Customers should only be automatically enrolled in the light Green Program and they would have to opt for the 100 percent renewable program. This will ensure that no one pays more for their electricity bill unless they sign up for the 100 percent clean opposite. The San Francisco Public Utilities commission should one the program inhouse as opposed to running with a contractor outside of the program. The success of Marin Clean Energy not risky and controversial. The program that came out of clean energy also had energy provided by shell energy and now they have discarded shell. They have moved on to their own Production Program as well as power participation agreement that we had with shell energy. I know we had a program that we could have had built before us. I asked to draw a consultant report and that report showes that we can create thousands of jobs and hundreds of mega watts of clean power for San Francisco. All we need is the political will to make power sf 2. 0 a reality. I do want to raise one concern that we heard from the Mayors Office yesterday. The mayor said the report lacked a detailed plan to build a local Renewable Energy projects and create jobs in San Francisco. We all need to be clear on this point of fact. We could not make a detailed plan until we do two things. We need to set rates for cleanpowersf and we need a launch date. Without those we cant do anything. That is what stalled the cleanpowersf in 2013. The San Francisco Public Utilities commission and commission refused to set rates for cleanpowersf with a detailed plan for how it will raise jobs. We can get caught in this catch 22 again. At 30 mega watts with clean power what we had before us in 2013 would have saved 49 tons of Greenhouse Gas. If we approved that program back in august, it would have saved about 70,000 tons of Greenhouse Gas since that time. We could not wait much longer we need urgency to move as quickly as possible this year and we need the San Francisco Public Utilities commission to move forward onseting rates for cleanpowersf and set as launch date as soon as possible then well be able to make a real plan for Renewable Power projects on creating jobs and build initial efforts just as Marin Clean Energy and Contra Costa County and napa county and even sharing power with sooner or d sooner soelano county as well. Restaurant week is a great way to celebrate Small Businesses in San Francisco as well as the cultural and culinary diversity they em body. Since we are in the Restaurant Week, im introducing this as an imperative item and purely commendatory. The other thing i wanted to talk about today which im really excited about, yesterday mare mayor lee and i announced the launch cleanpowersf this year. This is a huge victory. After more than a decade of work and effort it seems we have won an unwinnable fight. Clean power is what San Francisco can do to combat Climate Change and one of my highest priorities as a supervisor. Over the last few years i was told time and time that clean power was dead an it was a pipe dream and we should give up on it and we didnt give up and protecting our climate and protecting our city from rising tides around us is important. Now long last we have permission from the Mayors Office a provide with pg e with cleaner power, competitive prices, Removal Technology and structure with 100 pers renewable options and jobs. Marin and other counties have proven this model can succeed. Yesterdays announcement was a culmination of decades of work by countless leaders like Supervisor John Avalos and supervisor eric mar, other advocates, eric brooks, hudson, kim malcolm and everyone at lafco. Im excited for this and this is truly an historic moment. Now its time to make sure this Program Launches and succeeds. The last item i have today, colleagues is ncts, you know i talked about mcds. I passed legislation creating neighborhood districts on divisadero and fillmore. Today im introducing legislation to add ncts but there are some important differences between our mcd and ncts. Ncts do not require parking. If the builder wants to build more open space, all ncds include the 5 feet height bonus for more inviting ground floors, all ncts regulate residential density through existing requirement private bulk private open space dwelling unit mix design guidelines. Ncds on the other hand use strict lot area ratios that do not have other city needs. This is what my district talks about at this Community Organization meeting. So this is what they care about. This is what they get. Ncts put limits on residential units to smaller units to prevent a loss of larger family units and ncts also require 40 percent of new development to have two or more bedrooms again in order to serve a diverse mix of households including households with children. The fillmore divisadero ncds have the requirement of nct and allow for buildings with ground floors. These ordinances will add decontrolling of density, the regulations on dwelling Unit Division and familyfriendly dwelling unit mix. This has been a long process with the community to establish these districts. We with a tonight get the ncds in place last year so we moved forward with those and now colleagues i ask for your support if further redefining them this year. The rest i submit. Im extremely concerned about these presenters who came to our neighborhood in propose developing of the reservoir to buildup to 20,000 possibly 20,000 Housing Units there. Im very concerned about this area. I have lived there for 21 years and i have seen the density grown out of control for the last 20 years. This will make things worse. The president alluded to Something Else and i had no knowledge of that. I support Affordable Housing for people. There is no study the impact will have on our community. No infrastructure. This has all the possibilities especially for Affordable Housing. This administration has to think of this and i ask this board and this boa board to do that. That we have a very clear planning. I work for 65 years. I was a homeowner and now im homeless. Im here toed to support the recognition and the work being done at the western community. The center is not only serving the community with computer access for a low income and homeless people. The centers has built in alliance with ddd and va to get yobs. The establishment at vets. Org. None of these programs came to light because of lack of funding from either private or government sources.
