Reporter it was one of the most expensive Marketing Campaigns in the federal governments history, 700 million of your tax dollars spent advertising the health care marketplace, on top of a billion toll air web site and 67 milliondollar dulled out to local navigators who were supposed to educate the public about the the program and assist people in shopping for and enrolling in plans. Spent more money. Reporter this week centers for medicare and Medicaid Services or c ms announced they will hand out another 60 milliondollar to navigators in the next few months. While some members of the congress argue they have no clear understanding what the original pay load was spent for in the first place. I absolutely think it is a waste of taxpayer dollars. Congressman joseph pits said from the beginning the program lacked oversight, direction and fiscal accountability. When taxpayers once they find this out will just be furious. On an average, that is a 1,963 spent is per Single Person enrolled n new jersey wendy sykes got 240,000, and signed up a total of 94 people. On average, 2,500 per person. And, in pennsylvania, one navigate or Mental Health america who received a half milliondollar grant only signed up 145 people, for an average cost of 3,777 per person, they enrolled. It is outrageous. I mean that is a misuse of taxpayer money. There was no protection, just trying to sign up as many people as possible. Reporter the Program Manager says Mental Health america was operating on a minimal staff with two navigators for several months and battling glitches in the federal system. Because the system was having some issues, it was very difficult to enroll people from beginning to end. Reporter but their director argues number of people enrolled does not accurately represent the number of people Mental Health america touched through their billboards, call center, public events, and other advertising. A lot of that money went toward advertising. C ms says our role was primarily education, outreach, and also, then to enroll persons. Reporter press sill a chapman from the delaware navigate or believe education was their number one mandate and advertising events, reached 17,000 people. Number of people enrolled is one measure of success, compared to others. Reporter she arguing although c ms numbers say they only signed up 260 individuals in Affordable Health care plans they double that including people they enrolled in medicaid. We certainly are working very aggressively to increase our numbers. We want our numbers to be much larger, both in terms of education, and in terms of outreach and in terms oven role.
