Naga City gears up for Penafrancia, Charter Day celebrations

Naga City Mayor Nelson Legacion (File photo) LEGAZPI CITY - Preparations are underway for the celebration of Naga's 74th charter anniversary this month and the 2022 Penafrancia fiesta in September. In an interview on Wednesday, Allen Reondanga, head of the City Events, Protocol, and Public Information Office (CEPPIO), said the city will mark the occasion by way of extending services to the Naguenos and commending those who partnered with the local government unit in the conduct of public service. Mayor Nelson Legacion has signed an executive order naming the heads of different events and support committees. Legacion said the city's decision to pursue the conduct of civic and religious events during this year's Penafrancia fiesta has been coordinated officially with the Archdioceses of Caceres. He clarified, however, that the events will be conducted if the city will remain under Alert Level 1 or Alert Level 2 status. Under Alert Level 1, the public, vaccinated or unvaccinated, can participate in any of the civic and religious events while under Alert Level 2, it is only the vaccinated persons who can participate in the Penafrancia fiesta activities. Not a single outdoor event or activity is permitted in a place declared with a higher alert level status. Meanwhile, this year's Charter Day will be celebrated from June 12 to 19, with mass vaccination against coronavirus disease 2019 (Covid-19) to be conducted at Plaza Rizal as a kick-off event and part of the city's 124th Araw ng Kalayaan celebration. The activity is expected to serve at least 500 individuals from 5-year-old children to senior citizens. A health caravan that offers different health services free of charge will also be conducted. A formal awarding ceremony will be held to recognize nearly 400 barangay healthcare workers, barangay tanod, vaccinators, and other volunteers who worked at the frontline as collaborators of the local government in various Covid-19 responses also highlights this year's anniversary celebration. Likewise, an agricultural fair will be opened at Kinastillohan Street from June 13 to 16. On the 17th, a charter anniversary trade fair will be showcased at the Robinsons Place Naga. On June 15, Legacion will officially relaunch the weekly People's Day wherein the mayor, along with the heads of frontline offices, will meet with his constituents in an open venue at the Naga City People's Hall to address their respective concerns. On June 16, a mass wedding organized by the city civil registry office will be officiated by the mayor at the Plaza Rizal, targeting at least 74 couples. On the 17th, there will be a mass tree planting at the 74th site of the Forest in Our Midst (FOM) program, while on June 18, a job fair that will offer 800 local and overseas vacancies will be held at Robinsons Place Naga. On the afternoon of June 18, members of Team Naga will take their oath as newly elected officials of the city with Vice President Leni Robredo as administering officer. The swearing-in ceremony shall be conducted at the Plaza Quezon where incoming city officials have traditionally taken their oath since 1948. Dagupan City tops Covid-19 vax rate in Ilocos Region

Dagupan City accomplished 93 percent on the first dose and 72 percent full vaccination rate, followed by Urdaneta City and Lingayen town. The certificate awarded to the local government units (LGUs) states that the DOH recognizes the efforts of the LGUs for their commitment and valuable role during the coronavirus disease 2019 (Covid-19) Vaccination Deployment and Vaccination from March to December 2021. "And that the perseverance and dedication of the LGUs 'to protect their constituents, employees, clients, vulnerable population and the community is beyond the call of normal duties during the time of the pandemic," it said. Dagupan City also recorded the highest administered dose with 288,073 provincial and highly-urbanized cities (HUC) levels from March 2021 to March 9, 2022. San Carlos City ranked second with 234,984 doses administered, while Urdaneta City followed with 208,088 administered doses. Sto. Tomas town ranked first in the second dose coverage-Provincial and HUC level with 126 percent. Urbiztondo town ranked first with 214 percent in the National Bayanihan Bakunahan (NBB) Coverage 3, followed by San Carlos City with 186.55 percent, and Agno town with 173 percent NBB coverage. Presidential Adviser for coronavirus disease 2019 (Covid-19) Response Secretary Vince Dizon led the awarding of certificates of recognition to the LGUs in Pangasinan during the Coordinated Operations to Defeat Epidemic (CODE) Team Visit on Thursday. "The numbers speak for themselves. Kagaya ng nagawa natin nitong past two years, kung magtutulungan tayo at magsasama-sama tayo, kayang kaya nating lutasin ang problemang ito (Like what we have done in the past two years, if we help one another and unite, we can solve this problem)," he said, adding that everyone must continue practicing the health protocols, especially the wearing of face mask even though different areas has been downgraded to Alert Level 1. Dizon also thanked the medical front-liners and commended the local chief executives of the LGUs. "We give the command but on the frontline are the doctors, nurses, vaccinators, among others. We cannot reach this situation without them," he said. Zambo mayor seeks work extension of health front-liners

