But in the political sense. when you look at the fact that so many of our members have taken some tough votes and to see things get bottled over in the senate is disconcerting to our members. and so i think that what our membership would like to see is some very good sign that the senate will be acceptive for the thing that is we are trying to do. so i don't know that we have to decide exactly which scenario that we'll go forward on right now but i do believe there needs to be some signals that we do have a senate that's amenable to doing things that the house won't have to take tough votes on...
