Brace for another round of Severe Weather today. Good morning, everybody. It is wednesday, may 17th. Less than a week after President Trump fired and warned the fbi director james comey about tapes of their conversations, a paper trail inside the bureau of investigation is emerging. Multiple sources with firsthand knowledge tell nbc news saying he wrote a memo saying trup asked him to drop an investigation into Michael Flynn. Comey wrote the memo which nbc news hasnt seen on february 14, the day after flynn resigned, following reports he mislead Vice President mike pence about lifting sanctions with the russian ambassador. Comey wayne the office for a count counterterrorism briefing. He asked comey to stay behind after the meeting was breaking up. According to New York Times, trump claimed comey had done nothing wrong. I hope you can see your way clear to letting this go, letting flynn go, hes a good guy, i hope you can let this go. The memo said comey didnt say anything replying i agree, he is a good guy. The white house responded saying it is not a truthful or accurate portrayal of the conversation, saying while the president has repeatedly expressed his view that general flynn is a decent man who served and protected our country, the president has never asked mr. Comey or anyone else to end any investigation. Now the republican chairman of the House Oversite Committee is demanding answers and evidence. Congressman Jason Chaffetz is asking for all communications and later suggested in a tweet he would issue a subpoena for materials if need be. On the surface that seems like an an extraordinary use of influence to try to shut down an investigation being done by the fbi. I dont know if its true yet but i want to find out if thats actually out there. Newspaper articles are not admissible in any courtroom in the united states. Im not knocking the reporter. The reporter does good work but were a long ways from a conviction, the fact that we have a head line in New York Times. And he calls for more information, a number of lawmakers say they want more details, including from james comey himself. Republican senator jeff flake yesterday tweeted Congress Needs to see the comey memo. Chair of the House Republican conference, Kathy Mcmorris rogers tweeted of course director comey should testify. I believe open, transparent government is most effective for the people we represent. And Lindsey Graham wants to hear from him as well. If mr. Comey is alleging the president did something inappropriate, open invitation to come to the committee and tell us about it. I dont want to read the memo, i want to hear it from him. Concerns about or National Security, the rule of law, the independence of our nations highest Law Enforcement agencies are mounting. The country is being tested in unprecedented ways. I say to all of my colleagues in the Senate History is watching. And then theres this. Senator john mccain reportedly said the growing list of scandals hitting the Trump White House are reaching watergate size and scale. Mccain said that at a dinner last night. Saying senator mccains comments were meant to convey the constant revelations of events surrounding rushs interference in the 2016 election are reminiscent of past scandals. The fallout continued after it was revealed he released information in the oval office. According to three government officials familiar with the matter, naming the country as key partner which provided isis related information. And israels ambassador said israel has full defense in intelligence sharing relationship with the u. S. Once more, the National Security advisorier did not directly dispute content of the report, instead saying the president was not only empowered to share intelligence but wasnt in the loop about where it came from. Are you denying he revealed information given to the u. S. By intelligence partner . So what we dont do is discuss what is and isnt classified. What i will tell you is in the context of that discussion, what the president discussed with the foreign minister was wholly appropriate to the conversation and is consistent with the routine sharing of information between the president and any leaders with whom hes engaged. The story combined what was leaked with other information and then insinuated about sources and methods. So i wanted to make clear to everybody that the president in no way compromised any sources or methods in the course of this conversation. He shares information in a way that is wholly appropriate. I should just make maybe the statement here that the president wasnt even aware of where the information came from. He wasnt briefed on source and method of the information either. Was this information shared with the russians the same content shared with our allies . I dont want to get into specifics of what exact information is shared with what exact allies, but information on this topic of the threat to aviation was shared with multiple allies. As you know, there are already policies in place to protect against that threat. But the wall street journal is reporting officials familiar with the matter that israelis source was considered so sensitive that the u. S. Hadnt shared with its closest allies in the socalled five eyes group, which includes the uk and canada. Mom pompeo briefed them on the meeting with lavrov. And the