City Hall of Zamboanga(PNA file photo) ZAMBOANGA CITY - Mayor Maria Isabelle Climaco-Salazar has asked the Department of the Interior and Local Government (DILG) and the Department of Health (DOH) to extend the service contracts for the whole year of their health workers here. Salazar said Friday that she requested to extend the service contracts of the health workers for at least one year to prevent salary delays as what had happened last year. The health workers the DILG and DOH have employed through a contract of service included coronavirus disease 2019 (Covid-19) contact tracers, vaccinators, nurses, and physicians. Salazar said that with the surge of Covid-19 cases due to the Omicron variant in Metro Manila, the same is expected in this city. "Therefore, we have to prepare for it by having a one-year contract of service for our front-liners," the mayor said in a statement. "We cannot just prepare for three months, it being the current contract service of front-liners," she added. Salazar said the Omicron threat is foreseen for the entire year, so there is also a need to extend the front-liners contracts during the period. She noted that the city government has had bad experiences in the past when the city council slashed the budget for Largo Vida (Long Life) and other healthcare programs that prompted the city to stop the initiatives s due to budgetary constraints. "We don't what that to happen again this year. That is why this early we are asking DILG and DOH to extend the contracts of our vaccinators, nurses, and doctors for the entire year for continuous service in the fight against the Omicron-driven virus," she said. Meanwhile, the Zamboanga Task Force Covid-19 data tracker showed that this city has registered a Covid-19 recovery rate of 94.69 percent as of January 5. The same data tracker indicated that this city has recorded a cumulative 22,635 confirmed cases with 21,435 recoveries, 92 active cases, and 1,108 deaths. (PNA) }

7.5M Filipinos vaccinated in 2nd 'Bayanihan, Bakunahan' drive

(File photo) MANILA - The national government has exceeded its target for the second phase of its simultaneous vaccination drive against Covid-19 with close to 7.5 million Filipinos inoculated against Covid-19 from December 15 to December 23, Malacanang announced Monday. Cabinet Secretary Karlo Nograles, acting presidential spokesperson, said a total of 7,497,802 doses were administered during the second "Bayanihan, Bakunahan" campaign, exceeding the initial target of 7,326,613 jabs despite the postponement of vaccination in provinces hit by Typhoon Odette. "We thank our kababayans for their cooperation and for the steps they have taken to protect themselves, their families, and their communities. We likewise commend our medical front-liners, vaccinators, and volunteers for their sacrifice, dedication and service to the country," he said in a press statement. Citing government data, Nograles said Region 4-A (Calabarzon) recorded the highest number of cumulative jabs with 1,244,191, followed by Region 3 (Central Luzon) with 919,822, and Region 6 (Western Visayas) with 658,805 administered jabs. Region 1 (Ilocos Region) recorded the highest percentage of jabs administered compared to its "Bayanihan, Bakunahan" phase 2 target, with 561,858 jabs or 277.84 percent of its 202,224 target jabs to be administered. Region 2 (Cagayan Valley) followed, achieving 232.57 percent of their target, while Region 10 (Northern Mindanao) accomplished 173.27 percent of its phase 2 target. Nograles renewed his call to those unvaccinated to get their jabs amid the threat of the highly transmissible Omicron variant of Covid-19. "We must continue to be vigilant and alert by observing the minimum public health standards on top of getting vaccinated," he added. Secretary Carlito Galvez Jr., National Task Force against Covid-19 chief implementer, assured that our vaccine supply is sufficient to achieve the government's target to fully vaccinate 77 million Filipinos by the first quarter of 2022. Galvez added that the government's priority is still to vaccinate the unvaccinated, including the pediatric population. Last week, Nograles enjoined local government units in areas not affected by "Odette" to ramp up their vaccination efforts by inoculating residents even on weekends. "All local [vaccination operation centers] shall be provided with new targets to meet the goal of vaccinating 54 million and are enjoined to ramp up the administration of Covid-19 vaccines until December 31, 2021 including weekends," Nograles said. Bacolod City opens 42 sites for 3-day national vax drive

