Rejoicing rise, with the San Francisco Transportation Authority here to try to talk about the pilot in context of the boarder set of strategies that we have to management changing the problems of Traffic Congestions thought the city particularly in selma so to start i want to just through up a couple of pictures i took this was on opening day of giants season of Traffic Congestion there it is and also the impact it has to muni to supervisor cohen sdrusz discussed in her opening rangers and pedestrians trying to cross with the crosswalk is blocked and also for cyclists and Truck Drivers its hard to navigate a transacting truck through the gridlock and bicyclists that went to the other side of the street i wanted to introduce it in this way this problem of all the cars on the street is one that i dont think is going to be revolved but dont block the box the reality a lot of people want to go home by crossing the bay bridge how quickly a car can get on the bridge not to mitigate by car or by walking or transit that being said i know i wanted to frame the issue in context of the set of tools in the toolbox to manage congestion and in the context of the supply and demand side strategy on the supply side San Francisco is a congested city we cant add more lanes to roads so theres a few other things on the supply side that includes the type of enforcement were discussing as well as signal timing and another one in context of mission bay reconnecting street lights their resilient things on the demand side there is a whole lost things we can think of one set of things increasing or improving more focusing efficient options like in terms of how much space they took place on the rise and more effective amenities and more options for carpoolers and getting the right incentives to include everything from the sf parks crisis flaw in the city the code Pricing System thats been study by the sfmta as well as the category of Transportation Demand Management Strategies that can include things like working with the Flexibility Work schedules so we should do all of those things to manage congestion i dont think theres a Silver Bullet by to work at all the pieces to look at the challenging issue the Transportation Authority cletd completed our Transportation Plan and some of the things anywhere that and it is not only at the among other things but the sfmta Strategy Plan echo the importance of those strategies that being said the the devil is in the details we should do all of those things but how do we get to where we want to be i want to talk about how this relates to one component of the waterfront that was introduced we were calling it phase two now mission bay analysis this is a mouth full but hopefully descriptive of what it is and this work is underway i wanted to provide a few of the initial finding and caucasian to the public hearing in a few weeks focused on selma and the waterfront area where so much of our growth is planned and the two key outcomes would be a target of peak hour trips by corridor by mode that accommodations youll the trips and two getting to the scale of investment into other modes of Transportation Needs that make it work so i here are a few of the things weve learned so far well have admonish in a couple of weeks the first how much weve approved now we call the baseline everything this is in the cue under construction or coming down the pipes this is itch more substantial than the focus of making our based on in the future work awhile also accommodating the needs that exist on the grounds is important on the roadway capacity side in the transbay corridor were pretty much at capacity that makes sense if you think about it people trying to get on the bridge and supervisor kim when our initial remarks you mentioned the study 26 percent more our finding was in the future we need 267 percent less vehicles to not face the next that is a much easier way to explain the findings weve not been able to do an sophisticated analysis not only the transbay corridor but mission bay and south of the freeway in selma are not at capacity rate roadway but will be getting close to that in the future we have room for 20 percent more growth if we keep the same roadway before we end up with a problem its a relevant for mission bay we dont have a street grid and having that change could be challenging so still to come is the discussion of all of the transit modes transit and i by one hundred were working on right now i want to emphasize well be drafting we can accommodate more trips through credential updates for policy changes i feel like when i did the work i feel short that the planners should conclude we can solve those transportation problems thats where we are headed speaking of where were heated this is a schedule that shows the road maps of this particular effort but were between the first and second red dot right now we have been in email with the public about our plans to moderate with the scope were planning a meeting on november 19th from 6 to 8 30 at the port of San Francisco and hope to wrap up with the our finding and recommendations late this year or early next year this will not be the end it is a challenge it get there this is any colorful flowchart that shows how to get to the future and mission bay so first, i want to talk about the gray is there is a lot of things to make a huge difference that is important this is not a comprehensive list but includes electrification and subway embarcadero bike way and transportation improvements and bart and muni railcars this is their walk fir1 and the 6th str. Excuse me. What was that one more time. I want to see if you could do that again. laughter . So then i said those things a minute ago were going to debiting give you representative scales of investment it is a small by helpful campus as we try to plan for your future the target of how many people to accommodate