Woman down on the ground. He is in custody along with three others and three have been formally charged and proceeded against and great case and help of oakland and good job and make use of video to make the identification. On july 30 we did a kayaking trip up to sauce liteo and had the rodeo at the ballpark and officers from the region from 15 agencies competing in a motorized Skills Competition. It was very well attended and officer ray padmore who is one of the bicycle instructors took the children off for a Bicycle Safety class and their own Skills Competition and a size down if you will course. They did better than i did. Last night was National Night out all over the city. Every district had an action. Clyde covered southern and tenderloin for me as you heard. I was at bay view, park, northern and bay view, northern and we just missed mini park. The mayor was out. The bay view had three this year. Very well attended. A lot of people were fed and a lot of fun and there was swriewm everywhere and the buy back is at us bank and 22nd and cap street and 100 for any handgun or rifle non assault type. Any Assault Rifle would fetch 200. We encourage anybody to turn in whatever guns you have. Any gun off the street is a good gun off the street and then this saturday is our Second Academy jamboree and the recruits have been working through their time and invited up to the academy with the families. Its from nine to one. Its a lot of fun. We expect many youth from the city. We did boys and girls club the first time. We will have presentati officers on horses and other things and putting them in contact with the cops which is a good thing and lastly there was a heightened security mention in the media. This was due to the action taken world wide at consulates. We have a lot of consulates in the city, infrastructure in the city. Again were a destination place so it wasnt so much that the officers did anything over and above other than making their presence felt among the Critical Infrastructure and consulates and holy places. Its similar to what we do anytime the National Threat level is raised and around the holy days and we havent had anything so far but its good for training and when we have so many new officers and theyre get familiar with the district. Were having a bank robbery series. These are the high jump robbers. They appear to be very coordinated both in their skills of jumping onto the counters and actually timing how long theyre in these banks, so we encourage the public that if you see someone around the local branch or bank and dont belong and please call and were working with the fbi and actively pursuing information and hopefully we have a resolution soon. Great thank you chief. Any questions for the chief regarding statistics and recent events . Hearing none please call line item 4b occ personnel report. inaudible . Thats right. Sorry about that. Do the fdrb. Sorry sergeant crudeo. Sorry. Thank you. Thanks for your patience. President mazzucco, commissioners, director hicks, chief suhr, my name is Sergeant John crudeo and with the office of internal affairs and with the officer involved shooting team. Im going to talk about the officer involved sheeting investigations, our status report for the last quarter and the fdrb summary. The fire discharge review board we will start with that. The Second Quarter the board was convened on june 20, 2013 and we reviewed two cases that were concluded. The investigations were concluded. Those case are listed here. The voting members are shown here consisted of deputy chief chin who was the chair, deputy chief loftus and smid t and beale and the members were Vice President truman, director hicks was president. And staff from the Risk Management officer and sergeant [inaudible] [inaudible] sorry. With respect to officer involved shooting 13004 this case was presented by inspector mcdonald and occurred in dublin california on the home of the officer involved. The officer was off duty and cleaning a weapon when he had an accidental discharge which struck his leg. He was in the process of repairing a weapon and had actually forgotten if he had loaded the weapon and struck his leg and recovering from the injury at this time. He is back in a limited capacity, and the finding on the case was not in policy. The other discharge we looked at was one occurred that in alfred lake in 2013. In this case a dog charged an officer who was investigating a man that he had seen that was unresponsive and slumped over he was slumped over the dog and the dog charged and the officer fired twice and that was determined to be in policy. Those were the cases we reviewed and forwarded to through the fdrb to the chief. You have the reports i believe. They were submitted june 26. We will get into it in a moment and i prepared this last week and there are some changes and i will put you on your toes. In the Second Quarter and the open case from 2011 as you see in the copies that you have we have five cases open and the status is pending and close the helped report and finish off the investigative investigation and i got it for 005 and that is moving forward. Good news. 2012 cases, the open cases are these six. 001, 002, 003, 004, 005, 006. Those are open investigations and the other cases are 13001, 002, 003, 004. That case was presented at the fdrb. That was the accidental discharge. 005, 006, 00 seven, so we have the two cases one case they mentioned closed. 