Hurricane katrina and now here in puerto rico. it's been here since october 3rd. for this, 250 beds. there are about 50 patients here. the governor in the last several days blamed a lack of communication for not being able to refer more patients on to here. the responsibility of fema. the department of health and human services as well. as the puerto rican secretary of health to refer patients and we've spoken with a few from the western side of the i'dsland an they're trying to avoid an emergency. hospitals remain without power, running on backup generators and are sending some patients here....

Shelters. hospitals running on backup generators. how can that be true at the same time that the federal government has done a great job responding to the crisis? >> it's the level of devastation. i would invite anybody to come over here. we've had several people come to puerto rico -- essentially when you have a category 4, category 5 hurricane that's very slow and it just brushes through the middle of the island, the level of devastation is unprecedented. when you don't have an energy group that sustains your hospitals, that sustains your waterways, telecoms and so forth, all of those compon...

With a business owner this morning who runs a bed and breakfast that says the main problem right now is the power. as you mentioned, about 80% of this island is still without power. and, chris, just think of how krn credible that is. four weeks after the storm the economic engine of puerto rico, the tourism industry, is at a virtual standstill. many hotels have closed, those that are open are running on backup generators. we had another hotel we were staying at that had one of its backup generators fail. so it's not taking any new reservations. now, yesterday i was able to tour one of the powe...
