Thanks for joining us here on kron. 4 news at too. Im justine waldman. 2 big storms are set to arrive in the bay area this weekend bringing heavy rain wind and there is the potential for thunderstorms. We have Live Team Coverage to kick off our 2 oclock hour now. Kron 4 s Charles Clifford is in walnut creek and thats where people are getting ski gear all ready to go as those storms are expected to dump some snow in the sierra. But first, a check in with our meteorologist kyla grogan with the latest conditions as well as when we can expect the first round of rain to arrive. Hi, kyla. Hey there. Yes. So today is the quiet before the storm, right . The calm before the storm. And you can see we just have those cloudy skies as we take a live look outside. For the most part, staying dry today, although a few sprinkles in the north bay. But its all courtesy of this low pressure system. The first of 2 set to roll in as we roll into our weekend and it is dragging, as you can see, a little plume of moisture with it and that will they have to be the telltale sign of what is to come. So as we zoom in here, you can see again, mostly cloud coverage. But a few sprinkles now making their way just along that north bay coast, some of it maybe not even hitting the ground yet, but its all starting to flow in the beginning of this first push, though, as we get throughout the night tonight, we stay relatively dry. But once we get into the overnight hours, you can see this rain starting to take shape. This is 7 oclock tomorrow morning and then starts to roll in and get a little bit heavier as we roll into the afternoon. Snap taken about 2 oclock. And thats we have some of those downpours happening in the north bay. And then it starts to roll right through the rest of the bay area. As we work our way into the afternoon. So if youre in San Francisco or point south, probably looking okay for the morning. But by the afternoon, looking at for some those downpours. This is saturday night, a little break saturday night into sunday morning before the second hit of rain comes in. So this is the first bit and its going to be about a half an inch of rain. It can see for most of the bay, but an inch to an inch and a half for the north bay. This is really going to prime the pump for the Second System thats going to come in be a bigger impact system, a slower moving system and have a little more staying power. So the time we get to wednesday, you can see with those totals are, you know, pretty impressive. So we do have a flood watch now. This starts sunday morning and goes through wednesday morning. So the beginning of that second storm system you can see were expecting the possibility of flooding bay area wide. Ill be back a little bit. Well talk about that. Second bigger storm track that for you to get you ready for whats ahead. Back to you. And theres a rush right now to get ready for all that rain in the north bay public works. Crews and pga near pulling in lots of resources to prepare for these backtoback storms. Kron fours terisa stasio has details now from santa rosa. From sandbags to rescue boats and north bay is preparing for the next batch of storms projected to bring a downpour, especially to the city of Santa Rosa Fire Department well as a number of Fire Agencies across Sonoma County are up staff in advance of what we hope turns out to not be anything significant but making preparations for potential flooding. Santa rosa fire marshal paul and paul says that with the ground saturated from the last storm where they saw downed trees, pull down power lines. It is vital. He says. To have extra resources on hand against a based on what were looking at with just how saturated the grounds are with the National Weather service now issuing a flood watch that goes into effect this weekend. The parks and open spaces will close tonight at sundown and then they will not reopen again until thursday morning at 9 as the wet weather rolls in. The city is asking locals to report flooding or downed trees to be my fairfield ca app or to the public works operations division. So as kelly mentioned, these storms should delight some snow lovers kron. 4 s Charles Clifford caught up with locals preparing to head up to the sierra. They are hoping picked conditions. Im excited. Another got some fresh powder yesterday. So we looking forward up at tahoe ski resorts around the lake are getting prepared for the return of Winter Weather. Heavenly ski resort in South Lake Tahoe has received a foot of new snow over the last weekend. They are expecting more in the days ahead palisades tahoe in north lake. The resort says theyre expecting a warm winter storm. Higher elevations where the snow is going to stay the best. The lightest. It might just get a little bit wider and denser towards the base elevation of our mountain. But we got upwards of 9,000 feet are highest peak. We will have great snow up high and its going to be great powder writing. With snow in the forecast and a lot of people headed to the mountains. Ski resorts are advising visitors to check Road Conditions and weather forecasts before leaving home and to plan ahead as much as possible. Lets theyre spending. San francisco fire an t northbound lanes of 101, near the cesar chavez offramp. Were hearing around noon there was a crash involving 3 cars. The extent of all the injuries of the people involved not clear right now, the 2 northbound lanes and one southbound lane are currently blocked off. So drivers are being asked to use different routes and stay away from this area right now. Thats well tricky as we approach the evening commute on friday. Alleged brothel busted in the east bay kron. 4 to all reports earlier this week arrests were made in a san leandro neighborhood connected to pimping prostitution and human trafficking. Within walking, distance of the marina and a golf course in a quiet residential part of town. This street in san leandro was swarming with Police Monday when investigators served a search warrant on this 3 bedroom, 1200 square foot home. Just a few doors down from Walter Taylor was a brothel taylor says he spoke with neighbors who believe the operation was a drug bust. But the San Leandro Police Department Confirms 3 people were arrested in connection with allegedly running a brothel out of the house. I the Police Officer k. A young handcuffs and put it on the back seat of the car. Police say a 60 yearold man, a 34 yearold woman and 35 yearold woman were taken into custody. But only the man is facing charges. Felonies related to prostitution and human trafficking. Neighbors who spoke off camera say they have noticed random and frequently showing up to and leaving the home over the past year in posts on social media. Police crediting the community for helping with tips on this case pretty quiet neighborhood. Same to for many, many is the suspect is in custody at the santa rita jail in dublin. Also today, governor gavin newsom in the bay area highlighting the latest efforts in his statewide push to address homelessness. Project homekey is the governor statewide plan that converts former offices, hotels, another underused buildings into housing for the homeless project. Homekey the newsom. The governor Just Announced this new a 14. 