president was cheering during a joint appearance with another ally under strain, the president of turkey. We had a very, very successful meeting with the foreign minister of russia. Our fight is against isis as general mcmaster said. I thought he said and i know he feels we had actually a great meeting with the foreign minister. So were going to have a lot of Great Success over the next coming years. The white house and at least one Intel Committee republican are concerned how the president s conversation even got out. I think the real issue and i think what i would like to see debated morris National Security is put at risk by those violating confidentiality, those releasing information to the press that could be used, connected with other Information Available to make american citizens and others more vulnerable. The real story here is theres a weasel here. That is the person that reported about this conversation. This is a person who is a traitor. This is a good act he did, not a bad act he did. But there was a bad act here. Somebody ought to go to the people who printed this and say look, youre an american, im an american, tell us who did this so we can put them in jail. Is this normal for the president not to be briefed on source or does this speak to whats not shared with the president , whats being shared and not being shared with President Trump now . I think you hit the nail on the head there. Weve had questions back since the president was elected during the transition period about, you know, reports questioning how seriously he was taking intel briefing, if he was taking it every day, was general flynn giving him some version of an intel briefing. Some of my colleagues traced back tweets and lined it up with the president s schedule when he was supposed to be getting intel briefing, but he is tweeting about different matters. There are questions about what he is being told and the level at whichesque briefed, how deep in the weeds are they getting on threats and this is what a lot of people feared with the president. Would he slip up and Say Something and if the intel folks in his own staff, maybe not giving him full information or roots of intel, would he Say Something like this. Someone remarked to me this is kma exactly what we feared all along. Is this more about what he is not being told or he is not listening when he is told things . We dont know yet. That may come out in the process here that we seem to be in, figuring out exactly what he told the russian officials last week in the oval office. Lawmakers want to know a lot more about that. I think were going to learn about that in weeks to come. Very well could be that hes just not being told. There are reports out there i have been told that the intel officials have scaled back the level, the robustness of the intel from his predecessor, barack obama, and even president s before that. It is just a different kind of briefing and doesnt have the same level of detail. That may have to change. I thought the most telling thing last night is we had the reports of the comey memos, that democrats went hard in calling and renewing calls for an independent counsel to take over the russia investigation, get it out of congress hands, depoliticize it. Republicans were quiet for several hours, they were really rocked by this. You talked about chairman chavitz saying he may subpoena to get the memo. The most telling thing, speaker ryan put out a short, telling statement and fully backed chairman chaffetz trying to get the memos, saying the American People have a right to know what the former fbi director and the president talked about. For speaker ryan who has surprisingly stood behind trump, that is a big moment in whatever is about to happen. People wondering was this the straw that broke the camels back. Similar to areas we saw yesterday from western kansas. This red area is a moderate risk. Thats pretty significant. Yesterday we were enhanced risk, had 26 toernlds. Moderate risk for the region. Following the meeting, white House Counsel immediately informed the president and senior white house personnel when she first came here late on friday the 27th, yates and white House Counsel met again to discuss certain issues that she had left unclear at the time. Then on the night of january 27, President Trump had dinner with jim comey where he reportedly asked for the fbi directors loyalty. And comey refused. Three days later, attorney general yates was fired for not defending the travel ban, hours after the Washington Post reported that yates warned the white house about flynn, President Trump fired the National Security adviser on february 13th. In the oval office on the following day, february 14th, trump asked comey about, quote, letting flynn go, according to the fbi directors memo. Through it all, comey continued to show his independence. On march 4, trump tweeted accusing obama of wire tapping him. Next day, New York Times reported comey asked department of justice to dejekt those accusations. March 8th, comey said he would serve his full term as director, less than two weeks before confirming the fbi investigation into russia. Youre stuck with me for about another six and a half years. I would love to be invited back again. I have been authorized by department of justice to confirm that the fbi as part of our Counter Intelligence