Rob roth spoke to city officials who now say they are doing things differently to try to prevent another strategy. Rob . Reporter ken, first friday is just Getting Started on telegraph avenue in downtown oakland. People are still arriving. The streets are closed. And theres a peace concert going on in memory of Kiante Campbell, shot to death at last months first friday. Oakland has made a number of changes this time, hoping that nothing like that happens here again. At this art gallery on telegraph avenue, an antiviolence display is going up, asking people to keep first friday safe. Oakland police say oakland has already made changes. The event will end an hour earlier at 9 00 p. M. The size of the festival has shrunk from 10 blocks long to six, and no Drinking Alcohol on the streets. Bars, including this beer garden can still serve customers, but i have the responsibility to make sure that my patrons, people who buy beer from me dont leave with it. Youre welcome to consume your beer on this premises, but you cant leave with it. So it meant an increase in security and door people. I do feel a lot safer with the police presence. And the fact that it is closing promptly at 9 00 p. M. Reporter first friday attracts some 20,000 people to oakland, ebbs posing them to restaurants and numerous art galleries, a positive event for a city in need of one. Then 18yearold Kiante Campbell was shot to death in a parking lot last month as first friday was ending. Its an opportunity for the community to pull together and say we wont tolerate this kind of gun violence and people, particularly youth, need to be given other ways to express, and art is one way to do that. Reporter were back live. There are two moments of silence scheduled this evening, one for Kiante Campbell and one for all victims of gun violence. Some homes and businesses in lafayette are still without power tonight, after an Early Morning police chase that ended when the suspect vehicle crashed into a power pole. Police say they were trying to stop a man who was driving erratically on highway 24 around 2 45 this morning. The driver led officers on a chase that ended in the crash on happy valley road and sores lane. Power was knocked out to nearly 1800 customers, but was quickly restored to most. Full restoration is expected within the hour. Police say the truck officer the truck officers were chasing turned out to be stolen. The driver was arrested. In last hour, weve learned more about what led Sonoma County sheriffs deputies to shoot and kill a kidnapping suspect, after a chase that ended in guerneville last night. Eric rasmussen is live in santa rosa, where hes been checking with police leading the investigation. Eric . Reporter julie, just back minutes ago, i spoke to a captain here at the Police Department, who has identified the suspect shot and killed by deputies as 37yearold richard ten shrekengaust. The two were acquaintances, but had just met in january, not long before this happened last night. And police say they may have never known the victim was missing, if she had not been able to send a text message for help. Chopper 2 was over the scene, as a tow truck hauled this toyota camry out of a wooded area in guerneville. This is where investigators say a Sonoma County deputy shot and killed a kidnapping suspect who led authorities on a chase with his hostage in the car, before crashing into an embankment. He cut down here and theres a fire road up there. And he according to what ive been told, went through the fire road. Reporter police say it all started last night, when a woman sent Text Messages to a friend in san rafael that she was being kidnapped. Providing description of the car, some location information, as she was able and that she was dpoarnd her safety. Reporter deputies spotted the suspect car on guerneville road in santa rosa and he led them on a chase into western Sonoma County, avoiding spike strips before crashing into a residential neighborhood. Im surprised the person drove in here, knowing that theres signs out, saying roads closed, its a dead end. Reporter police say the woman escaped unhurt, but a deputy shot and killed the suspect while trying to arrest him. Investigators have not said if he was armed. And again, with this new information weve received minutes ago, police also told us they did not find any weapons in the suspect car, but say the investigation is still ongoing. We just learned less than an hour ago that organizers have changed the location of the Memorial Service planned next week for the two Santa Cruz Police officers who were killed in the line of duty. Ktvus robert handa is live in santa cruz with details on the new location. Robert . Reporter the Police Department has decided to switch thursdays public memorial from santa cruz to san joses downtown hp pavillion. Now, Deputy Police chief steve clark says the change was necessary because of overwhelming interest by Law Enforcement agencies and the community. That interest was reflected today, when Police Officers returned to the streets. Santa cruz county sheriffs deputies honored returning Police Patrols today. The Sheriffs Department and chp took over city duties, while the 94 santa cruz officers grieved for investigators, Loran Butch Baker and elizabeth butler, killed tuesday in the line of duty. Its tough. The first time you jump into that patrol car or walk through investigations, you know, you go past the cubicles and the offices, i think thats tough. Reporter many people told us officers may see a changed community. People are going to be more likely to speak up and, you know, call the police when they see something that isnt right. Reporter but some point out this is the first time officers have ever been killed in their city. Theres also a feeling of fear, because now its happened. We know how it feels. So can it happen again . Reporter sheriffs investigators continue to gather information on suspect jeremy goulay. They are looking for 28year old homeless woman theresa johnson, also known as theresa lamb, and emphasized she is not connected to the shootings at all, but could provide the suspects personal history. Many residents are angry he moved in under the radar. Its scary. And if anything comes out of this aside from the love the community and helping the families get through it, it would be to figure out a way to get in databases, peoples history. Reporter again, the procession of officers we saw today will be out in force at thursdays noon time public memorial, now set for san joses hp pavillion in downtown san jose. One man is under arrest and police are searching for another suspect after two boys were robbed at knife point near Redwood High School in larkspur. The