13004. A new case was started 13007 and we now have the 17 cases open, but of course we have some changes. We had the da [inaudible] moving forward and we had progress with the das office and good talks with them and we expect a number of letters coming out in short term. Thank you sergeant and thank you for your work. When i was on the commission there were 10 times as many cases pending as now and thank you for your hard work. [adjourned] this lodge is home to some of the best fly casting pools in the world. These shallow concrete pools dont have fish. This is just a place where people come to practice their fly casting technique. Ith was built in the 1930s and ever since, people have been coming here to get back to nature. Every year, the World Championship of fly casting is held in San Francisco and visitors from all over the globe travel to be here. We are here with phil, general manage of San Francisco rec and Parks Department at the anglers lodge. What do you think about this . It is spectacular, travis from oregon, taught me a snake roll and a space cast. There are people from all over the world come to San Francisco and say this is the place to be. Yeah. Its amazing, we have teams from all over the world here today and they are thrilled. I flew from ireland to be here. And been practicing since for the competition. All the best casters in the world come here. My fellow countryman came in first place and james is on the current team and he is the head man. Its unique. Will not see anything like it where you go to compete in the world. Competitions in ireland, scotland, norway, japan, russia each year, the facilities here in the park are second to none. There is no complex in the world that can touch it. Im here with bob, and he has kindly agreed to tell me everything i need to know about casting. Im going to suit up and next, were in the water. What any gentleman should do. Golden gate angling has free lessons the second saturday of every month. We have equipment show up on the 9 30 on the second saturday of every month and well teach them to fly cast. Ok. We are in the water. Let me acquaint you with the fly rod. Nice to meet you. This is the lower grip and the upper grip. This is a reel and a fly line. We are going to use the flex of this rod to fling away. Exactly as you moved your hands. Thats it . Thats it. Im a natural. Push both arms forward and snap the lower hand into your tummy. Push forward. I did gave it a try and had great time but i might need some more practice. I met someone else with real fly casting skills. Her name is donna and she is an International Fly casting champion. I have competed in the casting ponds in Golden Gate Park in San Francisco. I have been to japan and norway for fly casting competition. I spend my weekends here at the club and at the casting pond. Its a great place to learn and have fun. On a season day like this, it was the perfect spot to be. I find fly casting very relaxing and also at the same time very challenging sport. Takes me out into the nature. Almost like drawing art in the air. And then i can make these beautiful loops out there. Even though people from across the globe come here to compete, its still a place where locals in the know relax and enjoy some rely unique scenery. Until next time, get out and play hi, im lawrence corn field. Welcome to building San Francisco. We have a special series, stay safe. Were looking at earthquake issues. And today were going to be talking with a residential Building Owner about what residential Building Owners and tenants can and should do before earthquakes and after earthquakes. Were here at this wonderful spur exhibit on Mission Street in San Francisco and i have with me today my good friend george. Thanks for joining me, george. And george has for a long time owned Residential Property here in San Francisco. And we want to talk about apartment buildings and what the owners responsibilities might be and what they expect their tenants to do. And lets start by talking a little bit about what owners can do before an earthquake and then maybe after an earthquake. Well, the first thing, lawrence, would be to get together with your tenants and see if they have earthquake insurance or any renters insurance in place because thats going to be key to protecting them in the event of a quake. And renters insurance, there are two kinds of insurance. Renters insurance coffers damage to goods and content and so forth. Earthquake insurance is a separate policy you get after you get renters insurance through the california earthquake authority, very inexpensive. And it helps owners and it helps tenants because it gives relocation costs and it pays their rent. This is a huge impact on Building Owners. Its huge, it really is. You know, a lot of owners dont realize that, you know, when there is an earthquake, their money flow is going to stop. How are they going to pay their mortgages, how are they going to pay their other bills, how are they going to live . What else can Property Owners do in Residential Rental housing before an earthquake . Well, the first thing you want to do is get your property assessed. Find out what the geology is at your site. Get an expert in to look at structural and nonstructural losses. The structural losses, a lot of times, arent going to be that bad if you prepare. An ounce of prevention is worth a pound of cure. Get in there and get your property assessed and figure it out. So, what is a nonstructural issue that might cause losses . Well, you know, pipes, for instance. Pipes will whip around during an earthquake. And if theyre anchored in more numerous locations, that whipping wont cause a breakage that will cause a flood. Ive heard water damage is a major, major problem after earthquakes actually. It is. Thats one of the big things. A lot of things falling over, ceilings collapsing. But all of this can be prevented by an expert coming in and assessing where those problem areas and often the fixes are really, really cheap. Who do you call when you want to have that kind of assessment or evaluation done . The Structural Engineering community is great. We have the Structural Engineers association of Northern California right here in San Francisco. Theyre a wealth of information and resources. What kinds of things might you encourage tenants to do besides simply get tenants renters insurance and earthquake insurance, what else do you think tenants should do . I think its really important to know if they happen to be in the building where is the safest place for them to go when the shaking starts. If theyre out of the building, whats their continuity plan for connecting with family . They should give their Emergency Contact information to their resident manage
