Now to atlanta for the first president ial debate, hosted by cnn. H will make his case to the American People with just over four months until election day. Good evening, im dana bash, anchor of cnns inside politics and coanchor of state of the union. Jake i am jake tapper. Dana and i will comb moderate. Our job is to facilitate a debate between the two candidates tonight. Before we introduce the moon want to assure the rules of the debate with you. Former President Trump will be on the left side of the screen. President biden will be appearing on the right. A coin toss determine their positions. Each candidate will have 2 minutes to answer a question and one minute each for responses and rebuttals. An additional minute for followup clarification or response is at the moderators discretion. Dana when its time for a candidate to speak, his microphone will be turned on and his opponents microphone will be turned off. Should a candidate interrupt when his microphone is muted, he will be it will be difficult to understand for viewers at home. At the end of the debate each candidate will get 2 minutes for closing statements. There is no studio audience tonight. Prewritten notes, props, or contact with Campaign Staff are not permitted during the debate. By accepting our invitation to debate, both candidates and their campaigns agreed to accept these rules. Jake now please welcome the 46th president of the United States, joe biden. Biden nice to be here. Thank you. Jake please welcome the 45th president of the United States, donald trump. Gentlemen, thanks so much for being here. Lets begin the debate and lets start with the issue voters consistently say is their top concern, the economy. President biden, inflation has slowed but prices remain high. Since you took office, the price of essentials has increased. For example, a basket of groceries that cost 100 then now costs more than 120. Typical home prices have jumped more than 30 . What do you say to voters who feel they are worse off under your presidency than they were under President Trump . Biden youve got to take a look at what i was left when i became president , when berger what mr. Trump left me. We had a economy in free fall. The pandemic was so badly handled. Many people died. All he said was its not that serious. Inject a little bleach and youll be all right. The economy collapsed. The Unemployment Rate rose to 15 . It was terrible. We had to try to put things back together again and thats exactly what we began to do. We created 15,000 new jobs. We brought out a position where we have 800,000 manufacturing jobs. Theres more to be done. Theres more to be done. Working class people are still in trouble. I come from scranton, pennsylvania, a household where the Kitchen Table, things that werent met during the month were a problem. The price of eggs, gas, housing. Thats why im working so hard to make sure i deal with those problems. And were going to make sure we reduce the price of housing here we are going to make sure we build 2 million new units. Where i went to make sure that we capped rents so corporate greed can take over. Corporate greed is the reason why were in this problem right now. We are in a situation where if you had taken a look at all that was done in his administration, he didnt do much at all. By the time he left, things were in chaos. Literally chaos. So we put things back together. Those jobs, we made sure we had a situation where we know he brought down the price of prescription drugs, a major issue for many people. 15 for an insulin shot as opposed to 400. No senior has to pay more than 200 for any all the drugs they can include beginning next year. Were going to make that available to everybody, all americans. By the time we finished, and we did a great job, got a lot of credit for the economy, the military, no wars, and so many other things. Everything was rocking good. The thing we never got the credit for and we should have is getting us out of that covid mess. He created mandates that was a disaster for our country but other than that we had given them back a country where the stock market actually was higher than precovid, and nobody thought that was even possible. The jobs went down and then they bounced back and hes taking credit for bounce back jobs. You cant do that. He also said he inherited 9 inflation. No. He inherited almost no inflation and it stayed that way for 14 months and then it blew up under his leadership because they spent money like a bunch of people who didnt know what they were doing and they dont know what they were doing. Probably the worst of administration history. Theres never been. As far as afghanistan is concerned, i was getting out of afghanistan. We were getting out with dignity, strength, with power. He got out, the most embarrassing day in the history of our countrys life. Jake President Trump, over the last eight years under both of you or administer rations, the National Debt soared to record highs. Now, we cut the taxes, as an example the Corporate Tax was cut down 20 from 39 plus beyond that, we took in more revenue with much less tax and companies were bringing back trillions of dollars back into our country. The country was going like never before. We were ready to start paying down debt or we were ready to start using the liquid gold right under our feet, the oil and gas right under our feet. Were going to have something that nobody else has had purely got hit with covid. We did a lot to fix it. I gave him an unbelievable situation with all the therapeutics and all the things that we came up with. We give him something great. Remember, more people died under his administration, even though we had largely fixed it. More people died under his administration than our administration, we are right in the middle of it. This morning the court ruled another Abortion Case temporarily allowing emergency abortions to continue in idaho despite that states restrictive ban. Former President Trump, you take credit for the decision to overturn roe v. Wade which returned the issue of abortion to the states. However, the federal government still plays a role in whether or not women have access to abortion pills. They are used in about twothirds of all abortions. As president , would you block abortion medication . Trump first of all, the Supreme Court just approve the abortion pill. And i agree with their decision to have done that. I will not block it. If you look at this whole question that youre asking, complex but not really complex. 