New Albay guv says terminated JO workers may reapply

Incoming Albay Gov. Noel Rosal (PNA file photo) LEGAZPI CITY - Employees on "job order" (JO) status will automatically end their contracts effective July 1, according to the law. Incoming Albay Gov. Noel Rosal made the clarification on Monday amid reports that his first agenda is to remove the JO employees of his predecessor, Al Francis Bichara. "Reports that I am removing these job order employees are not correct. It is by operation of law that their services are automatically terminated once the new signing authority of their contracts assumes the gubernatorial post," Rosal said in an interview. Rosal garnered 469,481 votes while Bichara had 238,746 from Albay's 15 towns and three cities. Geraldine,Rosal's wife, will replace him as mayor of Legazpi City where he served for 18 years. He explained there is no way he can remove the JO employees because he did not hire them. "I cannot fire them because I was not the one who hired their services. Their services automatically expire on July 1 or when the new signing authority for job order contracts is assumed by the new governor," Rosal added. Rosal said the terminated JO workers may apply again. "If they want to continue their services under my administration, so be it. They could apply again and the official processes of hiring job order employees would automatically apply to them," Rosal said. The Civil Service Commission allows the hiring of JO and Contract of Service (COS) workers to ensure the continuous and efficient delivery of government programs and services, such as in the implementation of projects requiring personnel with skills or expertise not available in the agency, or implementation of time-bound projects or tasks which renders the hiring of permanent employees impractical and more expensive. COS is "the engagement of the services of an individual, private firm, other government agency, non-governmental agency or international organization as consultant, learning service provider or technical expert to undertake special project or job within a specific period" while JO is defined as "piece work or intermittent or emergency jobs such as clearing of debris on the roads, canals, waterways, etc. after natural/man-made disasters/occurrences and other manual/trades and crafts services such as carpentry, plumbing, electrical and the like. These jobs are of short duration and for a specific piece of work". (PNA) }

Rosal to prioritize health services as incoming Albay guv

(PNA file photo) LEGAZPI CITY - Albay Governor-elect Noel Rosal said he would prioritize concerns on health services which were brought to his attention by residents in remote areas during his campaign sorties. In an interview on Monday, Rosal, now the outgoing mayor here, said he was moved by different stories narrated to him by residents with regard to their difficulties in times of medical emergency. "Albay has 11 emergency hospitals but they lack doctors, hospital personnel, and medicines. The provincial government will prioritize filling up these gaps. We really have to look after the medical attention needed by our constituents in times of emergencies, and even in providing them medical treatments during regular days, particularly those residing in the remote areas," Rosal said. He retold the story of a patient who was needing immediate attention but failed to receive it. "Because he was residing on the island barangay of San Miguel in Tabaco City, his family had to bring him to the city proper for treatment because the supposed emergency hospital on the island is not equipped with apparatus to treat the patient," Rosal said. He was also irked by reports that most of these hospitals do not have sufficient doctors and staff to deal with emergency cases. "I got reports that doctors in some of these hospitals are reporting only at least two days a week. This is really sad," he said. Meanwhile, Rosal said he is eyeing developing the different coastal areas with beautiful tourist spots that could draw investors and visitors. "I was so amazed when I discovered that there are a lot of white sand beaches in Albay facing the Pacific Ocean that resemble those in Boracay island," he noted. Rosal said he would prioritize a project that would connect these islands to the mainland towns and cities. "If we could connect these islands of Rapu-Rapu, Batan, and Cagraray to the mainland of our province, there is a big potential to make them tourist destinations, with the presence of pristine white beaches," he said. After winning as governor in the May 9 elections, Rosal went back to the remote areas where he campaigned, including the island villages, to thank the residents for giving him a large margin of votes over his opponent. (Photo by Emmanuel Solis) LEGAZPI CITY - The multi-awarded chief executive of this capital city of Albay is the newly elected governor of the province. The Albay Provincial Board of Canvassers proclaimed on Tuesday evening Legazpi City Mayor Noel Rosal after defeating incumbent Governor Al Francis Bichara with a wide margin of over 230,000 votes. Based on the official canvass results from Albay's 15 towns and three cities, Rosal garnered 469,481 votes while Bichara got 238,746. Observers believed that Rosal's prestigious awards and notable accomplishments in this city propelled him to the gubernatorial post through a landslide win. Rosal is a former chairman of the Bicol Regional Peace and Order Council and the current chair of the Regional Development Council (RDC). As Legazpi City mayor for 18 years, Rosal received local, national and international awards and recognition from known award-giving bodies, including those from the United Nations, Educational, Scientific, and Cultural Organization (UNESCO), and the United States Agency for International Development (USAID) for good governance. Other recognitions received by Legazpi during Rosal's incumbency were: Most Business-Friendly City, Gawad Kalasag, Seal of Good Housekeeping, Rice Achievers Awards, Sandugo national award, Seal of Good Governance Hall of Famer, Most Livable City, and the Wind Vane Award from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). On the other hand, Bichara had served as mayor and congressman before becoming the incumbent governor of Albay. He also served as ambassador to Lebanon during the Arroyo administration. Meanwhile, in an interview on Wednesday, Rosal said his landslide victory in the recent election is a manifestation of the change that the people of Albay have called for. "We have plenty of things to do in Albay. We need to do more important developmental programs and projects for the benefit of our constituents. We will strengthen the healthcare services to the people, particularly those residing in the island villages and other far-flung areas in our province. We will also improve the social services in order for our constituents to feel that they are also part of the government," he said. Rosal said he will also focus on barangay development programs to give the people an opportunity to improve their livelihood, as well as support the endeavors of different sectors of society that could help further develop the entire province. He expressed his gratitude to the Albayanos for their overwhelming support for his gubernatorial bid. Albay bars birds, poultry products from other Luzon provinces

LEGAZPI CITY - The provincial government of Albay on Thursday imposed a 30-day ban on the entry of domestic and wild birds, poultry products and by-products in the light of an outbreak of avian influenza, also known as bird flu, in some provinces in Luzon. Executive Order (EO) No. 08 series of 2022 signed by Governor Al Francis Bichara said precautionary measures must be imposed to protect the welfare of the public from the disease. "Entry of domestic and wild birds and poultry products and by-products through any public or private vehicles from the provinces of Camarines Sur, Pampanga, Bulacan, and Laguna into the province of Albay shall be strictly prohibited," the EO read. It added that all livestock transport and refrigerated vehicles coming from other regions shall present Disinfection Certificates issued by the Bureau of Animal Industry (BAI) veterinary quarantine services and shall undergo disinfection at provincial quarantine checkpoints to be administered by Albay Veterinary Office personnel or they shall be denied entry for non-compliance. Checkpoints at the borders of Albay-Camarines Sur, Tiwi-Camarines Sur and Libon-Camarines Sur were ordered to be established by uniformed personnel of the Philippine National Police (PNP) with coordination from the provincial government of Albay through its veterinary office. Albay local chief executives and their respective agriculture offices are encouraged to monitor, trace or observe the sanctuaries, farms, facilities, if any, of birds and poultry within their respective territorial jurisdiction to ensure the safety and well-being of the people.