3 Million Dollar project thats going to build 41 units for project homekey in downtown oakland. We need to see some of the operational supports. So we provide a sense of community and place and continuity, confidence for neighbors that this is an added value. This is not a burden for the community. 900 of these units will be used to serve young people and this is video from a previous project in oakland and the program is expected to start and be operational within a year in 3 and a half years under homekey, california has purchased more than 15,000. New permanent hotel and motel rooms and turned them into housing. The mayors of San Francisco and san jose have announced their support to perform proposition. 47 voters approved this in 2014. Its a law that reduces the punishments for drug possession and property theft worth less than 950. Theres an ongoing effort thats happening right now to get a Ballot Initiative in front of voters this november to reform prop 47. And today during kron 4 news at noon, i spoke with a former Sacramento County District Attorney who supports this reform. Look at democratic cause. I call it a california cause. Its our opportunity. To right. The wrongs of prop 47 bring us back to ballot its not designed to go for one way or the other. Its designed to just get us to the middle and allow all californians to have a quality of life that they they deserve. So again, people be able to vote on this measure in november. Were going to talk about our forecast not looking out towards the north bay right now, the calm before the storm. But kylie, when you put the 7 day forecast go like this. No, its okay. Okay. Ive got a break in the rain. Everybody near the end of the 7 day forecast. But i got one and its a good one. So ill show you that in just a minute. But lets start with the cloudy skies out there. Taking a live look from the east bay. Temperatures have been mild today. We made it up to the 60s and san jose yet again, my warmest spot on the bat, mostly 50s out there for the rest of us weather is about to take a turn, everybody because weve got not one but 2 lowpressure systems lined up in the pacific set to bring us some pretty impactful rain now, the first system coming in late tonight into tomorrow. Thats the one that is going to be kind of the primer of the pump, if you will, if you will, because the second one will have that saturated ground. And thats when i think we can get to a little bit of trouble. So lets talk about these 2 waves of rain. First one for most of us saturday coming in overnight tonight, one to 2 inches in the north bay about a half an inch to an inch elsewhere. Some not as concerned about that, right . We can handle that. The problem is once we get into the Second System sunday through wednesday, now were talking an additional inch and a half to 3 inches in urban areas and 3 to 6 inches in our mountains. Were also talking about wind. So thats when i think we could get into some issues. Heres that first hit. You can see get about a half an inch in San Francisco, higher totals in the north bay. But as we get to sunday and monday, even lingering into tuesday parts of wednesday, these are the totals are looking out for its statewide, right. This is going to be a very big california rain and snow event for this year, too. So as we get into tomorrow, you see a margin of flood risk for a good part of the bay area. And then slight flood risk for tomorrow in the north bay. Then we move into sunday and at this point now were starting to take on more rain. Were all moving into. Thats like flood risk. And were also going to be under that flood watch beginning sunday morning. So the show you how these waves come in. Theres our first wave, right . Thats on saturday with a little break. Saturday night into sunday morning. Second wave comes in. This one hangs out here and just spins. And thats why its going to be a slower moving system that can provide more rain for us. And thats why it concerns me a little bit more right now. Just a few sprinkles coming into the north bay. But theres that low pressure system very well defined right there. Second one right behind it. Also, we have just let you know, High Surf Advisory for saturday. So want to make sure youre looking out for this at the coast. Could be very dangerous. Breaking waves, 18 to 22 feet. Sneaker waves can be very careful. Art. Heres the 7 day forecast. Also want to say that sunday into monday storm system has a chance of thunderstorms with it. But come on down here, folks thursday and friday. Were looking a lot better. A couple days of a break should just fine. We get to the end of the week. Back to you. Thank you. So the as are back at the bargaining table with oakland and Alameda County officials. Theyre not talking about a new stadium, just a lease extension. The teams currently supplant the coliseum expires at the end of this year and with a new stadium in las vegas, at least 3 years out, the as might need to find a new place to play if agreement cannot be reached. So its not known when this next meetings will be taking place between the as and local officials. But oakland mayor sheng thao did release a statement saying the city of oakland had a productive conversation with the as and the county to discuss a lease extension at the coliseum and we look forward to future discussion. She goes on to say keeping the as in oakland is whats best for Major League Baseball. The as oakland and the fans by doors open to john fisher and to anyone else that has the means and desires to purchase the as and keep the rooted in the town. And if oakland agrees to this extension, the lease at the coliseum, which this city is asking mlb for an Expansion Team for once the sleeve for good. All right.