51 years ago, you had roe v. Wade and everybody wanted to get it back to the states, everybody, without exceptions. Democrats, republicans, liberals, conservatives, religious leaders. What i did is i put three great Supreme Court justices on the court and they happen to vote in favor of killing roe v. Wade and moving it back to the states. This is something that everybody wanted. Ten years ago or so they started talking about how many weeks and how many this and getting into other things but every legal scholar throughout the world, the most respected, wanted it brought back to the states. I did that. Now the states are working it out. If you look at ohio, it was a decision, it was an end result that was a little bit more liberal than you would have thought. Kansas i would say the same thing. Texas is different. Florida is different. Theyre all making their own decisions right now. And right now the states control it. Thats the vote of the people. Like ronald reagan, i believe in the exceptions. I am a person that believes. Frankly, i think its important to believe in the exceptions. Some people, you have to follow your heart. Some people dont believe in that but i believe in the exceptions for rape, incest, and the life of the mother. Some people dont. Follow your heart. Youve got to get elected. The problem they have is theoretical. They will take the life of a child in the eighth month and ninth month and even after birth. After birth. As far as abortion is concerned, its back with the states. States are voting. In many cases, its frankly very liberal decision in many cases its the opposite. But their voting and its bringing it back to the vote of the people which is what everybody wanted, including the founders, if they knew about this issue which frankly they didnt. But they would everybody wanted it brought back. Ronald reagan wanted it brought back. He was able to get it. Everybody wanted it brought back. Many president s have tried to get it back. I was the one to do it. This gives it the vote of the people and thats where they wanted it. Every legal scholar wanted it that way. Dana staying on the topic of abortion, President Biden, i will let you do that this is the same topic. Seven states have no legal restrictions on how far into a pregnancy a woman can obtain an abortion. Do you support any legal limits on how late a woman should be able to terminate pregnancy . Biden i support roe v. Wade which was three trimesters. First time is between woman and the doctor. Second time is between a doctor and an extreme situation. The third time is between the woman and the state. The idea that the founders wanted politicians to be the ones making decisions about a Womans Health is ridiculous. No politician should be making that decision. A doctor should be making that decision. If im elected, im going to restore roe v. Wade. Trump so that means he can take the life of the baby in the ninth month and even after birth because some states, democrat run, take it after birth. Again, the former governor of virginia. Put the baby down. Then we decide what to do with it. Hes willing to, as we say, rip the baby out of the woman the ninth month and kill the baby. Nobody wants that to happen. Democrat or republican. Only if the womans life is in danger, if shes going to die, thats the only circumstance in which that can happen but we are not for lateterm abortion, period. Period, period. Trump under roe v. Wade you have lateterm abortion. You can do whatever you want depending on the state. We dont think thats a good thing. We think its a radical thing. We think the better grass other radicals, not the republicans. Biden for 51 years, that was the law. Constitutional scholars said it was a right way to go. Given that, why should voters trust you to solve this crisis . Biden because we worked very hard to get a bipartisan agreement that not only changed all that. Make sure we were ever in a situation where you had no circumstance where they could come across the border with the number of Border Police there are now. We find ourselves in a situation where when he was president he was separating babies from their mothers, putting them in cages, making sure families were separated. Thats not the right way to go. What i have done since ive change the law, whats happened, i have changed it in a way that now youre in a situation where there are 40 fewer people coming across the border illegally. Its better than when he left office. I will continue until we get a total ban, the total initiative relative to what were going to do with more Border Patrol and more asylum officers. Our putins terms acceptable to you . Trump our veterans and soldiers cant stand this guy. They cant stand him. And thats based on every single bit of information. As far as russia and ukraine, if we had a real president , a president that was respected by putin, he would have never invaded ukraine. A lot of people are dead right now much more than people know. They talk about numbers. You can double those numbers, may be triple those numbers. He did nothing to stop it. I think he encouraged russia from going in. I will tell you what happened. He was so bad with afghanistan, it was such a horrible endorsement, most embarrassing moment in the history of her country that when putin watched it and saw the incompetence, he should have fired those generals like i fired the one that you mentioned. No love lost. No general got fired for the most embarrassing moment in the history of our country, afghanistan, where we let billions of dollars in equipment behind. He was going to take kyiv, part of the old soviet union. Thats what he wanted to reestablish. He didnt do it at all. Wasnt able to get it done and they lost thousands of troops. 