(Photo courtesy of Bacolod City PIO) BACOLOD CITY - Some 42 sites have been set up by the city government here to accommodate recipients of the coronavirus disease 2019 (Covid-19) jabs during the three-day National Vaccination Days, which kicked off on Monday. Mayor Evelio Leonardia, who visited the various vaccination sites to signal the start of the roll-out, urged Bacolodnons anew to get vaccinated even with the declining Covid-19 cases in the city. Initially, the city government planned to open only 40 sites, but added an additional two to cater to more residents. Vaccination sites are located mainly in barangay covered courts and gymnasiums, school campuses, shopping malls, and bus terminals. All the city's five Vax-i mobile vaccination buses have been deployed in various locations from Monday to Wednesday. Dr. Edwin Miraflor Jr., officer-in-charge of the City Health Office, said the vaccination sites opened as early as 8 a.m. These are manned teams composed of health screener, vaccinators, post-vaccination monitors, registration personnel, encoders, data consolidators or talliers, and health educators. Miraflor said the city got the services of some 127 volunteers for the National Vaccination Days. Em Legaspi-Ang, executive director of the Emergency Operations Center-Task Force, said the target provided by the Department of Health to the city to administer jabs for 66,000 individuals for three days seems too high, but the city will exert "best effort" to vaccinate as many until Wednesday. "We thank the volunteers for stepping up and agreeing to serve in the nationwide drive to ramp up our Covid-19 vaccination," Ang said. Those qualified for the booster shots are residents under the A1 (frontline healthcare workers, A2 (senior citizens) and A3 (persons with comorbidities) priority groups. Booster doses are only being administered at SM City Bacolod and Ayala Malls Capitol Central vaccination sites. Vaccine recipients, from 12 to 17 years old, are required to present either their birth or baptismal certificate, identification card, parent's or guardian's valid ID, and authorization letter signed by parent or guardian. Meanwhile, adult vaccinees must bring any government-issued ID card and pregnant women, who are in their second or third trimester, are required to present a valid ID, and medical certificate from their doctor allowing them to get vaccinated. DOH, Soccsksargen RHUs all set for national vax days

Dr. Edvir Jane Montaner, Department of Health-Region 12 immunization coordinator (PNA GenSan photo) GENERAL SANTOS CITY -The Department of Health (DOH) and rural health units (RHUs) in Region 12 (Soccsksargen) are all set for the upcoming three-day national vaccination campaign for coronavirus disease 2019 (Covid-19) that aims to cover some 935,688 individuals. Dr. Edvir Jane Montaner, the DOH-12 immunization coordinator, said on Friday they have already finalized the necessary preparations in coordination with the RHUs for the nationwide mass vaccination activities set on November 29 to December 1. She said they are targeting to inoculate some 311,894 individuals per day in Soccsksargen's four provinces and four cities, as well as Cotabato City in the Bangsamoro Autonomous Region in Muslim Mindanao. Soccsksargen comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato, and the cities of General Santos, Koronadal, Tacurong, and Kidapawan. Montaner said some 1,612 residents have so far responded to their call for volunteers to assist in the vaccination campaign, with 538 awaiting approval by concerned local government units. She said private doctors, nurses, medical and nursing students, and other healthcare workers have signified to participate in the activity. "We're still accepting volunteers, even those without medical or healthcare-related backgrounds," she said in a briefing. Montaner said they could serve as health screeners, vaccinators, registration personnel, encoders, post-vaccination monitors, data consolidators, and health educators. Dr. Sulpicio Henry Legaspi, DOH-12 assistant director, appealed for more involvement from the public in the campaign, especially in terms of manpower. He urged the unvaccinated individuals, especially the elderly and those vulnerable to severe Covid-19, to take advantage of the mass vaccination activities. "We have enough vaccines available. We need the cooperation of everyone so we can meet our targets," he said. President Rodrigo Duterte declared Nov. 29 to Dec. 1 as the "Bayanihan, Bakunahan National Covid-19 Vaccination Days" through Proclamation 1253 issued on Thursday to ramp up inoculation coverage in the entire country. In Region 12, a total of 917,368 individuals or 26.28 percent of the 3,490,115 target are already fully vaccinated against Covid-19 as of Nov. 25, while 1,263,582 or 36.20 percent are partially vaccinated or waiting for their second doses. This city so far posted the highest coverage with 167,549 individuals or 36.44 percent of the 459,732 listed as fully vaccinated and 210,049 or 45.69 percent as partially vaccinated. DILG calls for volunteers to support 3-day vax drive