to actually turn projects into real things this is where this representative scale for the update regional plan that is underway approved in 2015 well be motivating and updating our San Francisco Transportation Plan to track that and to fun investment and hopeful that delivered policies and procedures will have a more Sustainable Transportation network i heap e hope while im still allow. Thank you, ms. Bring and our presentation on the dont block the box and congestion in this part of city i appreciate youre working hard to have this before the holidays get started the residents have a hard time making the meetings after thanksgiving to january but allowing the public dialog and having a if you recall conversation early next year on all of the completed work so at this point through the chair id like to request we opening it up for Public Comment for Public Comment i know we have a number of folks and have been waiting i want to save my convictingful until after Public Comment. Well opening it up for Public Comment for Public Comment i have two Public Comment speaker cards im sorry let me call the speaker cards come forward. And we have blue cards up in in front ms. Rogers. Good afternoon, supervisors thank you very much for bringing this issue forward im alice rogers the Vice President for the Mission Bay Neighborhood Association Im a 20year resident on south park and the Safety Committee block sf again, thank you and also our city departments mta and cpa crap for bringing the safety and congestion issue forward our Neighborhood Association supports and has actively worked with supervisor kims office and the city departments to see effective dont block the box policy implement we ask you now to support this measure our neighborhoods are the city interface with the regional transportation our neighborhood streets are congested as you have heard beyond capacity with counterpart traffic going into the bridge and our health and safety is imperiled were beyond providing the infrastructure that is adequate for the transportation conditions never mind the density increases dont block the box is the fir proactive step that the city recognizes to address the conditions on the street our neighborhood literally walks the talk and in recent says sfmta found we walk to work those are not our cars please manager this change you thank you very much. Thank you very much. Next speaker. Supervisors im bill i live at the metropolitan were a 3 hundred and 45 unit condominium and right at the epic center of this gridlock problem on the block the book were talking about geographical were halfway up the hill between fulsome and harrison this box is a conversion of folks coming up from howard and beyond howard and fulsome i personally get a worms eye view the middle of the afternoon around 4 oclock and going to 6 30 i do the shopping at safeway on townsend and fourth it can take me a half hour to 45 minutes to go that distance which is not much more than a mile i think we have made 3 recommendations for the committee to consider and they have been submitted over the weekend talking about reengineering the lanes on fulsome and those that reengineering wed like work with the Traffic Department given our advise theyre the professionals but were the ones that have to live with the situation i want to make one other comment been Police Officers verses pcos there is not like a cop on a corner with a gun to introduce a concern so my time is up if i could have ten seconds more. Sure go ahead. We had a good experience as supervisor kim knows with a media on our problem with noise mitigation from all the construction going on around the metropolitan and we appeared on a channel 4 c r o neutron news that got love peoples attention and had a therapeutic effect to droe draw the media 0 into this for public support and i want to say one other thing i come from new york city we say having had a dont block the box under mayor coming up he was a no nonsense mayor it was implemented in a major intersections in middletown manhattan from 7 00 a. M. To 7 00 p. M. Police officer participating in dont block the box you got a ticket and someone said i think 90 i remember one hundred in 1980 and 200 today for violators bottom line we would encourage you to ask the Traffic Department to work with us and allow us to give them our first line birds eye view of whats going on we have a low to say to thank you for the opportunity to talk. Thank you very much im going to call alleged Public Comment cards Nicole Schneider lets see calling names good afternoon, supervisors im Nicole Schneider did executive director of walk San Francisco. Thank you for your time this around im here to support making the dont block the box Program Pilot program a more Permanent Program and support this doing this regularly on thursday and friday afternoon this is not about improving Pedestrian Safety but everybodys safety on our roadways and i think that you know giving people fines when theyre making creating unsafe conditions for people that walk or bicycle and take transit in our city is actually a great way the educating the community of whats safe i think this is a really important measure in terms of protecting the pedestrians right we have a right to walk in the crosswalk and we should support that so i encourage this Pilot Program and finally, i appreciated lizs presentation about the system ethics issues around congestion in selma and encourage the board to continue to look at congestion pricing and other strategies that are already been analyzed and on the table roll encourage the board to also push for those measures to move forward as quickly as possible it is roll a sdurgz situation right now in selma im sure youre aware of we need to take fast action but we lost additional people to travel thank you very much. Thank you very much. Next speaker. Good afternoon. Im ms.
