'Empty Budget': Farmers' Unions Allege Centre Gave Least Priority to Agriculture

Mohali: The unions which have been at the forefront of the farmers’ struggle against agri-marketing reforms for the last six months have expressed disappointment over the Union budget for agriculture presented today.
In a pre-budget and post-budget analysis, farmers’ leaders Yogendra Yadav, Avik Saha, Kavita Kuruganthi, Kiran Vissa and other agricultural experts said that the Union budget presented on Monday “has proved the farmers’ apprehensions right – that this government is on a path of withdrawing support to agriculture, not strengthening it.”

Union Budget 2021 LIVE: Union Finance Minister Nirmala Sitharaman on February 1 presented the Union Budget 2021 and revised the expenditure target for FY 2021 at Rs 34.50 lakh crore. She allocated Rs Rs 2,23,846 crore for health, Rs 1.18 lakh crore for road infra, Rs 1,10,055 crore for Railways, Outlay over Rs 3 lakh crore for power and set the divestment target for FY22 at Rs 1.75 lakh crore, among other things.

‘No surprises’ seems to be the hashtag for this year’s budget, as echoed by the giants of Indian industry on TV channels, as they heave sighs of relief and project hope for an economic recovery. No surprises, because the government proceeded on a mostly business as usual plan, reiterating its commitment to privatisation – albeit more openly – focussing on incentives to corporates, including labour reforms, no COVID-19 cess and plenty of other platitudes amounting to little else.

In the last few years, the Modi government has so far pushed for a rebate on all payable taxes but didn't change the slabs. In the previous Budget, Sitharaman had offered an optional lower rate of income tax to individuals as she introduced new tax slabs of 15 per cent and 25 per cent in addition to the existing 10 per cent, 20 per cent and 30 per cent. The new I-T slabs, which came into effect on April 1, 2020, are for individuals not availing of certain specified deductions or exemptions.