mission is investigating in the nature of any links between individuals associated with the Trump Campaign and the russian government. That came before the House Intelligence Committee on march 20th. Jump ahead to may 2nd, in a phone call russian president putin asked President Trump to meet with sergei lavrov. The next day, President Trump was reportedly angered by comey testifying he was uncomfortable with the idea his actions swung the election back in november. It makes me mildly nauseous to think we might have had some impact on the election and i could be wrong but we honestly made a decision between those two choices that even in hindsight, this is one of the worlds most painful experiences, i would make the same decision. Mildly nauseous. The following week, may 8th, told the head of senate Intelligence Committee he asked for more resources in the russian probe from Justice Department. Day after that, tuesday may 9th, he fired jim comey before he met with the Russian Foreign minister and ambassador whose conversation ensnared flynn and reportedly shared sensitive intelligence. Latest black eye for the white house has republican lawmakers expressing frustration publicly with a simple request. No more drama. I think we could do with a little less drama from the white house on a lot of things so we can focus on our agenda. Susan collins of maine said can we have a crisis free day . Thats all im asking. Isnt there a changing attitude for hill republicans and the white house that youre seeing . There seems to be, at the very minimum they want james comey to testify before multiple committees in both chambers. Republicans before they were kind of lukewarm, said the president had the authority and was very much in the role of president see to fire the fbi director, even if it is very rare. My colleagues on the hill definitely picked up a new odor in the air with republicans wanting to hear from james comey. They want to get to the bottom of this. Like chairman chaf et cetera and speaker ryan, they want to see the memos. Why not comey reveal the information sooner if there was a possibility that the president was trying to obstruct the investigation . It very much appears that comey was playing the long game. He also did not want to go public before he got fired with the memos and seems like that was an attempt to allow the russian investigation, theres also maybe a separate investigation now of general flynn. He didnt want to directly effect those while still in the job, probably thinking he could keep an eye on the president youre no longer an official, this is his only recourse is to go public with the memo. Talk quickly about the possibility of obstruction of justice in regards to the president. How does one figure out what his intentions were here . In figuring out obstruction of justice, they have to figure out were his intentions to impede the russia investigation or were they in fact to sideline flynn and say let the guy off here. Right. The president is a very loyal guy. Flynn was loyal to him during the campaign. The two just became close by all indications as individuals, so you hit at the crux of this. Was he trying to help a man that became a friend and trusted confidant or was he trying to stop a federal investigation because there may be Something Else there that could effect him, other associates, his familys brand, the businesses. There are lawyers on both sides of capitol hill. Patrick leahy, Lindsey Graham in the senate, lawyer colleagues in the house on all these relevant committees who are going to be looking at exactly that, the intent of the president. But also keep in mind that senior fbi agents and officials when they keep these kinds of memos, theres a long history of Court Precedent that judges will take those documents almost as gospel, take them very seriously. According to Associated Press there were also concerns with how trumps Transition Team handled classified information. Two former Obama Administration officials tell the ap highly sensitive materials were being copied, moved from secure locations, carried between buildings without permission. Ap says alarm bells went off when Obama Administration in late november when a member of the Transition Team on behalf of boss Michael Flynn requested classified profile of the russian ambassador. According to ap, he seemed concerned flynn did not fully understand he was dealing with a man rumored to have ties to russian intelligence. The Outgoing Administration was taken back by comments coming from trumps own team. That concerned transition official was former pentagon provision marshall billingsly, current nominee for a high level post at treasury department. Nbc news learned manafort has been subpoenaed by federal investigators. A document saying how he repaid a loan was never filed, and his Company Appears to have not paid the 36,000 in taxes due on that loan. A manafort spokesman said it was repaid in december, paperwork shows repayment wasnt filed until after nbc news inquired. A separate source tells nbc news that the attorney general is taking a preliminary look at his real estate transactions. This on top of a the wall street journal report Justice Department requested his bank records as part of a probe related to whether the Trump Campaign callused with russia interfering with the 2016 election.