boys told police that two men knocked them down on a bike path around 4 30 yesterday afternoon and grabbed money from their pockets. One of the men had a knife. When police got there, they saw two men matching the suspect descriptions and ran after them. Officers say they caught an 18 yearold man, but the other one got away. Within the last half hour, president obama signed the order to begin 85 billion in spending cuts. Earlier today, the president blamed republicans, saying he couldnt force them to compromise and avoid the sequester. I am not a dictator. Im the president. So ultimately, if Mitch Mcconnell or john boehner say we need to go to catch a plane, i cant have secret Service Block the doorway, right . Republican leaders are placing blame on the president for insisting increased taxes be part of the resolution. House Speaker John Boehner says republicans will continue to oppose tax increases. The impact of the cuts is expected to be felt over the next few weeks and months. Local governments and institutions claim they stand to lose millions of dollars because of the sequestration cuts. Officials at ucsf say the University Stands to lose up to 30 million in funding from the National Institute of health. The city of San Francisco says it will lose 25 million in federal funding and the San Francisco Unified School District says it faces a loss of 4 million used for nutrition and head start programs. California republicans are gathering tonight in sacramento for the partys threeday annual spring convention. At the top of the agenda is figuring out how to best move forward after a blistering defeat in november. The election gave democrats a twothirds majority in both the state assembly and the senate. A thousand gop delegates are expected to attend this weekends convention to discuss how best to rebuild their party. As time goes on and voters are going to want solutions to the recordhigh unemployment and taxes, republicans need not only to have a plan, but a relationship with those voters. State republicans are also facing some financial challenges with the partys 500,000 in debt. Santa clara county supervisor George Shirakawa resigned from office today, claiming a gambling addiction led him to illegally spend tens of thousands of dollars in funds. He spent 130,000 in Campaign Funds and in taxpayer dollars during a fiveyear period. The da claims most of that money was lost at casinos. Shirakawa has been charged with five felonies and will likely serve jail time. A celebration of cinema is under way right now in san jose. President obama spoke out once again today against californias ban on samesex marriage. He said he felt there was no way for his administration to avoid weighing in on the supreme courts review of proposition 8. The president s remarks come one day after the Obama Administration filed a friend of the court brief, calling on justices to strike down prop 8 when they hear arguments at the end of the month. President obama says he believes the nation is going through the same evolution in its thinking that he did over the past couple of years. A san jose federal judge today cut about 450 million from the 1 billion that a jury awarded apple in its patent fight with samsung. The judge called some of the damages improper and excessive and ordered a new trial for claims against more than a dozen samsung devices. The judge did let stand almost 600 million in damages for the jurys findings that samsung infringed patents in some of its other products, including the galaxy smartphones and tablets. Apple hasnt commented. Samsung says its pleased with the judges decision. Results of a justreleased state investigation claim negligence at an adult care home in concord contributed to the death of an 86yearold resident. The state department of social services found julias home was not supervising patients and did not have a working alarm on the front door, as required by law. Last september, 86yearold yolanda membraneo who suffered from dementia, walked out the front door of the home and hours later died of heat stroke. For six years, one drop at a time, blood from an Anonymous Group of strangers kept a young bay area boy alive. Today, as mike mibach reports, the group of donors came face to face with someone they only knew as the john muhr baby. Reporter tonight, a story of family. He was born really pale. Reporter survival. He had increased heart rate. Reporter and donation. Within minutes, they rushed him to the nicu and immediately gave him a blood transfusion. Reporter plaid shirt, big smile today. Not so back in 2006. Dillon lowe came into this world sick, diagnosed with diamond black ban anemia, a rare genetic disorder. So what youre looking at right there is exactly what dillon needed. Blood. Transfusions, nearly every day for six years, until he was able to get his bone Marrow Transplant back in may. What he never did, though, was get a chance to meet that core group of people who donated blood, that is until today. Thank you so much reporter here at the red cross in oakland, young dillon met gale, harold, joseph and mark, and so, too, did his grandmother. You saved his life thank you reporter you see, the blood within this group of four was the lifeline for a young boy they only knew as the john muhr baby. [ applause ] reporter the red cross recruited the donors and they said yes. They couldnt travel, couldnt get tattoos, couldnt do any of the number of things that could get you deferred. Reporter today for the very first time to see them makes it all much more real. Reporter they set their eyes on the baby. They makes a difference sorry. But anyhow, im delighted. I hope dillon leads a full life. I know he will. Thank you for giving our son life and a lot of times we take life for granted. But this is a Good Opportunity to come and say thank you. Great white sharks are now under greater protection off the coast of california. State officials have listed the shark as a candidate for the endangered species list. For the next year, the great white will receive the same protection as if it were listed as endangered. It is already illegal to target great whites for catch, but the new also ban accidental capture. The California Department of fish and wildlife will conduct a status review of the sharks to determine whether they are indeed threatened. A wonderful day today, beautifully warm out there. I dont think it was a big surprise the ncaa had been after them for quite sometime, but hearing rumors along those lines, but it is coach Randy Bennett who will bear the brunt. For instance, he will not be allowed to recruit off campus. That hampers the program immensely. He will be suspended for the first five games of next year.