500,000 troops. But this is a war that never shouldve started. If we had a leader in this war, he let everybody along. Hes given 200 billion now or more to ukraine. Hes given 200 billion. Thats a lot on money. I dont think theres never been anything like it. Every time zelenskyy comes of this country he walks away with 60 billion. The greatest salesman ever. Im not knocking him. Im not knocking anything. Im only saying the money that we are spending on this war. We shouldnt be spending. It should have never happened. I will have that were settled between putin and zelenskyy as president elect before i take office on january 20th. I will have the war settled. In october, hamas attacked israel killing more than 1,000 people and taking hundreds of hostages. Among those held and thought to still be alive are five americans. Israels response has killed thousands of palestinians and created a humanitarian crisis in gaza. President biden, you put forward a proposal to resolve this conflict. But so far, hamas has not released the remaining hostages. Israel is continuing its military offensive in gaza. What additional leverage will you use to get hamas and israel to end the war . You have 2 minutes. Biden number one, everyone from the United Nations Security Council straight through to the g7 to the israelis and not netanyahu have endorsed the plan i put forward. Three stages. Trade the hostages for a ceasefire. The second phase is a ceasefire with additional conditions. The third phase is the end of the war. The only one who wants the war to continue his hamas, number one. We are still pushing hard to get them to accept. In the meantime, whats happening . In israel. The only thing i have denied israel was 2,000pound bombs. They dont work very well in populated areas. They kill a lot of innocent people. Providing israel with all the weapons they need when they need them. John dickerson, ill start with you. For the majority of americans who dont want this choice, the debate met those expectations. I think you characterized it correctly. What we heard about President Biden is people who know him said when he was underestimated in the 2020 campaign, people said look to his Convention Speech and he exceeded expectations. Look to the state of the union, he exceeded expectations. On the debate stage he came in well under expectations as a matter of performance and as arguing for why his vision for the future is better, as you mentioned donald trump gave fantastical, delusional answers on january 6, charlottesville, what he said about the theft of the last election. That matters because hes trying to convince people who saw things with their own eyes that what they saw was not so. Part of being president is seeing things clearly. How the voters will make something of this, im not sure. But for President Biden, where the behavioral challenge tonight, the theatrical challenge, he did not perform as i should think any of his supporters would think. I agree. If he was supposed to comfort people who were concerned about his age and ability, that did not happen tonight. They feel former President Trump was able to make claim after claim without much pushback from the moderators or President Biden but theres private concern among some trump sources, to answer this question in a positive way for trump, did he expand his coalition tonight . Yes, he aroused his base and kept his temperament contained, didnt interrupt a lot but was he able to reach core voters who might be on the fence question at the exchange as abortion rights seen as key. But that begs the question why they didnt let people know beforehand to sort of set expectations among the audience of people werent taken by surprise. Major garrett has been looking into all the statements made tonight. Thank you, norah. That cbs confirmed team has three fact checks out of the box. The first one. President trump said we have the greatest economy and history of our country. Of course the economy is a perception as much as a statistical reality but there are statistics. The statistics show based on Gross Domestic Product, unemployment, stock market gains, there are other times in American History where the economy was far better than during the four years of the trump administration. On two of those metrics, Gross Domestic Product on deployment, even the Biden Administration record is better than the trump record even before the pandemic sat in her lets go to factcheck number two. Something President Biden said. Talking about immigration. About a recent change he made about those crossing the border, saying that 40 fewer people are coming across the border illegally, better than when he left office, partially true because of something that President Biden has recently done. Those border crossings are down and they are down by about 40 . Of course before that the numbers were higher. They compare somewhat favorably to those during the trump administration. Thats why we rate it as partially true. Another very important point that came up was a comment from President Trump about partial birth abortion or abortions late, late in term. Eighth, ninth month, even afterwards. Former President Trump said, quoting former Virginia Governor Ralph Northam that there could be killings of babies even after birth. We rate this as false. Governor northam was talking about hypothetical situation where baby was not going to live outside the womb. And, this is called infanticide, everyone knows that. Its not legal in any state. House democrats on the verge of trying to get back the majority. They are nervous about doing that and places in these battleground states where theyre going to need a strong top of the ticket. There are more than 200 House Democrats. Are these, would you say a group, three House Democrats who may be progressive and are angry with biden about the war in israel . Are they leadership . They believe this election is about trump, not about President Bidens debate performance and they believe they have a record to run on. Hes going to continue to hit abortion rights, hit the issue of the economy, american democracy and that this is not a watershed politically in this campaign. Its the start of the campaign. Thats the view from a lot of people who know biden. They say he may not have brought his best game tonight but they are excellent nation is, this is just who he is in terms of his personality. Hes going to bring the fight with advertising. Money isnt where it matters, not a debate in the summer in atlanta.
