It is now emerging that time is of the essence in passing the Building Bridges Initiative (BBI) Bill.
Of concern is the proposal to create 70 new constituencies’ which has elicited mixed reactions especially on the legal provisions and timelines.
There is also the proposal to overhaul the Independent and Electoral Commission (IEBC), which is presently not properly constituted after four commissioners resigned.
As per the detailed action plan by the proponents of the Constitution of Kenya (Amendment) Bill, 2020, popularly known as BBI Bill, Parliament was expected to consider the Bill by April 5.

Nyanza, Western grumble over BBI 'few additional constituencies'

There is growing disquiet in Nyanza and Western because of ‘few’ additional constituencies the regions will get if the Constitutional of Kenya (Amendment) Bill, 2020, sails through in the referendum.
The Bill, popularly referred to as the Building Bridges Initiative (BBI) Bill, proposes to increase the number of constituencies from 290 to 360.
The proposed law will see Deputy President William Ruto’s Rift Valley stronghold getting the lion’s share of the electoral areas followed by Nairobi, Central and Coast.
The Bill, that was passed by the county assemblies and has been forwarded to Parliament, indicates that Rift Valley will get 23 new constituencies, Nairobi 12, Central Kenya 11 and Coast 10.

Gideon now warns Baringo residents of 'toxic' leaders

Baringo Senator Gideon Moi has called on residents of the county to stay focused and avoid being duped by political brokers.
The senator said he had joined the winning team and that it would be foolhardy for his constituents not to follow him along because of people misleading them.
Gideon is a member of the ‘Super Seven’ team that spearheaded the campaign for the BBI Bill and plans to form a new coalition that will see the passage of the constitutional amendment at the referendum and win the 2022 General Election.

Deputy President William Ruto yesterday claimed his political rivals have ganged up against him ahead of the 2022 presidential election and are using threats to cow him down.
Ruto also asked President Uhuru Kenyatta and ODM leader Raila Odinga to promote the Building Bridges Initiative (BBI) Bill devoid of political threats and intimidation.

In an apparent reference to Thursday’s State House meeting where President Kenyatta and Raila met party leaders Kalonzo Musyoka (Wiper), Musalia Mudavadi (ANC), Baringo Senator Gideon Moi (Kanu), Bungoma Senator Moses Wetang’ula (Ford Kenya) and Kitui Governor Charity Ngilu (Narc), Ruto said the new political formation was meant to block him from 2022 succession.

Though the DP has poked holes in the Building Bridges Initiative (BBI), he has refused to oppose it outright even as some of his allies push him to do it.
Though he may not hold rallies against the referendum, he is planning to snub all the BBI popularisation campaigns.
Nation has learnt that the second-in-command will remain silent because he does not want a messy confrontation with his boss.
His allies have also advised him to save his money for the 2022 presidential campaign and to back candidates who can give him leverage in both National Assembly and the Senate.
Taking the President head-on would mean he drops all pretext that he is not defying his boss, a narrative he has so far sustained despite apparent contradictions, and brave the consequences of the Head of State going after him in a backlash, according to Keiyo South MP Daniel Rono.

28 County Assemblies have so far endorsed the  Constitutional of Kenya (Amendment) Bill, 2020.
On Tuesday, a majority of the 21 counties set to debate the bill unanimously passed the Bill.
Ward representatives from 16 counties overwhelmingly endorsed the Bill. Among them: Narok, Kakamega, Makueni, Murang’a, Bungoma, Nyeri, Machakos, Nyamira, Nyandarua, Garissa, Kirinyaga, Kitui, Mombasa, Meru, Nakuru and Lamu counties.
How some counties voted:
The assembly unanimously passed the Bill this morning with all the 36 MCAs voting in favour of the document which they praised as historic.
The draft was debated for less than an hour after the Assembly's Legal and Justice Committee  Chairman Abel Mose tabled the report of the public participation exercise that was conducted on Monday.

The possibility of Kenya going to a referendum became clear yesterday after the Building Bridges Initiative (BBI) Bill reached the 24-county constitutional threshold.
In what has now been dubbed ‘Super Tuesday,’ at least 38 counties had by last evening passed the Constitution of Kenya (amendment) Bill, 2020. 
Baringo is the only assembly that has so far rejected the Bill. A section of MCAs have moved to court to challenge the manner in which the exercise was conducted.
The Bill will now be transmitted to Speakers Justin Muturi (National Assembly) and Ken Lusaka (Senate).