(File photo) MANILA - The Department of the Interior and Local Government (DILG) on Wednesday called for volunteers to support and assist all local government units (LGUs) during the massive National Covid-19 Vaccination Days (NVD) dubbed "Bayanihan Bakunahan" from November 29 to December 1, to reach the goal of inoculating 15 million Filipinos in three days across 16 regions outside Metro Manila. "This is the most ambitious vaccination undertaking in the country to date, and we need many volunteers, especially those with medical backgrounds, to assist in the more than 12,000 vaccination sites nationwide. We, therefore, urge everyone to become heroes not only by getting vaccinated but also by volunteering their services during the three-day vaccination drive," DILG Secretary Eduardo M. Ano in a news release on Wednesday. Ano said state or private colleges and universities, especially those that are offering medical and nursing courses, should mobilize doctors, nurses, and nursing students to assist LGUs during the NVD. The LGUs are mobilizing barangay officials and barangay-based institutions to bring people to the more than 12,000 proposed vaccination sites. Among the volunteers needed for the NVD vaccination teams are medical doctors, nurses, pharmacists, dentists, midwives, first responders, paramedics, other health professionals, teachers, and professors. They will be assigned as health screeners, vaccinators, post-vaccination monitors, or health educators. The projected number of health professionals needed is around 100,000. On the other hand, for the NVD Management Team, volunteers needed are data professionals, teachers, and school personnel, accountants, students, government employees, Sangguniang Kabataan, or any willing and trained data personnel and volunteers. They will be assigned as encoders or talliers or data consolidators. "Bukod sa ating mga LGUs, napakalaki po ng parte ng bawat mamamayan sa paparating na Bayanihan Bakunahan. Kaya naman, inaanyayahan po namin ang lahat na makiisa at mag-volunteer (Aside from our LGUs, the role of everyone in the upcoming Bayanihan Bakunahan is vital. This is why we encourage everyone to join and volunteer). Let us live out the spirit of bayanihan and defeat the pandemic," Ano said. The DILG chief said LGUs should drum up support for the NVD and encourage more volunteers. He said volunteers can also sign up through the National Volunteer Registration portal at https://vaccineph.retool.com/embedded/public/a27bbe57-4f05-4a3a-a5af-5dc6a19d31b9 LGUs must also ensure that the enlistment of volunteers thru the National Vaccination Volunteer Registration (NVVR) is properly managed by assigning a point person who will coordinate and communicate with the volunteers, and a data manager to download the list of volunteers with their contact details from the Vaccination Operations Reporting System (VORS). In a memorandum circular, Ano also urged LGUs to expand the number of vaccination sites to include schools, malls, cinemas, restaurants, and other public places. He also said LGUs should see to it that all vaccines that shall be used in the NVD are ready and will be properly distributed to the vaccination sites. The DILG Secretary also echoed the call of President Rodrigo Duterte to entice residents to get their Covid-19 shots by providing incentives like offering them free meals, rice, or cash assistance. "I am authorizing all governors and mayors, gumastos na lang kayo ng pera... Pakainin 'nyo na lang sila (Spend money... Just feed them). Just give me the bill and I will try to pay it if I have the money," said President Duterte in his regular Talk to the People. Peace and security Meanwhile, DILG spokesperson, Undersecretary Jonathan E. Malaya said LGUs should work hand in hand with the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), and the Bureau of Jail Management and Penology (BJMP) to provide all necessary assistance to ensure the smooth and orderly activities during the NVD. "Personnel from the PNP, BFP, BJMP are enjoined coordinate immediately with their LGUs counterparts for proper assignment during the NVD," Malaya said. He said the PNP, together with the Armed Forces of the Philippines, will develop a vaccine distribution security plan and provide security during the distribution of vaccines and ancillary supplies at all levels. Malaya said after the three-day Bayanihan Bakunahan, the DILG will be evaluating the performance of the LGUs. "Inatasan po ni Secrerary Ano ang lahat ng DILG Regional Directors na i-monitor ang pagsasagawa ng NVD sa kani-kanilang rehiyon at magsumite ng report sa Emergency Operations Center (EOC) ng Kagawaran sa (Secretary Ano has instructed all DILG regional director to monitor the conduct of the NVD in their respective regions and submit a report to the Department's Emergency Operations Center (EOC on) December 3, 2021," he said. From Dec. 2 to 31, the DILG will be assessing and evaluating the reports and will be recognizing and commending LGUs who have achieved their daily targets for the NVD.
