i have trained -- i have personally trained hundreds of officers on this. after columbine, we shifted our tactics to small unit tactics. as soon as you are able to pull together a group of four officers or three officers, you form a diamond-shaped pattern, you make entry into the school, or to the building where the active shooter is, and you go to the sound of gunfire. there's no talk about rescue. you do not perform first aid. you do not go around and try to secure the area. your job is to move in, tactically, and remove the threat, and listen, i wouldn't criticize a police officer under fire. i've been in those situations myself. these are combat situations, and people act differently in combat situations. but what i'm seeing right now is just totally inconsistent with what i know to be the proper procedure. >> commissioner, i'm so glad you said that, because that has been my impression also. i thought it was aftersandy hook

have, he went in at 11:40. he walked -- and i'm going to approximate -- 20 feet. 30 feet. he makes a right. he walks into the hallway, he makes a right, walks another 20 feet. turns left into a school room. into a classroom. that has doors open in the middle. officers are there. the initial officers, they receive gunfire. they don't make entry initially, because of the gunfire they're receiving. but we have officers calling for additional resources. everybody that's in the area, tactical teams, we need equipment, we need specialty equipment, we need body armor, we need precision riflemen, negotiators, so during this time that they're making those calls to bring in help to solve this problem and stop it immediately,
