Decades. you know this city. it's your home, 762 murders in 2016. more than los angeles and new york city combined. what is behind these numbers? >> well, one thing that's behind them for sure is there's been a real slowdown of police action since the shooting of laquan mcdonald erupted as an issue in chicago. that was the young man who was shot as he was walking away from police 16 times by a police officer who's since been indicted for murder. but all of the ramifications and reverberations from that have left the police department demoralized, and really standing down in many interactions. ...
